He also gave us an insight into the new National Planning Document which is due to be introduced in the summer. He said that pressures for deregulation of policies and opening up of Green Belt are based on Ministers and local councils being influenced by a series of myths. • Releasing more land for housebuilding will lead to house prices falling. Building in the Green Belt is more sustainable than allowing development to ‘leapfrog’ to towns and cities beyond the belt. Green Belt land is of little or no environmental value and should therefore be developed. CPRE are challenging these myths by highlighting the lack of affordable housing for local people, the scope to identify and use brownfield sites and alternative uses for green belt which protect its nature. Paul suggested a number of actions we could take as part of our ongoing campaign which included a warning about the new method for determining numbers of houses (OAN i.e. objectively assessed need) which will be in the revised National Planning Framework. These actions were: • Ask Basildon for sight of their Brownfield Register • Explore cross boundary consultation with neighbouring authorities. Look at the sites proposed which are least harmful in green belt terms Look at the precedents in other areas where Councils have set a lower figure which is more sustainable than the government’s figures. Whilst we are waiting for the Council to take its next steps we are able to continue to put together our campaign and from Paul Miner’s presentation we have more information and a connection with a very active national organisation. GDPR You will all be aware of the flurry of activity from companies who are obliged to say how they use your data and if you are happy with their privacy policy. On page 12 we have put together a policy re the data BDRA holds and we will be discussing it further at our next committee meeting. Coach trips Last month I caused consternation as I left out the Hampton Court Flower show trip. Many apologies however the enterprising coach organisers and other residents put plan B into action. There are still seats available and the details are definitely on page 12. Can I also commend to you the Countryfile trip in August. This was very popular last year and there are still seats. At the AGM on 23rd May 70 residents came along to hear PaulMiner from the Campaign for Rural England speak to usfrom his up to date knowledge about current national

planning. He also gave us an insight into the new NationalPlanning Document which is due to be introduced in the summer. He said that pressures forderegulation of policies andopening up of Green Belt arebased on Ministers and localcouncils being influenced by aseries of myths.

At the time of writing the Basildon Local Plan’s“Regulation 19” public consultation is expected to belaunched at any time. This is about the soundness of the

Plan — whether it has been prepared according to the rules.

Four criteria need to besatisfied: is the Plan positivelyprepared, effective, justified,and consistent with nationalplanning policy? BDRA believesthat it is not sound on a numberof counts, and will bechallenging it in its ownresponse to Regulation 19.Members are stronglyencouraged to do likewise – alarge volume of responses fromthe people of Billericay will carryweight with the PlanningInspector, who will make thefinal decision on whether or notthe Plan is approved. After theconsultation is launched byBasildon Council we will bepublishing a lot of informationand guidance regarding how torespond:- on the BDRA andBAG websites, on the Facebookpage “Save Billericay fromHousing Development”, via a

leaflet that will be deliveredto every home in the town.Everyone who is concerned

about the overdevelopment ofBillericay is urged to respond tothis consultation.

A very successful drop-in eventabout the Local Plan took placeon May 5th. Almost 1,000people came in, to find a lotof useful information andBDRA/BAG volunteers availableto answer questions. A seconddrop-in event is planned whenthe regulation 19 consultation isannounced.

The recent change in admin-istration at Basildon Council,

whereby the Conservativesonce again have a clear majorityon the council may change thepicture regarding the Local Plan.The Conservative group hasdeclared its intention to examinethe scope to revisit the LocalPlan, with a view to makingchanges. It is to be hoped thatthis will result in a better deal forBillericay, and a reduced risk ofover-development arising fromlarge scale building withoutadequate infrastructureenhancement, resulting in adeterioration in the quality of lifefor existing residents.

Great Burstead signSpot the new sign as you come into GreatBurstead via the church. It was publiclyunveiled on Sunday 13th May by the designer.Members of the village council and otherswere there at this historic event. It recognisesGreat Burstead as the oldest part of Billericaywith its links to medieval times with the churchand the Mayflower with Christopher Martin.Someone was heard to say that as it catches thelight it looks very impressive.

At the AGM we heard that John and Maralyn aremoving to the North West after being leading lightsin the BDRA for over 25 years. They have bothbrought their special talents and abilities to theAssociation and will be sorely missed.

John has been Chairman for over 25 years andMaralyn has been East area secretary and done anumber of roles which are behind the scenes andvital to the smooth running of the Association.Nothing was ever too much trouble and they haveboth been committed to the success of anAssociation which is the envy of many other smalltowns like us.

We wish them a happy time in their retirementactivities and know they will be enjoying visiting newplaces. They were presented with memberships toEnglish Heritage and the National Trust to help themplan their visits.

We often hear about prenupswhen celebrities hit theheadlines whilst getting

divorced, but why should youconsider one?

Not just for celebritiesPrenup is short for ‘prenuptial agreement’and provides couples intending to marry orenter into a civil partnership with clarity,transparency, certainty and protection abouttheir financial affairs. If entering into a civilpartnership, the prenup is called a ‘pre-civilpartnership agreement’ or ‘pre-registrationagreement’. We understand that couples willoften have assets that were accrued prior tothe relationship that they wish to safeguard.

How do I get a prenup?Couples must get an agreement more than 28days before the wedding or civil partnership.There are also requirements regarding theformat of the document, how it is signed andwitnessed, and both parties must understandeach other’s finances.

