This guide is a basic introduction to medical and health services available in the Canadian Provinces of Alberta (AB), Saskatchewan (SK), Manitoba (MB) and the Northwest Territories (NWT). If you have not already done so, please read the Disclaimer above. Except when in the NWT and some remote locales, dialing “911” is a universal number in AB, SK and MB and will bring emergency service (i.e. ambulance, police, fire department) to any locale or its environs. Tell the operator where you are and what the emergency is. The operator will connect you to the service you need. If you are at a pay phone, just dial 911; no money is required.

Each provincial government and territory operates its own health insurance program for permanent residents and legal residents. Visitors (e.g. tourists) are encouraged to make sure their own personal medical insurance provides adequate coverage while overseas or obtain medical insurance protection for international travel. U.S. health insurance is not recognized by the Canadian system. If you choose not to or do not qualify to participate in a Canadian Health Care Plan and you seek medical care, you will explain that you: 1) are not a resident of Canada; 2) do not have a health card; and 3) will be personally responsible for any charges incurred. If you are dealing directly with a doctor, dentist or other health­care provider, you may need to pay immediately and seek reimbursement later through your U.S. insurance company. Most medical facilities will accept major credit cards. If you will be seeking reimbursement from your insurance company, be sure to obtain an invoice (not just a receipt indicating the amount you paid) from the health­care provider that includes the name of the provider, the address of the facility, the diagnosis, and the charge. Canadian healthcare is similar to that found in the United States, but access can be an issue. All specialty care (i.e. specialist) requires referral from a primary care provider. Family physicians provide primary care. Specialists are only seen when a patient has been referred by a family physician. In rare cases, where time does not permit the preliminary visit to a family physician first, specialists have been known to take individuals after the explanation has been made that the patient is personally responsible for payment, and a visit to the family physician would only increase the cost.

ALBERTA Alberta Health is the government entity responsible for the organization and coordination of health care in Alberta. To inquire about your eligibility to receive coverage from Alberta Health visit http://www.health.alberta.ca/AHCIP/register­for­AHCIP.html or call 780­427­7164 (for toll­free access within Alberta, first dial 310­0000). Alberta Health Services is the government entity that facilitates the provision and management of most health care services in the province (there are some “walk­in” type clinics independent of AHS). AHS is a province­wide organization that also offers recommendations and health advice via a toll free line staffed by registered nurses and health care practitioners 24 hours a day. College of Physicians & Surgeons of Alberta

The College of Physicians and Surgeons is the professional body in Alberta who issues practice permits, establishes policy, forms standards of practice, and mitigates complaints with

Alberta Dental

Air Ambulance Service

The provincial government contracts with a fleet of air ambulance providers who are linked into the 911 emergency system. Members of the public cannot make arrangements for provincial air ambulance assets independently. charge everywhere in Manitoba. In addition to getting answers to your questions, you can ask for advice and obtain help finding health care resources in your community.

The College and Manitoba Health jointly offer a service called "The Family Doctor Connection Program" which provides an up­to­date comprehensive list of Winnipeg family doctors (only) accepting new patients and is accessible by dialing (204) 786­7111 Monday ­ Friday 8:30 a.m. to 4:30 p.m. You will be assisted personally and provided with the names and telephone numbers of family physicians accepting new patients in your area.

TeleCARE Manitoba

To get into the program, your health care provider can send a referral to the program team or you can call 204­788­8688 or toll free at 1­866­204­3737 to enroll.

Air Ambulance Service

Manitoba Health contracts withSTARSaviation to provide public helicopter ambulance services in the southern portion of the province. More information can be found here: http://www.gov.mb.ca/health/ems/stars/helicopter.html. At the time of this writing STARS is not available for charter.

In Manitoba and Canada (with service into the U.S.) Fast Air Executive Aviation Services maintains a fleet of turbo­prop planes and on­call staff for 24­hour medical transport charters. “QuickCare” facilities offer non­emergency care in some cities. They are NOT staffed 24­hours a day: call to confirm hours. These clinics, staffed by registered nurses and nurse practitioners, diagnose and treat minor health issues. Air Ambulance Services Effective May 14, the new Air Operations Centre at the Edmonton International Airport will begin taking NWT patients through the GNWT (Government of Northwest Territories) medevac program. The Alberta Health Services air ambulance facility is located in the same building as the STARS helicopter. In rare circumstances, the most urgent NWT patients can be flown by helicopter to a hospital. The facility itself has a six bed patient transition room with paramedic staff to support in­bound and out­bound stable patients and aid in coordinating medevac flights held in Edmonton. It also has dedicated ground ambulance shuttles with paramedic staff that allows the medevac crew to transfer most patients at the airport, so that they can return to full service more quickly.
