Hon. Albert Zapanta, President and CEO U.S. – Mexico Chamber of Commerce

Mr. Zapanta is President and CEO of the United States-Mexico Chamber of Commerce, which operates 9 regional

offices in the United States and 8 in Mexico. Mr. Zapanta is also Founder and Chief Executive Office of PAZ

Resources. Previously, he was Chief Executive Officer of PAZ Energy, a single purpose entity that participated in

the DFW International Airport natural gas project. He worked in upstream operations of Atlantic Richfield Co.

(ARCO Oil & Gas), where he was responsible for negotiations with U.S. and Mexican (PEMEX). Mr. Zapanta has

held numerous Presidential appointments, including White House Fellow, Senate-confirmed Assistant Secretary of

the Interior for Management and Administration, U.S. State Department Advisory Committee on International Trade

Technology and Development, and private sector delegate to the U.S.-Mexico Partnership for Prosperity. Donald

H. Rumsfeld, appointed Gen. Zapanta as Chairman of the Reserve Forces Policy Board (RFPB). Gen. Zapanta’s military record inc ludes

the award of the Silver Star, 5 Bronze Stars for Valor, Purple Heart, and 30 other awards during the Vietnam War. He was awarded the

Joint Service Commendation Medal for Desert Shield/Desert Storm, Restore Hope in Somalia and Restore Democracy in Haiti. He

currently serves on the following boards: Board of Directors, Tyson Foods; Board of Trustees, President Gerald R. Ford Foundation and

Museum; Senior Fellow, Center for Western Hemisphere Defense Studies; Chairman, Hispanic War Veterans of America.

KEYNOTE SPEAKERS Hon. George P. Bush, Texas Land Commissioner

George Prescott Bush, a native Texan, was elected Texas Land Commissioner on Nov. 4, 2014. As Texas Land Commissioner, Bush works to ensure Texas veterans get the benefits they’ve earned, oversees investments that earn billions of dollars for public education, and manages state lands to produce the oil and gas that is helping make America energy-independent. Commissioner Bush also watches over the Alamo and preserves historic archives at the General Land Office. Commissioner Bush has dedicated his life to public service; working as a public school teacher in Miami after graduating from Rice University and serving in Operation Enduring Freedom in Afghanistan as an officer in the U.S. Naval Reserve. In the business world, Commissioner Bush joined Akin Gump Strauss Hauer & Feld LLP after earning his Juris Doctorate at the University of Texas School of Law. In 2007 he co-founded

Pennybacker Capital LLC, a real estate private equity firm, and St. Augustine Partners LLC, a Fort Worth-based investment firm focused on oil and gas transactions. Commissioner Bush is committed to helping fellow Texans in his private life. He co-chaired a $30 million capital campaign for Big Brothers Big Sisters in North Texas and served as the co-chairman of the Dallas/Fort Worth Celebration of Reading. He was the Tarrant County chairman for Uplift Education, and served on the Board of Trustees for the Bob Bullock Texas State History Museum in Austin. Commissioner Bush is the grandson of President George H.W. Bush, the son of former Florida Governor Jeb Bush and the nephew of President George W. Bush. He lives in Austin with his wife, Amanda, and their two sons, Prescott and Jack. Congressman Pete Sessions (TX-32), Chairman House Committee on Rules U.S. Congress

A conservative community leader, United States Congressman Pete Sessions has combined hard work, innovative thinking, and common-sense principles to successfully represent the 32nd Congressional District of Texas. He graduated from Churchill High School in San Antonio and went on to graduate from Southwestern University in 1978, where he now serves on the Board of Trustees. He worked for then-Southwestern Bell Telephone Company for 16 years, retiring as District Manager for Marketing in Dallas. As a businessman, he served as Chairman of the Northeast Dallas Chamber of Commerce. In 1996, went to Washington, DC to represent them in the United States House of Representatives. In 2002, Congressman Sessions began representing the 32nd Congressional District, created from redistricting. In 2014, the people of the 32nd Congressional District called him back to Congress for his tenth term. Congressman Sessions pursues his goals on these and other issues through his work on various

Congressional committees and caucuses. He serves as the Chairman of the powerful House Committee on Rules, which is best known for its role as the legislative gatekeeper. In 2008 and 2010, he was elected by the House Republican Conference as Chairman of the National Republican Congressional Committee.

