Sub : Tender for Supply, Testing and Installation of Radio Frequency Identification (RFID) Based Library System.

A. Background

ERNET India will be carrying out installation of Radio Frequency Identification (RFID) based library system for Department of Information Technology (DIT) library at 4th Floor, Electronics Niketan, 6 C.G.O. Complex, Lodi Road, New Delhi. It is proposed to deploy the offered solution for Library Management of the Books, Journals, Non Book Material and Detection System.

The Coverage Area includes DIT Library at 6 – C.G.O. Complex, Lodi Road, New Delhi. There is only one entry / exit point in the library, for which complete RFID Based Library Management Solution is required. DIT Library needs a walk through type gate antenna. At the entry / exit two antennas are to be installed at the main door of the library. There are approximately 20,000 books journals in Technical Library.

B. Specification of solution

Specifications of the solution needed are listed at `Annexure - I’.

C. Eligibility Criteria for participating in the Tender 1. The bidder must be an Original Equipment Manufacturer (OEM) of RFID hardware

components or an Authorized Distributor of OEM of RFID hardware components or a System Integrator having experience in RFID Solutions.

2. The bidder must have supplied and commissioned RFID based solutions in at least one

library in India. The complete solution provided by the vendor must include supply and installation of RFID components, development and operationalization of software components and RFID Consumables in an integrated manner. (Enclose documentary proof in form of Purchase order/Job order received/Invoice raised, which are verifiable).

3. The registration number of the firm along with the CST Number allotted by the Sales Tax Authorities must be given in the tender bid. (Enclose necessary documents).

4. Tender Document can be purchased against a Demand Draft or Banker’s Cheque of Rs.500/- drawn in favour of “ERNET India”, New Delhi from Shri Gulshan Kumar, Section Officer, ERNET India during 17th May, 2007 to 25th May, 2007 (3.00 p.m. – 4.00 p.m.). The Tender Document can also be downloaded from www.eis.ernet.in. In such

case, an amount of Rs.500/- in the form of Demand Draft/Bankers’ cheque drawn in favour of “ERNET India”, New Delhi would be required to be furnished along with the bid.

5. Quotations should be submitted in two separate covers. First cover indicating “COVER FOR TECHNICAL SPECIFICATION” should consist of only technical specifications of the system offered along with literature, pamphlets, drawing etc. This cover should consist complete technical specifications, make, model, names of supplier/manufacturer and commercial terms etc. of the system offered. Price column in this cover should be kept blank. TENDER FEE AND EARNEST MONEY DEPOSIT SHOULD ALSO BE SUBMITTED IN THIS COVER. Second cover indicating “COVER FOR PRICE BID” should consist the same details of first cover as well as price details also. Both the covers should first be sealed separately, and then both the covers should be kept in a single sealed bigger cover. This cover addressed by name to the officer signing this enquiry should be submitted on or before the due date and time.

6. Bids should be valid for a minimum period of 180 days after the due date.

7. Envelope should bear the inscription:-

“Quotation for Radio Frequency Identification (RFID)” “Tender Enquiry No. : EI-D/GA/8-12/2007 “Due Date & Time : 11th June, 2007 at 3.00 P.M.” “Due Date & Time for Opening of Bids : 11th June, 2007 at 3.30 P.M.

8. The Bids must reach the undersigned on or before the due date, i.e. 11th June, 2007 by 3.00 p.m. Bids received after the due date & time are liable to be rejected. In the event of due date being a closed holiday or declared Holiday for Central Government offices, the due date for submission of the bids will be the following working day at the appointed time & venue. Bids received will be opened on the same day, i.e., on 11 th June, 2007 at 3.30 p.m. Parties participating in the bid are requested to be available for opening of bids.

9. EARNEST MONEY DEPOSIT

a. Each quotation must be accompanied by Earnest Money Deposit of Rs.20,000/- (Rupees Twenty Thousand only) shall be in the form of Demand Draft/Pay Order/Bank Guarantee drawn on any Indian Nationalized Bank in favour of Chief Finance Officer, ERNET India, New Delhi. Bank Guarantee should be valid minimum for a period of 180 days from due date (original) of the quotation. Quotations received without Earnest Money Deposit are liable to be rejected.

b. Earnest Money is liable to be forfeited and bid is liable to be rejected, if the tenderer withdraw or amends, impairs or derogates from the tender in any respect within the period of validity of the tender.

c. The earnest money of all the unsuccessful tenderers will be returned as early as possible after the expiration of the period of the bid validity but not later than 30 days of the issue of the purchase order. No interest will be payable by ERNET India on the Earnest Money Deposit.

d. The Earnest Money of successful bidder shall be returned after completion of the work.

D. Placing of Work Order

1. Job/Purchase Orders for the solution and/or hardware, consumables will be placed as per the requirements on the finally selected bidder for the complete solution on turn-key basis.

2. Items must be supplied in full as per the ordered configuration for acceptance within the stipulated period. No item with short supply will be accepted under any circumstances.

