I’m proud of that,” he said. Al Jabri said the lack of skills and experience were caused by a lack of preparation schools on of- fer for young Omanis before they enrol into universities. “There is a big gap between high school and university. They spend lots of time in foundation courses in English, which I believe that this should already be covered by school time,” he said. Al Jabri said study programmes should also cover more than just education. “We need to think not only of ed- ucation, but we need to think also of providing skills to the students. It’s very important for students to improve their soft skills, such as business writing, presentations, self-confidence, and leadership,” he said. Tonia Gray, general manager at Competence HR, told the Times of Oman (TOO) that part-time jobs are very valuable as a preparation for a career. “Undertaking part- time work, alongside your studies is invaluable in terms of under- standing how different the work- place is to your place of study and working part time may go some way in instilling a work ethic in advance of undertaking full-time work,” she said. According to ROP’s statistics, a total of 1,257 accidents took place between June and July 2015 leaving a total of 751 injured and 117 dead; reflecting an increase of 139, com- pared with the same period in 2014. However, during June and July 2014, the number of injuries was sig- nificantly more than in 2015, where 838 were injured, while 141 died. Ramadan falls during both these months and since it is a month of fasting, many people drive back home after work feeling fatigued and speed to get back to their fami- lies for iftar, which are the most like- ly causes for accidents. “Driving during any month of the year requires the full and focused at- tention of all drivers and this ability to focus is severely reduced when a driver is observing the fast during Ramadan,” said safety expert Mark Pudwell. “Fatigue, low blood sugar and reduced fluid mineral levels im- pact hugely upon a fasting driver’s ability to focus and react appropri- ately to the traffic environment; an additional threat to driver and pas- senger safety is the speed at which a vehicle is being driven; often due to trying to get home to family and friends in time for iftar. This is the time when many tragic incidents occur,” he added. According to a 2015 study by Professor Ron Maughan from the Loughborough University, driving while dehydrated has the same ef- fect on road safety as drunk driving, reported The Telegraph. “There is no question that driv- ing while incapable because of drink or drugs increases the risk of acci- dents, but our findings highlight an unrecognised danger and suggest that drivers should be encouraged to make sure they are properly hy- drated,” said Maughan. “In other words, drivers who are not properly hydrated make the same number of errors as people who have drunk over the driving limit,” he added. The Times of Oman spoke to the ROP during the GCC Traffic Week and an officer said that there usually is a rise in police pa- trolling during Ramadan. Speaking words of advice ahead of the Holy Month, Pudwell said, “Fasting drivers should try to reduce the amount of driving they under- take by planning their work day with clients and customers around their reduced working hours. Those peo- ple who need to make longer jour- neys home should plan their journey leaving more time for travel and re- duce the need for excessive speed.” “Companies could also consider staggered working hours to reduce the numbers of drivers on the road at any given time thus mitigating the potential for heavy traffic and road traffic incidents,” he added. MUSCAT: More Omani students should opt for part-time jobs to gain the necessary experience, Dr. Omar Al Jabri, co-founder of job vacancy platform Oman Careers, said. He noted that this is because of the lack of skills evident in Omani students, because of which they are not well prepared for the job market.

Based on his experience with job announcements, Al Jabri said there are hardly any companies that want to employ a fresh gradu-ate. “Many companies ask for two or three years of experience. We need to give fresh graduates the chance to be appointed and gain skills. So the only thing to do here: go for a part-time job!” he said.

Finding time for both work and studies a challenge, say youth

“That’s why I am helping my father in his construction busi-ness, for two to three hours a day,” he said.

Khalid Hilal Al Fahdi, who studies Business Administration Information Systems, said he too plans to get a part-time job. “I’m young and I do not want to waste time. I’ll get experience together with my degree,” he said.

Al Fahdi, who wants to work at a telecommunication company, said he is willing to start working in a call centre to gain more expe-rience and get a better job later on.

Many others said they cannot combine study with part-time work, although they see the ad-vantages of gaining experience. Also, their expectations from their fi rst job are quite high.

Very hard to focus bothMuna Haikal, a Business and Ac-counting student, said, “It is very hard to focus both on study and work at the same time.” That is why she is not planning to fi nd

a part-time job. However, given that she wants to be a manager, she said she needs more experi-ence and training.

Mohammed Al Balushi, who also studies Finance, said having some experience before applying for the fi rst job is crucial.

“They will probably take you straight away when they see you already have some experience,” he said. However, he said he does

not have a part-time job, as he does not have the time.

He said that only a few stu-dents within his college do part-time work in supermarkets or restaurants.

Nasser Bashir, a student in Business Administration and Marketing, said he cannot aff ord to have a part-time job.

“I’d love to have a part-time job, but I can’t aff ord it. Here, we have to attend all classes and prepare for exams. It’s hard to combine that with work,” he said. He said he hopes that he will be a manager in his fi rst job, but eventually, he wants to be a “big businessman.”

Khulood Al Zadjali, who stud-ies General Business, said she does not plan to get a part-time job, since after classes, she needs to study and on the weekends, she needs to spend time with her family.

“In Oman, you’re obliged to spend time with your family on the weekends. Thus, I do not have the time to work,” she said.

Social entrepreneurs to flourish in Oman as private sector grows

MUSCAT: Social entrepreneur-ship has huge potential in Oman, as the country is seeking to boost the role of the private sector in the economy, speakers at the meeting “Business for Social Change” or-ganised by the British Council on Wednesday said.

The meeting hosted British, as well as Omani social entrepre-

neurs, and was aimed at exchang-ing ideas about how to start a so-cial business and the challenges faced in the process.

Khalid Al Haribi, deputy chief executive offi cer of Operations at Riyada, said social entrepreneur-ship is the answer to today’s eco-nomic situation. “This is exactly the right time for social entrepre-neurship to fl ourish. There is great potential in social entrepreneur-ship for bridging the gap by mak-

ing sure that we are encouraging enterprises to think about sustain-ability,” he stated.

“I totally believe that the answer to today’s economic situation is to look into the past, how our forefa-thers faced economic diffi culties. A step forward is sometimes tak-ing a step back,” he said.

Al Haribi said he hopes that so-cial entrepreneurship in Oman will fl ourish also in regions outside Muscat, by using knowledge of how Omanis in the past used Om-ani heritage to create economic di-versity. He explained that old tech-niques, such as the construction of falaj (irrigation) systems, making clothes out of recycled materials and creating community lending facilities can now inspire social businesses to make sustainable products and services.

“We need to bridge our historic knowledge by creating solutions for issues today,” he said.

An example of such an initiative is students in Dakhiliya and Dha-hira regions coming up with a way to protect their communities from fl ooding. He said the students are studying what the forefathers said about using wadis (valleys).

Nasra Al Adawi, partner at Ta-wasul/Global Connection Centre, agreed that social entrepreneur-ship is growing in Oman. She said there are already social enterpris-es active in Oman and more are coming up.

“There are a lot of opportunities in Oman, for example in the envi-ronmental fi eld, such as can and paper recycling. There is an oppor-tunity to create recycling facilities here, instead of taking it abroad,” she said.

Maryam Al Aamri, founder of Youth Vision, an organisation which designs youth empower-ment programmes, said Omani youth are showing an increasing

interest in starting a social busi-ness. “The youth want to make a change. They want to help people and solve problems,” she said.

However, the challenge is to shift these ideas to a viable busi-ness. “A lot of youth have many ideas but they cannot modify them to become a business,” she said. She added that there is a need for models that helps them do so.

Role models are important to make Omani youth aware of the benefi ts of social businesses.

Creating a good story is essen-tial for ‘selling’ an idea and making a viable business.

Al Adawi said the concept of a social business is very new to Oman. “Not a lot of people are aware, so you really have to build credibility.” She said role mod-els are very important for Omani youth in encouraging them to start a social enterprise, instead of going for a conventional job. She added

that it is very important for social entrepreneurs to be clear about their aims and business model. Students in schools and universi-ties are already taught about the benefi ts of social businesses, ac-cording to Al Adawi.

Al Haribi told the audience that the fi rst thing that social entrepre-neurs should do is to create a good story, instead of simply creating a service.

“People are buying into stories. You’re not [simply] recycling, but you’re saving the environmental areas in Oman. The way we shape our stories, is what makes or breaks the next generation of so-cial entrepreneurs,” he said.

Subsidy for water and electricity in Oman reviewedMUSCAT: A presentation on the government’s subsidy for electricity and water was or-ganised by the Majlis Al Shura’s Secretariat General on Thurs-day in coordination with the Oman Power and Water Procure-ment (OPWP).

The aim of the presentation was to acquaint members and staff of Majlis Al Shura of the services provided by the govern-ment in the areas of electricity, water and the extent of its contri-bution to the national economy.

This presentation comes with-in the framework of its associa-tion with the studies carried out by Majlis Al Shura’s committees in this area, which deals with all the economic and social dimen-sions and their impact on society.

The presentation was attend-ed by Sheikh Rashid bin Ahmed Al Shamsi, Deputy Chairman of Majlis Al Shura, a number of Ma-jlis Al Shura’s members, Sheikh Ali bin Nasser Al Mahrouqi, Ma-jlis A’Shura’s Secretary-General, and some of the staff of the Secre-tariat General.

The presentation, which was made by Eng. Ahmed bin Saleh Al Jahdhami, CEO of OPWP, included a range of themes, in-cluding the increase in demand for electricity and water, future plans to meet that demand, in ad-dition to the contribution of the private sector in this context, the total cost of supply, and the stra-tegic projects and future chal-lenges for the electricity and wa-ter sector in the Sultanate. — ONA

Dental issues focus of major conferenceTimes News Service

MUSCAT: Oman’s Minister of Health, Dr. Ahmed Mohammed Al Saidi, inaugurated the 18th Omani International Dental Conference at the Grand Hayyat Hotel on Thursday.

The conference, organised by the Oman Dental Society in col-laboration with the Medical Ser-vices of the Armed Forces and the Royal Oman Police (ROP), was held under the theme “Towards shaping the future of Dental Profession.” Dr Al Saidi in his re-marks had pointed out that den-tal and oral health is fundamental to the Sultanate’s health system and that spreading awareness about it is essential.

The two-day conference witnessed the participation of more than 400 doctors and spe-cialists from the Sultanate and abroad, where more than 50 speakers from 16 countries will present lectures.

The scientifi c sessions of the conference will highlight the latest techniques and research related to oral and dental health in its diff erent disciplines, such as Paediatric Dentistry, Maxil-lofacial Surgery, Endodontics, and Primary and Conservative Dentistry. They also asserted the principle of dental and oral pri-mary health care.

Professional ethicsFurthermore, the sessions in-troduced the participants to the code of professional ethics in dental treatments, medical imag-ing controls, and the use of CAD/CAM in diagnosis and treatment.

