t gives me great pleasure to welcome you to Ithis year's Covenant University International Conference on African Development Issues

(CICADI). Over the years, we have had scholars, technocrats, nation-builders, from far and near converge on our grounds to discuss and dissec t the myr iads of Af r ican development challenges, with the view to providing far-reaching solut ions and redeeming the continent from the woods.

T h e i n f o r m e d o p i n i o n s a n d submissions of the lead discussants and participants have helped in evolving a database for footnoting Africa's fundamental problems and underlining the strategic ways out. The very first CICADI had two Nobel Laureates leading the discussions on the critical dimensions and plausible escape routes for the rather multidimensional economic drawbacks of the African continent. A former Nigerian president provided a lead at another CICADI, identifying the challenge of leadership and dissonance towards good governance by the political class as the bane of development in Africa.

This year's conference, with the theme, “The Challenge of Leadership: Driving Africa's Future”, could not have come at a better time than this, when nations on the continent are incredibly and seriously, grappling with the fundamentals of human existence. These i nc l ude l eade r sh ip me l t down ; bad governance; electoral crisis; a political class that is distant from the people; politicians that win elections without votes; leaders who are right on top of mountains while the led are far away down the valleys; so-called vision-drivers without a vision; sit-tight rulers whose grandchildren were born as far back as the year they assumed power; corruption in high and low places; general debasement of public offices; and lack of commitment to the cause of

nation-building. A critical attribute in African politics,

which has made good governance impossible, has been the personalization and personification of public offices. Power, which should be transmitted from the people's mandate through elections, is coveted by the political class like a personal property and eventually turned to a family affair at the point of democratic transition. The incumbent wants his spouse or child, or cousin, or friend, or in-law to succeed him. While this level of pettiness has not fully manifested in Nigeria yet; several African countries, including Togo, Cameroon, Democratic Republic of Congo and Zimbabwe have witnessed it.

African rulers have a tendency to also want to use public office to pursue very personal goals. In the course of a four-year tenure, three years are dedicated to extending power base and strengthening or consolidating the hold, stealing public resources and building wealth estates abroad and construction of castles and mansions in their villages. The only good stretches of roads are those that lead to their clans or that of their concubines. Aside personalizing power, they also personify it. This way, there is no distinction between the state/government and the person or persons in charge.

T h e c o n s e q u e n c e s o f t h e personalization and personification of power on Africa are dire and protracted. First, the state is looted dry and wealth is unevenly distributed, so that there are the super-rich (compromising the rulers, their immediate family and their cronies who benefit from jumbo and white elephant contracts); and then there are the abysmally-poor (who are sys temat ica l ly and

deliberately made poor to be used or compromised at any point in a democratic transition process). This situation makes the masses vulnerable to vote-buying, vote-selling and re-election of mediocres and thieves, thus perpetuating a cycle of bad leadership. The second major implication is the in terminable conflic t be tween centrifugal and centripetal forces in the African state. These are members of the political elite who use political power to hold the state down or to ransom on the one hand; and the wealthy ones (cabal) who use their economic power to hold political power to ransom. It then becomes a game of thrones and like Y.B. Yeats said in his book, The Second Coming, the falcon will not hear the falconer and 'things fall apart and the centre cannot hold (and) mere anarchy is loosed upon the world”. What ultimately results? Only the common people bear the brunt.

D i s t i n g u i s h e d l a d i e s a n d gentlemen, we cannot continue to pretend that African development problems are enormous and complex. Any problem tied to people's insatiable quest for power and relevance will always be intractable. The complexity of human nature, closely tied to enlightened (or unenlightened) self-interest, greed and vain glory will always make human problems complex. Let us stop begging the issue. The main challenge of Africa is leadership. This is a human prob lem tha t requ i re s more than technocracy to tackle. Good conscience and moral fortitude are the panacea. Like a notable Northern Nigerian leader in the pre-colonial times once said, “conscience is an open wound, only truth can heal it”.

Men and women of conscience and

good morals are the basic needs of the continent of Africa. It is time to begin to raise a new generation of conscience-driven African leaders. This way, corruption will die a natural death. This way, we will all see leadership as a remarkable and rare privilege to take the lead by showing good examples. This way, we will find political power a means to good ends for the people, and not a ladder for cruelty, oppression and exploitation.

