Violet Skirten, Crossing Guard Supervisor, advised that Father C. W. Sullivan Catholic School has expressed interest in the School Travel Planning Program.

7. Program -Bicycle Parking Pilot Project

Craig Kummer responded to questions regarding painted bicycle signs on McMurchy Avenue and advised that the signs are intended to promote cycling.

He also responded on the possibility of allowing bike lanes on some portions of the boulevard on Williams Parkway and advised that the design of the boulevard

will not accommodate bike lanes.

8. Program - Peel Regional Police - Safety Committee

Violet Skirten, Crossing Guard Supervisor, advised that an update will be provided on the walk to school program following a meeting with the Safety Committee on November 12, 2015.

Student Transportation of Peel Region, on behalf of Giselle Blain, Principal, Gordon Graydon Senior Public School, re: Request for Site Inspection to Review

Pedestrian / Traffic Concerns at Gordon Graydon Senior Public School - 170 Rutherford Road - Ward 1 (File BH.c).

Anna Gentile, Central Planning and Operations Officer, Student Transportation of Peel Region, provided an overview of the communication with the principal of the

subject school. She noted that the principal would like to change the bus drop-off and pick-up location from Century Gardens to Rutherford Road to allow easier access for staff and students.

Violet Skirten, Crossing Guard Supervisor, provided details of the previous measures

taken to address safety concerns at the school.

2. That the Manager of Maintenance Services, Peel District School Board be requested to review the configuration of the school property and determine what measures may be undertaken to

accommodate a bus loading zone; and

Violet Skirten, Crossing Guard Supervisor, provided details of the previous measures undertaken to address safety concerns at the school. She indicated that several signs restricting parking during arrival and dismissal times were posted.

11. Changes – City’s Perspective/School Boards

11.1 Update from Thomas Tsung, Manager of Maintenance Services, Peel District

School Board, re: French Immersion New Centre – Boundary Changes –

Grade I Class Caps and Maps (File BH.c).

Thomas Tsung, Manager of Maintenance Services, Peel District School Board, provided an overview of the boundary changes that will impact Morton Way Public School and Ridgeway Public School. He highlighted the criteria for the establishment

and the advantages of the new French Immersion program locations. He noted that the change will create a better balance in enrollment at the schools.

Trustee Carrie Andrews, Peel District School Board, added that a number of boundary changes will be brought forward at a later date.

There was discussion with respect to busing to Morton Way Public School and

Ridgeway Public School due to the boundary change. It was agreed that busing will not be impacted and there will be no added safety risk to students walking to the schools.

Mr. Tsung also advised that the Annual Planning Report was delayed and will be

presented at the next meeting. The following motion was considered:

Brampton (File BH.c).

Mike Mulick, Acting Manager, Enforcement and By-law Services, provided an

15.5 Discussion at the request of Patrick Doran, Member, re: Safety Issues at Nelson

Mandela Public School – 10125 Chinguacousy Road – Ward 6.

Patrick Doran, Member, expressed concerns regarding safety issues at the subject

school and noted that Sergeant Fortunato Manvati, Regional Divisional Traffic Unit, had visited the school and will provide an update.

Sergeant Manvati reported that officers were assigned to observe vehicular activity during arrival times at the school. He noted that the Kiss and Ride area was

blocked and the school bus was unable to park. In the presence of police officers, parents continued to park and create blockage. On one occasion, Enforcement Officers were present and tickets were issued to some drivers.

Committee consideration of this matter included:

Safety of the students

Confirmation that several signs are posted at the school to help reduce traffic

congestion

School Board has complied with all the previous recommendations regarding safety

Suggestion that Members meet with the principal to discuss traffic and safety matters

Suggestion that a site inspection be undertaken

Observations:

1. There is no designated Kiss and Ride area on school property. There is a bus loading area in the

driveway in front of the school which accommodate small buses. The current layout in the parking

lot/driveway of the school will not accommodate the large bus at the school.

2. Cars are parked/stopped on Rutherford Road on the east side just north of the school but no traffic

concerns noted. No stopping/parking signs are on the west side of Rutherford.

3. One large school bus drops off and picks up students on the east side of Century Gardens

Recreation centre which is adjacent to the school, but there is no walkway between the two

buildings. There were no staff at the bus in the A.M. but were present in the P.M. as students

waited for the bus.

4. The bus area is not on school property. This is a concern of the administration because it is a

safety issue for students and staff, as the area behind the school that they use going to the

recreation centre is unsupervised. It would be dangerous during the winter months. It is also a

supervision concern as students were at the pickup area with no supervision for five to seven

minutes. The students leave the school very quickly and arrive before staff gets there.