EU enforces sanctions against Libyan leaders

BRUSSELS/TRIPOLI: Three Libyan political leaders opposing the UN-backed unity government are from Friday subject to Euro-pean Union’s economic sanctions, the EU offi cial journal said.

Fearful of derailing peace ef-forts, EU governments hesitated for months before agreeing in March to move on with restrictive measures.

The asset-freeze measures were formally adopted on Thursday and took eff ect on Friday, two days after the members of the Libya’s unity government reached Tripoli

by ship, defying attempts to keep them out of the city.

The three men hit by the EU measures are Nouri Abusahmain, president of Libya’s General Na-tional Congress in Tripoli, one of two rival parliaments; Khalifa Al Ghwell, prime minister of the self-proclaimed Tripoli government; and Aguila Saleh, the president of Libya’s internationally recognised parliament. The EU offi cial jour-nal said they played a central role in obstructing the establishment of a unity government in Libya.

Meanwhile, Tripoli’s self-de-clared government has said it will not cling to power but will peace-fully oppose a UN-backed unity government that arrived in the capital this week from Tunisia.

Western powers hope the unity government will seek foreign sup-port to confront the IS militant group, deal with migrant fl ows from Libya towards Europe and restore oil production to shore up

its economy. But the new govern-ment, which held its fi rst meetings in Tripoli on Thursday at a heavily guarded naval base, has failed to win backing from Libya’s two rival pairs of governments and parlia-ments, one based in Tripoli and one in the east.

Vehemently opposedThe head of the Tripoli-based National Salvation government, Khalifa Ghwell, has vehemently opposed any transfer of power. But a statement posted late on Thurs-day on the government’s website struck a milder tone, saying oppo-sition would be “by peaceful and legal means without use of force or incitement to violence”.

“We will not cling to power,” the statement said. “I demand that the revolutionaries, civil society and the senior clerics be given the op-portunity to take the necessary de-cisions to avoid bloodshed and fi nd a solution to the Libyan crisis.”

In a boost for the new unity government and its leadership, or Presidential Council, 10 western Libyan towns and cities said they welcomed and supported its arriv-al. “The municipalities of the west-ern coast are conscious that this is a critical stage,” they said. “We call on all Libyans to be unifi ed in their support for the Government of Na-tional Accord.”

The new government’s seven-member Presidential Council is trying to take control of insti-tutions in Tripoli and to secure the backing of the capital’s many armed groups.

An offi cial at the foreign minis-try in Tripoli said security forces loyal to the Presidential Council had secured the ministry building and that the minister previously appointed by the National Salva-tion government had left peace-fully. Tripoli has been mostly calm since the Council members ar-rived on Wednesday. — Reuters

Egypt blocked Facebook Internet service over surveillanceSAN FRANCISCO: Egypt blocked Facebook Inc’s Free Ba-sics Internet service at the end of last year after the US company refused to give the Egyptian gov-ernment the ability to spy on users, two people familiar with the mat-ter said.

Free Basics, launched in Egypt in October, is aimed at low-income customers, allowing anyone with a cheap computer or smartphone to create a Facebook account and access a limited set of Internet ser-vices at no charge.

The Egyptian government sus-pended the service on December 30 and said at the time that the mobile carrier Etisalat had only been granted a temporary permit to off er the service for two months.

DeclinedTwo sources with direct knowl-edge of discussions between Fa-cebook and the Egyptian govern-ment said Free Basics was blocked because the company would not allow the government to circum-vent the service’s security to con-duct surveillance. They declined to say exactly what type of access the government had demanded or what practices it wanted Facebook to change.

A spokesman for Facebook de-clined to comment. Etisalat did not respond to a request for com-ment. Mohamed Hanafi , a spokes-man for Egypt’s Ministry of Com-

munication, declined to comment specifi cally on the allegation about surveillance demands but cited other reasons for Free Basics to be blocked. “The service was off ered free of charge to the consumer, and the national telecommunication regulator saw the service as harm-ful to companies and their com-petitors,” he said.

Free Basics, which is available in 37 countries that have large popu-lations without reliable Internet service, is central to Facebook’s global strategy.

The company does not sell ads on the Free Basics version of its website and app, but it aims to reach a large group of potential users who otherwise would not be able to create Facebook accounts.

Facebook said more than 3 mil-lion Egyptians used the service before it was suspended, and 1 million of them had never had In-ternet access. The main Facebook site and app are still available in Egypt, which has a population of about 90 million.

Confl ictThe confl ict over Free Basics high-lights the delicate balancing act that global Internet companies face in responding to the demands of governments while protecting the privacy of their customers, especially at a time of heightened concerns about Internet surveil-lance and censorship worldwide.

It represents one of the few known cases in which a global In-ternet company has received and rejected a government demand for special access to its network and been forced to shut down a service, Internet privacy experts say.

Free Basics has come under fi re from Internet activists across the globe, most notably in India, for violating net neutrality by allow-ing free access to a select group of websites and businesses, thus put-

ting others at a disadvantage.Indian regulators issued new

rules in February that eff ectively barred Free Basics after a two-month public consultation pro-cess. Hanafi cited the India exam-ple in explaining Egypt’s move, but there has been no public debate or regulatory proceeding over net neutrality or the competitive im-pact of Free Basics in Egypt.

Facebook in September strengthened the security protec-

tions for Free Basics after criti-cism from privacy advocates that it did not do enough to prevent spying. In part, the problem was that users could not seamlessly connect over encrypted channels to the secure websites marked by addresses beginning HTTPS.

That meant that customers us-ing web-based email might have their messages exposed. Authori-ties might also be able to watch who was visiting particular web-sites. Now, those using the Free Basics mobile app can connect directly with encryption to secure sites. Those connecting via the Free Basics website can connect securely to Facebook, which de-crypts and then re-encrypts user traffi c before sending it along to partner sites.

Security measuresIt is not known whether the new security measures were a factor in Egypt’s decision to block Free Basics. It is also not known if the government has asked other so-cial media companies or Internet service providers for security back doors.

When Free Basics launched in Egypt, there was no mention of a temporary permit or concerns about competition or net neutral-ity, according to people who were involved in the discussions.

At the time of the suspension, Facebook said it was “disappoint-

ed” and hoped to “resolve (the) situation soon.”

Some former Facebook employ-ees said the company has reason to be especially vigilant in defending its customers in Egypt.

A Facebook page started in 2010 by a Google employee in Dubai about the death of an Alexandria man at the hands of police played a direct role in fomenting the pro-tests that toppled former leader Hosni Mubarak in 2011.

In January this year, amid a crackdown on dissent in the run-up to the fi fth anniversary of the uprising, Egyptian security forces arrested two people for manag-ing Facebook pages that they said were used to support the outlawed Muslim Brotherhood and encour-age protest.

The two are still in jail pending investigations on charges of incit-ing violence and disseminating and publishing false news.

Any move to shut down Face-book completely in Egypt would likely bring a harsh popular back-lash, said Ramy Raoof, a digital security researcher and consult-ant. But blocking Free Basics can crimp Facebook’s growth among lower income people, without al-ienating middle-class Internet us-ers and businesses.

“Shutting down Facebook com-pletely is an idea that is far-fetched and would lead to great conse-quences,” Raoof said. — Reuters

UN urges parties in

Yemen peace talks to

engage constructively

UNITED NATIONS: The United Nations special envoy to Yemen on Friday welcomed a re-cent prisoner swap between the parties to the Yemen confl ict and urged them to “engage construc-tively” in a new round of peace talks set to begin on April 18.

Earlier this week, a Saudi-led military coalition said it had completed a prisoner swap in Yemen, exchanging nine Saudi prisoners for 109 Yemeni nation-als ahead of a planned truce and peace talks aimed at ending the year-long war with Houthi rebels.

“These initiatives reinforced the spirit of the confi dence build-ing measures recommended at the previous round of talks and there is no doubt that they can provide an important drive to the political process,” UN envoy Is-mail Ould Cheikh Ahmed said in a statement.

“I am looking forward to the ac-

tive participation of relevant par-ties in the talks,” he added. “Yem-eni delegations should seize this opportunity to provide a mecha-nism for a return to a peaceful and orderly transition.”

Ould Cheikh Ahmed said the two sides have confi rmed a ces-sation of hostilities starting at midnight on April 10 ahead of the peace talks set to begin in Kuwait a week later. “We are planning and preparing at full speed,” Ould Cheikh Ahmed said about the up-coming peace talks.

“UN political experts have al-ready been deployed to Sanaa and Riyadh in order to work with the delegations gearing up for the re-sumption of talks,” he added. “An-other team is on its way to Kuwait to fi nalise the preparations.”

Police fi le case of homicide after Kolkata fl yover collapse kills 24KOLKATA: Police on Friday opened a case of culpable homi-cide against the company that had been building a fl yover which col-lapsed in Kolkata, killing at least 24 people and injuring dozens.

Rescuers with cranes and jack-hammers struggled on Friday to clear shattered concrete slabs and twisted girders from the 100-me-tre (110-yard) length of the fl yover that on Thursday crashed down on pedestrians and vehicles in a road below.

Over 100 people have been res-cued, many with serious injuries, but chances of fi nding more sur-vivors dwindled after authorities removed crushed cars and a bus from the rubble in a teeming com-mercial district near the city’s Girish Park.

“It is being ensured that there are no more dead bodies under the debris,” S.S. Guleria, deputy inspector general of the National Disaster Response Force, told Reuters Television.

Television channels broadcast images of autorickshaws and a crowd of people suddenly oblite-rated by a mass of falling concrete.

Chief Minister Mamata Ba-nerjee, whose centre-left party is seeking re-election soon in the state of West Bengal, said those responsible would not be spared and blamed the previous state government, which awarded the fl yover contract in 2007.

But she herself faces questions about the project. The Telegraph newspaper reported in November that Mamata had wanted the fl yo-ver — already fi ve years overdue —to be completed by February.

Project engineers expressed

concerns over whether this would be possible, the Telegraph said at the time. The disaster could play a role in the election in West Ben-gal, whose capital is Kolkata. It is one of fi ve approaching polls that will give an interim verdict on Prime Minister Narendra Modi’s nearly two years in power.

Indian company IVRCL had been building the 2-km (1.2-mile) Vivekananda Road fl yover, ac-cording to its website.

Its shares closed down 11.7 per cent in Mumbai trading on Friday as police announced they had opened a case of culpable homicide. Police detained seven employees of the company, inter-viewed bosses at its headquarters in the southern city of Hyderabad and sealed its offi ces, police said.

A senior IVRCL manager drew national condemnation for calling the disaster “an act of God”.

