A new, innovative leadership model for clinical directorates is now in place to drive the changes necessary in health and social care across the whole system. Clinicians are taking the lead to design and provide evidence-based models of care which are safe, accessible, effective and person-centred in the Transforming Tayside programme. Innovation and research are at the forefront of what NHS Tayside stands for and we are proud to have established the first academic health science network in Scotland, jointly supported by the Scottish Government and the University of Dundee. The Academic Health Science Partnership in Tayside brings together the delivery of healthcare services, education, quality improvement and research with the purpose of improving the health of patients.

NHS Tayside, alongside the Academic Health Science Partnership, has welcomed funding announced in the Tay Cities Deal to grow the Tayside Biomedical Cluster. The project aims to make the region one of the most attractive and sought after biomedical locations in the UK. A £25million investment to grow the Tayside Biomedical Cluster was one of the projects announced to receive investment in the Tay Cities Deal Heads of Terms Agreement. The funding will stimulate a step change in innovation-led growth and create new jobs for the region.

The final thing I would like to say to any potential applicant is that Tayside occupies an enviable location on the east coast of Scotland with rivers, hills, mountains and rolling countryside right on our doorstep, as well as vibrant urban areas. The V&A Museum of Design in Dundee is an international centre of design and the centrepiece of Dundee’s innovative new waterfront development. NHS Tayside is responsible for delivering healthcare to more than 415,000 people

living in Tayside. We employ around 14,000 staff and provide a comprehensive

2. JOB PURPOSE

Manage and provide an efficient, effective Dental / Maxillo-Facial, Radiographic and DEXA radiographic service by producing high quality images and providing a safe environment for patients, staff and students.

Manage and supervise Radiographers ensuring continuity of service delivery.

Justify radiological requests from dentists and clinicians under the Ionising Radiation (Medical Exposure) Regulations 2017 (IRMER).

Supervise and perform radiographic examinations, provide direct patient care and a high quality diagnostic imaging service in order to assist in the management of patients referred from clinicians.

Organise, supervise and deliver high quality teaching of all aspects of radiography, both theory and practical, to dental students, student hygienists/therapists and student dental nurses.

4. SCOPE AND RANGE Clinical areas: Dental Radiology Department DDH. Dental Radiography suite Department of Integrated Oral Care. Dental Radiography rooms Restorative Dentistry Departments. Kings Cross Radiology Department DEXA The post holder will also be expected to advise on any dental queries coming from PRI Radiology service, general dental practitioners and the Public Dental Service. Clinical activity: ~ 32,000 examinations per annum. Clinical provision: Mon- Fri 0830-1700, 52 weeks per year excluding public holidays Provide an adhoc service in the satellite radiography rooms within DDH. Provide a Tayside area sialography service Provide a radiographic service for General Dental Practitioners & the Public Dental Service. Provide a radiographic service at Kings Cross Hospital and a Tayside wide DEXA service Teaching: Provide training for dental students and hygiene/therapy students annually through a series of lectures for all theoretical aspects of radiography and practical demonstrations and guidance. Staff Responsibility: Manage and coordinate the clinical provision stated above. Manage and supervise the radiographers. Manage and provide a professional and high quality radiography service. Coordinate and provide high quality student training and a high level of clinical supervision. Coordinate the training and induction of a new member of staff including CPD and appraisal Be proficient in all aspects of Dental and Maxillo-Facial radiography, Radiography and DEXA.

5. Main Duties/Range

Managerial

To ensure the provision of the highest standard of clinical radiography throughout Dundee Dental Hospital, Kings Cross Hospital and wider DEXA service including PRI

Coordinate the day to day running, and be involved in the forward planning of the department working closely with the consultant radiologist to ensure a high quality service.

Develop and update protocols and procedures to ensure a high quality of patient care. Provide effective staff management, dealing often autonomously with simple and complex human resource

issues including recruitment, retention, absence managements, training and development plus any recurring staff needs.

Support the Consultant Radiologist and Clinical Lead in the planning, implementation and development and implementation of operational plans for the Radiology service.

Manage change within the service in order to respond to changes in referral patterns, service delivery, and the future needs of the department.

