2007 ANNUAL REPORT

What legacy are we creating for our childrenwhen it comes to protecting our vital resourceof clean water in Northern Michigan? I wasthinking of this recently when a friend mentioned that, asa gift to his children, he had taken out a membership in hislake association in the name of each child. He did thisbecause he felt it was his responsibility to bring in the nextgeneration as financial stewards of their lake, and whatbetter place to start than with his own children. While thereare many important ways you can teach your children aboutbeing good stewards of our natural resources, making afinancial commitment, in their name, to an organizationcommitted to protecting these resources is a vital andimportant first step.

I thought about my own family and the fact that though my wife, Teresa, and I havebeen long time financial supporters of The Tip of Mitt Watershed Council, ourchildren are not. Of course we’ve talked extensively with them about the importanceof protecting the lake we live on and our water resources in Northern Michigan, butnow we’ve taken an important next step and made a membership contribution ineach of their names to theWatershed Council. Further, annual membership renewalat the Watershed Council is over 90%, meaning there’s a very likely chance they willbecome life long supporters of the Watershed Council.

When you look through our annual report keep in mind it is membership that drivesthis organization. It is membership that allows the Watershed Council to bring onstaff some of the finest experts in water resource protection in the country. Our staffprovides guidance, expertise and counsel on everything from policy affecting ourGreat Lakes to the science behind local watershed management planning, monitoringactivities, and data collection. With all this work, the staff brings passion, warmth,and dedication and empowers us to make a positive difference.

2007 HIGHLIGHTS

In 2007, Tip of the Mitt Watershed Council celebrated its28th Anniversary. Volunteers, members and staff had many

great accomplishments illustrating our commitment toprotecting the water resources of Northern Michigan.

Water Protection Team

� In conjunction with the Michigan Department of Natural Resources, theVolunteer Purple Corps performed a detailed inventory of purple loosestrifewithin the watershed. Data collected will be utilized in the Aquatic InvasiveSpecies Patrol database and will aid the Watershed Council in prioritizinglocations for management and developing a purple loosestrifemanagement plan.

� Four shoreline and streambank restoration projects, totaling 490 linearfeet, were designed and installed to curb erosion, protect water quality,and enhance habitat.

� Tip of the Mitt Watershed Council coordinated volunteers from Elk Rapids toCross Village to collect algae samples, primarily Cladophora, for analysisby the Great Lakes Environmental Laboratory in Ann Arbor.

� A grant from the Charlevoix County Community Foundation provided fundingfor the design and installation of two rain gardens demonstrating stormwaterBest Management Practices (BMPs) in the Lake Charlevoix Watershed.The rain gardens are located at the Charlevoix Public Library and the EastJordan marina.

� The Watershed Council received funding from the Frey Foundation to supportstormwater management work as part of the Treasure Lake Charlevoix (TLC)project. The Watershed Council will work with the City of Charlevoix Departmentof Public Works to develop a plan to reduce inputs and nonpoint sourcepollution via stormwater runoff.

� Watershed Council staff and interns paddled the 56 miles of Lake Charlevoixshoreline to identify inputs of nutrient pollution, lakeshore erosion, andgreenbelts. Results from the Lake Charlevoix Shoreline Survey will beavailable in 2008.

� Over 70 volunteers participated in the 2007 Bear River Cleanup. Fundingfor “Healing the Bear” Bear River Cleanup was provided by U.S. Fishand Wildlife Service Coastal Programs-Great Lakes.

� The Volunteer Stream Monitoring teams collected samples on 10 streamsacross our service area within Antrim, Charlevoix, Cheboygan, and EmmetCounties. Petoskey High School students helped collect macro invertebratesfrom the Bear River as part of this program.

� The U.S. Fish and Wildlife Service Coastal Program – Great Lakes awardedfunds to Tip of the Mitt Watershed Council to restore severe erosion sites onStover Creek in the Lake Charlevoix Watershed.

� Tip of the Mitt Watershed Council performed surveying and monitoring inconjunction with many lake associations including Mullett Lake AreaPreservation Society (MAPS) and Elk-Skegmog Lake Association (ESLA).MAPS contracted Tip of the Mitt Watershed Council to monitor majortributaries for a third year.

Policy and Advocacy

� Through our participation in Clean Water Week in Washington DC andrepresenting Michigan during national conference calls with Congressionalstaff, Tip of the Mitt Watershed Council was considered the lead organizationin Michigan for advancing the Clean Water Restoration Act to reaffirm theoriginal intent of the Clean Water Act.

� The Watershed Council works on many fronts when it comes to invasivespecies. As a result of our efforts, we achieved authorization of the Asian CarpBarrier and other Great Lakes programs in the Water Resource DevelopmentAct, were successful in getting many species of Asian carp listed under theLacey Act, and have experienced progress towards ballast water legislation.

� We participated in the Michigan Shoreline Policy Workgroup convened by theDepartment of Environmental Quality strengthening protections for coastalwetlands with the development of a new General Permit for certain shorelinemanagement activities.

� Little Traverse Bay Watershed Protection Plan was approved by the MichiganDepartment of Environmental Quality (MDEQ) and the EnvironmentalProtection Agency (EPA). This resulted in the Tip of the WatershedCouncil and their partners being eligible for funding under Section 319 ofthe federal Clean Water Act.

� The Watershed Council reviewed and filed comments on dozens ofdevelopment permit applications. This included the continued work toensure that the cleanup efforts of leachate at Bay Harbor are appropriateand thorough and that the options for disposal comply with current regulatorystandards to prevent any adverse impacts to surface and groundwater.

Education

� During the summer of 2007, we began implementation of the boater outreachand education program throughout our service area. This program aims to buildawareness of good boating practices, clean water, and current issues affectingwater within our Northern Michigan boating community. By knowing more anddoing more, boating enthusiasts can contribute to clean water and a healthy,vibrant fish and wildlife community that will enhance their boating traditions.

� Restoration Remedies program provided over two dozen shorelineconsultations advising property owners on erosion control, greenbeltdesign, and site development strategies.

� “Sensible Shoreline Development: A Guide for Shoreline Homeowners”was produced by Tip of the Mitt Watershed Council with funding providedby the Charlevoix County Community Foundation.

� Tip of the Mitt Watershed Council and the Michigan Departmentof Environmental Quality published “Protecting Michigan’s Wetlands:A Guide for Local Governments”. The handbook was designed to aidcommunities seeking to protect their wetland resources.

� Tip of the Mitt Watershed Council and the Lake Charlevoix Associationhosted the 14th annual “Experience Lake Charlevoix” event. The hands-onprogram is designed to teach sixth grade students from Boyne City, EastJordan, Charlevoix, Concord Academy-Boyne, and Northwest Academyabout Lake Charlevoix and it watershed, including water quality, ecology,and safety.

The value of the Watershed Council’s Endowment Fund investments at year end2007 were $1,092,464. We also have funds at the Petoskey-Harbor Springs CommunityFoundation and the Charlevoix County Community Foundations which are held for ouruse. These funds total $360,301. Income from all of these investments provided $115,000in support for our operations in 2007.

Our Mission

Tip of the Mitt Watershed Council is the voice for Northern Michigan’s

Waters. We are dedicated to protecting our lakes, streams, wetlands, and

ground water through respected advocacy, innovative education, technically

sound water quality monitoring, and thorough research. We achieve our mission

by empowering others and we believe in the capacity to make a positive

difference. We work locally, regionally, and throughout the Great Lakes Basin

to achieve our goals.
