The North Dakota Housing Finance Agency (NDHFA) has pledged $4.25 million to six new Housing Incentive Fund (HIF) projects.

“We are committed to facilitating greater development of affordable housing in our growing communities,” Gov. Jack Dalrymple

said. “The Housing Incentive Fund is one of several tools we will continue using to help meet our housing needs in oil-producing counties and other areas of the state.”

“Capitalized by contributions from state taxpayers, HIF provides low-cost financing to developers of affordable rental housing,” said Agriculture Commissioner Doug Goehring.

“Since the incentive fund was established last fall, NDHFA has pledged more than $14 million to support 23 housing projects that will create 630 new rental units,” said Attorney General Wayne Stenehjem.

The 17 projects previously approved are located in Beach, Belfield, Bowman, Crosby, Dickinson, Kenmare, Grand Forks, Minot, Ray,

Watford City and Williston.Before developers can access funding from the State and begin construction, all of their financing must be in place.

Nearly every professional, at some point in their career or education finds a special person that they desire to call a mentor. As many of us know, most often we are unable to really call them a mentor. Often these experts or inspirational people are far too busy to work with others in professional development. The Williston Community Builders invited the public to the official Grand Opening of its Splash Pad and Playground on Monday.

The event marked the Williston Parks and Recreation District’s formal acquisition of the splash pad and playground.

Community Builders say Williston residents have been very supportive of the two projects. “Willistonians have been gracious to work with, you share an idea, develop a budget and a plan and they support it. A perfect example is one phone call and Target Logistics donated the food to feed all those who attend. This is a community second to none!!” says Callahan.

The final phase of the project is on course. “Everything is on track for the playground donor bricks and cornerstone plaques to be installed,” says Callahan.

The Community Builders raised nearly

$700,000 for the two ventures. The playground equipment incorporates the area’s agriculture and energy industries while the splash pad has 25 different water features. “It started out as a dream and four years later it’s a reality!” says Callahan.

“This is a p r e m i e r q u a l i t y of life place for families, kids and students to visit and have fun. On warm days the splash pad is packed with hundreds of kids just trying to cool off.”

The Community Builders also installed extra benches and garbage cans for Davidson Park. “We paid for benches and garbage cans for the benefit of the entire park. We chose not to put backs on the benches located between the tennis court and the playground and splash pad – that way people can watch tennis or the playground from the same bench,” says Callahan. Is That Sushi Safe?Sushi was once a rare treat in the U.S. But nowadays you can grab a tuna roll anywhere from the airport to your local drugstore. How safe is it to get your raw-fish fix just steps from the shampoo aisle? Safer than you’d think.

Who’s making itIf there’s no sushi chef out front, an outside facility is likely sending it in. The largest such supplier is Fuji Food Products, which ships sushi to some Target, Walgreens, and Trader Joe’s stores, among other chains. At six factories countrywide, machines turn out rolls that are then sent to their destinations several times a week. Like any food purveyor, Fuji is held to safety standards set by the U.S. Food and Drug Administration (FDA).

Why it’s probably safeWhether it’s made in-house or by a machine, convenience sushi isn’t really any more dangerous than potato salad, cold cuts, or other prepackaged foods. “We worry about eating raw fish, but aside from a rare bacterial outbreak we

haven’t seen problems with it the way we have with E. coli and salmonella in burgers and chicken,” says O. Peter Snyder, PhD, president of the food-safety consulting group Hospitality Institute of Technology and Management.

In fact, your tuna roll is more likely to get stinky and unappetizing from spoilage than it is to be contaminated by dangerous pathogens, Snyder says. (Of course, if it smells bad, throw it away.)

Surprisingly, the fish doesn’t pose the biggest safety risk: The rice does. “If rice is left at room temperature for about eight hours, a bacteria called Bacillus cereus will grow in it, which can make you ill,” Snyder says. That’s why sushi rice typically is prepared with vinegar. “When rice is acidified to 4.2 pH, Bacillus cereus can’t germinate,” Snyder explains.

US Shifts from Buying to Selling in Energy MarketThe United States identity on the global energy market is undergoing a dramatic shift from buyer to seller.

Under optimal conditions, including favorable regulations, technology improvements and access to key lands, the United States and Canada could meet their own petroleum needs by 2035.

Surging oil production from the deep-water Gulf of Mexico, Canadian oil sands, and U.S. shale and other dense rock formations have helped add 3 million barrels per day of crude oil production in the U.S. and Canada.

Currently, the countries combine to produce about 9 million barrels per day.

These facts are starting to add up to a substantial market in North America. The U.S. competitiveness is being transformed on many levels.

As energy demands grow in developing countries, the United States own consumption has stagnated. The country has cut crude oil imports from countries outside of Canada, while shipping a growing amount of U.S.-made fuels overseas. Exports of liquefied natural gas are close behind.

Some refining systems have been turned into an export machine in some ways, adding that the United States should capitalize on its potential new role in the global energy market.

Today, the United States imports 45 percent of its petroleum needs. That’s a significant decline from 2005, when 60 percent of consumed petroleum was imported. And an increasing proportion of those imports are coming from Canada.

About 35,000 wells have yet to be drilled in western North Dakota’s oil patch and companies increasingly are making inroads with speedier but more costly technology. Drillers are finishing wells at a rate of eight daily, up from less than one a day five years ago.

The time needed to drill a well has dropped by two-thirds since 2007 - to 20 days as the industry continues to fine-tune cutting through dense rock to the oil trapped nearly two miles beneath the surface.

Efficiency increase is due in part to the increased use of diamond-tipped bits and the growing number of so-called walking drill rigs. Those machines are capable of moving between well sites on hydraulic feet without having to be disassembled.

But advances in drilling techniques have a price. A completed well in the Bakken and Three Forks formations costs about $10 million, about double that of a well drilled in 2007.

Most of additional expense comes during hydraulic fracturing, a process that uses pressurized water, chemicals and grit to break open oil-bearing rock.

Competition for hydraulic fracturing crews adds to the cost, as well as an increase in the price of proppants - tiny ceramic particles that prop open rock and provide a pathway for oil to flow.

State and industry officials say 99 percent of rigs drilling in the two formations hit oil, while nine of 10 are profitable. A typical well drilled in North Dakota will produce about 540,000 barrels of oil during its 29-year lifespan.

Wacky NewsA mother bear and her three cubs broke into a Norwegian cabin this week, reportedly drinking more than 100 beers, eating all the food and even knocking over a wall. paw prints on the cabin windows and bear excrement outside the dwelling leave little doubt they were responsible. The beds and all kitchen appliances, stove, oven and cupboards and shelves were all smashed to pieces. Along with the 100 beers, the family of bears also reportedly ate all of the food inside the cabin, which included chocolate spread, honey (of course) and marshmallows. Hurricane Katrina makes landfall near New Orleans, Louisiana, as a Category 4 hurricane on August 29 in 2005. Katrina was the worst natural disaster in the history of the United States. After briefly coming ashore in southern Florida on August 25 as a Category 1 hurricane, Katrina gained strength before slamming into the Gulf Coast on August 29. In addition to bringing devastation to the New Orleans area, the hurricane caused damage along the coasts of Mississippi and Alabama, as well as other parts of Louisiana. In all, it is believed that the hurricane caused more than 1,300 deaths and up to $150 billion in damages to both private property and public infrastructure. One million people were displaced by the disaster, a phenomenon unseen in the US since the Great Depression. Four hundred thousand people lost their jobs as a result of the disaster.