“We did not use any inferior quality material and we will coop-erate with the investigators,” the company’s director of operations A.G.K. Murthy told reporters on Thursday.

“We are in a state of shock.” Years of delays may have led

to corrosion to metal elements of the fl yover, according to res-cuers. Locals said concrete had been poured on the stretch that collapsed the night before the dis-aster. Crowds of residents tried to help trapped people.

Three cranes worked overnight to clear wreckage and gain access to vehicles in which people were believed to be trapped.

Harrowing news images showed the limbs of a dead man protruding from under a steel girder. Ambulances struggled to reach the scene, hemmed in by buildings.

“Every night, hundreds of la-bourers would build the fl yover and they would cook and sleep near the site by day,” said Ravindra Kumar Gupta, a grocer who pulled out six bodies, together with his friends. “The government wanted to complete the fl yover before the elections and the labourers were working on a tight deadline. Maybe the hasty construction led to the collapse.”

Meanwhile, the government of of West Bengal has intimated Election Commission about its announcement of giving compen-sation to victims of the fl yover collapse as the model code of con-duct is on in view of the coming state Assembly election.

“We have received a letter from the chief secretary and sent it to the Election Commission (Del-hi),” Additional Chief Electoral Offi cer Dibyendu Sarkar said.

The state government has announced ex-gratia relief of Rs500,000 to the kin of dead, Rs200,000 to those seriously in-jured and Rs 100,000 to those who sustained minor injuries. It has also announced that all medical expenses due to the collapse will be borne or reimbursed by the state government.

On whether the decision vio-lates the model code of conduct, the EC offi cial said in such cases of emergency, rules can be relaxed to “some extent”. - Agencies

85% pictorial warning norm for tobacco products comes in force

NEW DELHI: Tobacco products manufactured from Friday on-wards will carry larger pictorial warnings covering 85 per cent of the display area on the packet as the Centre’s notifi cation in this re-gard went into force.

The Health Ministry’s notifi ca-tion of September 24, 2015, for im-plementation of the Cigarettes and Other Tobacco Products (Packag-ing and Labelling) Amendment Rules, 2014, prescribing larger pic-torial warnings on tobacco prod-ucts came into force on Friday.

Notwithstanding a parliamen-tary panel’s recommendation which had described the govern-ment’s proposal as “too harsh” and wanted a drastic reduction in the size of the visual warning, the Centre went ahead with the larger pictorial warnings.

The Parliamentary Committee on Subordinate Legislation had recommended that the message occupy 50 per cent of the space.

“The committee is of the view that in order to have a balanced ap-proach, the warning on cigarette packets should be 50 per cent on both sides of the principal display area instead of 85 per cent of the principal display area as it will be too harsh and result in the fl ooding of illicit cigarettes in the country,” the committee said in the report.Health Ministry had also told the Rajasthan High Court that its leg-islative authority is examining the observations/recommendations of the Parliamentary Committee on Subordinate Legislation. - PTI

Stop thinking ‘his terrorist is not my terrorist’, says Modi

WASHINGTON: Prime Minis-ter Narendra Modi on Friday said state actors working with nuclear traffi ckers and terrorists present the greatest risk to nuclear secu-rity as he called for dropping the notion that “his terrorist is not my terrorist”.

Referring to the recent terror attacks in Brussels, Modi said they show how real and immediate is the threat to nuclear security from terrorism as he pointed out that all countries must completely adhere to their international obli-gations in this regard.

Outlining three contemporary features of terror that the world should focus on, Modi said today’s

terrorism uses extreme violence as ‘theatre’.

“Second, we are no longer look-ing for a man in a cave, but we are hunting for a terrorist in a city with a computer or a smart phone.

“Third, state actors working with nuclear traffi ckers and ter-rorists present the greatest risk,” he said, in an apparent reference to Pakistan.

Dwelling at length on the threat posed by terrorism to the world, Modi noted that terror has evolved and that terrorists are using 21st century technology, “but our responses are rooted in

the past”. The reach and supply chains of terrorism are global, but genuine cooperation between nation states is not, Modi said in his intervention during a White House dinner hosted by US Presi-dent Barack Obama that formally kicked off the two-day Nuclear Security Summit here.

“Drop the notion that terror-ism is someone else’s problem and that ‘his’ terrorist is not ‘my’ ter-rorist. Terrorism is globally net-worked. But, we still act only na-tionally to counter this threat,” he told the international community.

Modi was seated next to Obama

during the White House dinner which was attended by heads of States of more than 20 coun-tries in the US capital for the fourth edition of the Nuclear Security Summit.

“Nuclear security must remain an abiding national priority. All States must completely abide by their international obligations,” Modi said. Praising the US Presi-dent for his initiative on nuclear security, Modi said Obama’s lega-cy must endure.

“By putting spotlight on nuclear security, Obama has done great service to global security,” he said.

Meanwhile, Modi on Friday met his Canadian counterpart Justin Trudeau and discussed bilateral ties, their fi rst meeting after the latter swept to power last year.

Modi and Trudeau met here on the sidelines of the Nuclear Secu-rity Summit.

“Engagements on Day 2 begin with a bilateral with PM Jus-tin Trudeau,” External Aff airs Ministry Spokesman Vikas Swarup tweeted.

“Canadian connect... today’s meetings commence with an interaction with Canada’s PM Justin Trudeau. Both PMs dis-cuss India-Canada relations,” a PMO tweet said.

Last year, Modi had visited Canada when he held extensive talks with the then Canadian pre-mier Stephen Harper.

Canada had agreed to supply 3,000 metric tonnes of uranium to energy-hungry India under a $254 million fi ve-year deal to power In-dian reactors.

The agreement for uranium supply, which came two years after protracted negotiations fol-lowing the 2013 civil nuclear deal between India and Canada, was signed after comprehensive talks Modi had with Harper in April last year.

Forty-four-year-old Trudeau carries one of the most famous names in Canadian political his-tory.His late father was prime minister for the better part of 16 years, between 1968 and 1984.

Government extends tax amnesty scheme deadline

ISLAMABAD: An apparently dejected government gave a third extension on Thursday in the tax amnesty scheme as the number of fi lers could not cross 7,700 while authorities struggled to reach close to the nine-month revenue collection target of Rs2,105 billion.

In July-March 2015-16, the Federal Board of Revenue (FBR) could collect Rs2,088 billion till Thursday night. “The fi gure is expected to rise further as fi eld formations of the FBR were in the process of reconciling the data,”

said Dr Mohammad Iqbal, the FBR spokesman.

“We expect to cross Rs2,100 bil-lion, which itself is a big achieve-ment,” said Haroon Akhtar Khan, Special Assistant to the Prime Minister on Revenue.

In case, the FBR misses the Rs2,105-billion target, Pakistan will have to seek a waiver from the IMF executive board.

The FBR had also fallen short of the Rs1,390-billion target for the

fi rst half of the fi scal year, though only with a thin margin.

The provisional collection in nine months was Rs314 billion or 17.7 per cent higher than the com-parative period of previous fi scal year. For the entire current year, the revenue collection target was set at Rs3,104 billion.

Owing to the poor performance in the fi rst fi ve months, the gov-ernment had introduced a mini-budget in December last year.

This gave a major push to the revenue fl ow as the government heavily taxed imports of goods, making raw material expensive and causing an increase in infl a-tion. The government has also re-covered an extra Rs92 billion dur-ing the July-February period from consumers of petroleum products by increasing the sales tax up to 108.7 per cent of the ex-refi nery price of high-speed diesel.

The FBR’s audit function re-mains weak, allowing taxpayers to escape the law despite under-declaring their earnings. It also could not make progress in cases of 44 politicians that were se-lected for audit including Punjab Chief Minister Shahbaz Sharif.

Finance Minister Ishaq Dar has extended the last date for fi ling tax returns by the traders under the Voluntary Tax Compliance Scheme by one month to April 30, announced the Ministry of Finance. He also extended the application of the concession-ary 0.4 per cent withholding tax to banking transactions by non-fi lers of income tax returns by one more month.

It was the third extension in the scheme after the government badly failed to achieve the target of bringing one million people

into the tax net. So far, 7,695 trad-ers have fi led income tax returns and paid Rs731 million in taxes, said Dr Iqbal.

The government’s decision to keep the withholding tax rate un-changed at 0.4 per cent instead of increasing it to 0.6 per cent indi-cated the lack of will to go after the non-fi lers who are considered tra-ditional voters of the ruling party.

The standard withholding tax enforced from July was 0.6 per cent that the government halved to appease the traders.

Despite claims of expanding the tax base, the income tax re-turn fi lers, both individuals and companies, dropped to 925,000, about 120,000 less than the previ-ous year.

Protected by an Act of parlia-ment, Prime Minister Nawaz Sharif had off ered the ninth am-nesty scheme, second of his gov-ernment, to both non-fi lers of income tax returns and to those who were already in the net but concealed their actual income.

The All Pakistan Anjuman-e-Tajiraan, a splinter group of trad-ers, had claimed that the scheme would help bring in one mil-lion traders in the tax net out of 2.8 million who remain outside the net. - Express Tribune

LAHORE: Punjab Chief Minister Shahbaz Sharif said on Thursday those behind Sunday’s suicide at-tack at Lahore’s Gulshan-i-Iqbal Park would be brought to justice.

“Those who have shed the blood of innocent people will not escape punishment,” the chief minister said during his visit to Chak 86/6-R in Sahiwal where he met two vic-tims of the Sunday bombing.

“The incident has left the nation grieving… but the tragedy has also strengthened our resolve to fi ght terrorism. These sacrifi ces will not go to waste,” Sharif said.

He said that Pakistan would be made a haven of peace. He said no eff orts would be spared to win the country’s war against terrorism.

Sakina Bibi, a 55-year-old resi-dent of Chak 86/6-R, and Javeria, 2, had died in the bombing. The chief minister announced a gov-ernment job for Moazma, Sakina’s daughter. He also handed a cheque for Rs2 million to her family. A cheque for Rs1 million was handed over to Javeria’s family. As many as 30 members of the family were injured in the bomb blast. Back to basics ofdisease-fightingJim O’Neill

Combating antimicrobial resistance will require groundbreaking technological so-lutions. To prevent superbugs from claim-

ing an estimated ten million lives a year by 2050, we will need to invent new types of antimicrobial drugs and develop rapid diagnostic tests to avoid unnecessary treatment and cut our massive over-use of antibiotics. And yet, as important as these high-tech contributions may be, they are only par-tial fi xes. To tackle the problem permanently, the only option is to prevent infections from occurring in the fi rst place – with improved hygiene, sanita-tion, and disease surveillance. Indeed, only by fo-cusing on these areas will we lower the demand for new drugs over the long term.

Indeed, in the nineteenth century, long before modern drugs were available, major Western cities tackled diseases by seeking to prevent infections. And this approach remains the best solution for large cities with growing populations.

