Dear Third Ward Resident, On Monday, May 20th at Wintrust Arena in the 3rd Ward, we are inaugurating Lori Lightfoot as the new Mayor for the City of Chicago and welcoming a new City Council. This is truly a historic day for our City and I am so proud our ward is hosting such an important event. I have known Mayor Lightfoot for many years and I look forward to working with her and my City Council colleagues new and old to address the needs of our City. I know my priorities of increased public safety, better police accountability and transparency, equitable neighborhood development, and fair educational opportunities for all children in Chicago are shared by Mayor Lightfoot. In the 3rd Ward specifically, continued housing development (at all price points), new retail development, improved neighborhood infrastructure, increased transparency on decisions that affect the community, and meeting the specific educational needs of each neighborhood are items I am encouraged we can address with the help of Mayor Lightfoot and the new City Council. It is inspiring to have someone like me, an African-American woman, lead our City. This commitment to hearing the diverse voices of Chicago is also reflected in the makeup of the new City Council. These are things we as Chicago residents can all be proud of. It's a new day for our City, one filled with hope for all of Chicago's neighborhoods. Third Ward Update

Alderman Dowell Hosts Shred Day! The 3rd Ward held another successful shredding event at Long Grove House located at 2001 S. Michigan. Close to 200 people stopped by to throw away months and years of paper and records!! Thank you to Midway Moving and Storage for providing the professional documentdestruction services, and to the management of Long Grove House for offering their parking lot for the event. Alderman Dowell will be hosting another shredding event on Friday, August 23rd from 10:00 am - 12:00 pm at the 3rd Ward Public Service Office parking lot located at 5046 S. State St. Hope to see you there!

3rd Ward Businesses Receive NOF Grants Several businesses in the 3rd Ward have been past recipients of Neighborhood Opportunity Fund grants including Gallery Guichard, Iyanze Bronze, Shawn Michelle's Homemade Ice Cream, Sip and Savor, Bronzeville Culinary Kitchens, South Side Community Art Center, Bronzeville Salon Suites and 51st Street Restaurant Row. The NOF funds must be used for new construction or the rehabilitation of existing buildings. In April, new grant winners were announced and they are 13th Flow - a fitness facility at 30 W. Garfield, GN Bank at 4619 S. King Drive, The Reading Room Cafe (vegan restaurant) slated for 335 E. 51st Street and the 57th Street Bookcase - a furniture production business and gallery to be located at 4130 South Wabash. M Lounge was also awarded a grant to build-out a restaurant and private event space at 69 E. Garfield in the neighboring 20th Ward. Congrats to all the winners. Alderman Dowell is

excited about the existing and proposed business which continue to make our community strong.

3rd Ward Braves Weather for Clean and Green Day Despite the inclement weather, residents across the ward participated in the City's Annual Clean and Green Day. Thank you to everyone who came out to help beautify the community, including groups led by Bethel AME Church, the Greater South Loop Association, the 4500 S. Forrestville Block Club, the Fuller Park CDC, the 4600 S. Vincennes Block Club, South Loop Elementary School/Dearborn Park II PAC and Donnell Spencer. A very special thanks to the Bronzeville Neighborhood Collaborative/Gallery Guichard for their large clean-up of 47th St. which spanned two wards from State St. all the way to Cottage Grove Ave. Children, families, businesses and residents braved the cold to make our community a little nicer. Local businesses like Chicken and Waffles, Trader Joe's, Pete's Coffee and Sip & Savor contributed food and (most importantly) hot drinks to many Clean and Green participants. All this could not have happened without the hard work of 3rd Ward Superintendent Thomas Stovall and Allyson Allison from the 3rd Ward staff. Thank you both for coordinating this important day's events.

If you would like to schedule your own Clean and Green event, you can call 311 or the 3rd Ward Public Service Office at 773-373-9273 to set it up. The City will provide you tools, bags and bagged trash pickup so you can make your neighborhood beautiful in time for spring!

