Library Self Study and External
Review
Like all UBC faculties anddepanments, the Libraryparticipates in a full-scale review ofits services and operations every fiveto seven years. The last externalreview took place in 1988, and thenext one has been scheduled for1995. There are two major steps: aninternal self-study in whichaccomplishments, needs and plansare identified, and the review itself,carried out by a Universitycommittee with advice from expertsfrom other academic and researchlibraries.

The Electronic Library
Research libraries are currentlyin a time of transition. The verynature and concept of a universitylibrary are changing as computertechnology reshapes the wayinformation is distributed, accessedand stored. In the UBC Library, aselsewhere, services are beingreviewed and redesigned in light ofthe ability to use powerfulinternational networks which cangive faculty and students access tothe world's information, and whichcan deliver that information tothem, wherever they may belocated.
Additional funds from theTeaching and LearningEnhancement program made itpossible to mount a significant bodyof Library information on the UBCGopher, to develop the firstmultimedia project serving thevisually challenged and to initiate anew 'career and video resource unit'with the Faculty of Commerce andBusiness Administration.
Electronic Services and UBCLIB
Electronic services throughoutthe Library continued to growduring the reporting year.Additional online and CD-ROMbibliographic databases were madeavailable, full-text databases wereintroduced, and access to numericdatabases was improved. (SeeAppendix H.) Remote access toelectronic information resources atother locations was increased and
improved.
Library Instruction
The information environmentof print, electronic and networkedresources is increasing thecomplexity of locating and usinginformation resources. We mustensure that Library users continueto acquire and develop theknowledge and skills needed to findand evaluate those resources. The'teaching library,' in whichlibrarians provide instruction aboutinformation resources and how toaccess them, is a major Libraryfocus. The future research librarywill be defined by connectionsthrough electronic networks toinformation and informationprofessionals throughout the world.
More than 11,000 students,faculty and staff received instructionin the Library during the reportingyear. The Teaching and LearningEnhancement Fund providedsupport for the Electronic ResourcesTeaching Program. Graduatestudents were employed to give, or
UBCLIB, the Library's onlinecatalogue/information system, wasupgraded this year. As well asproviding information about theLibrary's collections, UBCLIB givesdirect access to many commercialdatabases and services and tocampus and world-wideinformation sources available on the

one consequence of the increasednumber of databases and remoteaccess facilities, user passwords wereimplemented for UBCLIB.
Internet. UBCLIB can be searchedfrom terminals in all librarylocations and by remote access fromhome or office computers.ViewUBC, the campus-wideinformation system, is alsoaccessible through UBCLIB. TheLibrary Gopher and Web HomePage provide pointers to subject-specific Internet resources, librarycatalogues from around the world,full-text guides to the Internet,electronic journals and books,course notes and exam questions,and other Gopher and World WideWeb sites.
The number of simultaneoususers of UBCLIB varies from 150-200 during peak usage periods. Thenumber of online public accessterminals in the Library wasincreased to 152, including 15 forNetinfo in the Sedgewick TerminalRoom. The Library now has 32CD-ROM workstations, while thenumber of public print/downloadworkstations grew to 15.
In April 1994, an onlinedocument request and deliveryfacility was implemented. This newservice allows clients to search themain Catalogue file, request anitem, and choose one of severaldelivery options -campus mail,fax, or pickup at a branch of theirchoosing. An online Suggestion Boxfacility was also implemented at thesame time that enables clients toforward comments and questions tothe Library, plus view replies tosome of the more commonly posted
querIes.
Netinfo
The Library introducedN etinfo, a new service for UBCstudents which was developed byComputing and Communications.Netinfo provides all UBC studentswith 10 hours per month free accessto electronic mail and otherInternet resources such as UsenetNews (an electronic bulletin boardand discussion service) and ClariNetNews (an online news service). ACampus Netinfo SteeringCommittee has been established toadvise the University Librarian onNetinfo services. In September1994, the Library installed 15workstations in the SedgewickTerminal Room to provide access toboth Netinfo andUBCLIB.Training sessions were arranged inconjunction with the Alma Mater
Society.

