MADISON (AP) —Hikers, cyclists, cross-coun-try skiers and other outdoorlovers will have to pay moreto get into Wisconsin stateparks and use state trails inthe new year.
Republican-authoredprovisions in the state budg-et raising park admissionand trail fees go into effectJan. 1. The move is intendedto help offset other languagein the spending plan thatended funding state parkswith tax dollars.
Under the new provi-sions, Wisconsin residentswill have to pay $28 for anannual park pass, up from$25. They’ll have to pay $8 fordaily admission, up from $7.Out-of-staters will have topay $38 for an annual parkpass, up from $35. They’llhave to pay $11 for a daypass, up from $10.
Annual trail passes,meanwhile, will cost $25, upfrom $20. Daily trail passeswill cost $5; they now cost $4.The fees are the same forresidents and non-residents.
A number of other lawsgo into effect on Jan. 1 aswell, including:
■ A measure thatexempts materials contrac-tors purchase to construct aproject for a local govern-ment, school district or
nonprofit organization fromthe state sales tax.
■ A budget provisionallowing researchers accessto state Department ofChildren and Families data-bases containing informa-tion on participants inMilwaukee’s voucher schoolprogram.
■ Budget language trans-ferring oversight of commu-nity-based juvenile justiceprograms from theDepartment of Correctionsto the Department ofChildren and Families. TheDCF will take over distribut-ing funding for communityintervention programs forfirst-time and chronic juve-nile offenders, aid to coun-ties for out-of-home place-ments and other services forjuveniles, and reimburse-ments to American Indiantribes and counties for unex-pected or unusually costlyout-of-home placements fordelinquent Indian juveniles.
■ A budget plan thatexempts farm-raised deersold to hunting preservesand game farms from salestax.
New laws in Wisconsindon’t automatically go intoeffect on a set calendar day.Unless the law itself speci-fies an effective date, lawshere take effect the day afterthe Legislative ReferenceBureau publishes them.Publication occurs the dayafter the governor signs thebill into law.
Not many 18-year-old archerswould pass up shot opportu-nities on 43 bucks on the way
to their first bow-kill, but LyleSaindon from Pulaski was deter-mined to make his first archerybuck a wall-hanger.
Saindon had success at a youngage hunting with a gun. By age 14 hehad shot 125- and 140-class bucks.
At 15, Saindon took up bow hunt-ing. His dad, Tim Saindon, had shota few record-book bears with a bow,so it was only natural that LyleSaindon would follow the family tradition.
Most beginner archers are happyto tag any deer, but Saindon had hissights set higher.
“I knew that there were biggerdeer out there (in Oconto County),”he said. “I figured I would wait for abig one. Let ‘em go, let ‘em grow.”
Over the course of his first twoarchery seasons, Saindon hadnumerous bucks in bow range.There was temptation to take one,but he stayed the course and waitedfor a trophy.
“It was a little hard at first pass-ing on them,” Saindon said. “It goteasier every year because biggerbucks were showing up on trail cam-eras. My dad kind of got mad at mebecause a few that I passed werepretty borderline (trophy) bucks.”
For several years, Saindon andhis dad talked about putting in foodplots to enhance the habitat on theirland.
This spring they met DougKostreva, owner of HB Seed Co. inPound, who helped them come upwith a planting plan.
As soon as the snow melted, theyworked up the plots, fertilized andplanted seed. They also addedBooner Max Mineral, a granularmineral powder, to attract moredeer and to give the bucks nutrientsto increase antler growth.
Daylight deer activity increased.On June 6, they got their first trailcamera picture of a monster buckthey named “Junkyard” because ithad extra sticker points off theantler base.
Saindon immediately decided itwould be Junkyard or bust for the2015 archery season.
The first weekend of the archeryseason was warm and Saindon onlysaw a couple of does and a smallbuck. The second weekend was cool-er, and his sister, Makayla, shot a
big fork horn with a crossbow.“It was an amazing moment to
see her so happy,” he said. “I knew itwas only a matter of time before Igot my chance.”
Hunting was slow until the sec-ond week of October when a frostkilled some of the vegetation anddeer started hitting the food plots. Atrail camera on their “landing field”food plot showed several nice bucks.Saindon sat in a tree stand there theafternoon of Oct. 10.
“It was really slow until I heardsomething walking,” Saindon said.“I looked back and saw a huge-bod-ied deer. It was around 5:30 p.m.”
The deer stood in place for 20 ago-nizing minutes. The brush was sothick that Saindon could not tell ifit was a buck or a doe.
The deer finally moved but it tookanother 10 minutes to make its wayinto the food plot. That’s when herealized it was Junkyard.
Meanwhile, a little fork buckentered the plot and stood in one ofSaindon’s shooting lanes. Junkyardwas irritated by the little buck, andall it took was two steps forward forthe big buck to scare off the littleguy.
That put Junkyard right inSaindon’s wheelhouse, and he putan arrow in Junkyard’s boiler room.
After calming down, he sent atext to his dad. They waited a fewhours and quickly found Junkyard ashort distance from the food plot.
The big buck had 15 points that
could be scored with an insideantler spread of 20 inches. It greenscored 178-2/8 as a non-typical.
“It was kind of surreal finallylaying your hands on a buck likethat,” Saindon said. “After threeyears it just makes everythingworth it.”
