Nearly 70 percent will be urban by 2050, according to the 2009 revision of the United Nations’ ‘World Urbani-zation Prospects’ report. The mile-stone of 50 percent was achieved by 2008 - the number of people who inhabit the world’s cities ticked into the majority, for the first time ever.

The world population is expected to surpass nine billion and urban dwellers to surpass six billion. Two in three people born in the next 30 years will live in cities.

More recently, we have seen fast growth in Africa and, most spectacu-larly, in Asia.

WHY ‘CAPITAL’ IN ‘WORLD SMART CAPITAL’

Capital (Kāp’i tál) – from L. capitālis, relating to the head, chief; a head city or town; ‘regarded as enjoying primary status’ Each country has a capital. Size is here not the defin-ing factor – power, economic connections, culture, education, all these things matter too.

Furthermore the word ‘capital’ is used in various meanings, based on its description ‘regarded as enjoy-ing primary status’:• The Capital of the world What is nowadays the capital of the world? Once it was Rome, then Constantinople, later London and then New York. But what is it now? And how could you tell?• The Sports Capital of the World Because of number of games, geographical location, presence of champions, museums or halls of fame, etc., some cities are known as ‘the Sailing Capital of the World’, ‘the Football Capital of the World’, ‘the Fishing Capital of the World’, etc. • The Capital of Culture (Europe) Each year cities compete to receive a desig- nation under a set of rules and regulations, presented by the European Union• The World Design Capital Every two years cities compete to receive a designation under a set of rules and regulations

The word ‘Capital’ indicates that the designated city is first among peers for the duration of the entitlement. So described it is technically equal, but looked upon as an authority of special importance by its peers.

HOW DO WE GO ABOUT BUILDING A SMARTER CITY? The way rudimentary city research is growing into a more quantitative, multidisciplinary sci-ence of cities is made possible because of the increasing availability of information (official sta-tistics as well as novel measures of human and social activity) on cities and metropolitan areas worldwide.

Findings show that patterns of city development are similar across nations with different levels of deployment, technology and wealth – because the same basic social and economic processes are at work.

Detailed data covering 40 years show that in-creased population promotes more intense and frequent social interactions, occurrences that correlate with higher rates of productivity and innovation, as well as economic pressures that weed out inefficiencies.

The new electronic media can facilitate the col-laborative process and smart cities will emerge as inhabitants and their many electronic devices are recruited as real-time sensors of daily life. Governments and local authorities will release data through Open Data initiatives and com-bined with sensor data from citizens these Open Cities projects can enhance a city’s inventive-ness, efficiency and services.

Existing cities will need cutting-edge technology to help achieve their long-term sustainability goals. Boosting their ability to provide clean energy, transportation, food, water and waste disposal will be key strategies to ensuring a brighter future for their citizens. ICT and smart systems in particular can be used to optimize these urban systems.

CITIES WANT TO LEARN FROM EACH OTHER

Last year Tim Campbell, chairman of the Urban Age Institute, conducted a survey of 16 high-income world cities. Every one of them had sent out high-level delegations to metropolises in other countries. All the cities were engaged in at least nine visits a year, with some making as many as 30.

OUR GREATEST GIFT IS OUR ABILITY TO SHARE AND LEARN City authorities are often forced to tackle individual challenges in a piecemeal way, with priorities influenced by short-term financial and political considerations. But smart solu-tions and sustainability require an integrated approach, taking a system-wide view of the interlinked challenges.

Our greatest gift is our ability to learn from one another, to work together, to solve problems by leveraging our collective intelligence.

Cities should be able to exchange ideas so as not to repeat each other’s errors and more quickly benefit from new technologies.

City leaders should also be able to identify suc-cessful urban innovations across cities worldwide and share best practices to maximise progress and minimize costs.

The World Smart Capital concept provides the research and analysis that will inform strategy, but crucially also bring the mindset and the abil-ity to make things happen in the cities.

The World Smart Capital Initiative manages the title of World Smart Capital and each year the International Selecting Committee formal-ly designates a city for one calendar year. The World Smart Capital Initiative will commission a city to be the pilot city to develop the World Smart Capital concept for the years 2012 and 2013.

THE WORLD SMART CAPITAL DESIGNATION The World Smart Capital designation provides a distinctive opportunity for cities to show-case their accomplishments in the application of sustainable technologies and smart sys-tems, as well as highlight successes in smart urban strategies and developments. The designation is conferred to cities that ex-hibit exceptional progress addressing both the applications of ICT and smart systems and its social influence and implications. These cities demonstrate how their government, industries, educational institutions, and citizens are work-ing individually and in concert to revitalise and reinvent their urban environment.

Indeed, the vision is to promote and encourage the use of technologies to further the economic and social development of the world’s cities. But the World Smart Capital concept can also help cities better position themselves, gives them a better image and increased visibility, attracts investors and creative people, improves their quality of life, and will set up new public-private partnerships.