In September 1994, a newversion of the UBCLIB interfacewas implemented that incorporatedmore direct menu access to BC'sElectronic Library Network (ELN)licensed databases (ABI/Inform,CBCA, and various Wilson Indexes)available at SFU Library. Severalnew databases -Avery Index andAnthropological
Literature -weremade available via the Citadelcommercial service. The LifeSciences Index, a very largecommercial database, was loadeddirectly on the UBCLIB system. As

The Crane Library ReviewCommittee, chaired by Dr. MAHickling, examined the resources andservices of the Crane Library andreported to the University Librarian.The report was referred to theCommittee on Services for theDisabled and recommendations onfuture directions for the CraneLibrary are expected soon.
The Library in cooperationwith the Department of ElectricalEngineering, the Dean's Office inApplied Science, and the Centre for
Integrated Computer SystemsResearch, have leased and installedthis Novell system for electricalengineering information on a CD-ROM-based file server located inthe Main Library.
Document DeliveryThe UBC community can now
request books, anicles, microformsand other Library materials to beretrieved from the stacks and eitherheld for pickup at the Librarylocation of choice or sent via fax orcampus mail. This new fee-basedservice is available throughUBCLIB or via fax.
In preparation for building theKoerner Library Phase I, alternativestaff space was constructed in theSedgewick Library. Weeding of theSedgewick collection in preparationfor integration of the undergraduatecollection with the research collectionwas 'completed and removal ofmaterials from the Main Librarystacks to storage was begun. A securitysystem was installed for the Fine ArtsLibrary and work was begun toimprove security in the Main Librarystacks.
A file server for the Data Librarywas purchased and installed after fouryears of planning. This is a major stepin migration of the Data Libraryresources from MTS to Unix.CANSIM Main Base was installed onthe server and made accessible toSFU. Gopher and Web servers wereinstalled and information about datafiles and services is available on both.
Branch libraries
The David Lam ManagementResearch Library completed its firstyear of operation as a branch of theUBC Library system. Access andservices to students and facultyneeding commerce andmanagement information have beensignificantly improved. The newEducation Library is nearingcompletion and the Library expects tomove in October 1994. The newfacility will allow the childrens'literature collection and some of the

Collections Management
The organization of collectionsmanagement changed during thisyear, becoming less centralized, withcollection responsibilities beingintegrated into the public serviceunits. All bibliographers now reportto a public service head. Thehandling of gifts and exchangeagreements was graduallytransferred from a centralized Giftsand Exchange Division to thesubject bibliographers in the variouspublic service units. In addition,written collections policies havenow been completed for all subjectareas. The Collections ManagementCouncil, which began in the Springof 1993, saw its first full year ofoperation, dealing with overallcollection issues. A half-timeCoordinator of Collections wasreallocated from existing staff towork with the CollectionsManagement Council and tooversee collections. The SenateCurriculum Committee and theLibrary modified the procedurewhereby new programs and coursesare approved by changing thecontact person in the Library fromthe Head of Collections to the headof the public service area connectedwith the Faculty in which theproposed changes would occur.These structural modifications forthe collection-building process haveresulted in it becoming an integralpart of each public service unit andhence moving to closer involvementwith the user community.
budget for 1993/94 and 1994/95,based on inflation, currencyfluctuations, and 1.5 percent fornew materials. For 1993/94, theincrease amounted to 5.6 percentand for 1994/95 it was 5.74percent. Since the formula increaseis never large enough to cover the10 to 20 percent increases in serialsexpenditures, and as the Library hasa commitment to maintain itsmonograph acquisitions, an annualreduction in the number of serialssubscriptions is necessary.Consultation during the year withfaculty, the Library advisorycommittees, and the Senate LibraryCommittee resulted in choosing thetitles to be cancelled-approximately $206,000 worth ofserials across the Library system in1993/94, and $475,000 in 1994/95.The University community isbecoming increasingly aware of theserials situation and its relationshipto scholarly publishing and tenurepatterns, especially for thosedisciplines which rely heavily on theserial literature.
In the present economicclimate, no academic library canexpect to own all the materials itsclients will need. The UBC Libraryis no exception, even though itranks 25th among research librariesin North America, and secondamong those in Canada. In anincreasingly networkedenvironment, libraries arecontinuing to rely on each other aswell as turning to commercialservices. The UBC Library workswith a number of organizations toensure access to materials not heldin our collections. Memberships inthe Center for Research Libraries

