decision to consolidate more than #$ e9isting programs! most o/ ,hich ,ere competitie!into a single /ormula:/unded /le9ible block grant program that allo,s districts to choose,here best to spend their SSAE0 dollar in order to help all students deelop the skillsessential /or learning readiness and academic success. *hese programs include) sa/e andhealthy students actiities! such as proiding mental health serices to students; increasingstudent access to S*EM! computer science and accelerated learning courses! physicaleducation! art! music! /oreign languages and college and career counseling; /unds /or ane//ectie school library program; and proiding students ,ith access to technology anddigital materials and educators ,ith technology pro/essional deelopment opportunities.
e make this re-uest because ,e beliee that the President8s 67&' budget re-uest is grosslyinade-uate. Speci/ically! the President8s budget proposes to /und this program at 5%$$million! ,hich is less than one:third the authori+ed /unding leel to ,hich Congress and thePresident agreed less than < months ago. *his ,ould hae deastating conse-uences in allschools districts. 6or e9ample! program ,ould signi/icantly disadantage smaller! more rural school districts as they o/tenlack the capacity to apply /or /unding and! een i/ they do apply! /ace the prospect o/receiing no money at all. Su//iciently /unding this program eliminates any need /or prescriptie language about targeting and increases local control and choice oer inestmentsmade in education programs. Lastly! under/unding this program in its /irst year o/
authori+ation seerely hinders the program /rom being implemented e//ectiely and sets the program up /or steep cuts and lo,er appropriations in /uture years.