Distinguished ladies and gentlemen let us spend the next few days in critically seeking the pathways for Africa's future. Let us see this beyond another conference of scholars where flowery arguments are made, or papers are being pushed just for t he purpose o f ga the r ing enough publications for promotion. This should be a platform to contribute to the productive and inspiring conversations on how to rescue the continent of Africa. We have traversed the tortuous miles of stagnancy enough. It is time to invest quality time taking off to the altitudes where other continents are now driving the world. Many decades after independence, we are still at the W.W. Rostow's “pre-conditions for a take-off” stage. Other continents have since reached the stage of “high mass consumption” or “jet stage”. It is time to wake up!

In conclusion therefore, I urge us to pay serious attention to these meetings in the next few days as we seek ways to drive the future of the continent. I welcome you to this 4th Covenant University Conference on African Development Issues and wish you very happy deliberations!

WELCOME REMARKS OF THE VICE-CHANCELLOR Europe and America in search of a better life.

Today, African nations are in dire need of visionary leadership that would stare the African people towards taking-on full responsibility for the development of the Continent. This is the premise for the founding of Covenant University and its departure philosophy to evolve a higher education system that empowers its students with leadership skills and attributes to change their world. Our vision is to be a leading world-class university committed to raising a new generation of leaders in all fields of human endeavour. We are on a mission to create knowledge and restore the dignity of the Blackman.

It is in furtherance of resolving the leadership question in eradicating underdevelopment in Africa in spite of its abundant human and material resources that the African Leadership Development Centre (ALDC) and Covenant-International Conference on African Development Issues (C-ICADI) were established. This international conference was conceived to provide a contributive platform for relevant stakeholders in African development to engage in discourses aimed at propelling desired changes in the leadership orientation in all spheres of life in the Continent.

It is our expectation that the papers that shall be presented in this conference would go a long way in evolving pragmatic reforms in the political, social, and economic leadership of African nations. Being one of the universities listed in the top 3% of 2019 Times Higher Education World Ranking of Universities, Covenant is committed to collaborative research with National and International Development Agencies, Research Bodies and Universities in driving Africa's development.

t is my pleasure to welcome you to the 2018 ICovenant-International Conference on African Development Issues (C-ICADI), and to our

serene campus, known as Hebron (the birth place of kings), a unique place of divine encounters and inspiration to all visitors. It is our utmost delight to host the crème de la crème of experts in African development issues at this time when there seems to be an urgent need for a paradigm shift in the leadership culture in Africa, which is characterized by high power distance and in -group col lec t iv ism, but low in performance orientation.

The current Human Development Index (HDI) of African nations after decades of independence, leaves much to be desired. Contrary to the lofty post-independence expectations, today, several African nations are still challenged with underdevelopment fostered by civil wars and undemocratic political leadership, as well as weak political, economic and social institutions. Consequently, both skilled and unskilled young Africans, at great risks to their lives undertake relocation adventures to

WELCOME REMARKS OF THE CHAIRMAN, CONFERENCE THORGANIZING COMMITTEE, AT THE 4 COVENANT - INTERNATIONAL

CONFERENCE ON AFRICAN DEVELOPMENT ISSUES (C-ICADI) HELD ON OCTOBER 22-24, 2018 AT THE AFRICAN LEADERSHIP DEVELOPMENT CENTRE (ALDC)

It is with great joy and excitement that I welcome all Conference delegates

thto the 4 in the Covenant University International Conference series on African Development Issues, C-ICADI 2018. This year's theme, “The Challenge of Leadership: Driving Africa's Future”, is strategic in its focus as it touches the nerve centre of the bane of the challenges Africa has been bedeviled by, and this is the challenge of leadership.

C-ICADI 2018 is coming right on the heels of the Anniversary of Covenant

th stUniversity's 16 Founder's Day, 21 October, 2002, as this Conference interrogates issues of advancement, leadership and governance on the African Continent, while addressing strategic concerns of vital relevance to Africa's development, hence, the theme, “The Challenge of Leadership: Driving Africa's Future”.

According to Dr. David Oyedepo, Chancellor, Covenant University, “The

stgreatest challenge of Africa in the 21 Century is Leadership”. Covenant Un iver s i t y was founded wi th a compelling vision and mission to make viable contributions to leadership development. As encapsulated in her motto, “Raising a New Generation of Leaders”, the entire thrust of Covenant University's focus is to raise leaders in all fields of human endeavor, thereby seeking to address issues of leadership gaps in all ramifications, a task which has been driven with intensity within the Covenant University system right from inception in 2002.

thOne of the reasons for this 4 C-ICADI is to look at issues in the African Development ambit with a view to proffering solutions, and a special feature of C-ICADI 2018 is the broad theme addressing “The Challenge of Leadership: Driving Africa's Future”. We want to set out not just bemoaning issues but systematically distilling, interrogating, and identifying issues, with a view to proffering workable and operable solutions. So, beyond the Scientific Presentations, Practitioners from Professional and Industry contexts are also looking at the matters at hand.

