The Roseau EDA Moving Forward on the Eleven01 Apartment Project SPRING CLEANUP Winter is retreang and soon it will be me for some spring cleaning. The Roseau EDA is the housing and economic devel- opment arm of the City, es- tablished by State Statute with development powers not available to the City Council. The Eleven01 project was pro- posed by the EDA to address a severe shortage of market rate rental housing in Roseau. A recent housing study con- ducted by the EDA showed a large deficit in available rental housing and provided jusfi- caon for the 37-unit complex being developed in coopera- on with D.W. Jones Manage- ment. D.W. Jones is a prolific apartment project develop- er/manager in northern Min- nesota, including many pro- jects in Roseau and Warroad. The Roseau EDA is currently finishing construcon plans for Eleven01 project and pending acceptable bids, it is hoped the project will break ground in late spring, early summer of 2021. Construc- on compleon is expected in early 2022 with occupancy shortly thereaſter. It is the hope of the EDA that the Eleven01 project will provide some temporary relief to the current housing shortage; however, addion- al housing opons will need to be pursued for long-term stability of the community. Apartment Project

SPRING CLEANUP Winter is retreating and soon it will be time for some spring cleaning A citywide clean-up will again be held weather dependent early in May The citywide clean-up is a great time to get rid of items cluttering your home and yard City crews will collect brush and other vegetative debris piled along the curb line

The Utility Department also accepts appliances tires scrap metal and other house-hold items at the city shop on 1198 West Center Street for a small fee Please call for a list of accepted items 463-2351

Residents and business own-ers are also asked to take pride in our community and collect garbage and other de-bris that may have accumulat-ed over the winter along windbreaks ditches and fence lines around the city

The City of Roseau was re-cently awarded $1441 million from the Minnesota Housing Workforce Housing Grant pro-gram to help fund the Elev-en01 apartment complex be-ing proposed by the Roseau EDA The Roseau EDA is the housing and economic devel-opment arm of the City es-tablished by State Statute with development powers not available to the City Council

The Eleven01 project was pro-posed by the EDA to address a severe shortage of market rate rental housing in Roseau A recent housing study con-ducted by the EDA showed a large deficit in available rental housing and provided justifi-cation for the 37-unit complex being developed in coopera-tion with DW Jones Manage-

ment DW Jones is a prolific apartment project develop-ermanager in northern Min-nesota including many pro-jects in Roseau and Warroad

City Awarded $400000 in Grant Funding for Pedestrian Bridge over Roseau River

In February the Minnesota De-partment of Transportation (MnDOT) District 2 Area Trans-portation Partnership (ATP) re-viewed application from four northwest Minnesota communi-ties seeking Federal Transporta-tion Alternatives funding for non-highway projects The City of Roseau submitted a project to construct a new pedestrian

bridge over the Roseau River at the Ros-eau Dam site The project involves con-structing new walkways from 3rd Avenue NE to a pedestrian bridge over the ex-isting Roseau dam ultimately connecting to Main Avenue N After review and rank-ing of the four projects the MnDOT Dis-trict 2 ATP announced the award of $400000 for the Roseau project This project restores a previous walkway that existed when the dam was originally constructed Although very popular the original walkway was removed due to damages from debris during annual flood-

ing in the Roseau River Additionally the bridge became an obstruction during high water events in the river The new bridge is designed to be well above the 100-year flood event so that high water events can easily pass under the bridge without worsening flood conditions upstream The Cityrsquos comprehensive pedestrian plan has had the restoration of this walkway as part of its future goals for many years but due to floodway concerns the project was not feasible The changes in the floodway from the East Diversion project now make this project possible The Federal funding for the project will be available for construction in 2025 The project is estimated to cost $540000 in todayrsquos dollars The City will seek a DNR trails matching grant that could provide up to 75 of the remaining costs of the project when constructed Submission of an application to the DNR will need to coincide with the timing of the Federal funding in 2025

The City of Roseau has been requesting a conversion to the highway for decades as