Consider London in the 1850s: Living condi-tions for the poor were grim. Male life expectancy was 40 years. Diseases like cholera and tuberculo-sis were rife, and there was no way to treat them. In September 1854, a cholera outbreak devastated the city’s impoverished, central Soho district, kill-ing 500 people in just ten days.

Enter John Snow, a pioneering physician who had intuited that cholera was spread not through the air, as conventional wisdom held, but through water. Snow monitored the progress of the Soho outbreak in unprecedented detail, mapping each case. His research convinced him that the source of the outbreak was a shared water pump in the heart of the district. And once the pump’s handle was removed, the pace of the outbreak slowed dramatically.

Several of Snow’s methods are directly appli-cable to the modern problem of antimicrobial resistance. For starters, his eff ort demonstrated the effi cacy of using data to understand a public health crisis. His mapping and statistical analysis helped identify the epicenter of the outbreak and thus its root cause. Snow’s emphasis on using data to guide his intervention is a principle that insti-tutions like the Bill & Melinda Gates Foundation insist upon today.

The recent Ebola outbreak in West Africa dem-onstrated, in tragic fashion, the importance of

good data. The epidemic spread most dramati-cally in areas where basic infrastructure and sur-veillance systems had broken down. As a result, even after Ebola had been declared a public health emergency and funding had been made available, it remained diffi cult for many weeks to direct re-sources where they were most needed.

Worryingly, as the latest paper from my Re-view on Antimicrobial Resistance warns, there is no globally coordinated system of surveillance to monitor the emergence and spread of superbugs around the world. Fundamental gaps remain in how data are gathered and shared, even in the world’s richest countries. The result is a series of enormous blind spots that deprive us of the key insights and early warnings that we need to mount an eff ective response.

Snow’s other major contribution was to identify the central role that water plays in spreading dis-eases like cholera, leading authorities in Europe to invest in the development of sewage and sanitation systems. Decades before the discovery of cures like penicillin, there was no alternative but to invest in prevention to beat infectious diseases and protect growing urban populations.

This infrastructure-building was spectacularly successful: The last urban cholera outbreak in Western Europe occurred in 1892, and by the time World War I broke out, communicable diseases had ceased to be the leading cause of death across much of the continent. As antimicrobial drugs be-came more widely available, however, the focus moved away from preventive measures. This has not only had dire implications for urban dwellers forced to live in unsanitary conditions; it has also contributed to rising drug resistance. Today, inad-equate access to safe water and sanitation is one of the leading causes of diarrhoeal illness – a major killer and the reason that hundreds of millions of people take antibiotic treatments each year. Most of this consumption is unnecessary, however, as the cause of diarrhoea is usually viral; taking anti-biotics in these cases only contributes to the devel-opment of resistant bacteria. Estimates provided to my team suggest that in India, Nigeria, Brazil, and Indonesia alone, nearly a half-billion cases of diarrhoea are treated each year with antibiotics. Were these four countries to provide their citizens with universal access to clean water and sanita-tion, this consumption could be reduced by at least 60 per cent. - Project Syndicate

Ruling party hands Suu Kyi a role army sought to deny

NAYPYITAW/YANGON: My-anmar’s upper house of parlia-ment approved a bill on Friday that gives Aung San Suu Kyi a powerful government role, de-spite opposition from the military on the second day of her party’s new administration.

The bill creates the post of state counsellor and would allow the Nobel laureate to coordinate min-isters and infl uence the executive.

It would help Suu Kyi circum-vent a constitution written under the former junta that prevents her leading the country because her two sons are not Myanmar citizens. Suu Kyi, who spent years under house arrest because of her push for democracy, has described those constitutional provisions as “silly” and said she would rule re-gardless after she led her National

League for Democracy (NLD) to a landslide election victory in No-vember. Members of parliament from the military - who under the constitution hold a quarter of seats - opposed the NLD bill, describing it as unconstitutional. They said the state counsellor position concentrated too much power in the hands of one person and lacked checks and balances.

“The provisions in the bill are

tantamount to meaning the state counsellor is equal to the presi-dent, which is contrary to the constitution,” said Colonel Myint Swe, a military member of the up-per house. Some lawmakers sug-gested the Constitutional Tribu-nal should decide on the bill.

Despite military resistance, the bill passed and moved to the lower house for debate on Monday. The NLD has a majority in both houses

so does not need military approval to pass bills. Suu Kyi’s party would need military approval to change the constitution: amendments re-quire support of more than 75 per cent of lawmakers.

The constitution is the main bone of contention between Suu Kyi and the military, whose com-mander-in-chief, Min Aung Hla-ing, on Sunday stressed the need for the armed forces to remain

a force in politics and warned against amending the charter quickly. Some NLD lawmakers said the tussle over the state coun-sellor post would be the fi rst of many between the military mem-bers of parliament and the govern-ment that took offi ce on Wednes-day. “There will be confrontations between the NLD and military MPs in future,” said Thiri Yadana, an upper house NLD lawmaker. “They have to agree to amend the constitution.”

The role of state counsellor will add to the list of Suu Kyi’s jobs - she is already foreign minister, education minister, energy minis-ter, and minister of the president’s offi ce - and has renewed questions about her willingness to delegate power. “It will be extremely hard to carry out these roles,” said Richard Horsey, an independent political analyst in Yangon.

“The sheer number of people that will want to meet with her will be diffi cult to manage.”

She has a thin bench of expe-rienced politicians. Her party fought for democracy for more than quarter of a century, but its members are novices in govern-ment. NLD offi cial Win Htein said Suu Kyi’s roles would not be a bur-den and the counsellor position would allow her to “work more eff ectively”.

The energy portfolio gives Suu Kyi oversight of oil and gas pro-duction, as well as responsibility for a decision on the $3.6 billion Myitsone Dam project, suspend-ed in 2011. China has invested heavily in it and is keen to see it proceed. - Reuters

Once an abandoned baby, now Philippines presidential hopeful MANILA: A woman abandoned in a central Philippine church when a baby has topped an opin-ion poll barely two months ahead of elections to succeed President Benigno Aquino, an independent pollster said on Friday.

The May 9 election will be closely watched by investors, who fear the political succession in one of Asia’s fastest growing econo-mies could derail gains made dur-

ing Aquino’s six-year single term. Grace Poe, 47, was the top-ranked candidate among 28 per cent of 4,000 respondents in the March 15 to 20 survey commissioned by broadcaster ABS-CBN, a week af-ter the Supreme Court ruled she was eligible to run for president.

The result cements Poe’s posi-tion as front-runner to become the third woman leader of the poor Southeast Asian state.

“Nearly three in 10 Filipino reg-istered voters would elect Senator Grace Poe as the country’s next president if the May 2016 elec-tions took place during the sur-vey period,” said Ronald Holmes, president of independent pollster Pulse Asia. The survey was the fi rst after the court dispelled doubts over her candidacy with its ruling in her favour. A week earlier the same pollster had said Poe was

in a statistical tie with a southern mayor as top contender with 26 per cent. The poll result would in-spire the senator to work harder, her campaign spokesman said.

Trust and confi dence“The trust and confi dence of the Filipino voting public fuels Sena-tor Poe to intensify her drive to drum up interest in her platform of governance,” said Rex Gatchalian.

Poe had faced questions over whether she met legal require-ments to run for the country’s highest offi ce, such as being a nat-ural-born citizen with 10 years of residency, but the Supreme Court ruled in her favour on March 8.

Davao City Mayor Rodrigo Du-terte was in second place with 24 per cent, dropping one percentage point from a week earlier to reach a statistical tie with Vice Presi-

dent Jejomar Binay, who improved a point to 23 per cent. Aquino’s handpicked candidate, Manuel Roxas, remained in fourth place with 19 per cent, losing a point from an earlier poll. Another sena-tor, Miriam Santiago, only has 2 per cent. About 4 per cent of regis-tered voters are still undecided.

Germany’s ex-foreign minister dies

BERLIN: Germany’s longest-serving foreign minister Hans-Dietrich Genscher, a one-time refugee from the Communist East who helped unite his divided homeland, has died at the age of 89.

Genscher died of heart failure at home surrounded by his family on Thursday night, his offi ce said in a statement on Friday.

Genscher, a lawyer who joined the liberal Free Democrats (FDP) party after fl eeing East Germany, reached the height of his power as reunifi ed Germany’s fi rst for-eign minister.

FDP leader Christian Lindner said on Twitter that Genscher had made history, calling him “the ar-chitect of unity (and) one of the founders of the EU”.

Compared by some commen-tators to US Secretary of State Henry Kissinger and Napoleon’s foreign minister Talleyrand, Gen-scher employed his diplomatic skills to win support for reunifi -cation among doubting allies and former enemies.

With then chancellor Helmut Kohl, Genscher persuaded Mos-cow to give up its staunchest Cold War ally and let it join the for-mer “enemy”.

And by stressing the then Bonn government’s total commitment to the West and the European inte-gration he championed, Genscher helped reassure Western allies wary of the rebirth of a strong Ger-many. His persistence was reward-ed on October 3, 1990, when West and East Germany were reunifi ed after signing a treaty with the four victorious World War Two powers to restore German sovereignty af-ter 45 years. — Reuters

Smugglers use Facebook to advertise boat trips to Italy

LONDON/ATHENS: Smugglers based in Turkey are off ering to take migrants to Italy instead of Greece where they are likely to be deported under a deal between the Ankara government and Euro-pean Union, according to a news-paper report.

The Guardian said on Thursday that smugglers had used Facebook to advertise a boat trip to Italy from the Turkish port of Mersin - at a cost of $4,000 per person, four times the price of a journey from Turkey to Greece.

“The trip is on Saturday, from Mersin to Italy, on a merchant ship 110 metres long, equipped with food, water, life jackets and medicine,” The Guardian quoted the post as saying. The advert, which was no longer visible on Facebook on Friday, appeared after Turkey agreed with the EU

this month to return migrants and refugees who cross illegally to Greece in exchange for fi nan-cial aid, faster visa-free travel for Turks and slightly accelerated EU membership talks.

ReturnsThe returns are supposed to begin on April 4 under the plan, which aims to close the main route by which a million migrants and ref-ugees poured across the Aegean Sea to Greece in the last year be-fore heading north mainly to Ger-many and Sweden.

A Facebook offi cial told the Thomson Reuters Foundation the

company was investigating the origins of advertisement. In the past two years scores of would-be migrants seeking to escape confl ict in the Middle East have used Facebook as their compass for fi nding the people smugglers they hope will lead them to a bet-ter life in Europe. However, many of these migrants end up being tricked by people posing as smug-glers, the Guardian said. The Unit-ed Nations called on Friday for le-gal safeguards to be in place before refugees are returned to Turkey under the agreement with the EU, while warning that conditions in Greece are deteriorating.