C-ICADI 2018 is driving a Pan-African agenda, particularly working with future-casting the Africa that we want. Vision 2063 has succinctly situated this. It is however not enough for these protocols to be instituted in the Nation states of Africa.

This conference seeks to call out exigencies that will propel action, action leading to revolutionizing the different operational areas of

the Continent of Africa. The fifteen (15) subthemes have tried to pull together sub-sectorial issues that the Continent currently grapples with and if these issues are rightly dissected via the various Lead presentations, Scientific Sessions, Panels of discussion, questions that are generated from interactive sessions, as well as Presentations by Stakeholders from the Industry/Professional-base, it is our expectation that the several resolutions and eventual Communique emanating from this Conference will provide clear-cut directions that the Nation states of Africa can take on board, as new decrees are promulgated, policies formulated and action plans designed. It will however be the task of leadership to institute a clear agenda for action in driving the future of Africa.

The C-ICADI series also clearly resonates with Thabo Mbeki's quote: “Africans will be objects of compassion and contempt until s u ch t ime a s we have be come demonstrable masters of our own destiny.” This therefore means that African issues, leadership development or otherwise would need to be clearly addressed by Africans who have an understanding and appreciation of what our issues are and what vision we have for a brighter tomorrow.

The Conference Organizing Committee deeply appreciates the Chancellor, Vice-Chancellor, Special Guest of Honour and Keynote Speaker, Conference Chairperson, Lead Speakers, Panel of Discussants and various Special and Invited Guests, Delegates and all Participants who have honoured our invitation. I want to highlight in particular the fact that our Keynote Speaker is an illustrious Daughter of Africa, who has blazed the trail in several

stcapacities, being the very first (1 ) female President of Malawi, and the Second Female President of an African Country, in the person of Her Excellency, Mrs. Joyce Banda. Dr. David Oyedepo has said, “Leadership is not by

occupying a seat, it is in accomplishing outstanding feats!” Her Excellency's accomplishments are no mean feats at all. We look forward to her setting new directions for defining trajectories for the emergence of the "Africa We Want"

We however note that three (3) days will never be sufficient to interrogate the issues and provide solutions to the myriad challenges we face as a Continent. However, to those who have been following the C-ICADI situation room that was specially created for the Conference, it will continue to be active, so we enjoin diverse inputs via Social Media and representation to the African Leadership Development Centre (ALDC).

Being Covenant University's foremost thConference, the 4 in the series, C-ICADI

2018, all has been put in place to make your time here most exciting. It is therefore our expectation that the next three (3) days and beyond we see open us up to the excavation of mines of ideas and thoughts, that will bring up the treasures that Africa indeed has, in propelling the change we desire.

The fate of Africa does not rest outside Africa, it rests within Africa, with visionary leadership, credible leadership, leadership that gets results, leadership that will catalyze change, change that will propel action, and Africa's future will be secured. Nigeria's best private university, Covenant, on Wednesday, September 26, 2018, took a leap to the upper reaches of history by becoming the highest ranked Nigerian university in the prestigious world universities ranking of the Times Higher Education (THE). THE is the body behind the world's most influential university ranking, and with almost five decades of experience as a source of analysis and insight on higher education. Its data and benchmarking tools are used by many of the world's most prestigious universities to help them achieve their strategic goals. According to the latest ranking released on the 26th of September 2018 by THE at the World Academic Summit in Singapore, Covenant has been ranked within the 601-800 bracket, with the University now the best in Nigeria and West Africa. By this development, Covenant, established 15 years

ago, has become the first Nigerian and also, arguably the first African institution to record such a milestone in a rather short time of existence.

The feat came six years into the process of actualising Covenant's divine vision of becoming one of the top 10 universities in the world by the year 2022, otherwise known as Vision 10:2022. The current administration of the institution led by Professor AAA. Atayero, had in its bid to rev up the drive towards the fulfilment of the vision, introduced the “ReCITe Agenda”, which would simply entail a research-intensive approach. The University believes that the ReCITe Agenda would be accomplished through the instrumentality of “Glocalisation”, which means benchmarking with established (indisputable) world-class universities, while introducing innovations to address our local contextual needs. So far, the agenda has been a phenomenal success with Covenant now boasting of 40% of top 20 Authors in Nigeria and the University only recently set a new record of over 800 publications so far in the year. 2018· Covenant University won 3 Awards at the 2018 National Model United Nations, New York for outstanding performance.· The WAVE Project, Covenant University Hub received “The Essential Electronic Agricultural Library” (TEEAL) from Cornel

Univers i ty , USA. TEEAL is a fu l l - tex t , researchable digital library database of articles from more than 450 high quality research journals spanning a wide variety of subject related to sustainable agricultural development. TEEAL collection is estimated at over $1 million USD.