funds &om Computing andCommunications. A half-timeCoordinator of ElectronicInformation Services was reallocated&om existing staff for a two-yearterm.
(CRL) , the Council of Prairie andPacific University Libraries(COPPUL) , the CanadianAssociation of Research Libraries(CARL), the Association ofResearch Libraries (ARL), and theElectronic Library Network (ELN)in British Columbia represent thecommitment to maintaining accessto the universe of information.
Expansion of the electroniclibrary took the form of many moreCD-ROM databases in the variousLibrary branches, as well as online,networked access to bibliographicand full-text files (in some casescoupled with online documentdelivery services). Substantialsavings were realized through sharedcost arrangements and joint
licensing agreements negotiatedthrough ELN and COPPUL.
The University of BritishColumbia has distinct collectionstrengths which are of value to otherlibraries, both smaller ones such asthose of BC colleges and westernCanadian universities, and largerones, such as that of the Universityof Washington. The UBC Librarycontinues to share databases fromits own electronic collection,including ERIC and PsycInfo, andcontinues to maintain the ELNregional serials and media holdingsdatabases. The Data Library isworking with SFU and COPPUL tomake access to the CANSIM MainBase available to the COPPULmembership. The Library willcontinue to develop resourcesharing agreements to ensure thewidest possible access to print andelectronic information for the UBC
community.
Electronic databases held byother BC universities have becomepart of the UBC Library collectionas a result of cooperation throughELN. Databases located at otherinstitutions and now available toUBC users include the AppliedScience and Technology Index, theArt Index, the Biological andAgricultural Index, the GeneralScience Index, the Humanities andSocial Sciences Index, CanadianBusiness and Current Affairs, ABI/Inform, and CARL Uncover. Theseresources are listed on UBCLIB andare as easily accessed as informationmounted at UBC.
Preservation
Since the end of the CanadianCooperative Preservation Project inJune 1993, the preservationmicrofilming program has beenoperating on a cost-recovery basis.By the spring of 1994, themicrofilming of the B. C. SessionalPapers was completed. Partiallysubsidized by a private grant, this
Electronic Materials and Services
In addition to the usual formulaincrease to the collections budget,the Library received $300,000 ofcontinuing funds to acquireelectronic materials withoutjeopardizing the traditionalcollection areas of monographs andserials. Another $700,000 wasadded for the same purpose in1994/95 as a result of reallocatedsalary funds from eliminatedlibrarian positions and a transfer of

ambitious undertaking has resultedin a set of 122 microfilm reels.
The program has continuedwith three key projects serving localand international interests: thefilming of the B. C. Directories for1930-39, of the surviving issues oftWo Japanese-language newspaperspublished in Vancouver in 1941,and finally of the James G. SwanPapers, the personal papers of a19th-century lawyer andethnographer in WashingtonTerritory. Copies of all these sets areavailable for sale to help financefurther fuming projects. Subscribershave been attracted fromthroughout British Columbia,Alberta, the United States, Japan,and elsewhere.
Management Council. This group,which met for the first time inFebruary 1994, is intended toreflect the preservation concerns ofthe Library system. A first project toacquire basic disaster preparednesssupplies and equipment for allLibrary locations was begun. TheDisaster Preparedness Manual forUniversity of British ColumbiaLibraries was updated and a revisededition was to be issued by the endof 1994.
Future plans include theffiming of further volumes of theB. C. Directories, additional
provincial government publications,and portions of another high-profilemanuscript collection held by theSpecial Collections and UniversityArchives Division. Also planned is aworkshop for the wider libraty andarchives community on theprinciples of microfilming inarchival and manuscript collections.
University Archives
Two of the major goals of theUniversity Archives AdvisotyCommittee, the appointment of aRecords Analyst/Archivist and theBoard of Governor's approval of aRecords Management Policy for theUniversity, were attained during thereporting year. The new policyextends to all institutionaladministrative records and stipulatesthat those records are the propertyof the University and subject to itsoverall control. The University hasdelegated the responsibility forcoordinating records managementto the University Archives. TheRecords Analyst/Archivist hasworked with the archivists at SimonFraser University and the Universityof Victoria and has engaged inextensive consultation with UBCstaff to develop draft recordsschedules.
One particularly complicatedpreservation project was therestoration of a valuable volume&om the Fine Arts Library's rarebook section, Recueil d'architecturecivile (1829). A further preservationproject to restore volumes from theLaw Library's rare book collection isIn progress.
The adoption of the RecordsManagement Policy owes much tothe efforts of members of theAdvisory Committee whoconsistently supported thedevelopment of a comprehensiveand systematic approach to themanagement of institutionalrecords. In recognition of this