Meanwhile, hundreds of mi-grants and refugees on the Greek island of Chios tore down part of the razor wire fence surrounding their holding centre on Friday and began walking to the port in pro-test, police offi cials said.

About 1,500 migrants and refu-gees who arrived on Chios since March 20 were being held at the facility.

Video clips on Greek websites showed dozens of migrants and refugees, many of them women and children, carrying their be-longings and walking along the tree-lined road to the port.

A police spokesman for the

northern Aegean region to which Chios belongs said about 300 peo-ple had left the centre.

Clashes broke out at the site late on Thursday, during which win-dows were smashed and 10 people were injured lightly, another po-lice offi cial said.

New auxiliary forceAustria and its neighbours in cen-tral Europe and the Balkans will press the European Union to cre-ate a new auxiliary force to help countries deal with any infl ux of migrants, Austria’s defence min-ister said on Friday.

Austria has suggested setting up a “bridging mission” that would help EU border agency Frontex process and deport migrants ar-riving in Greece from Turkey un-til Frontex is fully staff ed there, which Vienna has said could take months. Meeting defence and oth-er offi cials from the region in Vi-enna on Thursday, Defence Minis-ter Hans Peter Doskozil said those present backed a modifi ed version of that concept, which could be sent to Greece or elsewhere. “It is... a mixed civil-police-military mission that should be deployed where necessary,” Doskozil said, adding the aim was to help secure the European Union’s external borders and deport migrants not entitled to stay in the bloc.

Doskozil said those present - including EU members Poland, the Czech Republic, Hungary and Croatia - would send a letter de-tailing the proposal to EU foreign policy chief Federica Mogherini ahead of an EU defence ministers’ meeting on April 19. — Thomson Reuters

Europe gives green light to fi rst gene therapy for childrenLONDON: World’s fi rst life-sav-ing gene therapy for children, de-veloped by Italian scientists and GlaxoSmithKline, has been rec-ommended for approval in Europe, boosting the pioneering technol-ogy to fi x faulty genes.

The European Medicines Agen-cy (EMA) said on Friday it had en-dorsed the therapy, called Strim-velis, for a tiny number of children with ADA Severe Combined Im-mune Defi ciency (ADA-SCID) for whom no matching bone marrow donor is available.

DisorderAround 15 children a year are born in Europe with the ultra-rare ge-netic disorder, which leaves them unable to make a type of white blood cell. They rarely survive beyond two years unless their im-

mune function is restored with a suitable bone marrow transplant.

SCID is sometimes known as “bubble baby” disease, since chil-dren born with it have immune systems so weak they must live in germ-free environments.

Strimvelis is expected to secure formal marketing authorisation from the European Commission in a couple of months, making it the second gene therapy to be ap-proved in Europe, after UniQure’s Glybera, which treats a rare adult blood disorder.

The US Food and Drug Admin-istration has yet to approve any gene therapies but a growing num-ber of US biotech companies, such as Bluebird Bio, have products in development.

Other large pharmaceutical companies are also eyeing the fi eld,

including Bristol-Myers Squibb, which has a tie-up with UniQure.

Research into gene therapy goes back a quarter of a century but the fi eld has experienced many set-

backs, including the high-profi le death of an American patient in 1999 and some disastrous clinical trial results in the late 1990s and early 2000s.

Now, though, optimism is build-ing, helped by the discovery of better ways to carry replacement genes into cells.

Martin Andrews, head of Glaxo-SmithKline’s rare diseases unit, believes the technology is proving itself, although it remains at an early stage of development.

“We’re on page one of chapter one of a new medicine text book,” he told Reuters.

ChallengesA host of challenges still need to be overcome, including the com-plexity of delivering a product like GSK’s new treatment, which requires bone marrow cells to be taken from the patient, processed and injected back.

Trickiest of all may be pricing, given the tiny market for a therapy

like Strimvelis. UniQure’s Glybera made history in 2014 as the fi rst drug to carry a $1 million price tag. GSK is not putting a price on its product but a source close to the company said that, if approved, Strimvelis would cost “very signif-icantly less than $1 million”.

GSK has several other gene therapies under development with researchers at Fondazione Telethon and Ospedale San Raf-faele in Italy, including treat-ments for metachromatic leu-kodystrophy and Wiskott-Aldrich syndrome that could be submit-ted for regulatory approval in the next couple of years. Its Strimvel-is treatment for ADA-SCID is also being lined up for submission to US regulators, although Andrews said this would not happen before the end of next year. — Reuters

North Korea to continue nuclear missile programme

GENEVA: North Korea will pur-sue its nuclear and ballistic missile programme in defi ance of the Unit-ed States and its allies, a top Pyong-yang envoy told Reuters on Friday, saying there is now a state of “semi-war” on the divided peninsula.

So Se Pyong, North Korea’s am-bassador to the United Nations in Geneva, denounced huge joint US-South Korean military exer-cises taking place which he said were aimed at “decapitation of the supreme leadership of the DPRK (Democratic People’s Republic of Korea)”. North Korea conducted a fourth nuclear test in January and launched a long-range rocket in February. The South Korean mili-tary said on Friday that North Ko-rea had fi red a missile into the sea off its east coast.

“If the United States continues, then we have to make the counter-measures also. Kohli’s golden run stopped abruptly by the Caribbeans

NEW DELHI: As the full toss left Andre Russell’s blade and set-tled deep into the stands, drop-ping a deathly silence across the Wankhede Stadium, Virat Kohli stood dazed, gazing at the trajecto-ry of the ball and perhaps wonder-ing what else he could have done.

For the umpteenth time in the World Twenty20, the 27-year-old had papered over the cracks in India’s top order, his unbeaten 89 accounting for almost half of his country’s 192 in the semifi nal against West Indies.

In between the 11 boundaries and single six that fl owed from his bat, the supreme athlete ran him-self ragged, regularly converting singles into twos and occasionally two into threes.

Kohli the bowler also resurfaced when it mattered.

The evening dew had eff ectively defanged the Indian spinners, while their pacers bled bounda-ries, leaving Mahendra Singh Dho-ni in an unenviable position.

The India captain, as is his wont, sprang a surprise by tossing the ball to Kohli and the part-time dib-bly-dobbler struck immediately, dismissing the dangerous Johnson Charles (52) with his fi rst delivery and ending a 97-run partnership.

Kohli was in the thick of things again in the 18th over, collaborat-ing with Ravindra Jadeja to almost send back West Indies hero Lendl Simmons.

Jadeja took a running catch but as momentum was taking him over the ropes, he lobbed the ball inside

for Kohli to grab. TV replays, how-ever, confi rmed Jadeja’s foot had touched the boundary and it was declared a six.

Simmons and Russell set alight a hot and humid night with batting pyrotechnics that left the 2012 champions needing only eight runs off the last over.

Once again, Dhoni handed the

ball to Kohli, hoping the golden arm of the man who could do no wrong would pull off a miracle. It was not to be. Kohli conceded a single off the fi rst delivery and followed it up with a dot ball to raise Indian hopes of an improbable victory.

Russell hit the following ball for four, though, and deposited the next over deep mid-wicket and

into the stands to break 1.2 billion Indian hearts.

As Russell and Simmons were mobbed by their team mates, Kohli stood alone with his thoughts.

India’s Test captain fi nished the World Twenty20 with 273 runs from fi ve innings with a staggering 136-plus average and a strike rate of almost 147.

Only Bangladesh opener Tamim Iqbal (295) scored more and he had the advantage of playing extra matches in the qualifying stage of the tournament.

His prodigious scoring means Kohli will remain in the mix for the player-of-the-tournament award but for a proud team man, it would probably mean very little. - Reuters

Dhoni far from shy and retiring when quizzed over futureMUMBAI: India captain Ma-hendra Singh Dhoni has mostly played retirement questions with a straight bat in the past, but the 34-year-old opted to go on a play-ful attack when asked about his future following the hosts’ World Twenty20 semifi nal defeat.

Undoubtedly India’s most successful ever captain, Dhoni stunned all when he announced his decision to quit Test cricket in the middle of an Australian tour in 2014, handing over the mantle to Virat Kohli.

So it was not unusual for a jour-nalist to ask Dhoni if he was keen to continue playing after India’s seven wicket defeat by West Indies knocked them out of their home tournament on Thursday.

The Indian Twenty20 captain, though, took the surprising step of asking the inquirer to come and sit next to him on stage and discuss the matter. “You want me to retire?” a grinning Dhoni asked with his arm draped around the nervous-looking journalist. “No, I don’t. I was just asking,” the Aus-tralian reporter answered. “Do you

think I am unfi t, looking at me run-ning?” Dhoni said. The journalist responded: “No, very fast.”

“Do you think I can survive un-til the 2019 World Cup?” Dhoni asked, referring to the 50-over tournament in England and Wales.

“Sure, yes, sure,” came the reply.“Then you have answered the

question,” Dhoni said with a big smile while giving the journalist a pat on his back as he quickly left the stage amid laughter from the room.

Dhoni has led India to the World T20, the 50-over World Cup, the Champions Trophy and also the top of the world test rankings.

He said he would have pre-ferred one of his compatriots from the cricket-crazed country to have probed. “I would have asked whether he has a son who is old enough to play and is a wicket-keeper to play,” he said. “He would have said ‘no’ then I would have said maybe a brother who can play and who is a wicketkeeper.”

MUMBAI: Aggressive opening batsman Chris Gayle usually hogs the headlines but West Indies’ advance to the World Twenty20 fi nal against England has shown they are by no means a one-man band, according to batsman Lendl Simmons.

Gayle scored an unbeaten cen-tury in the Caribbean side’s fi rst pool match against England, which set up their successful run chase of 183, reaching the target with 11 balls to spare in Mumbai. Since then, he has scored nine fur-ther runs.

He was dismissed for fi ve in the semifi nal against India before Sim-mons smashed 82 from 51 balls, while Andre Russell scored 43 from 20 to guide their side into Sunday’s showdown with Eoin Morgan’s team in Kolkata on Sunday. “I think England will certainly be aware that it’s not a one-man show in this team,” Simmons told reporters.

“Chris Gayle didn’t get off but we still managed to get over the line and it was a big total.

“Even when he didn’t perform, we were still able to get up and fi ght and that shows a lot of char-acter from our players.”

The team have needed to rely on their character and collective will after a turbulent few months in which they have been pilloried for

their performances in test match-es and one day internationals.

They have also been galvanised by yet another bitter pay dispute with their board, who less than two months ago threatened to send a second string side to the tournament in India unless the

Rosberg sets the pace in Bahrain

MANAMA: Championship leader Nico Rosberg lapped more than a second quicker than last year’s pole position time as Mercedes dominated Bahrain Grand Prix practice on Friday.