The World Smart Capital is an initiative of the World Smart Capital Initiative, an international non-governmental and independent non-profit organisation that aims to identify and share successful urban innovations across cities world-wide in a holistic dialogue, while focussing on the applica-

tion of ICT and smart systems in particular to further the economic and social development of the world’s cities. The

Advisory Board will be supported by three Steering Councils and Steering Groups, respectively representing providers

of products and services, smart cities, universities and R&D institutes.

THEWORLD SMARTCAPITALINITIATIVE

THE WSC ESSENTIALS

EACH DESIGNATED CITY WILL HAVE A LOCAL WSC PROJECT MANAGEMENT TEAM Unlike individual projects and events, where the local WSC Project Management Team has complete autonomy to implement the projects and events as deemed necessary, the WSC Framing Events are partnership events that are developed, organised, and implemented in close collaboration between the World Smart Capital Initiative and the local WSC Project Management Team.

CANDIDATE DEFINED A Candidate will likely consist of the City – with or without suburbs, metropolitan area, satellite cities - the Venue(s), the Region, the National Government and other relevant organisations.

COMPETITION PROCEDURE The normal application procedure will be a combi-nation of many criteria and factors that contribute to the final selection of a city that has the eligibil-ity, financial commitment and capacity to execute high-quality programs and events. The selection procedure will not have an open financial bidding round, but will comprise of an application fee, an administration fee (short-listed cities) and a licensing fee for the winning city.

The first open annual (2014) will be launched in No-vember 2011 with a call for applications, open to all cities interested in becoming the next World Smart Capital.

COMPETITION PROCESS Based on a Competition Manual answers will be invited to a series of questions which will enable the World Smart Capital Initiative to select a short list of Candidates for further consideration and ultimately award the winning Candidate the title of World Smart Capital for a calendar year.

TRADEMARKS The logo and the words ‘World Smart Capital’ are trademarks of the World Smart Capital Initiative (‘Marks’). The Candidate will be given a license for use of the Marks in all promotional and advertising material for the duration of the relevant calendar year. This license includes sub-licensing rights, so that the Candidate can sub-license the Marks locally in order to give start-ups or established companies alike the possibility to communicate their pride in being part of the World Smart Capital concept.

CORPORATE SPONSORSHIPS FROM CORPORATIONS, INSTITUTIONS, ASSOCIATIONS, AND GOVERNMENTAL BODIES Each designated city can offer unique sponsor-ships to partners, especially when the World Smart Capital concept and the nature of the partners’ business are tightly linked and compatible. Through sponsorship, corporate partners will enhance their know-how, execute project content, and collaborate with each other.

During the planning phase, local WSC Project Management teams should work in conjunction with government officials, stakeholders, partners and advisors to identify and/or develop projects and events, each ranging in scope and size, and developed with specific objectives to address local, regional, national or international audiences, as well as public and/or private sectors.

WSC FRAMING EVENTS These Framing Events will set the broad framework for the World Smart Capital concept, identifying key themes for a number of events, whose “production values” carry the “genetics” of the World Smart Capital concept and its mission.

Unlike individual projects and events, where the local WSC Project Man-agement team has complete autonomy to implement the projects and events as deemed necessary, the WSC Framing Events are partnership events that are developed, organised, and implemented in close col-laboration between the World Smart Capital Initiative and the local WSC Project Management Team. One of the main aspects for a designated city will be its role as the host for the ongoing dialogue. That means that all international conferences and other relevant events on smart cities organised by third parties will be invited to be hosted in the designated city

A VARIETY OF PROJECTS AND EVENTS

The World Smart Capital concept will help to engender a strong and positive image for the city, and will also positively impact its citizens. The World Smart Capital concept will allow the city to reinforce or create the development of ICT and smart systems in particular, as well as claim, sub-stantiate and use the designation of the World Smart Capital entitlement.The World Smart Capital will not only host the Framing Events in com-bination with a local program of projects and events, but will enjoy new and innovative, local and global opportunities that underscore its stature as the World Smart Capital throughout the calendar year.

The World Smart Capital concept is an umbrella concept encompassing different propositions:

• LEGACY – referring to the long-term impact created by the city becoming a World Smart Capital, such as Academic Development, Foreign Inward Investment, Government Initiatives, and more

• CITY’S PROFILE PROGRAM – spreading around the designated city, the main components are dialogues/debates, research projects, competitions and awards, complemented by various festivities

• WSC FRAMING EVENTS – A series of WSC events coordinating a programme of research, and a wide range of capacity building, knowledge transfer and engagement activities to facilitate greater dialogue between academics, practitioners, policy makers, the indus-try and the public

The main objective of this Festival is to encourage citizens to participate in envision-ing a better city, early in the process (18 months before the program year). Citizen involvement in the Ideas Festival and subsequently in the World Smart Capital concept means that they actively participate and contribute their efforts to the pro-gram, which, in effect, should be put forth in the best possible manner.
