The Reserve Advisory Board Meeting Minutes August 14, 2012 I. Call to order John Hudgens, President, called to order the regular meeting of the Reserve Advisory Board at 7:02pm, 14 August, 2012 at the Reserve Clubhouse. This meeting is off schedule due to conflicts last week. Regular schedule will resume in October. II. August 14, 2012

I. Call to order

John Hudgens, President, called to order the regular meeting of the Reserve Advisory Board at 7:02pm, 14 August, 2012 at the Reserve Clubhouse. This meeting is off schedule due to conflicts last week. Regular schedule will resume in October.

II. Attendance:

III. Approval of Minutes: June minutes read and approved.

IV. President's Report: John discussed a variety of issues including the status of the entrance sign which fielded many resident comments and concerns. Landscaping chair outlined the path forward and asked residents to appear at the Zoning meeting downtown next Tuesday to show support. Then John discussed the security camera presentation provided by Professional Security Systems prior to the meeting (see attached brochure).

There have been 6-7 reported vandalism incidents in the Reserve mostly to vehicles. There was also a break-in on Morningwalk recently. A short No Soliciting sign discussion took place. This issue comes up nearly every meeting and is always decided against since it would ban local youth organizations such as Girl and Boy Scouts, high school sports and bands, etc.

John addressed the issue with cattails at the pond and expressed a need to start treating it before we lose the pond. A resident complained that there are snakes in the neighborhood. The life preserver is missing from the pool and needs to be replaced (Beverly handling). There also needs to be a wooden board to assist people in the pool when an electrical current is present (Linda to research). John asked for signs along the road to announce board meetings.

A resident request for a waiver came in via Beverly and was presented. The request was for a flat fence (as opposed to shadowbox). Apparently the homeowner and their contractor had a misunderstanding as to which type to build and would now cost the homeowner substantially more to change the fence to a shadowbox. The executive board voted to approve the waiver. Several residents expressed concern about setting a precedent. Out of the discussion, the board agreed that covenants need to be enforced more consistently. The board will also require more proof of hardship in the future.

Dan Huber’s wife Trace was present and stated her husband was still interested in starting a Neighborhood Watch. He will contact John when he gets back from travel.

The Budget Chair has not attended any meetings and has not responded to any communications. John has sent a registered letter notifying her of her duties. The next step is termination at which point a new chairperson will be sought.

V. Property Manager's Report: Beverly had a conflict and could not attend.

VI. New Business:

a. Pool. Filters and baby pool motor were replaced. Costs do not come out of Clubhouse committee funds but to maintenance. HOA is not going to convert to saltwater at this time due to cost. The new furniture is working out well and there are plans to purchase more side tables. Also plan to purchase more chairs next year. Concern over garbage collection at the pool. Linda will look into switching cleaning services. Pool gate is not up to code. Linda will research bring the gate into compliance with fire code.

b. Clubhouse: Update rental policy (pavilion addition) is working out well. Cleaning still an issue. Linda will purchase a trash can for the back patio (~$30) and a television for the clubhouse. Decided against adding cable service. Security camera system is costly and will wait until the budget allows. Linda will request a quote for motion sensor lights. There was little support to remove the fans on the front porch unless they’re causing issues. No support for adding locks to the electrical boxes outside the bathroom. It was unclear whether the toilet flushing problem had been fixed. Beverly to provide an update. Still looking into adding a bike rack between the clubhouse and pool

c. Gym: Beverly to provide an update on the gym equipment repairs. Stationary bike missing power cord. Board decided against lowered the TV or adding cable. Linda noted that the gym gets extremely hot. The cause is unknown but the thermostat on that side of the clubhouse should be set lower by ~5 degrees.

d. Tennis Courts: Linda is looking into getting the lights brought up to code. Linda will have a timer added to the lights. Court refinishing will wait until next year at the earliest.

e. New Landscaping: The new landscaping at the rear entrance and the roundabout looks very nice. There’s still a little work that needs to be done. ALM did a good bit of upgrades for free. ALM will also be replacing a tree at the playground that died at no cost. ALM had originally told us that area was covered by sprinklers last year but on review in early August told Henry that the dead tree was not in range of a sprinkler and that the other tree was 6 feet away. ALM says we need a sprinkler that covers those trees.

Motion: Add two pet waste stations costing up to $1,100. One station near the benches but far enough way so that smell isn’t a problem and one station on Natures Way between Morningwalk and

Windridge. The waste stations will contain a 15 gallon trash can, hinged lid, sign, and bags. Henry will purchase from Lowes and contract ALM to install. Henry will request a check from Beverly for the purchase.

Motion was seconded and approved.

Motion: Cost for the proposed entrance sign lighting to be covered under General Maintenance or Additional Landscaping instead of the Landscaping Committee’s budget.

Motion was seconded and approved.

Motion: Add field sprinklers around the playground and drip sprinklers for the trees as long as the cost remains within the LC’s 2012 budget.

Motion was seconded and approved.

f. Social Committee Agenda: Social Committee has tentatively planned the following events: Trunk or Treat, Harvest/Fall festival, Christmas Party, Football parties (if the Clubhouse Committee purchases a TV), Fall community yard sale, Cleanup day

g. ARC Report: ARC chair gave a brief report on its activities over the last two months. See attachment for details.

Clubhouse Committee- Aug 2012 Remaining budget- $4709.74 (6/30) Pool

• Were the pool filters changed? Baby pool motor is good now? Do these costs go to Clubhouse budget or are paid by general maintenance?

• Converting to saltwater seems inappropriate choice right now considering cost- $15000+

• Furniture working out OK? Should I purchase more side tables, perhaps?