The German, who is chasing his fi fth victory in a row after winning Formula One’s season-opener in

Australia and the last three races of 2015, led both sessions with his triple champion team mate Lewis Hamilton second.

Rosberg’s best lap of one minute 31.001 seconds, in the fl oodlit evening session at the Sakhir cir-cuit compared to Hamilton’s 2015 pole of 1.32.671.

Hamilton, winner for the past two years in Bahrain, was the only other driver to lap below the 1:32 mark with a best eff ort of 1:31.242.

McLaren’s Jenson Button pro-duced a third best time of 1:32.281 on the super-soft tyres.

Ferrari’s Kimi Raikkonen had been third fastest in the afternoon practice, a hefty 1.834 off Ros-berg’s pace on the same soft tyres as the Mercedes pair.

The Red Bulls of Australian Daniel Ricciardo and Russian Da-niil Kvyat were fourth and fi fth in that same session but Toro Rosso’s Max Verstappen and Raikkonen

fi lled those places in the evening.Ferrari’s Sebastian Vettel, third

in Australia, was sixth but pulled off the track and stopped late in the second session with a loose wheel.

“The rear-left corner (wheel) is not tight. The nut is not on, that was the problem,” the four-times world champion said over the team radio. Belgian Stoff el Vandoorne got to grips with the McLaren ahead of his Formula One race debut as stand-in for the

injured Fernando Alonso and was 18th on the 22-driver timesheet in the fi rst session.

The rookie moved up to 11th af-ter another 30 laps in the second practice. Vandoorne, who fl ew in from Japan where he is racing in the Super Formula series this sea-son, had not previously driven the 2016 McLaren.

Spaniard Alonso was ruled out on Thursday, after failing to pass a medical following his big crash in

Australia, and could also miss the following race in China on April 17.

Las Vegas on lineLas Vegas could host a second U.S. race on the Formula One calendar in a few years’ time but a deal has yet to be agreed, the sport’s com-mercial supremo Bernie Eccle-stone said on Friday.

“I am going to be talking to them (Las Vegas promoters) in another 10 minutes’ (time),” Ecclestone told reporters during practice at the Bahrain Grand Prix, when asked about negotiations.

“It’s possible that there could be an event there,” added the 85-year-old Briton. Asked when the race in the desert resort might happen, he replied: “In a couple of years I sup-pose. We’d keep Austin and have another race.”

The Formula One calendar cur-rently has a record 21 races, with Azerbaijan’s Baku street circuit due to debut in June, and Eccle-stone has said that is probably the limit. Las Vegas hosted two Formula One grands prix in 1981 and 1982, with the track laid out in the parking lot of the Caesars Pal-ace hotel and casino. Klopp lifts spirits but not Liverpool fortunesLONDON: As Liverpool prepare to face Tottenham Hotspur on Sat-urday, a glance at the table might suggest that not much has changed at Anfi eld in nearly six months since Juergen Klopp took charge of his fi rst Premier League game against the north London club.

Before Klopp’s arrival in Oc-tober, Liverpool, under the in-creasingly forlorn stewardship of Brendan Rodgers, were 10th in the table averaging 1.5 points a game.

Fast forward and the Liverpool fans are still enthused by the near-boundless optimism of their Ger-man coach, but results have stub-bornly remained mixed.

If you created a Premier League table for the 22 games since Klopp made his bow at White Hart Lane on Oct. 17, then Liverpool would be ninth, averaging 1.5 points a match.

As the German pointed out on his arrival, he has no magic wand to revive Liverpool’s fl agging for-tunes and so it has proved.

Their home form is just as in-consistent as it always was -- they still have not recorded back-to-back league wins at Anfi eld this season -- while an error-prone de-fence that dogged Rodgers’s time in charge, remains an issue.

Liverpool have kept just two clean sheets in their last 10 league matches dating back to the begin-ning of 2016 and one of those came against rock-bottom Aston Villa.

Their home form in general remains a problem as they have taken just 20 points from 13 league matches at Anfi eld, which ranks

12th in the top fl ight.Liverpool fans may point to

facets that are more inscrutable to statisticians, such as playing style and attitude, but ultimately it seems the optimism at Anfi eld stems solely from the coach and his potential to get the most out of his players.

Certain individuals such as play-maker Adam Lallana and centre back Dejan Lovren, who had both become symbols of a supposedly failed transfer policy under Rodg-ers, seem to have been revived.

Perhaps more than any other player, Lallana has shone under Klopp and was handed the PFA Fans’ Player of the Month for March on Friday, an award his manager said was richly deserved.

“I’m really, really happy that a few more people recognise what a great player he is,” Klopp told re-porters on Friday as he previewed the game against Tottenham.

When the two sides played out a 0-0 draw in October, Tottenham were one point ahead of Liverpool in the table, but are now battling for the title and hoping to reel in lead-ers Leicester City at the summit.

Being an unfancied team fi ght-ing for the title is a familiar story for Klopp, who twice beat Bayern Munich to the Bundesliga with Borussia Dortmund -- a tale he hopes to repeat with Liverpool.

“I like stories like Spurs... if I wasn’t manager of Liverpool then maybe I could enjoy it more,” Klopp said.

LONDON: Arsenal manager Arsene Wenger has backed Jack Wilshere to win a spot in England’s Euro 2016 squad de-spite the midfi elder not play-ing a single game this season through injury.

Wilshere, who has 28 Eng-land caps but has endured a stop-start career punctuated by a number of injury problems, has been out since suff ering a leg fracture in the close season.

He has returned to Arsenal training but with only eight games of their season remain-ing, faces a race against time to prove his fi tness.

Wenger, however, said it would not be a gamble for Eng-land manager Roy Hodgson to include him in his squad for the European championships in June and July.

“It’s very important for his confi dence that he can go to the Euros and he can play. It’s also important to have a player of his quality available,” Wenger told reporters.

Saudi Arabia to freeze oiloutput onlyif Iran joins

RIYADH: Saudi Arabia will only freeze its oil output if Iran and oth-er major producers do so, the king-dom’s deputy crown prince said, challenging the country’s main regional rival to take an active role in stabilising the over-supplied global crude market.

The warning by Mohammed bin Salman, who’s emerged as Saudi Arabia’s leading politi-cal force, leaves the outcome of a meeting between Organisation of Petroleum Exporting Countries (Opec) and other big oil produc-ers this month in question. Iran has already said it plans to boost its production after the lifting of sanctions following a deal to curb the country’s nuclear programme.

“If all countries agree to freeze production, we’re ready,” bin Sal-man said in an interview. “If there is anyone that decides to raise their production, then we will not reject any opportunity that knocks on our door.”

Brent crude below $40In London, Brent crude oil fell below $40 a barrel after his com-ments, declining as much as 2.1 per cent to $39.50 a barrel. In New York, West Texas Intermediate crude fell as low as $37.42 a barrel, almost erasing all its gains for the year.

After the Opec abandoned its eff orts to boost oil prices in No-vember 2014, focusing instead on protecting its market share, Saudi Arabia increased production to an all-time high of more than 10.5 mil-lion barrels a day, claiming that cus-tomers were asking for more oil.

The meeting of oil produc-ers in Qatar on April 17 follows a gathering in February between Saudi Arabia, Qatar, Russia and Venezuela in which the quartet tentatively agreed to cap their production at January’s level. The deal, which helped to lift the price of benchmark Brent crude above $40 a barrel from a 12-year low of $27.10 a barrel in January, was contingent on other countries joining it.

Doha discussionsIranian Oil Minister Bijan Nam-dar Zanganeh will attend the Doha discussions but won’t join a production freeze, according to a person familiar with the nation’s policy. Tehran will maintain its policy of regaining market share lost during years of sanctions, said the person, who asked not to be identifi ed as the talks are private.

The International Energy Agen-cy said that Iran, in its fi rst full month freed of nuclear sanctions in February, lifted its oil produc-tion to a four-year high of 3.22 mil-lion barrels a day. Energy Aspects, a London-based consultant, said Iran boosted oil exports by anoth-er 100,000 barrels a day in March.

Traders and analysts have speculated that Riyadh could be ready to voluntarily cap its output at the current level of about 10.2 million barrels a day even if Iran doesn’t join.

Saudi Arabia plans to sell 5% Aramco stake by 2018

RIYADH: Saudi Arabia plans to sell a stake ‘of less than 5 per cent’ in the parent of its state-owned oil company, the Saudi kingdom’s deputy crown prince said, reveal-ing details of a listing that could make it the world’s biggest pub-licly traded company.

In an interview, Prince Moham-med bin Salman said his advisers were working on a plan to off er shares in all of Saudi Arabian Oil Company rather than just some of its refi ning subsidiaries. Saudi Aramco, as the world’s biggest oil exporter is known, would be listed on the domestic stock exchange as early as 2017 and no later than 2018, said the prince.

“The mother company will be off ered to the public as well as a number of its subsidiaries,” the prince, who heads Aramco’s Su-preme Council, said in a fi ve-hour conversation.

Global oil glutBy committing to sell shares in the parent bin Salman will give inves-tors a stake in the world’s biggest oil fi elds and expose the assets that underpin the kingdom’s en-tire economy to unprecedented scrutiny. Aramco controls about 10 times the oil reserves held by Exxon Mobil and based on a con-servative valuation of $10 a barrel, the company could be worth more than $2.5 trillion.

Saudi Aramco’s listing is the centerpiece of a broader eco-nomic transformation that the kingdom is planning in response to a global oil glut that has driven down crude prices and slashed revenue from its most valuable ex-port. Aramco pumps more than 10 million barrels a day of crude, ex-ceeding the domestic output of all United States oil fi rms combined.

The prince’s plans also call for Aramco to become the world’s largest oil refi ner, overtaking Exxon, mainly by adding capacity in Asia, as well as pushing further

into petrochemical production. “We will also announce Aramco’s new strategy and will transform it from an oil and gas company to an energy-industrial company,” he said.

Bourse listingThe plan calls for listing a small stake on the Tadawul, as the Arab world’s largest bourse is known, the prince said. The size of the stake hasn’t yet been decided, but he said: “We’re talking about less than 5 per cent.”

The rest of Aramco would still be owned by the government but controlled through a sovereign wealth fund, which as a result of the share sale would become the world’s richest.

The Public Investment Fund, which holds stakes in local com-panies including petrochemical giant Saudi Basic Industries Cor-poration, would eclipse sovereign wealth funds in Norway and UAE emirate of Abu Dhabi.

