O Lord God Almighty, as we close another Rotary year, allow us to thank our outgoing officers and directors, led by our untiring President, Rafael “Ramy” A. Garcia IV, for their novel projects and contributions to uplift those who are less privileged in our community. Pres. Ramy and his officers will be leaving behind another legacy which, in the long tradition of our Club’s past leaderships, will remain etched in the history of our Club.

Today, we embark on another Rotary Year under a new set of officers and directors, spearheaded by a strong-willed Rotarian who, with his wisdom and intellectual acuity honed and tested by years of immersion in the field of law, will certainly carve another milestone for our Rotary Club. He and his officers will certainly not be wanting in assistance and support from his fellow Rotarians in the Club and in the District, as well.

On this occasion, O God, we therefore call on Your divine intercession to please be ever present and forthcoming as You guide our incoming Club Officers and Directors, headed by Incoming President, NERIO “Ner” P. Laiño, in their pursuit of Club plans and projects for the benefit of our community. Inspire them, O Lord, with new ideas and give them the strength, fortitude and more importantly, the wherewithal, to pursue and implement the thrusts, objectives and vision of the Rotary Club of Pasig. Lead them, O Lord, beyond their limited wisdom, to Your greater wisdom, beyond our own limited interests, to Your greater purpose. May You instill in their minds and hearts that constant desire to observe the ideals, the objectives and purposes of Rotary, so that they shall remain true Rotarians in the eyes of men. May You help them and guide them so that they can better serve, with all honesty and candor, our community through Rotary, bereft of any selfish desires and ambitions.

Finally, bless each and every one of us now gathered and assembled here tonight, so that we shall remain ever mindful of our obligations, responsibilities and duties as true and committed Rotarians. Whilst we may be blessed with resources, talent and intelligence, we, Your humble servants, may falter and fail in our efforts to render service to our fellowmen, as we encounter difficulties and hardships along the way. Extend to us therefore, O God, Your divine assistance as we travel on towards our constant quest for excellence, inner happiness and peace with ourselves and our neighbors in another year of service.

Finally, thank You, Lord, for the food that we shall partake tonight. Thank You for this wonderful opportunity to be gathered as one big family in Rotary, as we induct our new Officers and Directors. Lead us on to another year of service and instill in our minds and hearts that constant reminder to be ever more conscious and aware of our civic, social and moral obligations to our fellowmen.

Through the years, Rotary Club of Pasig has launched and implemented notable high impact service projects, supported the goals and objectives of our district and is a contributor to The Rotary Foundation. Consequently, many of your past presidents are often tapped to serve district positions given their training and experience in your club.

Surely, many of our clubs, particularly, the new, young ones can learn a lot from the Rotary Club of Pasig, its efforts, initiatives and achievements.

Allow me to take this opportunity to congratulate our World Class President Nerio Laiño in accepting a position that every Rotarian would like to have but at the same time hesitant to accept. The hesitation comes from all angles of life starting with not being ready, being too young, being too old, etc. Personally, I believe that no one is ever ready for this position until they have been inducted.

One thing you have to remember is to include your family when deciding to accept the position. This way, they will know what to expect from you for that 1 year that you are Club President.

Every year, we have a changing of guards in our club. A new President will lead our club with his officers and board members along with the challenges that go with it. I am very confident, that the team of President Ner will be up to the task in continuing our club traditions with some changes that should help us become better than we are today.

Let us continue to “LIGHT UP ROTARY” and do what we Rotarians do best which is “Service Above Self”. Let us continue our flagship project and even create more projects that will be good for the people of Pasig.

To be president of the Rotary Club of Pasig since the time I joined Rotary some fifteen years ago was never in my dreams. It was, however, sometime during the last quarter of year 2014 that Tinig’s Rotary Notes columnist and past president Benny de Guzman told me that I can be president of our club. I told him I am already too old. Past president Benny kept on mentioning I should already be president nominee and because I realized I am still healthy I became a PN in the December 2014 elections and now I am the president of our club.

