Transfer of services
The NSW Government will not directly provide disability services after July 2018.
• Home Care Service transfer to Australian Unity was completed in February 2016.
• The process to transfer supported accommodation services to the NGO sector has commenced.
• Close to 150 client and family forums have been held between December 2015 and April 2016 with over 1,000 people attending.
• The Expression of Interest (EOI) for the transfer of Specialist Disability Services opened on Monday 16 May and closes on 24 June 2016.

Public Interest Directions from the NSW Privacy Commission allow ADHC to collect identified information from funded providers (published 26 October 2015).
The data collection process is critical in ensuring streamlined access to the NDIS.
Data collection:
• Identifies clients in NSW Defined Programs that automatically meet the disability requirements for access to the Scheme.
• Supports the NDIA to make contact with existing NSW disability clients to determine their eligibility for the Scheme.

• FACS is collating important client information for our existing clients to assist them in their planning conversation.
• Providers can also support clients to get ready for their planning conversation by helping to compile relevant information and documentation.

• Cohort groupings for people will also be applied to funding. This will determine how payments will be reduced.
• Block funding will be reduced progressively based on the planned number of people transitioning to the NDIS.
• Variations are not made after a person has transitioned.
• There is an exception for people with an individualised funding package or a Direct Payment Agreement. Funding for these people will be varied individually after they have transitioned.
• Providers must manage changes to their cash flows as ADHC block funding is reduced in advance and as payments are made by the NDIA in arrears.
• Providers will be allowed to transfer funds between services and cohorts to help manage cash flow changes.
• Providers must maintain services outcomes and quality standards as per the Funding Agreement.

Funding variation process
• For year 1 services, payments have been changed from quarterly in advance to monthly in advance.
• Some providers that have statewide services have had all of their services converted to monthly.
• All providers will be paid in full for the month of July in 2016. This includes year 1 providers even though people are expected to transitioned in July.
• The funding variations will only take effect from August and every month thereafter.
• A final payment will be made in June 2017 for year 1 services. This means no further funding will be paid in 2017/18 because all clients are expected to have transitioned.

Monitoring actual v. planned variations
• FACS will be monitoring on a monthly basis the actual number of people transitioning to the NDIS against the Bilateral targets.
• If there is a significant slow down of clients transitioning in a month, compared to the planned number, then an adjustment to the funding variation can be made.
• Adjustments can also be made if client transitions faster than planned.
• For example: FACS funds $1.2 million for 10 people in multiple group homes (ADHC makes a $100,000 monthly payment) but only 2 out of the 8 people transition in July. An adjustment can be made in August.

• People who are existing clients of NSW funded programs AND over 65 will receive continuity of support administered by the Commonwealth
• People who become NDIS participants before they turn 65 can choose to remain NDIS participants
• People will receive continuity of support from the NDIA through Information, Linkages and Capacity Building
• The acquittals process will be simplified to make the transition process easier. Providers will only be asked to complete one document, a profit and loss statement and balance sheet.
• Providers will be allowed to retain surplus funds without a business case. Surplus funds can be retained across all services and cohorts and used to manage cash flow changes during the transition.
• The monitoring of actual versus planned funding variations will take into account surplus funds from the acquittal process.
• Should there be surplus funds that cannot be expended on service delivery or on the NDIS transition process then the surplus should be returned to FACS at the end of the financial year.
Acquittals
The Transition Assistance Program (TAP) supports small providers in
regional areas to prepare for the NDIS. The total pool of funding available
in the program is $5 million:
• Individual grants of up to $35,000 is available to each service provider.
• Joint applications from up to four providers, for $140,000 in total
funding, will also be considered.
• TAP funding is only available for providers operating in regional and
remote areas with total revenue from all sources of less than $3m per
annum.
• Applications are being managed by ACS and are being considered.
• Successful applicants will be notified late June 2016.
