This edition is a challenge to you on a numberof fronts. One is about the future of Billericayand the other the future of the BDRA.

Yes if there is a crisis werespond and we are very goodat pulling together howeverwhen something creeps up onus which will clearly have animpact we seem to be lessproactive. We will hear about allthe sites being released forbuilding and not notice muchchange initially as it is a planwhich takes us to 2034. Sogradually different areas will beimpacted upon as spaces arefilled in and areas of housingbecome denser we will all beaffected. The process is clearlyoutlined on page 11 so beprepared to join us when wechallenge the soundness of thePlan.

92 YearsIn one form or another therehas been a Resident’sAssociation in Billericay. We arehaving more and more difficultyin filling positions. We havebeen trying for over a year to

get two secretaries which hasmeant that the few activepeople are doing more thanone job. If and when they leavewe have 2 roles to replace andnot one.If you value what weare trying to do and can givesome time please get in touch.A list of the vacancies is onpage 11.

Local Plan. The Challenge tothe FifteenBasildon Council,as one of thefifteen Council’s contacted fornot yet producing a Local Plan,have replied to the Secretary ofState who has challenged theslowness of their delivery of theLocal Plan and threatenedgovernment intervention.

The Secretary of State hasbeen reassured that it is theCouncil’s intention to meet on22nd March to consider the

recommended plan submittedto them by the IDG Committeeand hopefully approve it forsubmission. They are hopingtha t th is negates anyintervention. It will certainly bethe incentive they need to movetheir plan on and it will be thenwhen BDRA will be takingfurther action on behalf of theirmembers . The leve l o fdevelopment which is beingproposed has not been seen inBillericay for decades.

Financial MattersI found both the articles onpage 5 very interesting thismonth. The tax free benefitsoutlined by Steve from theIndependent Financial AdviceCentre and Grandparentsrights in the Birkett Long article.Both of these are close to myheart they may be worth a readfor you. Also we hear storiesabout equity release and a newadvertiser on page 10 promisesto explain the pros and cons oftaking this financial step. Mightbe worth a call if it’s somethingyou are interested in exploring.

Speedwatch has finally moved on. Mary Wileyfrom Essex Fire Brigade, who is in charge ofSpeedwatch campaigns in the county, visited

Billericay in November and we carried out a tour ofthe area and places were considered in need ofappraisal. A camera is now available for use andtraining will be starting in early March.

10 sites have been identifiedas requiring attention and itmaybe 3 to 5 different timesof analysis will be required toachieve an accurate overallview of the problem. See thelist below.

Many people are concerned atthe excess speeds of all typesof traffic in the local area ofmainly 30 mph limits and anorganised analysis is the onlyway to proceed for a caseto be presented to EssexHighways for action hopefully.

Ideally, at each site a 2 hourshift is envisaged with 2/3people working together.

We need plenty of volunteers tocarry out this campaign to try toinfluence driver behaviour tokeep our roads safe andprevent possible accidents andfatalities please get in touchwith the co-ordinator of thecampaign who is MervynWright. E-mail [email protected] or Tel.No. 01277 657219.

There are 8 roads which areproposed for attention. Theyare Perry Street (2 sites), StockRoad (2 sites), RosebayAvenue, Mountnessing Road,Green Farm Lane, WesternRoad, Tye Common Road andQueens Park Avenue. It would

be helpful if anyone living onthese roads could E-mail tome the times when traffic isparticularly travelling fast. Wehave sites on these roadswhere the cameras will besituated.

I will be contacting the peoplewho have already volunteeredwith information about thetraining when I have a dateconfirmed.

Virgin MediaDear Resident,Myself and other residents around the Hillside Road/Langemore Way area would like to make enquiries as towhom gave Virgin Media carte-blanche to dig up all thepavements across Billericay and lay their cable.? The fewresidents whom I have spoken with do not want this facilityalthough I appreciate the houses could change ownership inthe future – however my question if you can answer, are theCouncil going to pay for all the pavements to be restored tohow they were before this went ahead? One of the very few sad parts of being an IFA is when a client dies. Whenyou have been dealing with a family for many years it’s particularlypainful but at least we can help those left behind.

Most folk know that if they make gifts to theirchildren provided they (the donor) survivesfor another seven years no Inheritance Taxwould be payable. However can you reallyafford to give away substantial sums?

How to minimise Inheritance Tax

A relatively new “perk” from the Governmentenables the value of a deceased’s ISAaccount at the date of death to be used bythe surviving spouse. Known as theAdditional Permitted Subscription, (APS)this allows the survivor to invest thatamount in their own ISA in addition to theirnormal allowances.

For example if we lost a client with £100,000in their ISA account their spouse couldclaim an APS of £100,000 and invest thatsum free of income and capital gains tax anddraw a tax free income from the funds if theywish.

Another current “perk” is that investments inshares of a certain type of company in theUK qualify for full relief from Inheritance Taxonce you have held them for two years.

In December 2017, the European Court of Human Rights awarded damagesand legal costs to the maternal grandparents of three children, ruling thatthere had been a contravention of their right to “family life” by being denied

contact with them. The children had been placed in theirgrandparents’ care, between 2003 and 2004,owing to the mother’s inability to performher role as a parent. The children remainedin their grandparents’ care until 2010. Socialservices intervened, with adoption being apossible outcome for these children. Thechildren were placed in their mother’s care,however, no contact took place betweenthe children and their grandparents,notwithstanding the family court havingmade an Order to that effect. The European

Court of Human Rights determined thatsocial services had not acted with diligenceto promote the relationship between thechildren and their grandparents and thatthere had been almost a completebreakdown of the relationship.