At the present time, we already have seventy two (72) members but our attendance in our weekly meetings is only from 22 to 25 members. This, therefore, becomes the principal problem in our club especially when we have speaker guests in our meetings. We occupy the biggest room at the Valle Verde Country Club for our club meetings and the result is that we always have 2 or 3 empty tables. This is not very good to look at because of our invited guests. Will transferring to a smaller room be the solution to the problem? Or will increasing the number of our members be the solution? I told myself the solution is to increase our membership, but the ensuing question is how can this be possible because the time of our weekly meetings is from 12:00 noon up to 2:00 pm. Three (3) of those I invited to be members cannot attend meetings from 12:00 noon up to 2:00 pm. Another three (3) probable members cannot also attend because they are supposed to be in their offices. This is another problem. How can we increase our membership? I proposed to our Board to change the time of our meetings to make it at 7:00 am (breakfast) for the 1st Thursday and dinner starting at 6:00 pm for the last Thursday and the in-between Thursday meetings will remain the same – lunch meeting. After several board meetings, my proposal was approved.

Last night’s meeting was very encouraging – our attendance was thirty six (36) members. Past presidents Conrad Cuesta, Rel Gomez, Peter Javier, Vic Aquino stood up also and shared their views. Future presidents Ray Armas and Albert Mendiola also participated in the discussions. PP Rhett said our meetings has been from 12 noon to 2pm for the last 44 years and the district knows this. Rtn.

nesty Carolina, our retired 3-star general of our Armed Forces also participated in the discussions. PPs Ducky, Doc. Ferds, Celso Ylagan, Jun Zafra and others preferred to enjoy by keeping themselves listening. After hearing the different views including that of RJ Ermita’s who said he can always attend meetings in the evening, I, as the incoming president, told the members his decision was to adopt PP Rel’s opinion, that is, no more breakfast meetings but only lunch and dinner meetings.

We missed last night the presence of PP Bobby Paterno. We know he will try to be present this coming July 4 Induction. Get well because PPs Esto Lichauco, Peping Mabanta, Totoy Bartolome, Sonny Samson and Jing Jose were present last night. We also missed the presence of ever supportive PHF Flor de Pano. We also missed our prayerful Kel Pascual. I hope both of them will also be presidents of our club after PE Ogie, PNDs Doc. Aga and Sec. John Peter. Dennis Albano, Bebert Lacuna. RJ Ermita and Ray Armas are also future presidents. Many more probable Rotarians will be inducted on July 4. I have said we can be a club with more than 100 members within the next five years and I think this can be done.

To listen last night to the members of our club – The Rotary Club of Pasig and which is, according to us, the premiere Club of District 3800 is indeed very gratifying. Definitely, I hope this will be up to June 30, 2016.

In closing, I am expecting all your kind support. Let us all be GIFTS to the WORLD. God bless us all.

ner was born May 12, 1936 in Malvar, Batangas but finished his elementary schooling in the Epifanio delos Santos Elementary School in Singalong, Manila.

In 1953, he finished his high school at the Araullo High School, also in Manila, and thereafter went to the Philippine College of Commerce (now PUP). In his second year after getting a job, he enrolled at the Lyceum of the Philippines to take up law but he later transferred to the UP Law Evening class where he took up his law course from 1957 to 1961. He passed the bar examinations given that same year of 1961.

From the year 1962, he engaged himself in the practice of law and in December 1991, he and his wife Chit and their three children established a bus transportation business but which they sold in the year 2007. Always active and busy, he is now in the business of small real estate development in Malvar, Batangas.

Ner and Chit have 3 children – Ma. Carlota Christina, a lawyer from Ateneo, Roselito Victor, an economics graduate from UST and is now in the US with his family, and Carlo Angelo, a business management graduate from Ateneo and San Beda. Carlo Angelo, few months from now, is expected to finish his PHD. He is an officer of the BPI Family Bank and has decided to join RC Pasig starting this Rotarian Year.

The Rotary Club of PasigDistrict 3800

The club has been making a difference in Pasig, with many major community service programs.

At present, one of the most significant of these is the Ilugin Medical Center at the school complex there. In cooperation with volunteer physicians from the club and The Medical City Medical Center, the club operates what for some time was mainly a pediatric clinic with regular feeding programs and other children health and welfare programs. Regular gynecological, dental and other services have more recently been added. Livelihood programs have also been undertaken by the residents there. The medical center has developed into a busy and useful community center, largely due to the dedicated efforts of young Rotarian Dr. Jesus Acantilado.

Another major community service program is the Pasig Rotary Gawad Kalinga village in Sitio Caliwag in Barrio Pinagbuhatan in the heart of Pasig City where squatter shanties used to stand and not long ago burned down in a fire. About 150 housing units are programmed for construction; 88 have been completed. This village requires great effort and considerable resources, but it is only the physical setting. Medical and dental missions, feeding programs and disaster assistance have provided some relief for the people there. Christmas gift-giving tries to bring in some cheer. vaccination drives seek to protect the health of the community. But the real objective includes the development of a dignified and viable community, with education, values, livelihood and self-governance promotion. Recently, through the generosity of PDG and Past President Rafael Garcia III, some land was acquired and a multi-purpose building planned for construction to be used by the community. The club mobilized assistance from the city government, private corporations like AGC Flat Glass Philippines, Inc., foundations like that of the Philippine Stock Exchange, and sister clubs like the Rotary Club of Hong Kong Sunrise and the Rotary Club of Ansan East, South Korea. It is a major undertaking worthy of an organization with a long tradition of service.

Another major project being organized at present with international assistance is to mechanize to a certain extent the livelihood programs based on the water hyacinth plants that clog our waterways.

Aside from these, the club has many other continuing as well as project-type service programs helping many beneficiaries in the community.

THE BEGINNINGSIn 1970, a group of Rotarians of the Rotary Club of Mandaluyong started organizing a new club for the municipalities of Pasig and Pateros, then

within the Mandaluyong club’s jurisdiction. They included Jess Solomon, Emil Ozaeta, Kishu Sehwani, Ito Carlos and Ernie Paje, together with the then Extension Officer of RI District 380, Mon Hechanova of Quezon City. Out of a series of preliminary meetings at Madrid Restaurant on Epifanio de los Santos Avenue (EDSA) with prospective recruits, a new group began to take shape.

By november 1970, this group was sufficiently organized to attain “provisional club” status, meeting at noon every Tuesday in the Madrid Restaurant. A charter list with 29 names was sent to RI, and on January 18, 1971, a charter formally recognizing the new club was signed by the RI President. Thus was the Rotary Club of Pasig born.

In its early years, the club tried out different places and times for its weekly meetings. Aside from the Madrid Restaurant, there was a hall in the provincial capitol, the Light House at Meralco, the cafeteria of the Manila Chronicle (now Benpres) Building on Meralco Avenue, the Marco Polo Restaurant on Shaw Boulevard, and for many years, the Green Valley Country Club. In 1985, the club moved its meeting to the Valle Verde Country Club where it continues to meet at present every Thursday at noon. Every once in a while, some members get restless, and the club has tried out other venues, but so far it continues to meet at the Valle Verde Country Club, its home for the last twenty-nine years.

THE LINE OF PRESIDENTSForty-six men have led the club as president: Jose v. Angeles, Teodoro M. Yabut, Miguel v. Ampil, Julio B. Francia Jr., Ernesto E. Lichauco, Justo E. Manalo, Katipunan M. de los Reyes, virgilio O. Basilio, Roberto M. Paterno, Edilberto C. Gamboa, Rizalino C. Concepcion, Augusto S. Sanchez, Tomas V. Portillo, Benjamin P. de Guzman, Anastacio A. de los Reyes, Rodolfo V. Cruz, Ignacio S. Jose Jr., Peter M. Javier, Achilles G. Bartolome, Juan Y. Fuentes Jr., Pedro M. Sy-Quia Jr., Alberto S. Tayengco, Alberto M. Albano, Romeo B. Manuel, valentin T. Chua, Alfonso L. Po, Lorenzo R. Regino III, Delfin M. viola III, victor A. Aquino, Jose F. Mabanta, Renato R. Ermita, Antonio A. Henson, Edgardo M. Bolinao, Celso P. Ylagan II, Monico S. Sehwani, Arjan n. Ramnani, Jose L. Jota, Rafael M. Garcia III, Conrado L. Cuesta, Delfin B. Samson, Francisco Colayco, Alberto Blancaflor, Aurelio Gomez, Herminio Orbe, Horacio Paredes, and Rafael Garcia IV whose term will end this June 30, 2015. This coming July 1, 2015, Nerio P. Laiño will become President, on July 1, 2016, and after him on July 1, 2017, Rogelio Lim.

