From September 2010 to January 2011, the City of Amsterdam has been involved in the bidding process for the Mobile World Capital (MWC) concept in close col-laboration with partners such as the Ministry of Economic Affairs, Agriculture & Innovation, Amsterdam RAI, Neth-erlands Board of Tourism & Conventions, the Amsterdam Tourism & Convention Board and Amsterdam Innovation Motor.

Leveraging the success of the World Mobile Congress in Barcelona, the GSMA (association of more than 800 telecom providers and around 200 hardware manufactur-ers) wanted to expand a partnership with a city, which goes well beyond the Congress. As part of the resulting MWC concept, the City of Amsterdam was invited by the GSMA to come forward with its ideas for realising the MWC concept including the hosting of the Mobile World Congress for the years 2013-2017.

bITa Center has acted as strategic consultants for the City of Amsterdam during the bidding process, resulting in the authorship of the two sequences of the BID Book. In January 2011, Amsterdam was not short-listed for final negotiations, mainly because of financial reasons.

But it became clear for all involved partners that the Amsterdam Metropolitan Area – helped by the achieve-ments of The Netherlands in the ICT sector - unmistak-ably has the natural habitat to support the roll out of such a concept.

Fuelled by this sentiment and underlying R&D, the part-ners within the project want to keep the gained momen-tum to foster the development of Amsterdam and The Netherlands as the breeding place for modern technolo-gies and to enhance its attractiveness for foreign invest-ment.

To answer this ambition bITa Center has come forward with the World Smart Capital concept.

Smart Systems are defined as miniaturized devices that incorporate functions of sensing, actuation and control. they are capable of describing and analyz-ing a situation, and taking decisions based on the available data in a predic-tive or adaptive manner, thereby performing smart actions. in most cases the “smartness” of the system can be attributed to autonomous operations based on closed loop control, energy efficiency and networking capabilities.

smart systems also called the internet of things Internet of Things refers to a world where physi-cal objects are seamlessly integrated into the information network, and where the physical ob-jects can become active participants in business processes. Services are available to interact with these ‘smart objects’ over the Internet, query and change their state and any information as-sociated with them, taking into account security and privacy issues.

smart systems certainly represent a conceptual change According to Forrester Research, Smart Sys-tems technologies will represent about half the spending on IT equipment and software by the year 2017. With Smart Systems comes the introduction of a new technology which changes everything. In one sense, it is entirely predict-able. On the other hand, it will fundamentally al-ter the economic equations of the Telecom and IT world, as well as spawn whole new enterprises and enable radical new ancillary technologies.

Smart Systems may well change the way that local governments, in particu-lar, are organised. instead of being a collection of departmental silos, they could come to resemble computing platforms. most services, from payment systems to traffic information, would be provided in only one version and used by all departments – or by private firms that want to offer their own urban applications. there is strong demand for making cities smarter. without an infrastructure enhanced by digital technology it will be very hard to provide newly urban-ized populations with enough food, transport, electricity and water.

smart city projects have been multiplying around the world Some of them are not as new as their labels suggest, and in any case what exactly constitutes a smart city is hard to define. But they all have one thing in common: they aim to integrate the recent efforts to introduce smart features in a variety of sectors and use this ‘system of systems’ (as IBM calls it) to manage the urban environment better.

• Thames Water (serving the greater City of London) invests £100 million so it can take action remotely and automate a lot of its processes

• The Smart+Connected Communities Institute was recently founded by Cisco, Metropolis Group (100 cities), Gale Inter-national and The Climate Group

• Approx. 90 smart grid projects have been identified around the world today (Accenture)

• Songdo City near Seoul is perhaps the most ambitious smart city project so far, expected to cost $35 billion and ultimate-ly home to 65,000 people

• In 2010 more than 76 million smart meters had been in-stalled worldwide. That amount will treble in 2015, to 212 million (ABI Research)

• The best-known smart city is Masdar, a brand-new develop-ment in Abu-Dhabi for 40,000 people and entirely being built on a raised platform

• The worldwide smart grid market alone will grow from $20 billion in 2009 to $100 billion in 2030 (Morgan Stanley)

• PlanIT Valley near Porto is an ambitious attempt to combine technology and urban development for an eventual popula-tion of 150,000

• As early as in 2004 Boston’s Water and Sewer Commission had equipped almost all its customers with wireless smart water meters