What do I need to consider whenmaking a prenup?Both must enter into the agreement freelyand without undue influence or externalpressure. If one person is in a dominantfinancial position they cannot use this to tryto secure an unfair advantage – thisprovides the financially weaker party withsecurity. Membership RecordsWe are planning a revamp ofhow we keep our membershiprecords so they are all in oneplace but will be accessible to allmembership secretaries. This willenable us to have a much betteridea of where our membership isand where we need to do better.

BDRA Chairman’sReport 2018

Welcome to the AGM forthe 92nd anniversary ofthe Billericay District

Residents’ Association.

After probably more than 25 yearsas the Association’s chairman, Ihave announced my decision tostand down, as Maralyn & I havedecided to move to another part ofthe country to enjoy our retirement. Ican categorically state that I do notplan to engage in local communityaffairs or politics in our new location,beyond perhaps reporting theoccasional faulty streetlight orpothole.

Over the last 12 months we havebeen keeping our finger on thepulse of several hot issues. Before Iget to the Basildon Local Plan, let’sup date you about the SpeedwatchCampaign. As with all thingsbureaucratic, progress has beenslow, but our co-ordinator MervynWright has been persistent. Theresult is that eight locations havebeen officially approved as suitablefor speed monitoring to take place,and our team of volunteers havebeen trained. Interestingly wediscovered why the fire brigadewere taking the lead on this, and itturns out that a large percentage oftheir call-outs are to road accidentscaused by speeding motorists, so itis in their interest to promote speedreduction schemes.

We found out that BrightsidePrimary School was to be expandedto an extra class in each year. Thisis not related to any additionalhousing developments, but on theanticipated increase of children ofprimary school age. We haveresponded to all the consultationsso far and have sent representativeto various meetings,and have made

the case that the congestionand traffic chaos in Brightsideand Upland Road is alreadyunacceptable, and that no matterwhat the need for additional schoolplaces (which we do not dispute),no expansion should take placewithout an intelligent transportstrategy to cope with additionaltraffic. Although the plans havebeen drawn up, no planningapplication has been made. In thiscase the planning decision is to bemade by the county council fortheir own proposed development.

Coming now to the local plan. TheBDRA continued to work withBillericay Society and the BillericayAction Group, and we jointlycontacted John Baron, our Memberof Parliament, in order to get hishelp with our efforts to influence theprogress of the Plan. He was goodenough to invite us to meet him athis office in Westminster andworked with us to draft a letter toBasildon Borough Council, whichhe sent, and then he sent us theresponse which we received. It wasfrom this exchange that wediscovered that Basildon Councilhad commissioned a “High LevelStudy” for the south west Billericayarea. John Baron also wrote onour behalf to the CommunitiesSecretary, Sajid Javid, to seek hisviews on the slow progress of theBasildon Local Plan. We did notreceive any response, but SajidJavid did write to Basildon Councilasking them to explain what wastaking them so long, with theimplied threat that the matter wouldbe taken out of their hands.

The change of administration atBasildon Council introduced furtherdelays, so that even the timetablepublished a year ago was notachieved and we were into the newyear with still no sign of a plan. Theexecutive officers made good useof this additional delay to consider

how to marshal the maximumamount of effort across the districtto respond to the plan when itwould eventually appear. It wasclear that the partnership with BAGhad been most effective, and it wasdecided to approach the BAGcommittee with a view to evencloser working. This has led to themajor step of full integration,whereby BAG is now a formalcommittee of the Residents’Association, with Mike Andrews,chairman of BAG, having a seat onthe BDRA executive committee.Peter Sharp, the BDRA Treasurer,was already a member of the BAGcommittee.

There can be few people with anyconnection to the BDRA who canbe unaware of the developments atBasildon Council in March this year.BDRA intends to mount the mostactive campaign for many years tooppose the revised proposal forover 3,000 houses in Billericay’sGreen Belt. Already about 200people have responded to theappeal for help made through theBAG Facebook page, and over1000 people came to open day on5th May. The public consultationperiod is due to commence aroundthe time of this AGM. BDRA/BAG’sbest planning experts are alreadyworking with our longstandingprofessional planning consultancyfirm, Cheffin’s, and have met with abarrister specialising in planninglaw, to determine what if any legalchallenges may be made.

During the year with the help of theBillericay Volunteers Network andthe Resident we have filled somevacancies. Mark Hayes is now EastArea Membership secretary,assisted in the distribution task byIan Woolley. Steve and Amandahave joined Chris Wade asassistants in producing themagazine with specificresponsibility for the “Events” page.

Among the 200 volunteers who havecome forward to help us with thespecial Local Plan campaign,special mention should be madeof Sue Woodland, who has agreedto co-ordinate 14 other “teamcaptains” for the district-wide leafletdrop.

Yvonne & Kathleen have continuedto run our coach trips, including thisyear a 5 day holiday to Yorkshirewhich coincided with the arrival of“The Beast from the East”, butaccording to the report in “TheResident” this didn’t detract from theholiday at all.

Following our review of the on-linepresence, the web site is about tohave a new look. We will go live inJuly. Currently BAG runs its ownweb site..

Any organisation like this is only asgood as the volunteers who gettogether, discuss things and sortthem out. I have already mentionedseveral of these volunteers, and a lotof things that have been done by theExecutive Committee, but nearer tothe grass roots we have the jointEast/Burstead Committee which hascontinued to meet regularly underthe chairmanship of Eve Oliver, anda West Area Committee.

Numbers have dipped a bit in boththese committees with long servingmembers standing down, and boththese Committees would welcomenew members.