Of the original 29 charter members, 3 are still members of the club. All in all, since the beginning until today (January 27, 2015), a total of 359 businessmen and professionals have at one time or another joined the club as members. Many have come and gone. The size of the club has waxed and waned. Today, with 72 members, it is one of the larger clubs in its District 3800, but quite far from the historical peak of 85 that it reached in the eighties and again most recently in 1995.

UNSTEADY FIRST STEPSAs often happens with similar organizations, the first years saw the club flounder unsteadily in fledgling infancy, trimming down to the dedicated core of members and groping uncertainly for meaningful direction. The dogged patience and persistent enthusiasm of the charter officers led by Charter President Totoy Angeles, as well as the second set that took over in July 1971 led by Teddy Yabut and the third led by Mike Ampil in 1972, saw the club through these growing pains. Some old-timers remember walking into meetings with less than ten in attendance. Under its second administration, however, the club felt sufficiently organized to stage a fund-raising show Promises, Promises at the Cultural Center of the Philippines.

Good second generation recruits took the place of the charter members who had lost interest, and the club gradually grew in strength and number. Under the third set of officers (1972-73), the club held a successful seminar on Youth Manpower Development and Training and started performing some services for the Rizal High School.

SERVICE TO THE COMMUNITYDuring its first years, in shopping around for some community project to undertake, the club made some tentative efforts to tackle the drug abuse problem. This was soon given up with the declaration of Martial Law in September 1972 and the capital punishment threatened on the more serious drug offenders.

The first major lasting monument to these community service efforts were the setting up of free pre-schools for indigent children, the first during the term of Julito Francia (1973-74) at Barrio Rosario and the second at Barrio Pinagbuhatan under the presidency of Esto Lichauco (1974-75).

In November 1975, the Anns or wives of the Pasig Rotarians organized a large and highly successful bazaar to raise funds for improvements at these schools. In 1977, these schools were sufficiently organized and stable so that the club decided to turn them over for continued operation to the newly formed Association of the Rotary Anns of Pasig. More recently, the club and the Anns supported a Kindergarten at Barangay Santa Cruz where a feeding program was also carried out.

AT RIzAL HIGHProminent among the club’s continuing contributions to the community are the scholarships, especially at the Rizal High School. The number of scholars supported by the club during any one year has varied. In the mid-1980’s, the whole scholarship program was rationalized, systematized and intensified, especially its selection and monitoring aspects. To make the scholarships more meaningful, the grants were made to cover not only school expenses but also included a modest monthly stipend for the students’ other necessary expenses and these grants were made to maintain awardees throughout four years of High School provided they

maintained certain performance requirements. Advice and counsel are also given by designated Rotarians. At present, the club is thus supporting about sixty to seventy young boys and girls through high school every year.

Occasionally, the club has given more assistance to young people in formal vocational training programs, so that some scholarships were established at the Meralco Foundation Institute and other venues for the technical and technician programs available there. More recently, the club began supporting a few college students at the Philippine School for Business Administration.

Over the years, the club has sponsored some special scholarships. In the period 1977-80, the club maintained noel Cabrera in the 3rd, 4th and 5th years of his B.S. Civil Engineering at the University of the Philippines under the club’s Apolonio P. Santiago Jr. Memorial Scholarship. He is now a successful professional in the United States. R. Ador Dionisio was a special continuing scholar of the club ever since he was selected from one of the club’s free pre-schools. He finished his college studies not long ago with a degree of B.S. in Education, his entire education paid for by the club.