development, the AdvisoryCommittee changed its name to theUniversity Archives and RecordsManagement Advisory Committeeto more accurately reflect the fullscope of its activities.
To improve access to archivalrecords and associated materials, theArchives dev~loped three newpublications: Guide to the Holdingsof the University Archives;Researching the History of theUniversity of British Columbia: ABibliography; and A CumulativeIndex to the Inventories of theUniversity Archives. Thesepublications are part of an ongoingprocess of upgrading andstandardizing archival finding aids.
With funding provided by theLibrary and the Canadian Councilof Archives, the Archives identifiedthe nitrate negatives in thephotographic collection. Thecontractor provided an excellentreport detailing the problem thesepose and outlining various coursesof action. A preliminary explorationof the bibliographic and technicalrequirements for providing onlineaccess to the Archives photographicimages will result in a pilot projectwhich was scheduled to begin in thefall of 1994.
The Archives has also workedwith the National Archives to bringa Distance Access Site to the UBCLibrary and participated in theBritish Columbia Archival UnionList Project to provide online accessto the University Archives' non-institutional records.

Circulation
were introduced, a new fines policy was implemented, requiring late return fees to be levied on all overdue items, journals were made non-circulating in the Life Sciences Libraries, and the Sedgewick Undergraduate Library increased the loan period for books from one week to two weeks.
In 1993, self-service renewals
Circulation patterns in Appendix D reflect these service and policy changes. The net result was an increase in total circulation from 1.9 to 2.8 million transactions. Renewal transactions continue to be recorded as in the past. Circulation represents only a portion of the total use o f Library materials, for sampling indicates that the number of volumes used within the Library is almost twice the number of those which are borrowed.
Technical Services During the year, staff in the
Catalogue and Order Divisions continued to adjust to changes brought about by the 1992/93 reorganization and the integration of the former Catalogue Records and Catalogue Products Divisions. The Book Preparations Section, which had been part of the Catalogue Products Division, was incorporated with the Order Division. Meetings concerning the internal reorganization of the Cataloguing Division continued throughout the year. It is expected that the integration of specialized subunits will take place in early 1995.
The Books to Branches program was inaugurated in January 1994 to speed up the flow of new and current materials to the Library's clients. Newly-received items awaiting cataloguing information are now labelled by Book Preparations staff, shipped to major branches, and circulated uncatalogued, rather than being stored in the Library Processing Centre. As part of the installation of a new security system for the Fine Arts Library, a project was developed and implemented to insert theft-detection strips in the collection. Experience gained from this project will form the basis of ongoing planning by the Library for improving the security of materials in the Main Stacks, the Main Library reference collections, the Math Library, and the Asian Library.
Cataloguing productivity increased during the reporting year. Although incoming material rose to 65,372 titles from 60,916 titles in the previous year, an increase o f 7 percent, divisional staff made progress in shrinking the backlog, which fell from 62,509 to 51,354 titles during the year, a reduction of 17 percent. More notably, the English language backlog has been decreased from 12,386 to 6,919, a reduction of 44 percent. Total new cataloguing output increased by 3 percent and derived cataloguing by 4 percent while original cataloguing output remained virtually the same. Rush traces continued to plummet, numbering only 1,878 in the current year, a drop of 43 percent, much of which can be attributed to the reduction in the English language cataloguing backlog.

facility so that me MARC source filesand oilier commercial databases couldbe loaded and updated directly on meUBCLIB system.
Planning was an importantactivity during the year. A proposal toreplace the 200 old terminals stillattached to obsolete UBCnetcommunications ports with LAN-attached workstations was preparedand submitted to the UniversityAdministration. As part of theLibrary's self-study activity, the FiveYear Technology Plan was reviewedin order to summarize theaccomplishments of its first threeyears. At the same time, the five yearplanning frame was moved forward.An important outcome of thisplanning activity was theidentification of two majortechnology initiatives: to commencetransition from local development topurchase of commercially availablesystems, especially for support oflibrary processing work; and to secureongoing funding and budgetflexibility for technology and theinformation infrastrUcture.
A new integrated entrance nowprovides access to the Fine ArtsLibrary and Level 3 of the mainstacks. Access to both is nowcontrolled from one service point. Aproject to install funher compactshelving in the Library ProcessingCentre was initiated in November1993. This work should be completedby early 1995. Modifications toservice points to make themcompatible with the new circulationsystem equipment have been made inseveral locations. Work was begun ona project to replace the ancient andincreasingly unreliable environmentalcontrol machinery for the vault in theSpecial G>llections Division. It ishoped that this can be accomplishedby late 1994 or early 1995. Ventilationwas improved in the MacMillan Library.

