Vision Statement

Mission, Vision and Goals

It is our mission in Thomasville City Schools (TCS) to partner with parents, community, and

staff to nurture and prepare our students for success in the 21st Century. Educating the whole

child and providing them with the tools needed for success in life is paramount. Expectations for

a positive learning environment along with rigor, relevance, and relationship building will ensure

success for all students.

Our vision for Thomasville City Schools is for students, staff, and parents to have virtual and

physical access to instructional resources on demand. Our classrooms will be fully interactive

where technologies are integrated into instructional processes. Instruction will be standards

based and the technologies will be tools for learning.

Thomasville City Schools continues to align its district goals to ensure that TCS will produce

globally competitive students, will be led by 21st Century professionals, students will be healthy

and responsible, leadership will guide innovation and will be governed by 21st Century Systems.

Strategic Priorities

2014 - 2016

Thomasville City Schools is a leader in North Carolina in the use of technology as instructional

tools. TCS currently operates in a virtualized private cloud environment for instructional and

administrative technology services. Our district is both prepared and ready to participate in the

various opportunities that we expect to be provided by the new state cloud initiative.

Equal access to technology and 21st century opportunities are critical to ensuring the success of

all North Carolina students. The integration of 21st Century tools will prepare students to be

career and college ready. Each of our schools provides multiple tools to students, teachers and

administrators to facilitate effective teaching and learning. Every teaching environment in our

district has an interactive whiteboard and the tools to instantly engage student learners.

As an IMPACT district we have and will continue to provide high quality professional

development in the use of technology as well as the integration of technology in instruction. This

focus is currently integrated in all our education initiatives such as Race to the Top, ACRE,

Common Core and Career and College Ready, Set, Go!

The North Carolina School Technology Commission aswell as Thomasville City Schools believe

that equitable access to technology is critical. The Commission has identified five over–arching

priorities: 1) a statewide shared services model for platforms and infrastructure; 2) universal

access to individual teaching and learning devices; 3) statewide access to digital teaching and

learning resources, including digital textbooks; 4) a statewide model of 21st century professional

development; 5) and 21st century leadership for all schools and districts. It is the intention of

Thomasville City Schools to focus its resources on achieving these goals.

Strategic Priority 1: A Statewide Shared Services Model

Thomasville City Schools is well–equipped to manage production server infrastructure. We have

used e-rate funding to achieve this goal. We still struggle with support needs that impact our

budget. The ability to leverage purchasing of both e-rate eligible and ineligible services should

greatly reduce our costs for these types of purchases. A Statewide Shared Service Model has

allowed our district to move some support service from local management to state management

allowing us to be more efficient in the local support of our technology needs. This will allow us

to be able to operate with a more predictive model of budgeting. Items that we use or will use

Strategic Priority 2: Universal Access to Personal Teaching and Learning

Devices

In Thomasville City Schools, universal access to personal teaching and learning devices is

defined as a computing device assigned to all members of the school, including administrators,

teachers, and students. At our high school, we have one laptop per student assigned in carts.At

our elementary and middle schools we do not have this total access for students but we do for

teachers and administrators. We will continue to seek resources that will allow us to achieve this

goal.

Teaching and learning in the 21st Century has become more than a six and a half hour day, 180

days of the year. Clearly, one–to–one personal teaching and learning devices can greatly foster

the 21st century skills necessary for future–ready learners. There are multiple products that can

help us achieve this goal including:

Strategic Priority 3: Access to Digital Teaching and Learning Resources,

Including Digital Textbooks

It is the belief of Thomasville City Schools that the true power of technology in the hands of

TCS’s teachers and learners is unlocked by the adequate access and proper use of digital

resources. Access to resources such as Instructional Improvement System Resources available in

Schoolnet, NCWiseOwl, Discovery Education, Web 2.0 tools and Learning Management

programs such as OpenClass are a critical part of our school instructional program. With the

instant availability of high speed Internet access, the use of textbooks is becoming more obsolete.

The increasing budget challenges are also creating an environment where lower cost availability

to resources is necessary. Through our IMPACT initiative we purchased many of the programs

necessary to supplement the classroom instructional resources. Our issues moving forward are

not more programs but finding the resources necessary to continue funding what we already have

Strategic Priority 4: A Statewide Model of Technology-Enabled Professional

Development

High quality professional development has the most inherent impact on effective teaching and

student achievement than any component in developing asuccessful technology-enabled program

of technology integration. It is the responsibility of leadership in Thomasville City Schools to

define, implement, and evaluate 21st century learning and provide the effective staff

development to achieve its implementation. Research on classroom use of technology is clear

that teacher skills are fundamental to the successful use of instructional technology to impact

student achievement. This is the catalyst to transform teaching practices for those that

successfully use technology.

We have learned through our experience as an IMPACT district that collaboration among faculty

is crucial to effective school culture. The integration of departments provides a whole school

effect that is positive for learning. We intend to continue to provide this model of professional

development in the future.

Thomasville City Schools cannot expect our teachers to teach or our students to learn 21st

century skills if the administrators leading the schools are not trained in the same skills. All of

our administrators have participated in Academic Leadership training. This training helps

administrators understand how best to lead in a technology rich environment. It is important

thatadministrators understand that creating a culture appropriate for 21st Century learning is of

great importance. All our administrators have been trained multiple days in establishing high

expectations for student learning and staff improvement. They receive regular training on critical

matters. Thomasville City Schools continues to employ the latest methods for administrative