Rizal High School and its youth have provided the arena for many of the club’s services. A major infrastructure project improved the water supply system of the school in 1980, benefiting its 16,000 students. In 2009, the club once again began a massive project to improve the school’s water and toilet system with the help of United Laboratory’s Bayanihan Foundation. More recently the club rehabilitated the students’ drinking fountain system.

Every year, Rotarians visit the senior or junior class and give career guidance lectures. The club has also regularly donated equipment and books as teaching aids for the vocational program, and occasional requirements like garbage receptacles. In 1996, the club completed the construction of a two-classroom building for the Rizal High School Annex at Arkong Bato, Barangay Kapitolyo. In 2008, the club, in partnership with U.S.A.-based National Relief Charities, made a major donation of more than thirteen thousand books to the school, and followed this up with bookshelves to house them in better conditions. Another shipping container arrived at the end of 2010.

Other youth activities in the community over the years have included the organization and guidance of Interact and Rotaract clubs, camping, athletic competitions, essay, oratorical and art contests.

There are also projects to help Rizal High’s teachers, such as free vaccination for cervical cancer and seminars on savings and personal financial management to help them improve their quality of life.

OTHER COMMUNITY SERVICE PROJECTSIn response to the call of the first Filipino RI President Matt Caparas, the club

tried to organize several Rotary Village Corps groups among whom the club carried out a number of livelihood projects. It was in connection with its work with the RVC at Ilugin that the club entered into a major involvement with the barangay school there. In 1991, the club built a concrete two-room schoolhouse providing expanded classroom facilities sufficient for an additional two hundred schoolchildren. The structure doubled as a community center for residents of the community. In 1993, the club completed another major construction project at the school, adding a second storey to a completely renovated main building. next came a two-storeyed building for a permanent medical and dental clinic. This clinic was operated regularly making basic medical and dental treatment and health education available to the neighborhood. Then the first building was torn down due to termite infestation and was completely rebuilt with two storeys and four classrooms. The students of the Ilugin Elementary School at Barangay Pinagbuhatan were also recipients of various feeding programs of the club. Recently, however, the city government tore down these buildings to replace them with a new complex, providing the club space for a medical-dental clinic. In 2010, the club entered into an agreement with The Medical City General Hospital to provide especially pediatric medical care in this community center in Ilugin. This is the Ilugin Medical Center, which, as described at the beginning of this article, has expanded its services so that it is now a busy health-focused community center

Community day care centers have also been set up in various depressed areas of Pasig which, however, have not lasted. The club has also been active in emergency relief work. Fires and floods have occasionally hit parts of Pasig, and the club has responded by distributing relief goods. There have been medical and dental missions, and other special projects such as providing sewing machines for a parish educational center, tree planting, loan programs for small businesses, vocational training programs, job placement programs, vocational service award programs especially for local civil servants, and many more.

Disaster relief has occupied the club many times, especially when parts of Pasig and neighboring towns suffer from floods, and after major disasters like the Mt. Pinatubo eruption, the Northern Luzon earthquake, and the recent devastation of Eastern Visayas by Typhoon Yolanda. Medical missions with consultation, free medicine, vaccinations, dental and circumcision services are undertaken regularly every year.

In the Rotary year 1998-99, the club through the work of Rtn. Flor de Pano started what had the potential to become a major national service institution, a blood bank and data bank for RH Negative and other rare blood types, in cooperation with the National Red Cross and the Department of Health. Considerable international financial support was received for the project.

To support its service activities on a more stable basis, the club set up the Pasig Rotary Club Trust Fund in 1979, with an initial fund of P122,000 drawn

from earlier fundraising activities of the club and of the Anns. In 2008, the club incorporated The Rotary Club of Pasig Foundation at an initial P1 Million which serves as the vehicle for the funding of the club’s community service work which like the Pasig Rotary-Gawad Kalinga village had achieved scope and dimensions making a full-blown foundation advisable. The Club and its Foundation is preparing major projects for proceeds from land in Teresa donated by the family of PP Francisco Colayco’s wife.