The Covenant University's efforts in entrenching a rich academic and research culture have continued to be validated in the external context of the University. Within 16 years of its existence, Covenant has been recognized both locally and internationally as a Centre of excellence. The University's leadership, faculty, staff and students have also bagged laurels and awards for outstanding contributions in the development and advancement of knowledge. he Covenant - International Conference on TAfrican Development Issues (C-ICADI) 2018 is ththe 4 in the series of Covenant University's

foremost conferences poised to address strategic concerns of vital relevance to Africa's development, while interrogating issues of advancement, leadership and governance on the African Continent. Covenant University is driven by the compelling vision of raising a new generation of Leaders for the African Continent on the platform of a holistic, human development-centred and integrated learning curriculum with a visionary quest of raising 'Total Men and Women' who will go out to develop their world. The African Leadership Development Centre (ALDC), a Centre in Covenant University, is the host platform for the C-ICADI 2018. The Centre is an initiative and brainchild of the Chancellor, Covenant University, Dr. David Oyedepo, with a vision to raise a New Generation Leaders via Leadership development and the nurturing of transformational leaders for the nation states of Africa and the World at large. The Centre is endowed by the David Oyedepo Foundation, headed by Dr. David Oyedepo, the President of Living Faith Church Worldwide and Chancellor, Covenant University. ALDC provides integrated and holistic leadership development programmes for leaders, professionals, and youths cutting across diverse fields and contexts; equipping and training them with leadership, entrepreneurial, social, political, and economic skills for demonstrable impact in leadership and governance.

CONFERENCE THEME AND KEY DETAILSThe Theme of C-ICADI 2018 is “The Challenge of Leadership: Driving Africa's Future”. The Conference is the fourth in the series of ICADI conferences mainstreaming Leadership and future casting Africa's envisioned renaissance. PROFILE OF OF CONFERENCE CHAIR

ecilia Akintomide is an independent Cnon-executive Director of FBN Holdings Plc., one of Africa's largest

financial services holding companies, which owns West Africa's oldest commercial bank, First Bank. Until recently, she was Vice President Secretary General of the African Development Bank (AfDB), Africa's premier development finance institution, where she was responsible for managing shareholder relations involving 80-member states and coordinating the work program of the resident Board. She was also a member of the senior management coordination committee and the operations committee and chaired the committee for the organization of the Annual Meetings.

Prior to her role as VPSG, she headed

the public and private sector financing legal operations team. The team provided legal services for development projects and programs on the continent, financed by the Bank Group, and was responsible for operations compliance. She also served as Chief Counsel Institutional Affairs, as well as Finance Counsel. Cecilia is a member of the Nigerian Bar and the New York Bar, and has practiced law in different jurisdictions, including as a Business Reorganization Associate in the law firm of Weil Gotshal & Manges, in New York, and as a Junior Associate at O. Thomas & Co., Lagos.

She was a member of the United Nations election monitoring team for the 1994 presidential elections in South Africa, won by Nelson Mandela. She was awarded Officer of the Order of the Niger (OON) by the Government of the Federal Republic of Nigeria in 2014 for her meritorious contributions in the field of International Development. Cecilia serves on the Boards of the Ondo State Development and Investment Promotion Agency, and CcHub Growth Capital. She is experienced in working and leading in multicultural and bilingual environments. Cecilia is a frequent speaker at internat ional events on Development, Law, Organizat ional Management, and Gender. She holds gold and bronze medals in swimming and is a Deacon. She was also a member of the church choir, in Abidjan.

PROFILE OF KEYNOTE SPEAKER AND SPECIAL GUEST OF HONOUR

er Excellency, Mrs. Joyce HBanda is an entrepreneur, a c t i v i s t , p o l i t i c i a n a nd

philanthropist, Her Excellency Joyce Banda served as the President of the Republic of Malawi from 2012-2014. She was Malawi's first female president and Africa's second. Prior to assuming office, President Banda served as a Member of Parliament, Minister of Gender and Child Welfare, Foreign Minister, and Vice President of the Republic of Malawi. While serving as Minister of Gender and Child Welfare, she championed the enactment of The Prevention of Domestic Violence Bill (2006),

which provided the legal framework to support the prevention and elimination of all forms of violence against women and girls.

