Introductory Note The present document serves as a resource to elucidate and map out the degree and manner of the significance that international trade and investment have for the State of Texas and its historic and continued economic growth. The historical data presented here arises almost entirely from official government sources in the United States, Canada, and Mexico, with the exception of several of foreign direct investment indicators. The data mapping proceeds by first describing comparative population, gross domestic product, and employment data in the State of Texas, Canada, and Mexico. It then described the nature and scope of foreign investment in the state, both in value and employment, by country and industry. Finally, the mapping details the commodity trading relationship that the state has had with its most active partners, with a special focus on Canadian Provinces, Mexican States, and the land and maritime ports of entry. Here, detailed information is provided on the commodities trade and the land and maritime ports of entry. This data mapping is intended to be used as a resource and reference point for future discussions regarding the nature of international investment and trade in the State of Texas, as well as its own role in the broader international trade and investment order. Key Findings Population, Gross Domestic Product, and Employment
The population of the U.S., as of 2017, stood at approximately 325 million, followed by Mexico at 124 million, and Canada at 36 million. The population for the State of Texas that year was 28 million, with approximately 2.5 million Mexican nationals and 48 thousand Canadian nationals.
The Gross Domestic Product (GDP) of the U.S. was measured at over $21 trillion USD in 2018. For the same year, the GDP of Canada was over $2 trillion USD, and Texas was at $1.8 trillion USD, followed by Mexico at $1.2 trillion USD.
The leading industries within the Texas GDP are Finance, Insurance, and Real Estate ($273 billion USD), followed by Manufacturing ($230 billion USD), Mining and Oil and Gas Extraction ($148 billion USD), and Wholesale Trade ($146 billion USD). Of all Metropolitan Statistical Areas in Texas, Dallas Fort-Worth and Houston have by far the largest GDP, $535 and $490 billion USD, respectively.
The State and Local Government, Health Care, and Retail Trade sectors employ the most people in the State of Texas, all with over 1.6 million employees each.
Foreign Direct Investment in the State of Texas
Of all countries, Japan has the largest number of affiliates in Texas with 314, followed by the U.K. with 179, and Canada with 159. The largest single sector in which affiliates create employment in Texas is manufacturing, representing over 180 thousand jobs. The country that employs the most in Texas is the U.K., with over 119 thousand, followed distantly by France (62 thousand), Japan (51 thousand), and Canada (46 thousand).
The countries with the greatest value of property in Texas are the U.K. with $62 billion USD, Canada ($43 billion USD), Japan ($34 billion USD), and France ($21 billion USD).
While the countries with the greatest Foreign Direct Investment (FDI) by expenditure have been Germany, Spain, Canada, France and Japan, China is currently the leader in Texas. The same is true for employment by FDI expenditure, where China is now the leader. Mexico currently ranks seventh in both regards.
State of Texas International Trade
Total trade with China has grown to almost $660 billion USD, making it the principal trading partner of the U.S. Canada is second at $618 billion USD, and Mexico is third at $611 billion USD. These top three trading partners also exhibit similar growth patterns in total trade. Japan stands at $217 billion USD, and South Korea at $130 billion USD.

The top export country for the State of Texas is Mexico, with almost $110 billion USD in 2018, more than doubling since 2002. Canada is a distant second with $27 billion USD, and has not grown nearly as fast as Mexico has in the same time period.
The top export commodities from Texas to Canada are Mineral Fuel ($8.58 billion USD), Electrical Machinery ($3.2 billion USD), and Nuclear Reactors, Boilers, and Machinery (Energy Generating Machinery) ($3.2 billion USD). The leading Canadian Provinces to which Texas exports are Ontario ($12 billion USD), Quebec ($5.4 billion USD), and Alberta ($2.8 billion USD). The exports to these three provinces are dominated by Machinery (to Ontario and Alberta) and Fuel Oil (to Alberta).
The top export commodities from Texas to Mexico are Mineral Fuel ($24.4 billion USD), Nuclear Reactors, Boilers, and Machinery (Energy Generating Machinery) ($23.8 billion USD), Electrical Machinery ($18.9 billion USD). These commodities have grown faster than all others from 2002 to 2018. The leading Mexican States to which Texas exports, for which there is data, are Chihuahua ($29 billion USD), Tamaulipas ($11.7 billion USD), and the Estado de Mexico ($11.7 billion USD). Machinery dominates the exports to Chihuahua and the Estado de Mexico.
The top import country for the State of Texas is Mexico, with $106 billion USD in 2018, almost doubling since 2009 ($57 billion USD). China is a distant second with $44 billion USD and Canada is third with $20 billion USD.
The top import commodities to Texas from Canada are Mineral Fuel Oil ($7.4 billion USD), by a large margin, and Nuclear Reactors, Boilers, and Machinery ($2.1 billion USD). The leading Canadian Provinces from which Texas imports products are Alberta ($9.4 billion USD), Ontario ($5 billion USD), and Quebec ($3 billion USD). The imports in these three provinces are dominated by Fuel Oil, Machinery, and Wood Products, respectively.
The top import commodities to Texas from Mexico are Nuclear Reactors, Boilers, and Machinery ($27.5 billion USD), Electrical Machinery ($23.9 billion USD), and Vehicles ($17 billion USD).
Of all Ports of Entry in Texas, Laredo leads by value, with a little over $100 billion USD in 2018, up from $32 billion USD in 2003. Laredo recently overtook the Port of Houston with $89 billion USD in 2018, also having more than doubled, with $22.5 billion USD in 2003. El Paso is a distant third with $31 billion USD as of 2018.
With respect to maritime trade, the Port of Houston’s most valuable export countries are Mexico ($16 billion USD), Brazil ($8.4 billion USD), and the Netherlands ($7.4 billion USD). The leading export commodities are Mineral Fuel Oil ($43.6 billion USD) and Organic Chemicals ($12.6 billion USD). The leading import countries are China ($10.5 billion USD) and Mexico ($8.7 billion USD). But between 2003 and 2015, the imports countries were dominated by Mexico and Venezuela, each reaching a peak of almost $18 billion USD. The import commodities are led by Mineral Fuel Oil ($17 billion USD) and Nuclear Reactors, Boilers, and Machinery ($1.45 billion USD) and Vehicles ($1.4 billion USD).
Energy exports from Texas primarily go to Mexico ($24.5 billion), Canada ($8.5 billion), and China ($6.3 billion). Exports to China have stopped growing after the imposition of U.S.-China bilateral tariffs in 2017.