Update on Alderman Dowell's Amendment to City Vehicle Impoundment Law In line with Alderman Dowell's ordinance to make significant changes to how the City impounds vehicles, a recent lawsuit filed against the City found that Chicago's current vehicle impoundment program is illegal. For

information about the court's decisions, please see the article in the Chicago Sun-Times printed Thursday, April 30th. In line with that ruling, Alderman Dowell's amendment would allow for the proceeds of the vehicle sale to be applied to existing vehicle fines and penalties as well as other City debt if the sale amount is more than the costs associated with the impoundment. Any remaining funds shall be paid to the registered owner of the vehicle. In addition, the amendment allows for vehicle owners to relinquish title to the vehicle to the City voluntarily if the vehicle is impounded.

Shawn Michelle's Homemade Ice Cream Opens in the Rosenwald Alderman Dowell attended the grand opening and ribbon cutting of Shawn Michelle's Homemade Ice Cream Parlor in Bronzeville located at 46 E. 47th Street in the renovated Rosenwald Building. Alderman Dowell Participates in Easter Events Easter events for neighborhood children were held all across the 3rd Ward! Alderman Dowell visited Easter Egg Hunts at Dearborn Homes (2960 S. Federal St.) and Women's Park and Gardens (1801 S. Indiana Ave.). Kudos to Carol Wallace and the Dearborn LAC, St. James Catholic Church, Family Works and the Rotary Club for sponsoring a fun filled happening to celebrate the holiday, Easter Bunny and all. And, high five to the Prairie District Neighborhood Alliance, led by Tina Feldstein and all the dedicated and hard working-volunteers for what has to be the biggest Easter Egg Hunt in the city.

Bronzeville Dog Park Update Construction on the dog park planned for 3938 S. Indiana Ave. is progressing on schedule for an expected 2019 opening. Perimeter curb forms and pouring started in mid-April. Interior curbs/walks were formed and poured in late-April, then rough grading will start. After that, the construction crews are awaiting the re-opening of the asphalt plants for the season. Work is contingent upon weather; certain activities cannot occur in wet conditions and/or overnight freezing temperatures. The park will feature both a small dog and large dog area, artificial turf, dog fountains, landscaped grounds, benches for seating and more.

Metropolitan Community Church Food Pantry Giveaway Metropolitan Community Church (4610 South Prairie) under the leadership of Pastor Leon Perry III held their food pantry giveaway for those in need. This is one of the consistent ministries of the Church congregation. What was special about their pantry in April was the feeding of the needy at the corner of 47th St. and Indiana Ave. Members of the church and firefighters from our community prepared the food and served the people. Thank you Metropolitan!!

Cook County Health Strategic Planning Town Hall Meetings Provident Hospital (500 E. 51st St.) is in the process of redeveloping their facility to better meet the needs of the community. The new Provident Hospital will be a one-stop-shop for all of your healthcare needs. Provident leadership is looking at potentially offering state-of-the-art services like a regional outpatient center, ophthalmology services, mammography, a sleep center, dental services, behavioral health services, occupational and physical therapy, a pharmacy and an ambulatory outpatient center. As part of this redevelopment, residents are invited to participate in the Cook County Health System's strategic planning process. Cook County Health is hosting town hall style meetings to gather input from the community on its 2020-2022 Strategic Plan and better understand what you would like to see in a new Provident Hospital. Mercy Hospital Update The Illinois Department of Public Health (IDPH) announced that an investigation is underway to determine the source of Legionella disease that was found at Mercy Hospital (2525 S. Michigan). Mercy is fully supporting the investigations by the IDPH and the Chicago Department of Public Health to determine the source of the bacteria. Mercy Hospital and its patients are safe. The hospital has followed the guidelines for safe water management set forth in the ASHRAE 188-2018 standard and the Centers for Disease Control toolkit for Legionella water management program.

New Business - Wingz Around the World Join Alderman Dowell in welcoming Wingz Around the World (4300 S. Michigan Ave.) to the 3rd Ward! Nichole Johnson is bringing her wing expertise to Bronzeville by offering over 30 sauce flavors inspired by 10 countries around the world. Wingz Around the World was created out of the concept of making "chicken with a difference." Nicole does this by helping to feed the homeless every 1st Sunday from 3:00 pm to 5:00 pm. So if you are interested in great food or helping a great cause, stop on by Wingz Around the World!