In May the Roseau Planning Commission makes its annual tour of the City The pur-pose of the tour as required by City Code is for the Planning Commission members along with Police and Building Officials to identify any nuisance and building code vio-lations that exist on both public and private properties The goal of the exercise is to ensure the overall health safety and welfare of the community Unkempt properties and other nuisances if left unchecked can lead to blight conditions and a general decline in the community

The most common violations found during these tours are the following

bull Inoperable unlicensed and junk cars being stored on a prop-erty outside of a fully enclosed building

bull Storage sheds and garages in states of disrepair (for example peeling paint broken windows and doors leaning or

abroad they returned to the US to live in Duluth MN During their time in Duluth Keith became a commercial pilot while work-ing in project management and sales for Cirrus Aircraft Their boys Micah and Kai have been playing hockey since they could walk Micah (currently in 3rd grade) is moving into Squirts next season and Kai (currently in Kindergarten) continues to have fun in Mites Both boys are very excited to play sports in Roseau and make new friends Anna works from home as a Finan-cial Analyst for Essentia Health in Duluth and will continue her job in Roseau While living in Duluth Anna and Keith were mites hockey coaches and team managers as well

The City of Roseau would like to introduce its new Parks amp Recreation Director Keith Sev-erson Keith is a 2001 graduate of Roseau High School He went to the University of North Dakota in Grand Forks for engineering and there he met Anna (originally from Page North Dakota) They were married in 2006 and relocated to the country of Denmark in 2007 In Denmark they worked in the wind industry and later for LEGO leading the com-pany in their community engagement across the world In 2015 after having two sons

Properties identified during the tour as being in violation of City Code are referred to either the Police Department or Building Official for further action as appropriate Typically any property owner with a viola-tion is notified by mail of the violation and given a timeline to abate the condition If a violation is not addressed within the timeframe given the City will ticket the

violator and proceed to obtaining a court order for the abatement of the nuisance conditions at the property owners ex-pense

The City and Planning Commission request everyonersquos assistance in making Roseau a great place to live If you have any of the previously discussed violations on your property please address them as soon as possible If you do not know how to ad-dress any of these issue or cannot com-plete them for any reason please contact the City of Roseau to find out if there is any assistance that may be available to help you

The Planning Commission attempts to view every property in the City during its tour however it is impossible for them to see everything so if you are aware of a prop-erty that is not being adequately main-tained please report it to the Roseau City Clerkrsquos Office or Roseau Police Department for investigation

abroad they returned to the US to live in Duluth MN During their time in Duluth Keith became a commercial pilot while work-ing in project management and sales for Cirrus Aircraft Their boys Micah and Kai have been playing hockey since they could walk Micah (currently in 3rd grade) is moving into Squirts next season and Kai (currently in Kindergarten) continues to have fun in Mites Both boys are very excited to play sports in Roseau and make new friends Anna works from home as a Finan-cial Analyst for Essentia Health in Duluth and will continue her job in Roseau While living in Duluth Anna and Keith were mites hockey coaches and team managers as well

The City of Roseau would like to introduce its new Parks amp Recreation Director Keith Sev-erson Keith is a 2001 graduate of Roseau High School He went to the University of North Dakota in Grand Forks for engineering and there he met Anna (originally from Page North Dakota) They were married in 2006 and relocated to the country of Denmark in 2007 In Denmark they worked in the wind industry and later for LEGO leading the com-pany in their community engagement across the world In 2015 after having two sons

The Roseau Public Library would like to announce new services and items available for checkout as well as remind the community that they remain open to the public for patrons to come in The library has had the new Hoopla app for a year but patrons can now borrow up

to 7 items per month on the app The Libby app is also still available for digital items There are WiFi hotspots and Chromebook laptops available for patrons to check out

as Cub Scout leaders Keith has spent many years on the board of an outdoor youth hockey organization in Duluth including handling the upkeep of their ice resurfacing equipment and 3 rinks Keiths hobbies are primarily out-door activities such as hunting fishing camping and snowmobiling Roseau is a vibrant community to be a part of and after 20 years of trav-eling the world they are excited to land back home