Ambassador Jesus Reyes Heroles Former Ambassador of Mexico to the United States and Minister of Energy of Mexico

Reyes Heroles was Mexican Ambassador to the United States from October 1997 to November 2000. He previously served as Minister of Energy in the Cabinet of President Ernesto Zedillo, a post in which his responsibilities included presiding as Chairman of the Board of both PEMEX and public electric utility CFE, among other organizations. In December 1994 he was appointed General Director of Banobras, Mexico infrastructure development bank. He was Chairman of the Board and General Director of GEA Grupo de Economistas y Asociados, a consultancy he co-founded in 1990. During 1993-1994 Reyes Heroles was Mexico’s member of the Asia-Pacific Economic Cooperation (APEC) Eminent Persons Group (EPG). He served as Coordinator of Advisors for Mexico’s Ministry of Foreign Relations (1989 to 1990) and prior to that was General Director of Fiscal Planning (1983 to 1988) throughout the administration of President Miguel de la Madrid. His

most recent public sector post was that of General Director of Petróleos Mexicanos (December 2006 to September 2009). Prior to that (2001 to November 2006), Jesús Reyes Heroles G.G. was engaged in private activities including the position of Executive President of StructurA, which includes GEA, PRoA, MBD and EnergeA. During those six years he was a member of a number of boards of directo rs including those of Wal-Mart México and Banamex Citigroup. He currently serves on the boards of Banco Santander México and OHL México. Moreover, he is a member of the advisory boards of the Energy Intelligence Group (EIG), and the Mario Molina Center for Strategic Studies on Energy and the Environment, A.C. Ambassador Heroles has taught undergraduate and postgraduate courses in economics at ITAM, where he currently teaches a course on the economy of Mexico. Jesús Reyes Heroles has been continuously involved in philanthropic activities. He sat on the board of trustees of the Universidad Iberoamericana, chairman of the board of trustees of the Fundación Tagl, and is currently member of the board of trustees of the Gonzalo Río Arronte Foundation and chairs that organization’s Water Committee. In 1994 he was President of the National Committee that prepared the agenda for the democratization of the Institutional Revolutionary Party (PRI). He has authored books on economics and has published diverse articles in academic publications. He writes a fortnightly column in the Mexico City daily newspaper El Universal.

Ismael Berumen, Audit Partner KPMG

Ismael Berumen is audit partner recently relocated into KPMG Houston office. Ismael also leads KPMG’s U.S. Mexico Corridor whose primary focus is the coordination between KPMG U.S. and KPMG Mexico in serving clients on both sides of the border. Prior to relocating back to Houston, Ismael worked in the KPMG Mexico City and KPMG New Orleans offices serving primarily energy clients. During his career, he has dedicated a significant amount of time serving clients in Latin America, primarily in Mexico, Venezuela, and Colombia, as well as foreign energy companies with operations in the U.S. Ismael obtained a B.B.A. from the University of Texas at El Paso and is a CPA in the States of Texas and Louisiana.

George Baker, Editor & Publisher Mexico Energy Intelligence

George Baker is the long‐time editor of MEXICO ENERGY INTELLIGENCE, a Houston‐based newsletter that addresses matters of commerce, institutional development, law and regulation. In parallel, he directs his firm’s web portal: ENERGIA.COM, where visitors may read interviews with stakeholders and analysts. He is also the creator and

leader of two language‐proficiency workshops for oil and gas professionals.Mr. Baker was the first Fulbright Exchange Scholar at Mexico’s National University (UNAM), where, in the School of Philosophy and Letters, he lectured in Spanish. Other academic appointments have been at California State University, Fullerton, New Mexico State University, and University of Maryland, Far East Division, where he lectured in Japan, Korea and Thailand. He holds a Ph.D. in history from Duke University, and a M.A. in Social Sciences from California State College, Fullerton.

Richard Byrnes, Chief Port Infrastructure Officer

Port of Houston Authority

Rich Byrnes is the Chief Infrastructure Officer for the Port of Houston Authority with responsibility to steward over $2B in physical assets. The Port of Houston Authority Infrastructure’s areas of responsibility include facilities and master planning, strategic asset management, the non-federal role in Ship Channel Management, road and rail freight mobility, and environment. Rich has worked with Fortune 100 corporations, State-Owned Enterprises, and governments on every continent. He has managed supply chain and wintering over the South Pole and Antarctica. He has worked as an oil field engineer in the Middle East. Mr. Byrnes has consulted to ports and shipping companies in the East, West and Gulf Coasts, Latin America and Australia, and has worked petrochemicals clients in the Americas, Asia, Europe and Middle East. Rich was also a Clinical Professor of Leadership at Texas A&M’s Mays

Business School.

Patrick Schaefer, Executive Director, Hunt Institute for Global Competitiveness University of Texas at El Paso

Patrick is the Executive Director of the Hunt Institute. His work focuses on Ibero-American commercial, financial, and natural resource law, with a particular emphasis on Mexico, Brazil, Spain, and Portugal. He received his J.D. from the University of New Mexico School of Law and his LL.M. from the Universidad Católica Portuguesa, where he was a Fulbright Scholar. Prior to his appointment at the Hunt Institute, Patrick has published work on international bankruptcy and trans-boundary natural resource management, held positions at the law firm of Uría Menéndez, the Inter-American Development Bank, and, most recently, the World Bank Group. Patrick is also an active member of the New York and New Mexico bars, as well as the American Society of International Law and the International Law Association.

Soll Sussman, Managing Director S cubed Studio

Soll Sussman is currently Managing Director of S Cubed Studio, a consulting firm focused on cross border market entry opportunities. Prior to this, he spent 21 years at the Texas Land Office, a state government agency, working with a variety of energy marketing, renewable energy, alternative fuels and border energy programs. Working as a consultant for the Border Environment Cooperation Commission, he continues to coordinate the annual U.S.-Mexico Border Energy Forum, now in its 21st year. Soll returned to Texas in 1990 after nearly a decade working outside the United States as an international correspondent for The Associated Press. His last post was as A.P. bureau chief for Canada, based in Toronto. He also spent five years in Mexico City as A.P. news editor for Mexico and Central America. His domestic assignments for The Associated Press included Dallas, Austin, Washington and New York.

He has a master's degree from the University of Texas' Institute of Latin American Studies and is a graduate of Johns Hopkins University in Baltimore. He also continues to work as a writer, contributing freelance pieces on business and cultural topics to a variety of weekly and monthly publications.

Rodolfo Rueda Ballesteros, Executive Director, Fundación Fomento Mexicano and Senior Counsel & Corporate Secretary of Iberdrola Generación México

Rodolfo is the Executive Director of Fomento Mexicano para el Desarrollo Sustentable, a non-profit organization

recognized by the United Nations and with presence in Argentina, India and Africa that focuses on the sustainable

development of Mexico and developing countries with projects and initiatives related to global energy access and

climate change. Rodolfo obtained his law degree from the Universidad Anahuac in Mexico City, and holds two MBA

degrees, the first of them by the ICADE Business School of the Universidad Pontificia Comillas (Spain), and the

second one by the Strathclyde University Business School (UK); he also received with honors a postgraduate degree

in Business and Energy Law. Since 2015, Rodolfo was appointed by the World Energy Council as one of the 100 Future Energy Leaders.

Rodolfo´s professional practice is focused mainly in energy and infrastructure projects. Finally, he has taught as an adjunct professor and

has been published on several occasions with his main expertise in the fields of energy and environmental issues.

Dana Harmon, Executive Director Texas Energy Poverty Research Institute

Dana Harmon has 13 years of leadership and management experience in the energy and consumer products

industries. As Executive Director of TEPRI, Ms. Harmon has overall strategic and operational responsibility for

execution of TEPRI’s mission to inspire lasting energy solutions for low-income communities across Texas. Prior to

joining TEPRI, Ms. Harmon spent seven years in the oil and gas industry. She led multiple start-ups, bringing to

market new products in geophysics and exploration technologies. Ms. Harmon spent several years in management

consulting, advising her clients on supply chain solutions including performance management programs, network

strategies, and facilities and systems implementations across the United States. Ms. Harmon earned a B.S. in

Industrial and Systems Engineering from the Georgia Institute of Technology in Atlanta.

Manuel Enrique Sánchez Martínez VVital Energía

Manuel Enrique Sánchez Martínez is an entrepreneur of the Energy Sector, a consultant in the Public and Private Sector, a specialist in Energy Transition and Public Policies as well as a Professor at The University of Monterrey. He served for more than 10 years as the Head of the Divisional Office in the Federal Electricity Commission (CFE), Productive Company of the Ministry of Energy of the Federal Government. In the Private Sector, he has professional developments in companies such as Corporate Grupo IMSA, Cuauhtémoc Moctezuma Brewery (Heineken), Villacero, Hylsa-Galvak (Ternium) and Metalsa UEN Camiones (Trucks). Mr. Manuel Enrique Sánchez Martínez is an Industrial and Systems Engineer (ISE) and holds a Master’s Degree in Business Administration (MBA) from The

University of Monterrey.

Eduardo Daniel Sánchez Martínez Business Development Consultant

Eduardo Daniel Sánchez Martínez is an economist with over six years of experience in both public and private sectors.

He is currently working as a business development consultant. Expertise areas include: financial analysis, transfer

pricing, economic development, business administration, project management, in-depth knowledge in foreign

investment attraction, supply chain integration, clustering, and policymaking. Mr. Martínez is a bilingual professional

with project management experience in the public sector, highlighting the establishment of a high-profile investment

project – an automotive OEM in the State of Nuevo Leon, Mexico.

Erika Benson, President Benson International Group, LLC

Erika D. Benson assists clients with developing, strategizing and managing renewable energy transactions, primarily utility-scale solar projects, and providing policy and regulatory advice to generation and transmission project developers in emerging and expanding electricity markets. She helps develop and provide guidance on generation and transmission procedures and policies for developers, governments, investors, and energy product manufacturers who are navigating or creating new market structures around the world, while emphasizing on Mexico and cross-border opportunities with the United States. Prior to Erika's time with the Benson International Group, she spent several years as a partner and shareholder with top international law firms in Washington DC and Austin, Texas. She was also with the U.S. Department of Energy in Washington, D.C., as a Senior Advisor for the Americas in the Office

of Policy and International Affairs.

Max Hernandez, CEO SL Global Energy

As CEO of SL GLOBAL Energy, Max Hernandez is responsible for the growth of ROME Drilling Services, Field Personnel Resources and the Gulf Coast Minerals Organizations which collectively provide oil and gas exploration and transport support services in around 50 project locations in the US and México. He is also a partner to HCX in Mexico. Mr. Hernandez has held senior corporate positions for Schlumberger, NOV, and ERM. Mr. Hernández was a shareholder to EnergeA from 2013 to 2016, and was principal on the international analysis for crude transport for CRE, the legal framework for the ASEA Hydrocarbon Agency in Mexico, and large scale project decision making analysis for E&P investment. Hernandez holds a B.A. in Electronics Engineering from ITESM and a Masters Degree

in Petroleum Engineering and PM from Heriot Watt University in Scotland.

Marcelo Mereles Gras, Partner

Marcelo Mereles was in charge of international affairs for Petróleos Mexicanos between 2007 and 2009. Prior to that

he worked at Pemex as Coordinator of Financial Analysis (2001-2006), a post in which he was in charge of analyzing

financial statements and investment projection evaluation for Pemex Exploración y Producción, and Pemex

Refinación, and other departments. Outside of the energy sector he has served as Coordinator of Advisors to the

Ministry of Labor and Social Provision (2009-2010), and as Chief of the International Affairs Unit of that same ministry

(2010-2011). He also worked as an advisor to the Attorney General of Mexico (2006), and as Deputy Director of

International Information for the Presidency of the Republic (1996-1999)..

Francisco Guajardo, Vice President Grupo DIDSA

Francisco Guajardo is the Vice President of Business Development for Grupo DIDSA. He holds a Law Degree from UANE and did his postgraduate studies at Harvard University and The University of Nottingham in the UK. Mr. Guajardo has worked on international law matters at the Mexican Embassy in Brussels, Belgium and was an associate attorney (energy and corporate) at the International Law firm, Basham, Ringe y Correa. In 2010 Francisco based a policy of sustainable growth by developing projects of renewable and clean energy that contribute to the preservation and enhancement of our planet. He is an active member of the WTERT network and has developed environmental and waste projects in Guatemala, Colombia and Ecuador. He has been member of the Mexican Association of Natural Gas, US-Mexico Bar Association and an International Representative of the Latin American Council of International and

Comparative Law (COLADIC).

Tania Rabasa Kovacs, Director, New Business Developement

Federal Electricity Commission, Mexico

Tania Rabasa Kovacs has a Masters degree from el Colegio de México and a degree in Economics, Politics and Philosphy from York University. She pursued studies in Economics at the American University of Paris and of Social and Political Sciences at the Institut des Sciences & Techniques Humaines in Paris. She has worked in the public sector in Mexico and abroad (Ministry of Foreign Affairs, National Commission for Human Rights in Mexico, Federal Institute of Access to Public Information, National Foundation for Educational Research), as well as in the private sector (Foundation “Este Pais”). She was a consulting partner at Solana Consultores; Chief of Staff of an Independent Board Member of PEMEX and she is now advisor to PEMEX´CFO. She is fluent in several languages: Spanish, English, French and German.

Fred Hutchison, Executive Director Our Energy Moment, LNG Allies, Inc.

Fred H. Hutchison is president of Franklin-Hamilton, Inc. and Executive Director of LNG Allies and Our Energy Moment. An advocate, communicator, and entrepreneur, he has been a government and public relations generalist for more than four decades and is a trusted advisor to private and public sector leaders around the world. His subject matter expertise includes energy, technology, forestry, and scientific research. Educated as a civil engineer at the Massachusetts Institute of Technology (MIT), he was legislative assistant for energy and natural resources for Sen. Frank Church (D-Idaho). He is a national magazine contributor and an elected member of the American Society of Journalists and Authors, the professional association of independent nonfiction writers.

Emil Peña, Senior Advisor, Murrah & Killough, PLLC and Executive Director of the Global Energy Safety Institute

Emil Peña serves as Executive Director of the Global Energy Safety Institute, an organization transitioning NASA space program knowledge and technologies into the energy sector for oil, gas, utilities, and renewables. Prior to holding his current position, Mr. Peña was Executive Director of National Corrosion Center at Rice University, as well as the Energy and Environmental Systems Institute. There he managed faculty and student led programs and initiatives focused on research in material science, energy and the environment, integrating with the private industry in the energy and corrosion space. He dealt with utility infrastructures, conventional oil and gas technologies as well as sustainables. Mr. Peña previously served in the Clinton Administration, in the U.S. Department of Energy as the Deputy Assistant

Secretary of Energy overseeing the Office of Natural Gas and Petroleum Technology, in the Office of Fossil Energy and was responsible for administering oil and gas programs including research and development, planning and environmental analysis, and import and export LNG activities.

Dan Garcia, CEO Pipeline Compliance Group, LLC

Dan Garcia is a veteran of the U.S. Air Force with an extensive background developing RP-1162 Public Awareness Programs, conducting PHMSA compliance audits, and developing pipeline safety education programs. Dan has worked with pipeline construction companies, pipeline construction project managers, pipeline engineers, pipeline surveyors, environmental engineers, pipeline safety attorneys, and other pipeline professionals and has counseled midstream operators on various PHMSA compliance programs. Dan Garcia is a graduate of Texas A&M and the University of Pittsburgh School of Law and is a licensed attorney in the Commonwealth of Pennsylvania.

Jonathan Booe, Executive Vice President & Chief Administrative Officer North American Energy Standards Board

Jonathan Booe has been an attorney for the North American Energy Standards Board (NAESB) since 2007 and is the staff lead for smart grid efforts, gas and electric market harmonization activities and cybersecurity. As an attorney for NAESB, Jonathan has worked with companies in the natural gas and electric wholesale and retail markets to develop business practice standards, protocols, and contracts to add efficiency, transparency and clarity to market processes. Jonathan has drafted filings to the Federal Energy Regulatory Commission (FERC) and has participated in the development of standards in response to FERC Order Nos. 890 and 698. Jonathan is the acting NAESB liaison for many of the organizations promoting standards development activities including the FERC, the Department of Energy, the National Institute of Standards and Technology (NIST), the National Association of

Regulatory Utility Commissioners (NARUC), the North American Electric Reliability Corporation (NERC) and many energy trade associations. Jonathan holds a Bachelor of Science from Texas A&M University and a JD from South Texas College of Law. He is a member of the State Bar of Texas and the Energy Bar Association.

Jorge Piñon, Director, Latin America and Caribbean Energy Program Jackson School of Geosciences, University of Texas at Austin

Mr. Piñon began his thirty-two year career in the energy sector at the Shell Oil Company’s supply and transportation organization in 1975. He was President and CEO of Transworld Oil USA and President of Amoco Corporate Development Company Latin America. In 1994 he was President of Amoco Oil de México and President of Amoco Oil Latin America, based in Mexico City. He was a member of the board of INROADS de Mexico and Vice President of the American Chamber of Commerce of Mexico. Mr. Piñon has managed BP Europe’s western Mediterranean petroleum supply and logistics operations. He has conducted research and country risk assessments as a Visiting Energy Fellow at the University of Miami’s Center for Hemispheric Policy and at Florida International University’s

Latin American and Caribbean Center prior to joining the University of Texas at Austin in 2012. Mr. Piñon received the “Yiacatecutli” award for distinguished service in the promotion of U.S.-Mexico business relations. He holds a degree in International Economics and a certificate in Latin American Studies from the University of Florida, Gainesville.