Manage staff rotas to ensure appropriate staffing levels: be responsible for granting/signing leave requests. Manage equipment service, maintenance and quality assurance in line with standards set by NHS Tayside

Radiation Physics Experts. Arrange the servicing and breakdown repair of imaging and DR/CR/DEXA equipment in conjunction with Band

6 staff Work with PACS / CRIS manager to ensure IT services maintained to support the service. Liaise with Estates and Housekeeping to ensure that the department is well maintained and clean in line with

the NHST infection control policy. Ensure departmental compliance with IRR2017 and IR(ME)R 2017 regulations. Act as Radiation Protection Supervisor for Dundee Dental Hospital and Area 2A Ninewells Hospital Ensure staff training and entitlement records are completed in accordance with the IR(ME)R and IRR. Management and record keeping of personal dosimeters for Radiology staff and other dental hospital users. Ensure that the Departmental H&S workbook is up to date, and that risk assessments are undertaken as

necessary. Manage fire risk assessment and walk-around training for Radiology Staff. Monitor and maintain stock levels for consumables advising the radiography manager of any problems. Work closely with consultant DMF radiologist, be actively involved in the coordination of radiographic tuition for

dental students and dental hygienists/therapists and liaise with university contacts Lead for equipment and staff quality assurance and departmental audits. Assist the in the evaluation and selection of new radiology equipment. Be responsible for accurate record keeping – for example: SSTS, Datix, equipment and maintenance, staff

training, QA, monthly audits. Undertake staff annual appraisal and ensure each member of staff has an appropriate Personal Development

Plan for the year. Be conversant with QPulse and have ability to manage local documentation.

Clinical Duties Provide limited advice to clinicians about possible pathology present on a radiograph within their scope and

experience. Work independently and produce high quality radiographs Be actively involved in devising and delivering ongoing training programmes and formal assessment of under

and post graduate trainees during clinical sessions / placement on a regular basis, providing direct supervision at all times.

Maintain the required knowledge and skills to provide effective training, keeping up to date with current advances in technology and diagnostic techniques.

Maintain a high level of expertise in the safe operation of radiology equipment. Independently manage and where possible, problem solve and rectify the said faults.

Act independently in the assessment of referrals for X-Ray examinations, taking full responsibility for justification of general X-Ray examinations in order to reduce unnecessary ionising radiation exposure of patients in accordance with Ionisation Radiation (Medical Exposures) Regulations 2017 (IR(ME)R 2017)

Act in such a manner as to promote and safeguard the interest and well being of patients and at all times adhere to the Code of Conduct as specified in the Health Care Professions Council handbook

Provide leadership for radiography staff in Dundee Dental Hospital and Kings Cross Hospital, communicate and liaise with all service users to provide a high quality imaging service to patients, ensuring effective communication and delivery of care.

Maintain accurate patient records to reflect the service provided and meet professional standards and legal requirements e.g. IR(ME)R 2017

In the dental department with no A&C support: receive patients and record details of examinations in Radiology information system.

Equipment

In conjunction with the Consultant DMF Radiologist, Clinical Lead and other dental clinicians assist in the assessment and evaluation of expensive and complex equipment.

Maintain an up to date knowledge of the latest advances in radiological equipment. Ensure that equipment maintenance is carried out as stipulated by the manufacturer with the minimum of

disruption to service provision. Monitor the reliability of equipment by maintaining records of breakdowns. Ensure that staff receive appropriate training in the use of equipment.

Educational

Devise and deliver formal training to a variety of staff groups, e.g., teaching a new radiographic technique to radiographers.

Compile reports and cascade training into the department as a result of attending formal training/educational training, e.g., devise and deliver on-going training to staff in any new equipment and consolidate initial training.

Provide relevant training competency records for QPulse.

Participate in mandatory training and actively pursue and provide continuous professional development in management and radiographic topics, keeping an up to date personal record.

6. COMMUNICATIONS AND RELATIONSHIPS

Patients

Provide information by explanation of procedures, listening to the patient’s requirements in order to encourage compliance with the imaging process. Some patients will have a barrier to understanding or be unable to communicate.

Deal with patients who require the adaptation of the imaging technique by utilising motivational and persuasive skills to acquire correct position and produce an acceptable diagnostic image.

These patients include:-

Dental Phobic/dentally anxious

Children aged under 5

Adults/children with special needs (physical & learning disabilities)

Provide reassurance as to the necessity of an X-Ray examination involving a risk associated with the harmful effects of ionising radiation.

Relatives /Carers

Provide reassurance and exchange information, assist with any queries about the imaging examination

Ask for assistance with and instruct in methods of immobilisation and maintaining radiation protection.