During observation, there was discussion to arrange for the large bus to load and unload on

school property. This would involve taking a section of the parking lot, creating a curved curb on

the south side of the entrance to allow bus turning, along with the removal of several (5) parking

spaces to allow a bus to navigate the parking lot and load/unload on school property in front of the

school. Anna Gentile, Student Transportation, and Dave Marcotte, Peel District School Board, will

arrange for a bus.

and Dave Marcotte, Assistant Preventative Maintenance Supervisor, Peel District School Board,

arrange for a large school bus to be driven to the school to establish if a bus loading zone on

school property is feasible; and

4. That if the above is not feasible, the Manager of Traffic Services be requested to arrange a bus

loading zone on the east side of the walkway on Rutherford Road nearest the tennis courts.

Observations:

1. The school has approximately 300 students and there is one large bus and six small buses.

2. There is no Kiss and Ride area on school property, just a driveway signed Buses Only. In the

A.M., drivers used the bus driveway and this caused traffic congestion on the road. In the P.M.

the small buses are lined up in the driveway and there is limited access for cars, but one vehicle

was able to get in and park between the buses.

3. During A.M. / P.M. cars are parked on Terra Cotta Crescent on both sides at the northerly

intersection of Terra Cotta and Bartley Bull Parkway, (across from the school). There are

currently no restrictions for parking/stopping on Terra Cotta Crescent. The drivers parked close

to the intersection which restricted right and left turns onto both streets. The Cars parked further

down the road on Terra Cotta Crescent were not hindering anyone's access or driveways. The

driveway is not wide enough for a Kiss and Ride operation and the principal should arrange for

the area to be coned off except for buses.

4. There is a crossing guard located on Bartley Bull Parkway just north of the northerly leg of Terra

Cotta Cres which leads into a walkway to the back of the school. This worked well and no issues

were observed.

5. On the east side of Bartley Bull there are No Parking signs posted. One No Parking Sign is

located on the grass area between the two school driveways and it may be on school property or

close to the property line. It was difficulty to see the sign from the road. Cars stopped here and a

few were parked as the drivers walked their children to the school property.

installed correctly if needed;

4. That the Manager of Traffic Services arrange for the installation of “No Stopping” corner restriction

on both sides of Terra Cotta (northerly intersection) at Bartley Bull Parkway;

5. That the Manager of Enforcement and By-law Services arrange for parking control to patrol the

area once the corner restrictions are installed on the northerly Terra Cotta Crescent intersection.

Observations:

1. Lorenville Public School is on the south-east corner of the intersection of Williams Parkway and

Elbern Markell Drive. The school faces onto Elbern Markell Drive. There is a driveway on

Elbern Markell Drive that enters onto the school and is primarily for the Bus unloading and

loading. This driveway also has a through lane and a small parking lot for visitors and school

administration. A second driveway off Lorenville is used for a Kiss and Ride and a large parking

lot for parents and school staff. This driveway is the entry for the Kiss and Ride and the parking

lot, and circles the area to exit at the entrance.

2. The Kiss and Ride driveway allows for student drop-off on three sides of the driveway and

school staff assist the drop-off on the east side and the north side which are the closest sides to

the school building. The school staff was wearing safety jackets and did an excellent job of

protecting the students and moving the traffic through the Kiss and Ride area.

3. There is heavy traffic on Elbern Markell Drive in front of the school, particularly on the school

side, with greater traffic during morning arrival than afternoon dismissal. There are no traffic

restrictions on either side of Elbern Markel Drive. Several cars made U-turns despite the

volume of traffic.

4. A crossing guard assists the students and parents at the intersection of Elbern Markell Drive and

Lorenville Drive and Elbern Markell Drive and Williams Parkway. One crossing guard assists

students at both intersections. The crosswalk at Lorenville Drive is faded while the crosswalk at

Elbern Markell Drive is almost invisible.

5. The speed of cars passing in front of the school appears to be in excess of the posted signs of

40 km, particularly northbound cars in the morning.

Recommendations:

1. That the site inspection be received; and

2. The Manager of Traffic Services arrange for the installation of signs on Elbern Markell Drive from

Lorenville Drive to Williams Parkway, that indicates “No Stopping Monday to Friday – 8:00 a.m.

to 5:00 p.m., and “No U Turn” signs should be installed on both sides of Elbern Markell Drive

between Lorenville Drive and Williams Parkway; and

3. That the Manager of Traffic Services arrange for the school crossing at Lorenville Drive and

Elbern Markell Drive to be repainted; and

4. That the Manager of Enforcement and By-law Services be requested to enforce the parking

restrictions on Elbern Markell Drive once the signs have been installed; and

5. That the Manager of Enforcement and By-law Services be requested to add the Kiss and Ride at

Lorenville Public School to the recent list of schools without Fire Route signs; and

6. That Peel Regional Traffic Police be requested to patrol the speed and U-Turns in front of the

school from time to time as deemed appropriate; and

7. That the School Administration be requested to notify the parents of the above changes once

timing of the changes have been established.

Observations: 1. Approximately 690 students attend this school with a total of 14 school buses. According to

the Principal, student population will increase to 740 next year.