• Most existing cities, at least in the West, will go for a step-by-step approach (SENSEable City Lab at the Massachusetts Institute of Technology (MIT))

• New York City will install more than 800,000 smart water meters at a cost of about $250 million

• China alone will need to add the equivalent of one New York every year to accommodate the number of people (350 mil-lion) expected to migrate to urban areas by 2025 (McKinsey)

• Cities like San Francisco, London, and Washington DC, have already opened their data vaults. IBM, among many other companies, has already built a web-based application called ‘Cities Forward’ that takes in data from 50 cities

• Singapore plans to become a ‘living laboratory’ for smart urban technologies of all kinds – not just water and transport systems but green buildings, clean energy and city manage-ment too

world smart capital concept The vision of the World Smart Capital concept is to promote and encourage the use of smart systems to further the economic and social de-velopment of the world’s cities. The World Smart Capital designation aims to focus on the broader essence of the impact of smart systems on urban spaces, urban development, transport, energy, economies and citizens. The designation pro-vides a distinctive opportunity for cities to show-case their accomplishments in the application of smart systems, as well as highlight successes in smart urban strategies and developments. The designation is conferred to cities that ex-hibit exceptional progress addressing both the applications of smart systems and its social influ-ence and implications. These cities demonstrate how their government, industries, educational institutions, and citizens are working individually and in concert to revitalise and reinvent their urban environment.

Indeed, the vision is to promote and encourage the use of Smart Systems to further the eco-nomic and social development of the world’s cities. But the World Smart Capital concept can also help cities better position themselves, gives them a better image and increased visibility, attracts investors and creative people, improves their quality of life, and will set up new public-private partnerships.

the world Smart capital is an initiative of the world Smart capital foundation, an international non-governmen-tal and independent non-profit organisation that aims to promote the applications of smart systems and the management of its social influences and implications. the executive board will be supported by two Steer-ing committees, one representing varied sectors of the smart systems world, and a second one representing (smart) cities.

each designated city will have a local wsc project management team Unlike individual projects and events, where the local WSC Project Management Team has complete autonomy to implement the projects and events as deemed necessary, the WSC Framing Events are partnership events that are developed, organised, and implemented in close collaboration between the WSC Foundation and the local WSC Project Management Team.

candidate defined A Candidate will likely consist of the City, the Venue(s), the Region, the National Government and other relevant organisations.

bidding procedure The normal application procedure will be a combi-nation of many factors that contribute to the final selection of a city that has the eligibility, financial commitment and capacity to execute high-quality programs and events. The selection procedure will not have an open financial bidding round, but will comprise of an application fee, an administration fee (short-listed cities) and a licensing fee for the winning city.

The first open annual (2014) will be launched at PIC-NIC 2011 (September 14-16) with a call for applica-tions, open to all cities interested in becoming the next World Smart Capital.

bid process Based on a Bid Manual answers will be invited to a series of questions which will enable the WSC Foundation to select a short list of Candidates for further consideration and ultimately award the win-ning Candidate the title of World Smart Capital for a year-long period.

trademarks The logo and the words ‘World Smart Capital’ are trademarks of the WSC Foundation (‘Marks’). The Candidate will be given a license for use of the Marks in all promotional and advertising material for the duration of the relevant year. This license includes sub-licensing rights, so that the Candidate can sub-license the Marks locally in order to give start-ups or established companies alike the pos-sibility to communicate their pride in being part of the World Smart Capital.

corporate sponsorships with corporations, institutions, associations, and governmental bodies Each designated city can offer unique sponsor-ships to partners, especially when the WSC concept and the nature of the partners’ business are tightly linked and compatible. Through sponsorship, corpo-rate partners will enhance their know-how, execute project content, and collaborate with each other.

During the planning phase, local WSC Project Management teams should work in conjunction with government officials, stakeholders, partners and advisors to identify and/or develop projects and events, each ranging in scope and size, and developed with specific objectives to address local, regional, national or international audiences, as well as public and/or private sectors.

wsc framing events These Framing Events will set the broad framework for the World Smart Capital concept, identifying key themes for a number of events, whose “production values” carry the “genetics” of the World Smart Capital concept and its mission.