President Banda is credited for turning around an ailing economy which was on the verge of collapse in April 2012. She instituted a number of economic reforms which led to significant economic expansion; Malawi's rate of economic growth rose from 1.8% in 2012 to over 6.2% in 2014. Under President Banda, Malawi's operational industrial capacity improved from 35% in 2012 to 85% in July 2014, and the foreign exchange import cover was increased from one week to three and half months in July 2014. In the areas of democracy, good governance, and rule of law, President Banda repealed a number of draconian laws which weakened essential democratic institutions, infringed upon civil liberties, and restricted the freedom of the press.

President Banda's unwavering commitment to the promotion of women's maternal health and reproductive rights led her to establish the Presidential Initiative on Maternal Health and Safe Motherhood, which spearheaded the fight against high maternal mortality rates and the promotion of safe motherhood in Malawi. During the two years of her presidency, Malawi registered considerable success in the areas of maternal and child health, reducing the maternal mortality ratio from 675 deaths per 100,000 live births to 460.

office, President Banda sold the multi-million-dollar presidential jet and donated 30% of her salary to Malawi Council for the Handicapped (MACOHA), an organization serving individuals with disabilities.

President Banda regularly serves as a panelist and motivational speaker at international conferences and fora and has spoken at the International Conference on Women in Beijing, the New African Woman Forum, the UNDP High Level Dialogue on Good Governance and Women Deliver Conference. She has delivered keynote addresses for annual conferences for NAFSA, RESULTS, Ruderman Family Foundation and more. She frequently lectures at universities including Harvard Medical School and the Kennedy School of Politics, the London School of Economics and Political Science, George Washington University, Kansas State University, New York University among others.

President Banda was named one of the world's most powerful black women by Forbes in 2013 and 2014, and one of the most 100 influential people in the world by both TIME and Forbes. In 2014, CNN named her one of the most inspirational women in politics. She has won numerous awards for her work on the global stage and was recently named one of Apolitico's most 100 Influential People in Gender Policy.

In 1997, after receiving the Africa Prize for Leadership for the Sustainable End of Hunger that that she shared with President Chissanu of Mozambique, she used the prize money of $50,000 to establish the Joyce

Banda Foundation. The Foundation seeks to t rans fo rm v i l l ages i n Ma lawi and internationally through its work in supporting women ' s economic empowermen t , education, maternal health and HIV/AIDS programs, leadership training, and support for human rights.

In addition, she also serves on the Board of Nutrition International in Canada, and Board Member of the Tana High Level Forum for Peace and Security in Africa. She has recently been appointed Member of Counsel of Former and Serving Female Heads of State along with Prime Minister Theresa May and she is a Founding Member and Chair for Rural Women of the African Women Leaders Network, an initiative of UNWomen and the African Union. She is an active member of the Club de Madrid and is honorary chancellor of the Akilah Institute in Rwanda. She has also served as a Distinguished Fellow with the Woodrow Wilson Center and Center for Global Development.

President Banda holds a M.A. in Leadership from the Royal Rhodes University of Canada, a B.S. in Gender Studies from Atlantic International University (U.S.), and a diploma in NGO Management from the International Labor Organization (ILO) Center in Turin, Italy. Jeonju University of South Korea conferred an Honorary Doctorate Degree in Economics for Her Excellency in January 2013, and Wheelock College conferred an Honorary Doctorate Degree in Education for her in May 2015.

Professor Peter Okebukola DSc, PhD, FSAN, FSTAN, FIAE, DSSE, OFR is a Distinguished Professor of Science and Computer Education at Lagos State University, Nigeria. He had his higher education at the University of Ibadan where he obtained his Bachelor's degree in 1973 followed by Master's and Ph.D degrees in Science Education in the same university. He had specialized science and technology training at the Massachusetts Institute of Technology (M.I.T.), and Harvard University, both in Cambridge, USA. He is a Fellow of the Science Association of Nigeria (SAN), Fellow and President of the Nigerian Association for

Environmental Education and Fellow and past President of the Science Teachers Association of Nigeria (STAN). He won the prestigious 1992 UNESCO Prize for the Communication of Science. He has won several international gold medals in science, environmental and computer education. He has served as team leader of several quality assurance projects involving UNESCO, the African Union, the World Bank, Associat ion of Afr ican Universities and the Global University Network for Innovation (GUNI-Africa). He was concurrently the Chairman of Council of four Nigerian universities. He is currently the Chairman of Council of the National Open University of Nigeria (NOUN), Chairman, Board of Trustees of Crawford University, Chairman, Board of Trustees of Caleb University. He is the Executive Chairman, Okebukola Science Foundation. He was Execut ive Secretar y of the National Universities Commission. He has been awarded a number of honorary D.Sc degrees. He is the recipient of the National Honour of the Officer of the Order of the Federal Republic- OFR. He is the Chairman of the Advisory Council of the American Council for Higher Education International Quality Group (CIQG) whose mandate is observatory of quality assurance of higher education across the world.

