With the goal of providing a positive learning environment for prisoners who are serious about completing Career and Technical Education, the Vocational Village at the Richard A. Handlon Correctional Facility was developed. Prisoners that are enrolled in Career and Technical Education as well as those prisoners earning their bachelor’s degree from Calvin College are housed together. By housing prisoners together that share a common goal of improving their lives through education, a positive, productive environment has been created. Housing the prisoners together offers many other advantages such as the opportunity to discuss educational topics during non-class time. The students go to meals together, go to yard together and go to programming together. This method allows the prisoners within this housing unit to not have to associate with those prisoners who do not share the same focus or goals.
This concept will be expanded with the creation of the Vocational Village at Parnall Correctional Facility in the coming months.

The goal of the certificate is to provide returning citizens with documents that will help them secure employment.
The benefit for the employer is that if they hire a returning citizen with a Certificate of Employability, they are protected from the nuisance lawsuits that previously could occur when hiring someone who is returning to the community.
The hope is that these documents will remove some of the stigma associated with hiring these citizens and eliminate some of the risk for employers.
Prisoners are eligible for the Certificate of Employability if they meet all of the following criteria:
Successful completion of a Career and Technical Education course
No Class I Misconducts (formerly Major Misconducts) during the two years immediately preceding release
No more than three Class II Misconducts (formerly Minor Misconducts) during the two years immediately preceding release
A Silver Level National Career Readiness Certificate, obtained through taking the ACT WorkKeys test.
Provide and process birth certificate applications at any point during the incarceration period.
Provide and process Social Security card applications once offender is within 120 days of parole/discharge.
As of July 2016, the department started working with the Michigan Department of State (MDOS) to assist offenders in obtaining their State I.D. and/or driver license.
-The mobile unit travels to the designated facility and assists up to 100 offenders per day in obtaining their I.D.
-Typically takes around 2 weeks to receive the I.D.’s at which time the I.D.’s are sent to the facility and stored in the offender’s Record Office file until they parole/discharge.