Deal directly with any complaints about the service or the staff

Arrange for a translator to be present during the examination / time in the department (own clinical caseload)

Clinical Radiology Staff (internal/external)

Delegate tasks to appropriate staff.

Maintain strictest confidentiality regarding staff issues.

Be responsible for granting annual leave and manage staff absence

Consult with line manager for advice about various operational/management tasks and topics

Draft and discuss department policies and suggest improvements, e.g., liaising with medical records department on how to deal with patient identification discrepancies

Pass on information relating to appropriate aspects of the patient journey to colleagues.

Provide leadership, motivation, advice and reassurance to colleagues.

Deal directly with any complaints about/from staff and/or problems with staff which affect the work flow, professionalism and practical running of the department.

Information Technology (IT) and Picture Archive and Communications System (PACS)

Solve problems, provide support, training and information to imaging department and IT / PACS staff, especially relating to clinical aspects of the systems. Be local PACS Super user.

Seek help and advice relating to network failures and problems with Computed Radiography (CR) and Digital Radiography (DR) systems, problem solve and implement solutions, e.g., unlocking passwords to allow users access and verify/correct patient information to ensure all studies and related information are correctly filed

Work closely as part of the regional radiology PACS group devising related policies and procedures. Others

Communicate with line management on equipment faults and performance, service provision and delivery and the entire general day-to-day issues that have arisen.

Provide information about equipment faults to on and off site engineers.

7. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB

BSc in Diagnostic Radiography or equivalent

Must have Health Care Professions Council (HCPC) Registration

Hold a postgraduate qualification in education or agree to work towards one, once in post.

The post holder should have a wide knowledge of Radiographic practice

Extensive clinical experience in Diagnostic Radiography

Experience of training in clinical audit process.

Evidence of Continuous Professional Development (CPD)

Attend CPD events that are specifically aimed at those working in a dental hospital/ DEXA/General Hospital environment.

9. PHYSICAL DEMANDS OF THE JOB

Maintain a level of fitness and flexibility to operate equipment without suffering from neck, shoulder and

arm strain and disability Maintain a level of physical fitness to frequently move ceiling mounted X-Ray tubes throughout three

dimensions during shifts if required The majority of the working day is spent either standing, sitting, walking and bending to position patients

and equipment or sitting at a PC carrying out administration duties.

Manipulate, position and immobilise (when required) patients for specialty area.

Be able to work at speed when performing imaging studies to accommodate the smooth running of busy lists and clinics.

Dealing with a variety of HR tasks / potentially upsetting staff issues e.g. complaints, absence management

Dealing with the strains of introducing and using new technology and changes to the service.

Keeping abreast of new technology and having to problem solve when things go wrong..

Prioritising workload requires diplomatic skills in discussion with referrers / colleagues who all believe their patient / task should take priority.

Providing supervision to staff when performing and assessing own work requires frequent changes in concentration in unpredictable situations throughout the majority of the shift period.

Should imaging equipment malfunction during an examination evaluate the situation and provide an immediate solution. Provide advice and supervision to colleagues encountering such a situation.

Emotional Demands

Occasionally perform imaging examinations on and provide care to terminally ill patients.

Having to deal with constant interruptions

Dealing with frustration caused through IT system failures, and the devastating impact the said failures have on the immediate service. In conjunction with the PACS / CRIS manager and Access Administration manager make instant decisions to progress immediate examinations during system failures and then constantly review these decisions to ensure that all electronic studies are correctly linked to all systems as soon as the original failures have been fixed.

The terms and conditions of service for this post are those determined by the NHS Staff Council.

Remuneration The current salary scale for the post is £33,222 to £43,471 per annum (pro rata for part-time staff). Placing on the scale on appointment is normally at the minimum but may be higher subject to verification of previous relevant service. Salary is paid monthly by Bank Credit Transfer.

Hours of Duty The hours of the post are 37.5 per week. The contracted weekly hours may be worked over any reference period, e.g. 150 hours (pro rata for part time staff) over four weeks or annualised hours, with due regard for compliance with employment

legislation, such as the Working Time Regulations. Start and finish times will be determined by the needs of the service.

Superannuation New employees are automatically enrolled into the NHS (Scotland) Superannuation Scheme, but may opt out later should they choose. The pension scheme is provided by Scottish Public Pensions Agency. All benefits are explained on the SPPA website www.sppa.gov.uk

Employee contribution rates with effect from 1 April 2018 are as follows:
