INTRODUCTION : ORGANIZATION OF THE COLLECTIO N
The materials in the Transportation hYlaployees Canadian Union
Collection were deposited with Special Collections in Februar y
1984 . The records were discovered in a warehouse, apparentl y
abandoned . They were turned over to the C .A .I .M .A .W . office and
subsequently entrusted to Special Collections by ' . I . Houle .
The circumstances of their careless disposal was reflected in th e
disorder of their organization . The papers arrived in a larg e
unorganized format, with a minimum of ordered files . This neces-
sitated considerable artificial arrangement, and difficulties wer e
particularly evident in the correspondence series . Due to tim e
constraints, some of the correspondence remains unsorted at thi s

which were office files . ]
Inexperience on the part of the arranger explains the
ub-
groups which are apparent in scanning this initial inventory . Th e
enormit of the ambitions of the T3 CU executive
e evident in th e
diffuse materials which have survived . The organization history
should explain some of the complexities encountered
determining
the source of various materials and the relationships between them .

ORGANIZATION HISTORY
The roots of the Transportation Employees Canadian Union were i n
the Brotherhood of Railway Running Trades Union which was grante d
a certificate of registry in 1959 . In the years following its incep-
tion the union failed to achieve its objective, which was
represen t
the running trades on the ONE and CPR . In 1967 Leslie N . Falle wa s
elected national president of the Brotherhood by a full referendum
vote of all the membership . At this time, the union was sufferin g
a significant loss of membership and, consequently, revenue, whic h
posed a threat to its future .
At a legally constitured convention held at North Bay, Ontario i n
Day 1971 the name was changed to the Transportation Employees Canadia n
Union by the membership, under the direction of i . Falle. A new
constitution was voted in to replace the former one . One of Er . Falle '
most significant objectives for the new union was to remove contro l
of the international unions from Canadian railroad labour . Due s
would no longer be diverted to the United States . It was hoped that
the existing 17 unions would be unified under a single charter .
This central body would co-ordinate negotiations of all trades, re-
ducing the costs of negotiations . The constitution allowed fo r
the raiding of the international unions simultaneously, the mandat e
being to "enrol any person employed by a company in transportation . "
These goals were not to be realized, and the available evidenc e
indicates that the union effectively ceased to function
the lat e