Whilst the circumstances are borne out of acase of the State (social services) versus aprivate individual, one of the features of thiscase was that there was a poor and difficultrelationship between the mother and

Do I have any rights as a grandparent?grandparents which ultimately adverselyimpacted upon the grandparents seeing thechildren, a scenario which is not unfamiliar.

Notwithstanding the fact that a parent mayrely heavily on a grandparent for assistancewith child care and other parentalresponsibilities, this in itself does not giverise to an automatic right to be part of achild’s life when relations between theparent(s) and grandparent(s) becomestrained.

The law in England & Wales allows forcertain circumstances in which agrandparent may seek the assistance of the

It’s not quite that simple and there arenegatives and risks like all deposits andinvestments but it’s certainly somethingyou should discuss with your IndependentFinancial Adviser.

The Mill Meadows Society was delighted to beawarded a National Lottery grant of £62,000 from theHeritage Lottery Fund (HLF) for a project to create

new trails within the Reserve. There will be signpostedwalks with information displayed on the reserve and withmore information obtainable from a new web site usingphones and tablets. Users of the reserve will even be ableto see where the cattle, an essential part of themanagement regime, are grazing. Many of the footpathsand bridges will be improved or replaced making it easierto walk, especially during winter months. Informationabout the site’s history will be also be added to geo-caches and there will be a short and colourful History ofMill Meadows published. Mill Meadows has a wonderfuldiversity of wildflowers, fungi,insects and invertebrates, manyof which are rare. It is renownedfor the orchids in early summerand the fungi in the autumn but isalso a good site to see manyspecies of birds and butterflies.O u r cur ren t web s i tewww.millmeadows.org.uk has amap, pictures and informationabout the site and events.

The project is well underway andwe have set a date for our

‘celebration event’ for the HeritageLottery Funded trail project ofSunday 9th September 2018. Theprogramme for the day is stillbeing developed but we know thatwe will be featuring music, drama,poetry and many side stalls toentertain us, all with a rural themeand promoting the heritage of MillMeadows. We hope to see manyof you there.

The event co-incides with theBillericay Art Trail which starts on8th September. So, in tandem with

the Art Trail, we are requestinglocal artists to submit their own artwork representing Mill Meadows.These could be simple flora andfauna themed pen and inkdrawings, or with a colour wash.Or they could be paintings in anymedium inspired by Mill Meadowsfrom the past eg grazinglandscape, windmills, buildingsconnected through the history, orthey could be paintings in anymedium inspired by Mill Meadows

as it is today. We will exhibit thesepictures in The Library duringAugust and some will be selectedto be used in the new history ofMill Meadows

Waitrose Car ParkThe new restrictions are thatthere is a minimum £10 spend instore to qualify for two hours freeparking during the day. Therewill be no parking restrictionsbetween 7.00pm and 7.00amand therefore people will be freeto use it to attend communitygroup meetings and events, visitrestaurants etc.

We have written to Waitrose toask about how much it will costto park there during the dayif you are not shopping inWaitrose or spend less than£10.

The option theyprefer is to replace the currentbuilding with a 25x10 pool on anadjacent site which they arewilling to fund if they are given a99 year lease on the land. TheCouncil’s costs would bedemolition and making good.We will be looking at this furthernow we have received a copy ofthe report.

Pavement ParkingA resident raised the issue ofcars parking on pavements andobstructing pedestrian accessand provided photographicevidence. Basildon police’sresponse to this infringementwas...

The local Community Team areaware of parking issues such asthis all over the District that wePolice.

As you know our resources areallocated under a Threat, Harm,Risk aspect these days &situations such as this are nevergoing to be at the top of the pile.That said, if officers are onroutine patrol & come acrossdangerous parking then they willdeal with this.

We then travel to Old Harlow to the Mayfield FarmBakery here we will enjoy a talk and demonstration giving us an insight into baking skills and how traditional loaves are made. This is followed bya two course lunch of a glass of Luscombes Elderflower Bubbly, Quiche of the Day with mixed dressed leaves, Tart au Citron and tea or coffee.

TUESDAY 10TH APRIL – GUIDED TOUR OF THE FAVERSHAM BREWERY, HOME TO SHEPHERD NEAME, INCLUDING TWO COURSE LUNCHSeats available. Please pay nowWe make our way to the medieval market town of Faversham where we will have time for a morning coffee or a look around the Tuesdaymarket. We then go to Faversham Brewery, Britain's oldest Brewery. Brewing has takne place here for centuries.

We learn on the guided tour about the ancient art of brewing, look at brewing and fermentation vessels, taste natural mineral water from theBrewery's well, try some malted barley and smell locally-grown Kentish hops.

The tour includes a visit to the old Brewery Store, which has displays of delivery vehicles, a recreated coopers' workshop, bygone pub signsand memorabilia. The tour ends with a tutored tasting of Shepherd Neame's ales and speciality lagers.

Our lunch after our tour will be Drayman's Plate, Spitfire sausages served with Spitfire ale onion gravy, mashed potatoes and peas.Homemade bread and butter pudding, served with fresh cream. Should you have any dietary requirements please let me know and theBrewery will be able to accommodate us.

THURSDAY 17TH MAY GUIDED TOUR OF THE BMW-MINI FACTORY AND NORCUTTS GARDEN CENTREOur first stop is Norcutts Garden Centre where we can browse, have a coffee or a bite to eat. (You can either buy a sandwich here or take yourown lunch.there are only soft drinks available from a vending machine at the factory).

The tour lasts for 2 to 2 and a half hours and includes walking, stairs and transport.

• No opened toed shoes or high heel shoes are allowed

• If you have a pacemaker or an insulin pump you will not be able to go in the body shop
