TLISolutionshastheexpertiseandexperiencetosuccessfullysupportclientsfacedwithmunitionsandexplosivesofconcern(MEC)presentatcurrentandformerDepartmentofDefenseandcommercialsites.Wehaveperformedcomprehensiveresearchinvestigation,remediationandclosureactivitiesatmorethan100sitesnationwide,includingHawaiiandAlaska.SincethebeginningoftheMilitaryMunitionsResponseProgram(MMRP)in2001,wehavesupportedtheDoDanditseffortstoaddressthepotentialexplosivessafety,health,andenvironmentalissuesoncurrentandformerdefensesiteswhereunexplodedordnance(UXO),discardedmilitarymunitions,ormunitionsconstituentsareknownorsuspected.Overthepast12years,TLISolutionshasaccomplishedthefollowing:

TLISolutionspartneredwithNorthWind,Inc.,toexecuteaMunitionsTimeCriticalRemovalAction(TCRA)attheWalkerLakeLandTestRange,HawthorneArmyDepot(HWAD)inHawthorne,NV.TLIwasresponsibleforexecutingallsiteworkassociatedwithMECoperationsinsupportoftheTCRA.HWADhasoperatedcontinuously,withvariousmissionsandoversight,since1930.ThesouthernextentofWalkerLakestraddlesthenortherninstallationboundary,andwasthesiteofseveralhistoricaltestrangesincludingtheWalkerLakeWaterTestRangeusedbetween1942and1975totestrocketsofvarioussizesupto5inches.WalkerLakeisreceding,exposingoldmunitionslocatedontheformerlakebottom.TLIperformedthefollowingtasks:

o PreparedaTCRAImplementationPlan,developedallMEC-specificplans,includingtheExplosivesSafetySubmission(ESS),anddevelopedthesubstanceoftheAccidentPreventionPlan(APP)andSiteSpecificHealthandSafetyPlan(SSHP).

o Performedpublicinvolvementactivities,includingpublishingnoticesinthelocal/regionalnewspapers,notifyinglocalresidentsoftheongoingdemolitionwork,attendedstakeholdermeetings,andupdatedtheinstallationAdministrative

Record/InformationRepository.

Assessmentsforfederal,state,andlocalgovernmentagencies,specializingintechnicalandregulatoryissues.TLI’sknowledgeabletechnicalandlegalpersonnelparticipateinESAswithhighlyspecializedscience,engineering,andlegalcapabilitiestoaddressawidevarietyofenvironmentalconcerns.Withthismulti-disciplinarybackground,TLIofferscomprehensivesitehistoryreports;in-depthinterviewswithsiteemployeesandlocalresidentstosupportprocessandwastemanagementassessments;titlesearchesinconcurrencewithregulatoryfilereviewsandcorporateresearch;andastafftrainedinregulatoryinspectionprocedures.

Ø PhaseIandPhaseIISiteAssessments:TheseareconductedinaccordancewithEPA

requirementssetforthin40CFR312,“StandardsandPracticesforallAppropriateInquiries:FinalRule”andthecurrentASTM.Ourfocusincludes:(1)Identifyingexistingorpotentialenvironmentalliabilities;(2)assessinghowthisinformationmayaffectfuturelanduse;(3)identifyingalternativeactionstoaddresstheidentifiedliabilities;(4)definingtheextentofenvironmentalimpacts;and(5)providingbaselineinformationforuseinproperty-relatednegotiations.

Ø RI/FS:TLISolutions’experienceincludesdevelopingsite-orproject-specificRI/FSplans,

includingpreparingworkplans;samplingandanalysisplans;healthandsafetyplans;andsupportingcommunityrelationsplans.Forremedialinvestigations,weperformsitecharacterizations;determinethenatureandextentofcontamination;evaluatethefateandtransportofcontaminants;andassessriskstohumanhealthandtheenvironment.Tohelpdefinesiteconditionsweconductfieldinvestigationswhichincludegeophysicalsurveying;monitoringwelldesignandinstallation;andmultimediasamplingandmonitoring.Forfeasibilitystudies,wedevelop,screen,andperformdetailedevaluationsandanalysisofalternativeremedialactionstoprovidedecisionmakerswithadequateinformationtopermitselectionofanappropriateremedyforthesiteoroperableunit.

FormerlyUtilizedDefenseSite(FUDS)RemedialInvestigation/FeasibilityStudy,TysonValleyPowderFarm(TVPF),Missouri

In2008,TLISolutionsperformeda$1millionRIataFUDSmunitionsstorageandtestingfacility.Contaminantsincludedmetals,explosives,andsolvents(densenon-aqueousphaseliquids,orDNAPLs).TheTVPFisaformerDepartmentofDefense(DoD)facilitydevelopedbytheOrdnanceDepartmenttostorepowder,priming,pyrotechnics,incendiarychemicals,andsmallarmsammunitionproducedattheSt.LouisOrdnancePlant.Althoughthereare36AOCs,thecentralfeatureoftheRIisthecharacterizationofAOC2,aDNAPLreleasesite.TCEwasreleasedtothesubsurfacefromsolventdumpingintoadisposalpitandenteredtheshallowlimestonebedrock.ContaminationhastraveledoffthepropertyintothealluvialfloodplainoftheMeramecRiver.TheprojectencompassescompletionoftheRI/FSandtheconductoflongtermmonitoring.

TLISolutionsmanageduptofourworkcrewssimultaneouslytoinstall10newshallowanddeep(bedrock)wells,andtocollectover500multimediasamplesin3months.TLISolutionsdevelopedtheRIdatacollectionstrategytodeterminetheextentofcontamination,characterizeitsfateandtransport,andevaluatehumanhealthandecologicalrisksandremedialalternatives.DeliverablesincludedcompletionoftheRIReport,anFS,aProposedPlan(PP),andaDecisionDocument(DD).Innovationsincluded:

o Usinganon-sitelaboratorytoprovidenear-real-timedatatoquicklyrenderdecisionsinthefield.Thisallowedinvestigationdecisionstobemadeinthefieldtomeetthedataqualityobjectivesfortheproject.Thefieldworkwascompletedonscheduleandwithinbudget.

o Designingadyetracerstudytodefineflowpathsandcontaminantvelocitiesinfracturedlimestonebedrock

o Combiningaugerandairrotarydrillingtoquicklydrilllimestonebedrockupto150feettocollectappropriatelithologicdata,reducingdrillingcostsby50percent

o UsingX-rayfluorescenceinthefieldtoquicklyassessmetalcontaminationandidentifysoilsamplesforoff-sitelaboratoryanalysis

TLISolutionscompleted4yearsofsemi-annualgroundwatermonitoringforanumberofAOCsacrossthesite.Thisworkincludedcollectionandanalysisofgroundwatersamplesusinglow-flowsamplingmethods.Inaddition,anFSwaspreparedforAOC2whichaddressedDNAPLinthesourceareaandTCEgroundwatercontaminationinthesourceareabedrockanddowngradientalluvialfloodplain.Tenalternativeswereevaluatedinthedetailedanalysisofalternativesthatincludevariouscombinationsofsourcesoilexcavation,ZVIinjection,andelectricalresistanceheating(ERH).MonitoredNaturalAttenuationisproposedfordown-gradientcontaminatedwaterwiththesourcecontrolmeasuresinplace.

BasedTLI’shighqualityworktodate,USACEawardedTLIafollowoninvestigationofAOCsnotcoveredbytheoriginalRI/FS,calledtheYellowSites.This$1.7millionprojectincludespreparingaproposedPlanandDecisionDocumentforthesesites.TLIcompleteda1-monthfieldeffortwithfourfieldcrewscompletingvariousactivities–wellinstallation,direct-pushdrilling/sampling,surfaceandsubsurfacesoilsampling,trenchingandsampling,andseepandsurfacewatersampling.Over1,500sampleswerecollectedduringthefieldeffort.

ToachieveRCRApermitrequirements,TLISolutionshasperformedallaspectsofRCRAcorrectiveaction—fromconductingRFIs/CMSs,topreparingCMIWorkPlans,implementingremedies,andpreparingRCRs.Theworkhasbeenperformedatheavilyregulatedsiteswithorganicchemicalandmetal-contaminatedsoil,andchlorinatedsolvent-contaminatedgroundwater.TLISolutionsalsohasextensiveexperiencepreparingNFApetitions,whichrequirescreeninglevelhumanhealthandecologicalriskassessments.TLISolutionshaspreparednumerouspetitionsthathaveledtotheselectionofNFAasthepreferredremedyforclosureofvariousRCRAregulatedsites.