E. Supply and acceptance of item 1. During installation at the site, if any item is found to be defective or broken, it will be

replaced with the brand new item by the bidder at their cost and risk within 30 days.

2. ERNET reserves the right to reject any item, if found unsuitable and/or not conforming to the approved specifications. The rejected items, if any, shall have to be taken back and replaced by good quality item forthwith at the cost of the bidder.

F. Warranty/Annual Maintenance Contract 1. All items should carry minimum 3 (three) years warranty after acceptance/installation of

the equipment/system.2. AMC rates for 3years have to be quoted by the vendor after 3 year of free warranty. AMC

cost will be taken into account in deciding L1 bidder. Yearly AMC will be awarded on satisfactory completion of warranty period on the quoted/accepted price.

G. Penalty

1. The schedule to be given for testing and acceptance and/or delivery and installation at site is to be strictly adhered to in view of the strict time schedule for implementation of the project. Any un-justified and unacceptable delay in delivery beyond the delivery schedule as per Purchase Order) will render the bidder liable of penalty at the rate of 0.25% (zero point two five percent) per day subject to a maximum of 40 days and thereafter ERNET holds the option for cancellation of the order for pending supply and procure the same item from any other bidder at the risk and cost of the defaulting bidder.

2. During warranty period, if the system fails either due to hardware failure and/or software failure and bidder fails to bring the system live within one working day after receiving the complaint through e-mail/ Telephone/ written, an amount of Rs.500/- (Rs. Five Hundred only) per day will be levied as penalty. The penalty so imposed will be recovered from the payment payable to the firm.

3. Penalty amount exceeding Rs.5,000/- (Rs. Five Thousands only) during a month will lead to forfeiture of whole amount kept as Security Deposit towards warranty clause. In such case ERNET India/DIT has the right to engage the services of a third party to salvage the system at the risk and cost of the selected vendor.

4. Security Deposit of the defaulting bidder will be forfeited.

H. General Conditions

i. All terms and conditions for the supply, testing, acceptance, payment terms, penalty etc. will be as those mentioned herein and no change in these terms and conditions will be acceptable.

ii. The software developed for commissioning the complete solution will be DIT property and the vendor has no claim, what-so-ever over this. The vendor will provide the entire source code to DIT.

iii. ERNET will not be responsible for any delay on the part of the bidder in submission of the tender bid.

iv. ERNET reserves the right to reject any tender without assigning any reason.

v. Tender document is not transferable.

vi. Any default in the term and condition of the tender will lead to rejection of the bid and forfeiture of EMD and Security Deposit.

vii. Incomplete Bids will be out rightly rejected.

viii. Failure to substantiate any of the information given while submitting the bid shall be a ground for rejection of the bid.

ix. Bidders are permitted to conduct site survey. The bidders are requested to get prior permission and fix the time frame in consultation with Administration Section. ERNET India will not bear any cost/risk for getting the site surveyed. It is the bidder's option to conduct the site survey. Any delay in getting the site surveyed, will not qualify for any extension in the timelines of the tender submission.

x. In case the offered solution needs cabling in the building including Internet/LAN cables, cost of laying such cables and its laying will be borne by the vendor and it must be included in the financial quote.

xi. ERNET India reserves the right to change, delete and add any technical specification and any term and condition of the tender, as required during the process of implementation.

xii. Bidders must submit the technical and financial bids separately as per the given format.

xiii. If considered necessary, the technical evaluation committee may decide to visit to inspect manufacturing facilities/software development or visit operational sites with quoted solutions, to ascertain the strength of the bidder.

xiv. During Technical Evaluation process, bidders will be asked to showcase solution offered for RFID-based Library Management System with complete details of hardware, software and consumable needed to install the solution. This may be done in the form of developing a working prototype. This prototype must be developed for 100 books available in the Library of DIT with all the functionalities listed in Annexure - I in Technical Library at 4th Floor. The cost of developing such prototype shall be borne by the bidder. Any damage caused to DIT Property in developing and deployment of this prototype will be recovered from the bidder's EMD or any amount payable.

xv. In setting up prototype, bidder is expected to deploy only those components of hardware and software and consumables for which the financial bid have been submitted. Bidder is not supposed to change frequency, type of RFID Tags and readers deployed during the development of prototype while implementing the final solution.

xvi. Date and time once agreed upon mutually for implementing the solution by the bidder/ DIT/ ERNET will not be changed. Delay from the stipulated time frames in developing the prototype will lead to the rejection of the bid and forfeiture of EMD.

xvii. Decision of TEC in approving the prototype will be final and no representation will be entertained in this regard.

xviii. Bidders must submit the separate rates for all the RFID components such as hardware, software, RFID Tags, manpower support and hardware items.

xix. L1 bidder will be calculated on the basis of a complete solution. AMC cost for 3 years will be considered for calculating the L1 bidder.

xx. DIT reserves the right to increase/decrease the size of the project, in terms of requirements.