REACHING OUTIn spreading the ideals of Rotary, the club has organized directly four other Rotary clubs within Pasig, that of Pasig South chartered in May 1982, that of Midtown Pasig in May 1985, that of Pasig East in June1988, and that of Valle Verde in June 1991. The second has since died out, but the other three continue. Meanwhile, several other clubs have been established in Pasig by one or other of these three daughter clubs, the clubs of Ortigas Center, Pasig North, Pasig Sunrise, Pasig West, Mutya ng Pasig, Metro Pasig, Ortigas East, and Pasig Central.

Considering the age and size of the club, the Rotary Club of Pasig’s involvement beyond the club to district affairs has not been very intensive or extensive. But the club has done its part. It has produced two district governors, Dr. Miguel v. Ampil, who served as such in 1983-84, and Rafael Garcia III, who served in 2011-2012. Several other past presidents have been active in district activities assisting the governors over the years. The club has hosted District Assemblies, District Conferences, and other district events. In the 1980 District Conference, the club put together and published a monumental compilation of Rotary Readings, a very useful compendium for all Rotarians. More recently, the first basic syllabus on which District 3800’s Rotary Academy has been developed was written by a Pasig Rotarian. Other club members have been organizing several golf tournaments for the district.

Beyond the district, the club has sister-club relations with other Philippine Rotary clubs, namely those of Batangas Downtown, of Balayan, Batangas, of Binmaley Century, Pangasinan, and Mutya ng Pasig.

INTERNATIONAL SERVICE In the area of International Service, the club has established many so-called sister club relationships. One of the earliest was the Rotary Club of Marugame City, Japan, in 1976. Several others followed. There is a thriving relationship with the Rotary Club of Hong Kong Sunrise which donated counterpart funds for the club to carry on feeding programs for its pre-school children. The two clubs have exchanged visits every year. The club also has sister-club agreements with the Rotary Club of Ansan East (Seoul, Korea) and the Rotary Club of Honolulu Sunset. Matching grants to assist club projects have been successfully arranged, particularly for the Ampon Puso program of the Anns for cardiac patients and for the Gawad Kalinga village. As stated earlier, another international grant is being worked on for

a water hyacinth project among the poor living along our waterways.

From the early years the club hosted foreign high school youngsters under the ROTEX program. Starting with Donna Carr from Hamilton, Canada, in 1976-77, there were Len Cooke from Orange, Connecticut, USA, and Alex Rizzo, from Sao Paolo, Brazil, in 1980-81. Cathleen Golba from the USA in 1984-85. Tasha Randall and Wendy Wentworth from the USA in 1985-86. Shannon Tocchini, Joseph Kinson and Matthew Baker in 1986-87. Laura nunn from Burlington, Colorado, in 1989-90, and Benjamin Carlson from vancouver, Washington, USA, in 1992-93. Tasha Randall had to cut her trip short due the February 1986 EDSA Revolution, but Wendy Wentworth chose to experience the unforgettable tension and euphoria of EDSA by insisting on participating side by side with her Rotarian guardians and their children. Laura Nunn was recalled by her parents after the Honasan coup d’etat of 1989. (It is interesting to note that in 2007, eighteen years later, Laura visited her two Pasig Rotarian host families. She and her husband had themselves become Rotarians in California.)

In exchange, we have sent some of our members’ children under the Rotex program to the USA and Canada. We have also participated in the Group Study Exchange Program, hosting several teams here, and sponsoring at least one member of a team that went abroad and also by having PP Benny de Guzman lead two such teams abroad.

In the Rotary Year 2006-2007, President Raffy Garcia made the whole then 71-member club a 100% Paul Harris Fellow club. Four members of the club have become “Major Donors” to The Rotary Foundation. PP/PDG Raffy Garcia was recently enrolled into the Arch Klumph Society of R.I.

Yes, after more than four decades, the Rotary Club of Pasig has made a difference. In all this, an important foundation has been laid with solidity, and that is the organized friendship forged among businessmen and professionals who have become members of Rotary. From this, much benefit will hopefully continue to accrue to the community in years to come.