didi Nwuneli is the co-founder AACE NFood Processing & Distribution, which was established in 2009 to

fight malnutrition, reduce post-harvest losses among smallholder farmers and displace imports. Ndidi is also the managing partner of Sahel Consulting Agriculture & Nutrition Ltd. which works across West Africa, unlocking the agriculture and nutrition potential in the region. She is the founder of LEAP Africa which inspires, empowers and equips a new cadre of principled, disciplined and dynamic young leaders in Africa.

She s ta r ted her career as a management consultant with McKinsey & Company, working in their Chicago, New York and Johannesburg Offices.

Ndidi holds an M.B.A. from Harvard Business School and an undergraduate degree with honors from the Wharton School of the University of Pennsylvania.

Ndidi was recognized as a Young Global Leader by the World Economic Forum and received a National Honor from the Nigerian Government. She was listed as one of the 20 Youngest Power African Women by Forbes. onathan Adeyemi Aremu, is a Professor Jof International Economic Relations at the Covenant University (CU), Ota, and a

Consultant, at ECOWAS (Economic Community of West African States) on Common Investment Market (ECIM), He started his working career at Central Bank of Nigeria (CBN) in 1980 and rose to an Acting Assistant Director of Research before voluntarily retiring in 1992. Aremu has a Ph.D. in International Relations (Economics) and has substantial publications to his credit on Trade and Investment Issues in various journals and periodicals at national and international levels.

In 2011, Aremu was among the National Experts appointed by the Federal Government of Nigeria to draft a New Trade Policy for the country. At ECOWAS level,

Aremu was appointed by European Union (EU) as the Monitoring Expert on the Establishment of an ECOWAS Investment Guarantee Mechanism in 2011. Earlier in 2007, EU equally appointed him as the Financia l Exper t to draf t ECOWAS Community Investment Code and Policy; both of which have been adopted by ECOWAS Sector Ministers to be used by the Community in the second stage of the African Continental Free Trade Area (AfCFTA) by 2019. Before these appointments, he was a Member of Thematic Group on Investment in the Economic Partnership Agreement (EPA) negotiation between EU and ECOWAS since 2005. As the Lead Consultant at ECOWAS Commission, Aremu coordinates: the establishment of ECOWAS Payments and Settlement System, ECOWAS Capital Market Integration, Common Investment Code and Policy. At International level, the United Nations Industrial Development Organization (UNIDO) appointed him as the National Coordinator of UNIDO Investment Survey in Nigeria in 2009. He was a member of the technical experts that drafted the Pan African Investment Code for African Union, to be used as the continental guide in the AfCFTA . On Professional Membership, Aremu is (a) Member of Invest in Africa, life Member of both the Nigerian Economic Society (NES) as well as Nigerian Society of International Law (NSIL), Member of Nigerian Institute of International Affairs; (d) the current Head of the Trade Policy Commission of the Nigerian Economic Summit Group (NESG); among others.

r Monisoye Olorunsola Afolabi has Dhad a professional career of about 40 y e a r s a s a n a c a d e m i c i a n ,

administrator, diplomat, computer specialist and international development expert.

After obtaining a first-class degree in Mathematics at the Ahmadu Bello University, Zaria, Nigeria in 1973, Dr. Afolabi was awarded a Canadian Commonwealth Scholarship to the University of Waterloo, Waterloo, Ontario, Canada in 1974 where he obtained a Master of Mathematics (M.Math) Degree in Computer Science (1976) and a Ph.D. in Computer Science (1979).

Dr. Afolabi assumed duty in the Department of Computer Sciences of the University of Lagos in 1979 and later joined the University of Ilorin, in 1982 as Chief

Systems Analyst and Head of the Computer Center and was appointed Director of the Centre in 1987. He served as Secretary of the Committee of Directors of University Computer Centres (CDNUCC) from 1983 to 1988.