IPO optionsIn January, Aramco said offi cials were studying two main routes for an initial public off ering: an IPO of its parent and the listing of a bun-dle of its oil-refi ning subsidiaries. The sale of shares in the parent company — the route now signaled by the kingdom’s deputy crown prince — would open the door for private investors to own a piece of the world’s largest oil fi elds.

Saudi Aramco traces its origins back to the oil shortages of World War I, when United States compa-nies explored the Middle East for hydrocarbons.

The company, which was owned by what today are Exxon and Chevron until its full nation-alisation in 1980, is closely linked with the emergence of one of the most powerful geopolitical forces of the past half century: the mod-ern petro-state.

The IPO, together with the re-launch of the sovereign wealth fund, are the cornerstones of a

plan put forward by the young deputy crown prince that could become one of the biggest eco-nomic transformations since the fall of the Berlin Wall and the col-lapse of the Soviet Union more than two decades ago.

“Aramco is now the biggest company in the world and it has the capability of controlling the shape of energy in the future, and we want to venture into that from today,” the prince said.

Valuing ReservesDespite the prince’s bullishness, foreign investors rarely value state-owned oil companies as dispassionately as their crude-reserve numbers suggest — or as government offi cials might hope. State-controlled Rosneft, for ex-ample, is the largest oil producer in Russia and one of the world’s largest. Top global banks in cross-hairs over dealings with 1MDBKUALA LUMPUR: United States Department of Justice offi cials have asked Deutsche Bank and JP-Morgan Chase to provide details on their dealings with 1MDB, as global investigations into the trou-bled Malaysian state fund widen.

US Department of Justice of-fi cials also travelled to Kuala Lumpur to speak to senior bankers and other people with close links to the state fund, three people with direct knowledge of the mat-ter said. They said JPMorgan and Deutsche were not the target of in-vestigations at this stage, but had only been asked to provide details.

Deutsche Bank and JPMorgan declined to comment.

The Department of Justice also declined to comment. The US move marks the latest devel-

opment in a wide-ranging global investigation across three con-tinents into possible corruption and money-laundering at 1MDB, whose advisory board is chaired by Prime Minister Najib Razak.

Najib has denied any wrongdo-ing and said he has not taken any funds for personal gain, but op-position leaders and government critics have stepped up calls for him to resign.

The sources spoke on condition of anonymity as they were not au-thorised to speak to the media. It was unclear how long the United States offi cials were in Kuala Lumpur, or whether they had com-pleted their visit.

A team of lawyers for Deutsche Bank are in Kuala Lumpur prepar-ing the report they intend to sub-

mit to the Department of Justice, one of the sources said. Malaysia’s Attorney General, who was hand-picked by Najib, cleared him of all criminal off ences in January.

The ‘Wall Street Journal’ re-ported in March that more than $1 billion was deposited in Najib’s

account and global investigators believe much of it originated from 1MDB. The fund has consistently denied these claims and repeated again on Thursday that no 1MDB funds went into the prime minis-ter’s personal accounts.

Deutsche Bank is one of the many global lenders who had deal-ings with 1MDB, as the energy-to-real estate group expanded rapidly after its inception in 2009. The bank provided a $975 million loan for 1MDB in late 2014, which was repaid last year.

The German bank was also ad-vising the fund on a proposed $3 billion initial public off ering of its energy assets, which never took place. JPMorgan normally acts as a US clearing bank for lenders op-erating in Malaysia. Its dealings if

any with 1MDB were not immedi-ately clear.

Goldman, others probedThe US government is already re-viewing Goldman Sachs’ relation-ship with the Malaysian fund. A Federal Bureau of Investigation team specialising in ‘international kleptocracy’ is leading the bureau’s inquiries, a person familiar with the matter told Reuters last year.

Goldman came under fi re for the fees it charged for helping 1MDB raise funds through bond off erings. The fund racked up borrowings of about 42 billion ringgit ($11.5 bil-lion), before selling off assets in 2015 to pay down debt.

Goldman has declined to com-ment. Other international banks that have dealt with the fund are

also facing questions. Singapore’s central bank said it had asked fi -nancial institutions to provide details of any transactions linked to 1MDB, without identifying any lenders by name.

The burgeoning 1MDB scandal has rocked Najib’s government as public outrage over the alleged mismanagement and corruption grows. The scandal has fuelled a sense of crisis in a country under economic strain from slumping oil prices and a prolonged slide in its currency last year.

AirAsia to raise $257m in share sale to founders

KUALA LUMPUR: AirAsia is raising 1 billion ringgit ($257 mil-lion) selling stock to a company controlled by its founders as the continent’s biggest budget airline raises cash to fi nance aircraft pur-chase and pare down debt.

The airline will issue 559 mil-lion new shares at 1.84 ringgit apiece to Tune Live Sdn, equally owned by chief executive offi cer Tony Fernandes and chairman Kamarudin Meranun, AirAsia said in a statement to the Kuala Lumpur stock exchange on Friday. The sale represents 16.7 per cent of the enlarged capital of the Sepang, Malaysia-based carrier.

Tune AirFernandes and Kamarudin control another company Tune Air, which is the largest shareholder of the airline at 18.9 per cent. That hold-ing company’s stake in AirAsia will decline to 15.7 per cent after the new share sale.

AirAsia is the second-best per-forming stock on the MSCI Asia Pacifi c Index this year amid spec-ulation that its key shareholders could step in to strengthen its fi -nances or take the company pri-vate. Japan business mood sours to three-year low

TOKYO: Business sentiment among Japan’s big manufactur-ers deteriorated to the lowest in nearly three years and is expected to worsen in the coming quarter, a closely watched central bank survey showed on Friday, height-ening pressure on Prime Minister Shinzo Abe and the Bank of Japan (BoJ) to do more to shore up the ailing economy.

Big fi rms also plan to cut capital expenditure plans in the current fi scal year, underscoring the chal-lenges the Bank of Japan faces in aggressively printing money to nudge risk-shy companies into boosting spending.

To keep the economy afl oat, Abe may have to delay yet again a sales tax hike scheduled for next year. The weak reading will also keep the BoJ under pressure to loosen monetary policy further when it reviews its quarterly fore-casts later this month, some ana-lysts say.

“This data confi rmed the very cautious stance of Japanese fi rms refl ecting the market volatility since January. There’s no signs of corporate sentiment bottom-

ing in coming months,” said Mari Iwashita, chief market economist at SMBC Friend Securities.

Easing policy“There’s more than a 50 per cent chance the BoJ will consider eas-ing policy further this month.” The headline index gauging big manufacturers’ sentiment stood at plus 6 in March, half the level seen three months ago and worse than a median market forecast of plus 8, the survey showed.

It was the lowest reading since June 2013, as exporters felt the pinch from sluggish emerging market demand and yen rises that erode their competitive advan-tage overseas. Big non-manufac-turers’ sentiment dropped to plus

22 from plus 25 three months ago, deteriorating for the fi rst time in six quarters, as spending by over-seas visitors moderated.

Sentiment soured for manu-facturers and non-manufacturers big and small for the fi rst time since June 2014, when Japan was reeling from the blow of a sales tax hike in April of that year. Both big manufacturers and non-manufacturers expect sentiment to worsen in the coming three months, underscoring compa-nies’ concern over the murky global economic outlook.

“The slowdown in emerging economies, particularly that of China, has aff ected business sen-timent. The impact was big for big manufacturers with direct ex-posure to global economic condi-tions,” a BOJ offi cial told report-ers in a briefi ng. The yen’s rise is also expected to hurt profi ts.

Big manufacturers based their business plans on the assumption the dollar would average ¥117.46 in the current fi scal year, higher than recent levels around ¥112, suggesting that corporate profi ts could be revised down ahead.

London to lose on euro trade if UK leaves European UnionFRANKFURT/LONDON: If Britons vote to leave the Euro-pean Union, London’s fi nancial centre faces losing one of its top money spinners — the trade in trillions of euros in derivatives — and the European Central Bank (ECB) will be pushing hard for the business to move onto its patch.

According to eurozone central bank offi cials, the ECB is deter-mined to tackle an anomaly dat-ing from 1999 when Britain opted out of the euro’s launch: a domi-nant share of trading in the cur-rency it issues goes on outside its jurisdiction in London.

Eurozone offi cials are reluctant to discuss publicly such a sensi-tive issue — and the risk that Lon-don could lose out to rivals Frank-furt and Paris — before the June 23 referendum on a British exit from the European Union.

But Christian Noyer, a former ECB vice president and Bank of France governor, is free to make the case as he no longer holds a high offi ce in the eurozone.

“If Britain left the EU, the euro area authorities could no longer tolerate such a high proportion of

fi nancial activities involving their currency taking place abroad,” he said.

“It is already very diffi cult for euro members to accept that our currency is largely traded outside the currency area, beyond the control of the ECB,” Noyer wrote in an article for economic think tank OMFIF.

Two eurozone central bank offi cials, requesting anonymity, made the same points.

Trillions of eurosThe trading of euro-based secu-rities spans trillions of euros of derivatives deals as well as the ‘repo’ market providing short-term funding for banks — €2 tril-lion of which experts say is based in London. On top of this, there is foreign exchange trading in the currency itself.

The Frankfurt-based ECB wants oversight of this business for a practical reason: if any dis-aster were to hit these markets like the 2008 collapse of Leh-man Brothers bank in the United States, it would be responsible for dealing with the crisis. The ECB

declined to comment on the de-rivatives oversight issue.

Outlier statusSupporters of a British exit from the EU say predictions of Lon-don’s demise as a fi nancial centre when it failed to adopt the com-mon currency proved wrong, and the same would be true in the event of a ‘Brexit’.

So far, campaigning has focused on issues ranging from immigra-tion to the Brussels bureaucracy, with Brexit supporters arguing that the EU has moved far from the bloc’s original aim of merely boosting trade within Europe.

However, the City of London remains a major employer and ac-counts for 12 per cent of the Brit-ish economy, generating roughly £66 billion ($93 billion) in tax revenue a year for a cash strapped exchequer. The ECB has already tried to insist that clearing houses that process euro derivative trades should be based in the 19-nation currency bloc. Chinese group abandons $14b bid for Starwood HotelsBEIJING: China’s Anbang In-surance Group has said it has abandoned its $14 billion bid for Starwood Hotels & Resorts World-wide, paving the way for Marriott International to buy the Sheraton and Westin hotels operator.

The surprise withdrawal marks an anticlimactic end to a bidding war that had pitted Marriott’s am-bitions to create the world’s largest lodging company, with about 5,700 hotels, against Anbang’s drive to create a vast portfolio of United States real estate assets.

It also represents a blow to cor-porate China’s growing ambitions to acquire US assets. Anbang’s ac-quisition of Starwood would have been the largest takeover of a US company by a Chinese buyer.