• Do we need more furniture next year or are we good?

• Who does garbage? It’s not being changed much.

• Pool gate is not to code- many people have pointed this out and we need to consider options for changing it.

Clubhouse

• The updated rental policy in place so is it working OK?

• Cleaning still not being done on-time

• We need a garbage can for the pavilion- $30+/-

• Do we want to buy a TV for clubhouse this year?

• Do we want to invest in monthly Cable for there and gym?

• Do we still want security cameras?

• How about changing out to motion sensor lights?

• Do we want to remove the front porch fans?

• Do we still need locks on the electrical boxes?

• Have we ever come-up with a solution to the plumbing problems? Should we put in new toilets and/or pipes?

• Are we still interested in the bike rack? Thoughts on where to place it and how to anchor it in.

Gym • What’s the status of gym equipment check? Is everything fixed and working now? Does

the exercise bike have its cord?

• What does the board think of the resident suggestion to lower TV 12”

• Air conditioning problems? Why is it hot when the clubhouse isn’t?

Tennis Courts • Were the lights checked? ProCourt did the lighting originally so should I push for them to

do something about the issues or did the code change after the fact?

• Do we want to spend the money to put the lights on a timer? $475 according to ProCourt

• What does the board think of purchasing new nets this year? Cost $460

• Court refinishing next year? $7,350

Bringing you up-to-date on the history of the courts, Pro Court Construction entered into a contract with the Breland Company on June 10, 2006 for the completion of two tennis courts. The breakdown is as follows:

Prior to our work, the asphalt pavement was constructed by another contractor. The existing Plexipave surface system has a five year life expectancy before resurfacing is needed. Resurfacing is done to improve texture and color while protecting the pavement from water and the sun’s UV deterioration. The two nets should be replaced with nets of the same caliber. (two year warranty with a five year life expectancy). Project Description: This project consists of filling all cracks and all pits, prior to resurfacing the courts with Plexipave color system. Prior to the work, the courts shall be thoroughly cleaned in accordance to construction guide specification by California Products Corporation. Work includes layout and paint all necessary lines and two new nets and center straps. Price Confirmation: Plexipave System – (green and blue)

1)Price is based upon all work being performed during normal working hours (8:00 A.M. to 5:00 P.M., Monday through Friday except holidays) and does not include the use of union labor.2) Price for project is for continuous work. Professional Security Systems, Inc. reserves the right to change, alter or substitute materials and equipment, after such AHJ has made their recommendations/changes.9) All system components are to be new (unless exceptions are noted below), and the system shall be designed and installed according to the manufacturer's listed installation manual and as tested to UL Standard 300 ULC/ORD 1254.6. standards by Professional Security Systems, Inc. trained installers in accordance with the latest editions of NFPA 101 Life Safety Codes, NFPA 72 Fire Alarm Codes, International Building Codes, NFPA 70 National Electrical Codes and applicable local codes and ordinances, shall perform the installation.10) Professional Security Systems (PSS) is exempted from any responsibility as to the suitability, operability, or warranty of any existing wire or equipment, unless damaged or mishandled as part of the reinstallation process.11) All installations include a One-Year Warranty on software and hardware (Unless otherwise noted) from the date of system/s certification or final installation date. The Warranty covers the workmanship of the software and hardware provided by Professional Security Systems (PSS). This warranty does not apply to components which have been subject to abuse, misuse, negligence, accidents, acts of God, or to which any modifications, alterations, or repairs have been made or attempted by anyone other than Professional Security Systems (PSS) employees. Warranty is void if other equipment and/or components are installed or modifications are made to the system/s not provided by Professional Security Systems (PSS). Programming changes required after 90 days of commissioning of the System/s will be billable at the then current Professional Security Systems (PSS) rate. Systems are also eligible for a Five-Year warranty on software and/or hardware with a Professional Security Systems (PSS) Custom Maintenance Contract (please consult with Professional Security Systems (PSS) Suppression Specialist for specifics and availability).13) Professional Security Systems, Inc. will submit all equipment specification sheets on all equipment used after approval from AHJ and or Purchaser, either prior to installation or at final inspection, whichever is required.15)PURCHASER shall pay Professional Security Systems, Inc. for equipment and material items delivered to and held by Professional Security Systems, Inc. either on or off the job site pending job construction progress. PURCHASER shall have the right to inspect such stored items but such inspection shall not in any way delay prompt payment to Professional Security Systems, Inc., for said items.16) Commissioning of the system must be scheduled two weeks in advance of any Authority Having Jurisdiction acceptance test. This should be scheduled with the Professional Security Systems (PSS) Specialist assigned to your project. In-service training should also be scheduled with your Professional Security Systems (PSS) Specialist. Factory training at the manufacturer is not included unless priced as a line item in the quotation/contract.17) Any cancellations after the order has been placed will result in a 50% restocking fee on all equipment and/or applicable Parts. All cancellations, returns, allowances, or adjustments must be authorized in advance and in writing by Professional Security Systems (PSS). Notwithstanding such authorization, all returns are subject to final review by Professional Security Systems (PSS), and if accepted, non-warranty returns will be subject to Professional Security Systems (PSS)'s then current restocking and refurbishing (if required) charges. Non-warranty repairs requested by the Purchaser will be subject to Professional Security Systems (PSS)'s then current billable rate. Returns determined by Professional Security Systems (PSS) as not covered by the warranties contained herein will be returned to Purchaser freight collect and are subject to Professional Security Systems (PSS)'s then current inspection charges. All returns must be in original packaging, without additional markings, before any credit can be applied.