2. The intersection of Harold and Brenda Avenue is controlled by a stop sign on Brenda Avenue

at Harold Street with a crosswalk painted on the south leg. A walkway leads to an entrance at the back of the school on Harold Street, west of the intersection.

3. Brenda Avenue is a short street which runs north/south from Kingsview Boulevard to Harold

Street. Ridgeview Public School is situated on the west side of the street. Brenda Avenue has a sidewalk the entire length on the west side and about half way down on the east side. At the intersection of Brenda Avenue and Kingsview Boulevard, there is a painted crosswalk across Brenda Avenue.

4. A bus loading zone is located on Brenda Avenue in front of the school. Signs indicate “No

Parking, Monday to Friday, 8 a.m. to 5 p.m.” on the west side of street from Harold Street to Kingsview Boulevard. On the east side of Brenda signs indicate “No Stopping, Monday to Friday, 8 a.m. to 5 p.m.” from Kingsview Boulevard to Harold Street. On Kingsview Boulevard, there are NO Stopping signs on both sides of the roadway from McMurchy Avenue to just west of Brenda Avenue. Based on a past site inspection, additional signs

were installed on the east side of Brenda Avenue and on both sides of Kingsview Boulevard. In the past, drivers parked on Kingsview Boulevard which made it difficult for the buses to turn left from Brenda Avenue onto Kingsview Boulevard. The new signs have resolved this issue as very few people parked illegally on Kingsview Boulevard.

5. Approximately 20 pedestrians were observed crossing Brenda Avenue at the walkway to the

back of the school. There were sufficient gaps in traffic and there were no conflicts between pedestrians and drivers. Pedestrians were able to cross in a safe manner at Harold Avenue, at Kingsview Boulevard and Brenda Avenue.

6. A number of drivers parked illegally on Brenda Street and there were times that the road was

blocked because buses were on one side and parked cars were on the other side. Fourteen (14) buses load/unload on the west side of Brenda and they extend the entire front of the school. It is beneficial to enforce the parking and no stopping restrictions to alleviate the congestion on the road.

Recommendations: 1. That the site inspection report be received; and,

2. That the Manager of Enforcement and By-law Services arrange to monitor the parking

situation at the school during arrival and dismissal periods;

3. That it is the position of the Brampton School Traffic Safety Council that a crossing guard is

not warranted at this time at both Brenda Avenue and Kingsview Boulevard, and Brenda Avenue and the walkway to the back of the school.

4. That the new “Parking” and “Stopping” signs that have been installed remain in position.

Observations:

1. The A.M. visit was busy with few incidents. There was a lot of traffic at the lights on Chinguacousy

Road and at the driveway into the school (Fandor Ave). Cars were waiting in line trying to turn left

into the driveway. Those leaving the Kiss and Ride area were waiting to turn left onto

Chinguacousy Road and proceed straight through onto Fandor Way. The Kiss and Ride area is

separate from the bus drop-off / pick-up zone.

2. The P.M. visit was very busy. No stopping signs on both sides of Chinguacousy Road were not

obeyed; many motorists stopped without regard to the signage. There are corner restrictions on

both sides of Fandor Way and motorists did not comply.

3. Cars were waiting in line to enter the Kiss and Ride starting at 2 P.M. School ends at 3:10. Cars

stopped on Chinguacousy Road and waited in the right hand turn lane going into the driveway.

Cars also waited in a line to go left and one waited on Fandor Way, as they waited to cross into

the driveway. The driveway was completely occupied by 3:10 p.m. causing major congestion and

obstructions in the intersection of Fandor Way and Chinguacousy Road. Parking Enforcement

Officers or Peel Regional Police, would help eliminate the number drivers blocking the

intersection or parking illegally.

4. Approximately 716 students attend this school with approximately 260 taking the bus. Some

students walk to school but according to the Principal, most of the remaining students are picked-

up. Some of the signage on school property was installed lower than usual.

5. The bus area has a designated entrance into the parking lot which is located north of the

intersection of Chinguacousy Road and Fandor Way and this worked well. A “Do Not Enter Sign”

and “Buses Only” on an a-frame sign were placed at the entrance. Several staff were on duty to

assist and they are to be commended for the service and for doing a fantastic job.

Recommendations:

1. That the site inspection be received; and

2. That Peel Regional Police and/or Enforcement and By-law Services be requested to enforce the

parking and moving traffic violations in the area; and

3. That the Manager of Traffic Services arrange for a study to be conducted to determine if the

following is warranted during arrival and dismissal times:

a) a south bound left advance green signal on Chinquacousy Road

b) a west bound left advance green signal from the school driveway; and

4. That the Manager of Traffic Services arrange for the installation of “Do not Block Intersection”

signage at the intersection of Chinguacousy Road and Fandor Way; and

5. That Peel District School Board arrange for the proper signage at the bus entrance such as “Do

Not Enter”, “Buses Excepted” on the sign post, and review the height of current signage on the

property.
