most actie supporter of the U' for a fast implementation of the reform process#
*n the case of the EU, the build3up of its own military defence forces might appear
paradoxical since the military of most member countries is firmly embedded in 'A%(#
4oweer, there is an actual need for a 5European capacity for autonomous action6, eenthough the EU should continuously focus on carrot rather than stick# %he sad experiences from
former Yugoslaia and 2osoo alone show this# Europe should hae the opportunity to act on
its own, also in the early phases of conflicts or in larger peace operations with a U' mandate#
At the moment we hae a number of fundamental discussions and disagreements with the U&A
regarding the efforts to deelop an international community founded on the rule of law# %he
controersies regarding the *nternational -riminal -ourt, extradition of persons in terrorist
cases which can lead to capital punishment, and latest $ush;s new doctrine on preentie
attacks all merely sere as examples in this relation# %he Americans must hae both support
and opposition from Europe# %rue friends also offer opposition, because it is not about anti3 or
pro3Americanism but about multilateralism as the path ahead for the EU as a global actor# Astronger EU will also be a stronger U'#
