A high priority should be placed on the organization of technical manualsfor their ready reference and their permanent retention. The new manualsand the previous manuals should combined into a single library. An out ofway, single. enclosed storage shelf would be ideal for this purpose.Commonly referenced sections of documents should be copied and sealedinto ready access binders to be maintained within easy reach of workareas.

Mark Fev was a hunteer on the MMM campaign in 1992 and said then that he was unmloe. In late1993. Mark was at a toiii meetng and again repeated that he was unemplo.-ed and was looking for any"kind of computer work
Linda August contacted Mark in late 1993 to see if he was able to do the three necssan." tasks thecampaign needed, He assured her that he had the knoledge skill and expertise to make this possible. Unsuccessful at creating reports from our existing data basc-"struggling with FEC schedule reportformat"-he spent at least 40 hours determining that he couldn't make sense of either ou at bas or asapl of the Arsol sytm that many campaigns use. By mid-Januan- it was obviou that 3 simple tasks were costing the campaign ridiculous sims of moneyand that there was really no hope in ester getting our coptr newue and bakdu. H4e imrpel named the coptr. caused havoc with the campaignstaff, interfered with furniture mo'ers and telephone installers and incorrectly m ulp printers. E.vryonein the campaign gav~e Mark endless hours of tine to get his work done but each staffer came to realize thathe just was unable to get the jo done. The campaign had to pa. the telephone company twice because ofMark's mistakes
Finally. after no success, the campaign manager told Mark to leav-e -that the campaign would find helpelsewhere.
The campaign had several people tri to correct the errors that Mark created and ei en had to take thecomputers to the COMIPusa store to try and fix the errors that appeared on the screens

that the Commission no longer pursue the identified lover
priority and stale cases under the Enforcement Priority System.

- A. Cases Not Warranting Further Pursuit Relative to OtherCases Pending Before the Commission
A critical component of the Priority System is identifying
C those pending cases that do not warrant the further expenditure
O of resources. Each incoming matter is evaluated using
~Commission-approved criteria and cases that, based on their
rating, do not warrant pursuit relative to other pending cases
- are placed in this category. By closing such cases, the
~Commission is able to use its limited resources to focus on more
important cases.

3. Stale Cases
Investigations are severely impeded and require relatively
more resources vhen the activity and evidence are old.
Consequently, the Office of General Counsel recommends that the
Commission focus its efforts on cases involving more recent

Since the recommendation not to pursue the identified cases is
based on staleness, this Office has not prepared separate
narratives for these cases. As the Comission requested, in
matters in which the Commission has made no findings, the
responses to the complaints for the externally-generated matters

attached to the report because this information was not
previously circulated to the Commission. See Attachments 35-45.
For cases in which the Commission has already made findings and
for which each Commissioner's office has an existing file, this
Office has attached the most recent General Counsel's Report.
This Office recommends that the Commission exercise its
prosecutorial discretion and no longer pursue the cases listed

Marh L. Pay filed a complaint alleging that the Friends ofMarjorie Rargollies-Reavinsky Committee has failed to report a debtof 1,006 which is owed to him for computer work performed in
February and March, 1994.
In response to the complaint, the Friends of MarJorieKargolies-Mesvinsky Committee states that Mr. Pay was hired toperform three computer-related tasks and that at the time he washired, he was told that the campaign had limited resources andlimited time to achieve the tasks. The Committee states thatearly on it became apparent that Mr. Pay was not able to completethe tasks and after allowing him sufficient time to complete thetasks, Mr. Pay vas fired. The Committee states that it neverreceived the work it vas promised and therefore, owes no debt toMr. Pay. The Committee indicates that it later went to greatexpense to have the work completed.