Dr. Afolabi was appointed the Pioneer Director of the Community Computer Centre of the Economic Community of West African States (ECOWAS) in May 1989. In 2005-2007, Dr. Afolabi served as Acting Deputy Executive Secretary of ECOWAS in charge of Integration Programmes. In this capacity, he supervised Technical Departments responsible for Human Development (Education, Health, Youth, and Gender, Drug Control, etc.), Infrastructure (ICT, Energy, Transport), and Agriculture including Rural Development. He retired from ECOWAS Commission in October 2010. Upon his retirement from ECOWAS, Dr Afolabi has served as a Consultant for ECOWAS, USAID, DANIDA,in the areas of trade and transport Fac i l i t a t i on , bus ines s env i ronmen t , intergovernmental relations, institutional collaboration, information technology, and s t r a t e g i c p ro j e c t d e v e l o p m e n t a n d management. Since 2008 to date, Dr Afolabi has chaired the meetings of the e-Governance Forum of Directors of ICT, and Heads of Service of the Federal and 36 States, as a Consultant to t h e Adm in i s t ra t i v e S t a f f Co l l ege o f Nigeria(ASCON).Dr Afolabi is currently Senior Regional Technical Advisor to the USAID Trade Africa Project in Accra, Ghana.

Dr Afolabi was born in 1950 and is married with children and grandchildren.

dvocate Lucia Hlongwane is Athe Africa Tax Leader at EY and a member of the Africa

and South Africa executive committees. She is an admitted advocate of the High Court of South Africa and a well-regarded tax professional who has emerged as a new generation thought leader. She previously served as Barclays Africa Group Head of Tax covering 12 African countries and before then spent 7 years with Shell Oil Products, of which the last 5 years were as the Africa Head of Tax covering more than 30 African countries. Lucia also spent several years with SARS in different roles, including litigation of tax cases as well as a Senior Tax Specialist on various SARS projects.

W i t h 2 0 y e a r s o f w o r k i n g experience, Lucia has a solid background of leading teams of cross-country experts across the continent where, she was accountable for the overall performance of the tax function, governance and risk, as well as strategic direction. Her expertise includes managing tax risk, negotiations and settlement, cross-border restructuring and refinancing, tax planning and transfer pricing.

Lucia is a board member and vice president of the South African Institute of Tax Professionals (SAIT).

Lucia holds a BProc and an LLB from the Witwatersrand University; a master's in taxation law from the University of Pretoria; a

Mining Taxation Diploma from UNISA; and an Insolvency Law Diploma from AIPSA.

She completed the Wits Business School Program in Executive Leadership Development in collaboration with Shell Oil Products.

She also completed the International Executive Leadership Development Program with Stern School of Business in New York in co l labora t ion wi th BANKSETA and sponsored by Absa/Barclays Africa Group.

He also received the IT Personality of the Year Award from NACOSS (National Association of Computer Science Students).

In January 2008 his company received “The Most Innovative Product of the Year” award from the Central Bank of Nigeria. Other awards received includes: 2012 Best Mobile Payment Initiative Award in South Africa; 2014 Mobile Payment Solution of the Year Award by LEAD Africa, etc. Valentine holds an MBA from Instituto de Empressa in Madrid, Spain. r Adebisi Adewole is an Dacademic and a Professor of Procurement and Supply Chain

Strategy at the University of the West of Scotland (UWS) United Kingdom. He is also the Deputy Director in charge of Training, Enterprise and Finance at the Centre for African Research on Enterprise and Economic Development (CAREED), the University of West of Scotland. Prior to 2014 when he joined UWS, he had had over 12 years of teaching and researching experience at London Metropolitan University as

senior lecturer and 5 years of visiting professorship at various times with the University of East London and the University of Westminster UK. He completed his degree of Doctor of Philosophy (PhD) from the University of the Arts London. Prior to his PhD, Dr. Adebisi Adewole had achieved a range of academic awards, including a Bachelor of Law degree, a Master of Arts (MA) in International Relations and Diplomacy and an MBA. He has over 20 years of teaching experience at the University level. Dr. Adewole's areas of research interests include Logistics, Procurement and Supply Chain Strategy; Leadership and Organization Development and Change, Contemporary Strategic Management Approaches, and Small Business Management. He is a Fellow of the British Higher Education Academy (HEA), Chartered Member of the Chartered Institute of Logistics and Transport (CILT) and a Member of the Nigerian Institute of Management.

biodun Fijabi obtained undergraduate Aand graduate degrees at the University of I fe (now, Obafemi Awolowo

University) and the University of Lagos respectively in 1981 and 1984. He was a recipient of the prestigious Universi ty Scholarship for academic excellence and received the “Engineering Physics Prize” during his undergraduate days; was adjudged the best graduate student at the Production Engineering and Management class of 1984 of the University of Lagos, Nigeria; and was elected a participant speaker at the Haggai Institute's training of 56 leaders from the developing world in session 276/277 of January, 1998. Mr. Fijabi has worked at the top management levels of two multinational corporations in Nigeria – SCOA Nigeria and TOWER ALUMINIUM GROUP. His experience spans the manager ia l , marke t ing , se r v i ce and engineering fields. He is now an entrepreneur, public affairs analyst, writer, public speaker and trainer.