“We were attracted to the op-portunity presented by Starwood because of its high-quality, lead-ing global hotel brands, which met many of our acquisition criteria,

including the ability to generate consistent, long-term returns over time,” Anbang said in a statement.

“However, due to various mar-ket considerations, the consorti-um has determined not to proceed further,” Anbang added, referring to the joint bid it had put togeth-er with private equity fi rms J.C. Flowers and Primavera Capital.

Anbang did not off er Starwood a reason for not following through on its raised off er of March 26, ac-cording to people familiar with the matter. They asked not to be identifi ed disclosing confi dential discussions. “The reason of with-drawal is simple — Anbang isn’t interested in a protracted bidding war,” Fred Hu, chairman of Prima-vera, said.

It was not immediately clear if Marriott had been planning a counterbid to Anbang’s March 26 off er. Anbang has previously bowed out of smaller deals, but this

is the most high-profi le deal it has abandoned, people familiar with the matter said.

Starwood said on Monday that Anbang had raised its off er to almost $14 billion. Anbang had been expected to fi rm up that non-binding off er, so that Starwood would formally declare it superior

to Marriott’s. Anbang had already made a $13.2 billion binding and fully fi nanced off er earlier this month, which Starwood accepted as superior. Had Marriott not counterbid on March 21, Starwood would have proceeded with the earlier Anbang off er.

Starwood said on Thursday that

Anbang had withdrawn its of-fer “as a result of market consid-erations,” which it did not specify. Marriott declined to provide im-mediate comment. The move fueled speculation on what drove Anbang to change course, espe-cially given that many Chinese overseas acquisitions have been encouraged by the country’s au-thorities.

Overseas investmentsChinese fi nancial magazine Caix-in reported earlier this month that China’s insurance regulator would likely reject a bid by Anbang to buy Starwood, since it would put the insurer’s off shore assets above a 15 per cent threshold for overseas investments.

Should Anbang have clinched an agreement with Starwood, it would have been scrutinised by the Committee on Foreign Investment in the United States (CFIUS), an

interagency panel that reviews deals to ensure they do not harm national security. However, sourc-es had said that both Starwood and Anbang believed the deal would have received CFIUS clearance.

“My guess is that Starwood wanted either a higher break-up fee, maybe a billion dollars, or a higher price from Anbang to off -set the risk,” said Ryan Meliker, an analyst at Canaccord Genuity. In its latest off er, Anbang’s consor-tium had off ered $82.75 per share in cash. Marriott’s latest cash-and-stock off er, which was announced on March 21, is worth around $75 per share.

Starwood shareholders will also receive stock in Interval Leisure Group Inc, worth $6.13 per Star-wood share. This is the result of a deal last year to spin off Starwood’s timeshare business and combine it with Interval Leisure Group.

Barclays can still compete in Gulf after job cuts: CEO

DUBAI: Barclays still has ‘criti-cal mass’ to compete in the Mid-dle East and will aim to help local companies raise capital even as it scales back lending, chief execu-tive offi cer Jes Staley said.

The UK lender has more than 200 employees in the United Arab Emirates after job cuts in the country this year and will continue to operate its corporate, invest-ment banking and wealth man-agement businesses in the region, Staley, 59, said in an interview in Dubai. Barclays’s UAE business is “very profi table,” Staley said, with-out elaborating on the profi tability.

Global investorsStaley is joining other banking chiefs in trying to prove that a glob-al lender doesn’t need expansive operations in every country where it wants to earn fees. Barclays has exited seven countries in Asia as part of a restructuring, and Staley said the bank will use its presence in the UAE to bring international investors and companies there and to nearby nations such as Qatar.

“If you then have a very strong presence in New York and London in terms of your ability to distrib-ute securities to the major provid-ers of capital, you are, in eff ect, a global bank,” Staley said. “I feel very comfortable that the footprint that we have now defi ned enables Barclays to be very competitive.”

Barclays was cutting about 150 jobs in Dubai as the UK lender restructures its Middle East cor-porate banking business, a person with knowledge of the matter said in February, joining rival lenders HSBC and Standard Chartered in reducing headcount in the region.

First visitStaley said the Middle East was the fi rst region he’s visited outside of New York and London, even as the bank’s headcount in the UAE makes up a tiny portion of its 129,400 total. Part of the fi rm’s eff orts in the region will be help-ing companies fi nd alternative sources of capital, as bank lending becomes more expensive, he said.

“Commerce around the world has to adjust to the new reality that bank balance sheets are very ex-pensive to use these days,” Staley said. “Regulators around the world want the largest banks to reduce the use of their balance sheets for funding economic growth and in-stead focus on the capital markets to match the borrowers with the lenders of capital.” - Reuters

Huawei’s net profit jumps as it expands beyond China

MUSCAT: Huawei Technolo-gies’ net profi t surged 33 per cent in 2015 at $5.7 billion after the China’s largest maker of telecom-munications gear grabbed market share with premium smartphones and mobile carriers expanded their high-speed networks globally.

The company said that its Carrier, Enterprise, and Con-sumer Business Groups (BGs) all achieved strong year-on-year growth. The three BGs generated

60.8 billion in annual revenue worldwide, an increase of 37 per cent year-on-year.

Huawei, which debuted its fi rst Android device in 2009 to complement its main network-ing business, is now pushing into markets from the United States to Europe to help off set a decelerat-ing home market. That helped its consumer-products arm expand revenue by 73 per cent, its fastest-growing division.

Guo Ping, Huawei’s deputy chairman and chief executive of-

fi cer, said, “In part, Huawei owes its long-term growth to the sheer size of the ICT market, which is the driving force of digital econo-mies around the world. However, our growth is also a direct result of strategic focus and heavy invest-ment in our core businesses.”

“Over the next three to fi ve years, we will concentrate on en-hancing connectivity, enabling the development of vertical in-dustries, and redefi ning network capabilities. In 2015, Huawei’s three busi-ness segments experienced sig-nifi cant growth: The Carrier BG generated $35.8 billion in annual revenue, up 21 per cent year-on-year. Widespread rollout of 4G networks accounted for a large

portion of this growth.The Enterprise BG generated

$4.3 billion in annual revenue, an increase of 44 per cent year-on-yaer. In particular, Huawei’s enterprise business experienced rapid growth in the public safety, fi nance, transportation, and en-ergy sectors.

Annual revenue soarsA major highlight of the com-pany’s performance in 2015, Huawei’s Consumer BG reported $19.9 billion in annual revenue, up 73 per cent year-on-year. This increase was a direct result of in-creased demand for high-quality products that deliver a premium user experience, as well as Hua-wei’s growing infl uence as a con-sumer brand.

Over the past 20-plus years, Huawei has remained focused on ICT infrastructure, steadily investing in R&D. In 2015 alone, Huawei invested 15% of its an-nual revenue – CNY 59.6 billion

(US$9.2 billion) – in research and development. Huawei’s total R&D investment over the past decade exceeds CNY 240 billion (approx-imately US$37 billion).

Sabrina Meng, Huawei’s chief fi nancial offi cer, noted: “We wrapped up 2015 in a robust fi -nancial position, with stable cash fl ow from operating activities, increased cash availability, and eff ective risk control. In 2016, we will continue to focus on our pipe strategy, staying customer-centric in all we do. Citibank is predicting India’s rupee will hold much of the gains from what looks set to be its best month in two years.

The resolve shown by Prime Minister Narendra Modi in seeking to narrow the

fi scal defi cit to a nine-year low has boosted investor confi dence and will probably support capital infl ows, said Bhanu Vohra, Mumbai-based head of foreign exchange for South Asia at the United States bank.

Citibank, part of the world’s largest currency trader Citigroup, sees the rupee holding in a range as investor appetite for developing-nation securities is pressured by the Federal Reserve’s policy tightening and yuan weakness. “We expect this strength in the rupee to be range bound, with our medium term view of weak emerging-market currencies intact,” said Vohra, who sees a range of between 66-69 per dollar in the “medium term.” The rupee “can be an outper-former in Asia should the government execute the budget plans,” he said.

Developing-nation currencies are rebounding as a recovery in crude oil prices and the willingness of global central banks to support growth spurs risk ap-petite. The rupee has jumped 2.4 per cent this month to head for its biggest gain since March 2014, after weakening last month to the brink of a record low. Foreign funds have pumped a net $2.4 billion into In-dian stocks in March, after two months of outfl ows.

The rupee is still Asia’s worst-performing cur-rency this year, having lost 1 per cent to 66.8450 a

dollar in Mumbai on Wednesday. It fell to 68.7875 on February 26, near a record low of 68.845 seen in August 2013. Morgan Stanley this month slashed its year-end rupee forecast to 73 from 70.

The Indian currency “is likely to underperform in a risk-averse environment that we expect will con-tinue to dominate fundamentals over the next few quarters,” Morgan Stanley strategists led by London-based Hans Redeker wrote in a March 13 report. Ru-pee “longs are crowded, and weakening risk appetite suggests that the equity-dominated capital infl ows may ease from here.”

Two Federal Reserve offi cials on Monday said interest-rate increases may be warranted as soon as next month, citing solid readings on the US economy. The Federal Open Market Committee (FOMC) next meets April 26-27. It held off from raising borrowing costs last week and halved projections for how many times it would hike rates this year to two.

Debt holdingsThe rupee’s “current rally is on the back of the FOMC turning more dovish than expected and a general risk-on sentiment returning to Asia, also led by the yuan appreciating,” Vohra said.

“The rupee will remain between 66-69 to a dollar in the medium term. We don’t see it appreciating be-low 66 and or going to 72 either.”

Foreign holdings of rupee-denominated govern-ment and corporate bonds have climbed 44.8 billion

rupees in the last fi ve days, data from National Secu-rities Depository Ltd. show. That’s helped take net infl ows to Rs17.2 billion for this month, after with-drawals of 87.6 billion rupees in February, which were the biggest since April 2014.

Finance Minister Arun Jaitley on February 29 re-tained a target of narrowing the fi scal defi cit to 3.5 per cent of the gross domestic product in the year starting April 1. He boosted spending on a rural jobs programme, while budgeting for higher wages and military pensions.

No diff erentUBS Group sees the rupee weakening to 70 a dollar by the year end, Bhanu Baweja, London-based head of emerging-market cross-asset strategy, predicted earlier in the month, citing the slump in India’s ex-ports and risks the budget will reignite infl ation.

Shipments from Asia’s third-largest economy fell 5.7 per cent in February, a 15th straight month of con-traction. The current-account defi cit in the quarter through December was $7.1 billion, wider than the median $3 billion in a Bloomberg survey of econo-mists, as overseas earnings from services slowed.

“The benefi ts of a weak currency on the exports of a country are obvious, but also at times overstated,” said Vohra of Citibank. “A very weak currency has other associated issues like being infl ationary to start with.
