The purpose of this energylabelling system is tomeasure and compare theoverall energy efficiency ofbuildings, in compliance withEuropean legislation.

Who needs an EEC?Every owner who wants to sellor rent his/her property needsto have the certificate.

Whether you are selling orrenting your property, you mustappoint a qualified technicianto issue the certificate prior tomarketing your property. Thecertificate will be required bythe Notary on completion of asale.

In the past, this certificate wasrequested only for propertiesbuilt after 2007. But now EEC'swill be required for allbuildings. In the case ofapartments, the owner of eachunit needs to apply for thecertificate if they wish to sellor rent it – it is not up to theCommunity of owners toprovide it.

What does the certificate say?The certificate contains:• An energy efficiency ratingfrom A (most efficient) to G (lowperformance).• Information about the pro-perty’s energy use and typicalenergy consumption.• Description of the property.• Recommendations to re-duce energy use and increasesavings.• Cost effective recommen-dations to improve energyefficiency.

How do I apply for an EEC?The certificate can only beissued by accredited qualifiedtechnicians, who will visit yourproperty to fill in the energyassessment form (seesuggestion at the end of thearticle).

How will the technicianevaluate my property?It will be a visual inspectionwhere the technician will takemeasurements, check theorientation, observe theconstruction materials usedfor interior walls and facade,layout, windows, type ofheating/cooling, waterheating, lighting, blinds andawnings etc.

How long is an EEC valid for?Once the certificate is issued,it is valid for a period of 10years. If relevantimprovements are made tothe property during that time,a new one should berequested to reflect the newenergy efficiency rating.

Who controls the certificates?A copy of the EEC will berequired to be registeredbefore the competent authorityappointed by eachAutonomous Community forcontrol and supervisionpurposes.

Benefits of the EEC:The overall benefit in the longterm is a reduction in energy

consumption of fossil fuelsand the reduction of carbondioxide released into theenvironment.

In the medium term, itprovides cost-effectivemeasures for owners andtenants to make substantialsavings in their energy bills.

Undoubtedly, a property witha satisfactory energy ratingwill be worth more in thiscompetitive market than itsenergy inefficient counterpart,therefore the introduction ofEEC's will have a positiveimpact in the property market.

Recommendations toimprove a property’s energyefficiency rating are notobligatory and do not have tobe overly expensive. TheSpanish Government is in theprocess of approving financialaid for owners who decide toundertake specific reforms tomake their properties moreenvironmentally-friendly.