Radha Subramani, Director, Energy and Economic Analysis Division Natural Resources Canada

Radha Subramani is the Director of Energy and Economic Analysis at Natural Resources Canada. In that role, she is also Canada’s Technical Secretary and representative to the North American Cooperation on Energy Information (NACEI) initiative. Ms. Subramani previously worked in the Privy Council Office and Canadian Department of Finance. She is a graduate of the University of Toronto and the London School of Economics.

Stephen Molina, Texas Member, Interstate Oil & Gas Compact Commission Former Counsel at Dentons

Mr. Molina was formerly the General Attorney of ARCO Oil and Gas Company, Vice President General Counsel at Vastar Resources, Inc., Chief Counsel for ARCO Latin America (Caracas, Venezuela), Vice President and General Counsel for Benton Oil and Gas Company (now Harvest Natural Resources), and General Counsel to the Oman Oil Company in the Sultanate of Oman. He is a 1970 graduate of the University of Texas at Austin (B.A.) and 1974 graduate of Southern Methodist University School of Law (J.D.).

Chris Moore, Managing Director Moyes & Co.

Chris Moore has over forty years of industry experience. This includes the provision of original economic analysis models from individual assets to corporate rollups; exploration portfolio management including resource assessment, risk analysis, economic analysis, and portfolio tools; competitive bidding analysis and models; production sharing agreements and joint operating agreements. He is also involved in the preparation of Fair Market Valuation Reports, Optimum Working Interest determination, Competent Person’s or Independent Expert’s Reports, and has acted as an Expert Witness in litigation or arbitration proceedings. Prior to joining Moyes & Co. in 2000, Chris worked as a geologist for BP in Aberdeen, London, and Tunis from 1975 to 1980. He then joined Tricentrol in London and following ARCO’s acquisition of Tricentrol in 1988, he joined ARCO British as Planning Manager. In 1989 he moved

to ARCO’s international headquarters in Plano, Texas. Chris received his BA and MA (Cantab) at the University of Cambridge.

William Hunt Buckley, Senior Counsel Haynes & Boone

Hunt Buckley has more than 30 years of experience in international and domestic transactions, focused primarily on the energy industry, along with others. He has represented international and domestic energy and telecommunications companies and service providers, project developers, financial institutions, and domestic and foreign investors in various projects in the U.S., Canada, Mexico, South America, China, Southeast Asia, West Africa, and the Former Soviet Union. He is currently located in the firm’s Mexico City office, and is intimately involved with the Mexican energy reform. He has handled a variety of oil and gas exploration and production transactions, agreements, and bids, as well as pipeline transactions, bids, and contracts.

Ernesto Marcos, Partner Marcos y Asociados Infrastructura y Energía, S.C.

Ernesto received a Ph.D. in Economics from University of Notre Dame. His career includes positions as Chief Financial Officer of Petróleos Mexicanos, President of Nacional Financiera, Mexico’s development Bank, and Undersecretary for state owned industry in the Mexican federal government. In 1995, he founded Marcos y Asociados. He has served as Adjunct Governor of the World Bank, the International Finance Corporation, the Interamerican Development Bank and the Interamerican Investment Corporation. He has served as Chairman or member of the board at various corporations including Sidermex, Condumex, Cemex, Aeroméxico, Celanese, Grupo ICA, Bancomer, Fina Oil and Chemical Company and Repsol.

Gabriel Heller Green, Director General of Investor Relations & Promotion Ministry of Energy, Mexico

Gabriel Heller Green has extensive experience in the energy and finance sectors. He started his professional career in the Central Bank of Mexico where he collaborated in the Directorate of Economic Research on issues of monetary policy and in the Directorate of Operations for operations in the primary market. In the following years, he joined the PMI Group, a subsidiary of PEMEX, first in Mexico City’s headquarters in the Financial Directorate in charge of the funding of the Group, as well as at the Products Directorate; and later in the Houston office as commercial liaison with crude oil international clients and responsible for promoting and marketing exports of Mexican crude to the American, European and Asian markets. Currently, Gabriel is the Director General of Investor Relations & Promotion at the Ministry of Energy of Mexico. He holds a Bachelor’s Degree in Economics from the Instituto Tecnologico Autonomo

de Mexico (ITAM) and a Master in Business Administration from the London Business School (LBS).