New Business - The Fitness Annex A new gym has opened up in the Washington Park Community - The Fitness Annex (5401 S. Wentworth Ave.). Owned by Jamaal Burris, The Fitness Annex offers a wide variety of classes like cycling, boot camp, kickboxing cardio, kettlebell and more, as well as personal training! Monthly memberships are $99 with discounts for youth and law enforcement. You can also pay per class. Check them out at www.thefitnessannex.com.

CPD Announces Summer Safety Measures, Command Staff Changes On Tuesday, April 30th the Chicago Police Department announced its summer safety measures and command staff changes. Plans for the upcoming summer months are multifaceted. One strategy includes increased visibility along Chicago's lakefront, beaches and on Lake Shore Drive. Officers will also make patrolling busy parks and mass transit stations a priority. Bike patrols will also have a presence within the city's entertainment districts and other popular areas experiencing higher foot traffic due to the summer weather. These increased patrols will rely on a combination of existing data and ongoing intelligence operations to deploy officers to areas in an effort to deter crime before it happens. In addition to beat officers, both the Summer Mobile Team and Saturation Team will supplement officers on the street with additional manpower as needed for the seasonal period from May to September. CPD's efforts are complemented by the work of several anti-violence groups and other community partners. These groups seek to mediate conflicts before they escalate to public safety concerns. The groups also aim to keep at-risk individuals active within their communities by providing positive alternatives. Command Staff changes include the promotion of Don Jerome to Commander of the 9th District. Commander Jerome previously served as the Captain and Executive Officer of the 9th District and as a Detective on the city's South Side. He has 25 years of CPD service.

Dowell Participates in Real Estate Forum Alderman Dowell participated in a program to discuss some of Chicago's tough issues at the Gerald Fogelson Forum on Real Estate, Roosevelt University, hosted by the Marshall Bennett Institute of Real Estate. The topic of the forum was: "The Tale of Two Cities: How Chicago Can Get Back its Growth Mojo by Looking at Missed Opportunities." David Doig, president, Chicago Neighborhood Initiates served as moderator and panelist which also included Kristin Faust, Neighborhood Housing Services, Chicago Developer Leon Walker of DL3 Realty and Alderman Pat Dowell. Jarrard Harris 2019 Jazz Educator of the Year On Wednesday, April 17 the Jazz Institute of Chicago named Bonzeville resident Jarrard Harris the 2019 Jazz Educator of the Year for his dedicated work in the field of jazz education! Mr. Harris is an educator with over 20 years of teaching and performing experience. He is a faculty member at Northwestern University, Columbia College Chicago and the City Colleges of Chicago and serves as director of jazz studies with the CPS Advanced Arts Education Program at Gallery 37. Jarrard is also a member of JEN and serves on the board for the Jazz Institute of Chicago and is a Vandoren Performing Artist. Congratulations Jarrard on this amazing achievement!

TLP is Now Ignite! Teen Living Programs, which operates two facilities in Bronzeville - a drop-in resource center at 5500 S. Indiana Ave. and the Belfort House Youth Shelter at 3745 S. Indiana - has re-branded as Ignite! The organization has moved into the future and it is very different from where they were 43 years ago. Chicago has changed. Our neighborhoods have changed. The face of homelessness has changed. The needs of youth have changed. So, TLP is changing, moving towards independence and innovation. They are doing that with a NEW brand and a NEW name. South Loop Elementary Enrollment Information Registration for South Loop Elementary for fall 2019 is open for neighborhood residents (those living north side of 18th Street to Wacker drive; east of the river to the lake). Documents needed for registration are included on the school website (www.southloopschool.org/about/admissions). Please register early so the school can adequately plan for staffing and space utilization. In addition, South Loop Elementary School invites the community to tour our new middle school building. All are welcome! The tour is scheduled for June 10th at 6:00 p.m. or June 14th at 9:00 a.m. at 1601 S. Dearborn Street.