PEOPLE financial reasons in addition toanother 7 FTE positions which areblocked by early terminationagreements. It is likely that many ofthese positions will be eliminated inthe 1994/95 fiscal year. So far, theLibrary has managed to meet itsbudget obligations through normalattrition and early retirement; it hasnot yet had to resort to layoffs.
Staff Training and Development
The Library has completed twoyears of programs, implementingthe comprehensive plan developedin 1992. In its second year ofprogramming, the Librarysupported 270 courses or sessionsfor 647 participants. ComputerSkills Advancement and Managerialand Other Skills Training Program(MOST) courses were particularlyeffective in addressing the Library'straining needs. During the year,251 staff members registered forcomputer skills courses and 200staff members attended 77 differentMOST courses. Advanced trainingin computer and management skillswas encouraged, as well as trainingand development focused on copingwith change and new roles. Staff Complement
The Library's staff totalled344.16 full-time equivalent (FTE)positions, including 87 librarians,7.17 management & professional(M&P) staff, and 249.99 supponstaff, at the end of the reportingyear. This includes 12.59 cost-recovery or grant-funded positions,and compares to a total of 343.56(including 9.99 cost -recovery orgrant-funded positions) at the endof the previous reponing year. Thenet increase resulted from a 26percent growth in cost-recovery andgrant-funded positions. In terms ofoperating budget positions, therewas a net decrease from 333.57positions to 331.57, a reduction of0.60 percent.
Throughout the year, eachvacancy which occurred wasreviewed by the LibraryAdministration to see whether areplacement was absolutelynecessary, whether the positioncould be left vacant, or whether theposition could be eliminated. Fundsresulting from positions eliminatedor left vacant were used to provide anew archivist position in the SpecialCollections and University ArchivesDivision, to meet the University'starget for budget reduction, and tosupplement allocations fortechnology, supplies andequipment, and other operating
,expenses.
Through secondment, the half-time position of Staff Training andDevelopment Coordinator wasestablished to provide for theoperational management of theLibrary's Staff training anddevelopment program and budget.In addition, the terms of referenceof the Staff Training and

KevinLindstrom, who had completed atwo-year specified termappointment in the Science andEngineering Library, was appointedas Science Outreach Librarian.Mary-Beth Clark was appointed fora specified term as ReferenceLibrarian in Humanities/SocialSciences Division filling a vacancyleft by Elizabeth Caskey'spromotion to Head, David LamManagement Research Library.Lesley Ashford was appointed to ahalf-time position as LibraryDevelopment Officer. Sarah Sleighand Kathy Hornby were appointedas temporary hourly librarians in theCirculation Division and the LifeSciences Libraries respectively,replacing other librarians who hadtaken on new assignments or wereabsent due to long-term illness.
As a result of organizationalchanges which eliminated theCollections Division and integratedcollections developmentresponsibilities more closely withreference divisions and branches,subject bibliographers werereassigned to those divisions orbranches.
The specified termappointment of David Winter wasextended to permit him to completework related to the processing andcollection of fines. As a result of collectivebargaining between the FacultyAssociation and the University,part-time librarians have beenincluded within the FacultyAssociation bargaining unit,although not eligible for confirmedappointments. The arbitrator'saward in the 1993 salary arbitrationhas provided librarians with thesame study leave benefits as facultymembers. Negotiations are currentlyin progress on revisions to theAgreement on Conditions ofAppointment for Librarians.
Erik de Bruijn, AssistantUniversity Librarian, AdministrativeServices, returned from leavewithout pay at the end of March1994. During his absence, day-to-day human resource activities werecarried out by Jeanie Ku and VivianAnderson, Human ResourcesGeneralists, on secondment fromthe Department of HumanResources, under the direction ofAnn Turner, Financial and BudgetManager. Joe Jones, ReferenceLibrarian, Humanities/SocialSciences Division, returned fromsrudy leave at the end of June 1994,and Matt Hartman, CatalogueLibrarian, Cataloguing Division,left on study leave at the beginningof July 1994.
Support Staff
The support staff severance ratedeclined to 10 percent from 17percent in 1992/93, as resignationsdecreased to 13 from 31. Theturnover rate (the percentage ofpositions which change handsduring the year, as compared to thetotal support staff complement) fellfrom 29 percent to 14 percent as adecrease in resignations resulted infewer vacancies and as many ofthese vacancies were left unfilled.
Five librarians took earlyretirement during the reportingyear. Tony Jeffreys, AssistantUniversity Librarian forCollections, Elsa Guarnaschelli,Catalogue Librarian, CatalogueDivision, and Jim Sharpe,Catalogue Librarian, CatalogueDivision, retired at the end ofDecember 1993. Graham Elliston,Head, Gifts and Exchanges andSerials Bibliographer, retired atthe end of June 1994, as didHelen Mayoh, ReferenceLibrarian, Science andEngineering Division.
Reorganization, including theelimination of the CollectionsDivision, the Gifts & ExchangeDivision and the establishment ofthe David Lam ManagementResearch Library as a UBC Librarybranch, led to new assignments forsome staff members. During thereporting year, a series of meetingstook place between Librarymanagement, Cataloguing Divisionstaff, and CUrE 2950representatives, to discuss thereorganization of the CataloguingDivision.
Roland Lanning, Head ofSerials from 1926 until hisretirement in 1965, passed away in1994. He was responsible for thegrowth and development of theLibrary's serials collection, and isfondly remembered by both currentand past Library staff members forhis sense of humor and his love ofbooks;