xxi. The work has to be undertaken by the bidder on turnkey basis

xxii. The prospective bidders requiring any clarification about the contents detailed in the tender document may notify the ERNET in writing at ERNET’s mailing address. Clarifications received till 72 hours before the closing date/time of receipt of bids will be responded. Clarification sought by the Bidders along with ERNET’s response will be posted on ERNET’s website `www.eis.ernet.in’ till 48 hours before the closing date/time of receipt of bids. Accordingly, all the Bidders must refer the ERNET’s website for the clarification, if any, before submission of their bids on the due date/time.

xxiii. Inspection: ERNET India or its representative shall have the right to inspect or to test the items to confirm their conformity to the ordered specifications. The supplier shall provide all reasonable facilities and assistance to the inspector at no charge to ERNET India/DIT. In case any inspected or tested goods fail to conform to the specifications, ERNET India/DIT may reject them and supplier shall either replace the rejected goods or make all alterations necessary to meet specification required free of cost to ERNET India/DIT.

xxiv. Payment Terms: 90% payment shall be made by ERNET India after delivery and satisfactory completion of installation, commissioning, testing and acceptance of the equipment as well as receipt of pre-receipted bill in duplicate. 10% payment would be released after expiry of the warranty period of 3 years which will be kept as security deposit till the three years warranty period is over or 100% on satisfactory completion of installation, commissioning, testing and acceptance of the equipment if the firm submits the Performance Bank Guarantee of the amount equivalent to 10%, which should be valid for the period of warranty as well as receipt of pre-receipted bill in triplicate.

xxv. Parties should quote their rates in respect of Bill of Material as per Annexure – II. Rates quoted by the Bidder shall be final and no negotiation will be held

Annexure - I

Technical Specifications of the Solution needed by Department of Information Technology (DIT) : Library.

Library is situated in 6-C.G.O. Complex. The total number of books/magazine/assets available in Library will be around 20,000 (Twenty Thousands). The salient features of the system required by DIT are as under:

1. It must be a turnkey solution for supply and integrating all the necessary RFID components viz. hardware, software (middleware and application both) with the existing building LAN. All the RFID components chosen for complete solution must conform either to ISO 15693 (ISO18000-3-HF- EPC Class) or to ISO18000-6 EPC Class 1 GEN2.0) standard. No financial preference will be given based on the standard chosen by the bidder. Computing environment (client m/c, server m/c, and OS (Windows and or Linux) also has to be provided by DIT.

2. The broad functionalities required from the offered solution are as follows: a. To create, append and edit inventory database of books/magazines/assets. b. To facilitate the physical verification off the RFID inventory, in semi automated manner.

c. To take the presence of all RFID tagged assets in a given area of operation through RFID hardware component and to cross verify their status with the database for any shortcoming/excess through the application software as and when required by in-charge of the operational area.

d. To track the inventory of all RFID Tagged items available in various shelves in the Library.

e. The alert over the wrongful exit of an RFID tagged book/magazine must be conveyed to the Library-in-charge through Mobile Phone.

f. The official's movement (entry/exit) in Library should be tracked using solutions based on RFID Products.

g. To generate normal alerts through e-mails, pop-up menus, beep, alarms and SMS for noticing unauthorized movements within Library bay in 6 – C.G.O. Complex.

3. The solution for Library must consist of at least one Automated Issue Counter and one

Automated Receipt Counter. These counters must be in operation without any assistance from Library staff and with almost no input from the Library members except placing of RFID Library Membership card and RFID Tagged Library Book by the Library Members. The design, quality and aesthetic of these counters must match surrounding area of DIT Library.

4. The bidder must submit the colored photograph of these automated issue and receipt counter in Library with the complete details of the material used to fabricate such counters.

5. The solution offered must not disturb the present aesthetic of the work place. 6. The software developed to meet the requirement would be property of DIT.

7. Bidder will provide two (02) technical manpower for two months to run the complete system. They will train the DIT's persons to enable them to operate the system and also to carry out the modifications. The technical manpower provided by the bidder must be made available during office hours on all the working days. A pre-designated officer of DIT will monitor their attendance. Apart from the technical manpower, the bidder will also provide manpower for enabling the available books/journals in Library to become RFID-based inventory.

8. Bidder must enclose the technical specifications of all the RFID hardware components to be used in the offered solution. No deviation in the form of less features of the technical specifications shall be acceptable.

9. Any RFID hardware component for which the technical specification has not been

enclosed will not be accepted. 10. All RFID hardware components deployed in setting up the complete solution must have

certification from an accredited agency

11. The bidder has to indemnify DIT over the use of frequency suggested and deployed. The bidder must take into account the environment and health related safeguards while recommending the solution.

12. RFID tags must be temper-proof. 13. RFID reader must be capable of multiple read and write with repetitive heavy duty

operations. 14. The bidder has the option to add more functionality to the offered solution.

15. DIT Library is having all books with BARCODE and using the BARCODE technology for its day-to-day operation. The existing software in Library is "LIBSYS" developed on UNIX platform.

16. Minimum bill of material, as envisaged by DIT at this stage is given at Annexure - II.