Unlike individual projects and events, where the local WSC Project Man-agement team has complete autonomy to implement the projects and events as deemed necessary, the WSC Framing Events are partnership events that are developed, organised, and implemented in close collabo-ration between the WSC Foundation and the local WDC Project Manage-ment Team.

The World Smart Capital concept will help to engender a strong and positive image for the city, and will also positively impact its citizens. The World Smart Capital concept will allow the city to reinforce or create the development of smart systems, as well as claim, substantiate and use the designation of World Smart Capital.The World Smart Capital will not only host the Framing Events, but will enjoy new and innovative, local and global opportunities that underscore its stature as the World Smart Capital throughout the year.

The World Smart Capital concept is an umbrella concept encompassing different propositions:

• legacy – referring to the long-term impact created by the City becoming a World Smart Capital, such as Academic Development, Foreign Inward Investment, Government Initiatives, and more

• city’s profile program – spreading around the designated city, the main components are dialogues/debates, and competitions and awards, complemented by various smart systems-driven festivi-ties

• wsc framing events – A series of WSC events coordinating a programme of research, and a wide range of capacity building, knowledge transfer and engagement activities to facilitate greater dialogue between academics, practitioners, policy makers, the indus-try and the public

The main objective of this Festival is to encourage citizens to participate in envision-ing a better city, early in the process (18 months before the program year). Citizen involvement in the Ideas Festival and subsequently in the WSC concept means that they actively participate and contribute their efforts to the WSC program, which, in effect, should be put forth in the best possible manner. Many communities will take ownership in the project and will think about how Smart Systems could be used to develop their operations.

smart systems will drive a new wave of technology investment

• smart computing technologies will repre-sent about half the spending on it equip-ment and software in the uS by 2017 (forrester research)

• internet-enabled devices alone will net more than 10 billion uSD worldwide in 2014 compared with 4.3 billion uSD in 2009 (harbor research)

• wireless sensors are growing exponentially. last year a mere 10 million radio chips for such sensors were sold and expected sales are 645 million by 2015 (forrester research)

• Since all the data gathered by sensors have to be kept somewhere, storage is hot. iDc expects the storage capacity shipped to increase by 50% plus this year

• vendors of programs that sift through data are also likely to do well. the global market for analytics programs, for instance, will grow from 25.5 billion uSD this year to 34 billion uSD in 2014 (iDc)

• Similarly, experts predict that new software programs will be needed to manage a firm’s interactions with the physical world

• platforms to integrate the data streams from all kinds of sensors are another new market (examples are pachube and palantiri Systems (best described as the ‘facebook for sensors’)

as usual, most money will be made from IT services, in particular to set up smart systems in cities

application fee The application form must be accompanied by a 15,000 (Euro) non-refundable application fee (including the provision of a fully fitted showcase stand at the WSC Showcase show prior to the definite selection and designa-tion) payable to the World Smart Capital Foundation.

administration fee

During the evaluation phase of the competi-tion, short listed cities shall remit to the World Smart Capital Foundation a €15,000 (Euro) non-refundable fee to cover administrative and logistical expenses, as a condition for consideration for the final selection.

licensing fee The licensing fee to be paid by the winning city for the World Design Capital 2014 des-ignation is €150,000 (Euro) over 3 years. The fee will be payable to the World Smart Capital Foundation in three (3) installments.

Because Amsterdam will be the pilot city to develop the World Smart Capital concept during the two year entitlement as the World Smart Capital, the standard financial conditions do not apply.

The only designation costs for Amsterdam will be the yearly license fee (€150,000) to cover the costs for branding and marketing of the Marks and active support from the World Smart Capital Foundation for the execution of the WSC Amsterdam 2012|2013 project over the two year entitlement.

Amsterdam has to budget for the costs of the WSC Amsterdam Board, responsible for masterminding the total project.

Furthermore Amsterdam has to budget for the costs of the planned WSC Framing Events and the individual projects and events of the locally devised Amsterdam Program – as deemed necessary.

The total budget for the complete project should consist of a combination of public funding (a.o. City of Amsterdam, Amsterdam Metropolitan Area, Province of North-Holland, Central Government, Eu-ropean Union), private funding (corporate sponsor-ships), revenues from events and revenues from the exploitation of the Marks.

The World Smart Capital concept fits various agen-das. From recent experiences (WCIT 2010, Bid Pro-cess for the Mobile World Capital) several parties have expressed their willingness to support similar events and projects with considerable funds.