DPS Vendor Fair The 2019 Vendor Fair is a collaborative effort by the members of the Government Procurement Compliance Forum to give our regional businesses as many resources and networking opportunities as possible. South Loop Event Parking Restrictions Parking restrictions are in place for the South Loop from Roosevelt Road to Cermak Rd. from Lake Shore Drive to Clark St. during all Chicago Bears football games and many other Soldier Field events, Wintrust Arena events have been removed from the parking restrictions. Vehicles parked in the South Loop w ithout a valid South Loop Event Parking Pass, South Loop Event Guest Pass or Residential Permit Parking pass (for Residential Permit Parking Streets ONLY) are subject to ticketing or towing. Bike the Drive Fifth Third Bike the Drive will close Lake Shore Drive to car traffic from W. Hollywood to E. 57th St. on Sunday, May 26th from 5:00 am to 11:00 am. Bike the Drive benefits the nonprofit Active Transportation Alliance's work to improve biking, walking and transit in Chicagoland. New CPS Parent Portal Chicago Public Schools is excited to announce that on April 22nd, the Parent Portal was replaced with a new system called Aspen. Aspen provides the same capabilities as the current Portal while adding new features as well. If you don't have a portal account now and would like one in Aspen, this message applies to you! Existing Parent Portal accounts will not automatically be transferred to Aspen. To access the new system, current portal users and parents who are interest-ed in creating a portal account for the first time must confirm the following with their school's main office. Healthcare/Financial Clinic for Seniors The Cook County Elder Justice Center, in partnership with the Legal Aid Society of Metropolitan Family Services Elder Help Desk Presents "Powers of Attorney Healthcare / Financial Clinic." The Elder Help Desk, located in CL-16, is now offering Powers of Attorney Clinics to elders (60 years and up) every 2nd and 4th Friday of each month. At these clinics, elders will meet one-on-one with a volunteer attorney about their medical and financial wishes and the attorney will draft Powers of Attorney for the elder. All elders will walk out of the clinic with completed, notarized Powers of Attorney for medical and/or finances. The clinic is by appointment only. Chicago Post Office Asks Community to Stamp Out Hunger With the help of sponsors, volunteer organizations and U.S. Postal Service employees in 10,000 communities nationwide, the National Association of Letter Carriers (NALC) will conduct its 27th annual Stamp Out Hunger Food Drive - the nation's largest single-day food drive - on Saturday, May 11. Making a donation is easy. Customers should leave their non-perishable food donations in a bag near their mailbox on Saturday, May 11, before their letter carrier arrives. In the days leading up to the food drive, letter carriers will be delivering special bags along with your mail that may be used to make donations. Food collected during Saturday's drive will be delivered to local community churches, food banks and food pantries for distribution. While all non-perishable donations are welcome, foods that are high in protein such as canned tuna, salmon, beans and peanut butter are most needed. Canned fruits and vegetables, whole grain, low sugar cereals, macaroni and cheese dinners and 100% fruit juice also top the list of most needed items.

Chade Foundation Scholarship Program The Chade Foundation is excited to announce the Tenth Annual Chade Foundation Scholarship Program. They will be accepting applications February 1st through May 31st. The program will be held on Saturday, August 3rd in Hamming Hall (3225 W. Foster Ave.) on the campus of North Park University. 2018 Neighborhood Enhancement Grant Program The SECC is delighted to announce a Request for Proposals (RFP) for the 2019 Neighborhood Enhancement Grant Program. Since 1999, the program has offered funds to neighborhood schools, religious congregations, community organizations, park advisory councils, and block groups to support neighborhood beautification projects in the Oakland, Kenwood, Hyde Park, Woodlawn, and Washington Park communities. Each grant will be awarded based upon the proposed project, with a maximum grant amount of $4,000 per organization. The proposal deadline is Friday, May 24th. Chicago Bicycling Ambassadors The City of Chicago's Bicycling Ambassadors are the outreach and education arm of the Chicago Department of Transportation. Consultants to the City of Chicago, the Ambassadors teach school children, motorists and bicyclists to better share city streets. They do this by speaking face-to-face to members of the public. Teams of Ambassadors deliver bicycling and pedestrian expertise personally in demonstrations and conversations in public places, at community events and to children at schools and summer day camps. Ambassadors will be expected to work 35 to 40 hours per week, successfully complete a five- to ten-day training course that covers bicycle handling, bicycling and traffic safety, media relations, and conflict resolution (provided by the program) and while on duty, wear an Ambassador uniform provided by the program. Candidates should write and send a cover letter explaining why they consider themselves suited for the job, along with a résumé of qualifications and relevant experience.