Abiodun is the Principal Trainer of Lord Princely Associates Ltd and has been involved in training leaders and organizations in four continents of the world, specializing in Leadership, Communicat ion, Personal D e v e l o p m e n t & E f f e c t i v e n e s s , a n d Organizational Change. His clientele covers both the private and public sectors of the economy. Since 2002, he has been on the International faculty of Haggai International - an Atlanta-based institute that advances the skills of strategic leaders from the developing

nation. He is currently a senior faculty of the institute. Abiodun's commitment to leadership development led him to found Elyon College and Leadership Academy – a private high school with a mission to develop capable leaders to fill the huge leadership vacuum in business, government and other professions in Africa. He also founded Highflyers Nigeria. Mr. Fijabi heads up Church Envisioned International. Mr. Fijabi is a widely acclaimed inspiring public speaker. For more than a decade, he was the host of the award-winning radio programme - Leading Right. For his scholarship and community services, he has received several academic and community awards, including the Outstanding Young Persons' Award of the Jaycees International. ndidiong Okon is a graduate in AEconomics from Covenant University and holds a master's degree in

International Development from the University of Bath. With years of professional experience in investment banking and financial advisory at BGL Plc, she went on to become an entrepreneur establishing Andies Candies in 2013 with the goal of becoming Nigeria's foremost indigenous confectionery company.

Her company, Andies Candies is a recipient of the Youth Enterprise with Innovation in Nigeria (YouWiN) grant which was used to establish the business and grow it successfully for the past 5 years. The company's goal is to create visually appealing confectionery products and experiences unlike any other that is currently available in the

market and one that our consumers readily identify with. She is the National Coordinator for the Commonwealth Alliance of Young Entrepreneurs West Africa (CAYE-WA), an organization that seeks opportunities to d e v e l o p t r a d e r e l a t i o n s b e t w e e n Commonwealth countries and adopt best practices for doing business within the West Africa region.

Andidiong is a founding member of the advocacy group, Team Member, which provides support and succor to victims of terrorist attacks in Nigeria and plans to establish an orthopedic and orthotic centre in Abuja, Nigeria. She is a proponent for child education Nigeria and has shown her support in the past through the Ayahay Foundation and most recently the HORM Education Fund. She is also 2016 Fel low from the Mandela Washington Fellowship program of the Young African Leaders Initiative (YALI) which in a signature effort started by the Obama administration to invest in the next generation of African leaders. She has previously worked for Microsoft's public sector team and is currently the project manager for partnerships and communications at Code for Nigeria, a subsidiary of Code for Africa, a people-driven movement that aims to empower active citizenry and strengthen civic watchdogs to help government shape and improve its services to citizens using technology. In her leisure time, Andidiong enjoys running, travelling, singing and is a member of an Abuja-based book club, the Book Trybe.

Femi holds an MSc degree in Innovation Management & Entrepreneurship from Manchester Business School, where he focused his research on Social Innovation and Entrepreneurship. He completed his bachelor's degree at Covenant University, where he earned a first-class degree in Computer Science. He was a fellow of LEAP Africa's Social Innovators Program in 2015 and has received various awards for Leadership and Community Development. Femi is a 2018 Aspen Institute Ideas Fest Scholar and is part of the inaugural class of the Obama Africa Leaders Programme. He seats on the board of United Nations Global Compact, Nigeria among others.

emi Taiwo is on a personal mission to Ffacilitate the transformation of individuals, organizations and nations. He currently

serves as the Executive Director of LEAP Africa- Nigeria's foremost non-profit organization focused on youth leadership development. In this role he oversees the administration, fund-rais ing, s t ra tegy implementat ion and programme delivery of the organization across Africa. Prior to this position at LEAP, Femi was the founding Executive Director of Eagles HOPE Foundation, a non-profit initiated by the Covenant University Alumni Association, where he led the organization to create and execute award-winning youth programmes that reached over 12,000 youth in major cities in Nigeria over a five-year period. In these roles, Femi has facilitated several consulting and training interventions across Africa and in the United Kingdom. As part of his career journey, Femi worked in GlaxoSmithKline Pharmaceuticals and spent a year at a market research consultancy in the United Kingdom.

Femi advises several youth-led social enterprises and CSOs and has consulted for some non-profit organizations in Nigeria and the United Kingdom. He speaks internationally on themes relat ing to youth mobil i ty, entrepreneurship, education and leadership development.