As a result of an understandingbetween the University and CUPE2950, the Library's non-uniontechnicians were included withinthe bargaining unit. Currentincumbents were given the optionto join or not to join the union, butnew incumbents must becomeunion members. Draft standard jobdescriptions for the newclassifications were developed inconsultation with Division/BranchHeads and Human Resources staff,and are currently being discussedwith the union.

This has causedsome problems for branches servingfaculties whose programs continuepast the end of April.
As well as its complement ofregular student assistants, theLibrary also employs studentsenrolled in the School of Library,Archival, and Information Studies(SLAIS) as Graduate AcademicAssistants to provide referenceassistance and bibliographicinstruction. In this way the Librarycontributes to the education andtraining of future librarians.Allocations from the Teaching andLearning Enhancement Fund wereused to employ additional GraduateAcademic Assistants, primarilySLAIS students.

With the appointment of aDevelopment Officer in November1993, the Library accelerated itsefforts to increase external fundingfor its programs. KoernerLibrary, and an innovative"Builder's Campaign" has beendeveloped to raise the final $5million required. STRATEGY: FUNDING budget is directed to compensationfor Library personnel, but itspercentage has declined from 61.64percent in 1990/91 to its currentlow of 57.80 percent in 1993/94 asa result of the reallocations toCollections and one-time fundingfor the Library Automation Project.
Salary negotiations for theFaculty Association's 1993/94contract produced a 1 percentgeneral wage increase for theprofessional librarians effectiveJanuary 1, 1994. Funding for thisincrease had to be found fromwithin the Library's existing salarybudget, already reduced by theElectronic Library reallocation.Another vacant librarian positionwas given up permanently to fundthe 1993/94 salary increase.
Collections Budget
The major budget news of1993/94 was the infusion of$1million over two years to acceleratedevelopment of the ElectronicLibrary and to establish apermanent funding base for thisleading-edge portion of thecollection. Four librarian positionspreviously held vacant to payoutEarly Termination Agreements werereallocated to Collections,contributing $300,000 to the pool,and an additional $700,000 wasreallocated from Computing andCommunications to the Library bythe University.
The Collections Budgetincrease formula delivered another$452,717 (5.74 percent) incontinuing funding to mitigate theeffects of foreign exchange andinflation, and provide a modestallocation for new materials in1994/95. Together, the incre~es tothe Collections budget increased itsportion of the Library's OperatingBudget by 2.6 percent to 31.76percent. Serials subscriptionsamounting to approximately$475,000 were cancelled to keepexpenditures within the budgetavailable despite price increasesaveraging more than 10 percent,and to allow for some updating ofthe collection with new titles.
The Operating Budget for1994/95 remains uncertain as thetwo major Library employeebargaining units negotiate contractsthat take effect early in 1994/95.Budget guidelines indicate that, asin 1993/94, any salary increasesresulting from these negotiationswill have to be funded from withinthe existing Library budget.Positions falling vacant during theyear are being held wherever feasiblein anticipation of the settlement sothat layoffs can be avoided if
possible.

Figures have been calculated according to the Fiscal Year ending March 3 1. The high increase in recorded use of the collection from 1992/93 to 1993/94 can be attributed to the new circulation system and policy implemented in 1993. Self service renewals allow users to renew material online, thereby dramatically increasing the total transactions reported above. The Library’s new fine policy contributed to more items being returned sooner, allowing greater use of the collection by more users.
