On Becoming a Research Library . . . The shape of th ings t o come
f o r the Universi ty of Br i t i sh Columbia Library i s e a s i l y fo re -
seen. Its record of growth and i t s cont inuing r e s p o n s i b i l i t i e s
a s su re i t s eventual development i n t o a l a r g e research l i b r a r y .
In 1960/61 the Universi ty Library took two long s t e p s i n t o i t s
fu tu re ; the c o l l e c t i o n s passed t h e ha l f -mi l l i on mark, and t h e
c r e a t i o n of t h e sub jec t d i v i s i o n s provided t h e o rgan iza t iona l
b a s i s f o r s e r v i c e i n depth,
Col lec t ions
The f i n e , round number of 5OO,OOO (achieved t h i s summer)
gives an unaccustomed v i s i b i l i t y t o the s t a t e of t h e book
s tock . Normally c o l l e c t i o n s grow up a l l but imperceptibly
and only t h e ca t a logue r ' s s t a t i s t i c s mark the cumulative
e f f e c t s of d a i l y acqu i s i t i ons .
Library came 37,556 volumes c l o s e r t o i t s goal of excel lence;
the s i z e of t h e c o l l e c t i o n a t the end of t h e f i s c a l yea r was
489 , 926 volumes.
I n 1960/61 the Universi ty
These f i g u r e s compare favorably t o t h e preceding year 's
32,951 volumes added and t o t a l of 452,370, but t h e increase
warrants no smugness. The gain i s almost wholly a t t r i b u t a b l e
t o the growth of t h e College Library (11,093 volumes). The
n e t increment of new t i t l e s , as d is t inguished from volumes
added, proceeded, i n f a c t , a t a somewhat l e s s e r ra te than
before . New p e r i o d i c a l subsc r ip t ions , t o c i t e a t e l l i n g

i n t he preceding p e r i o d ,
This s l acken ing pace d i r e c t l y r e f l e c t s t he e f f e c t s o f a
f i s c a l se tback which saw t h e L i b r a r y ' s book funds from a11
sources held p r e t t y wel l s t a t i c ($236,884 as a g a i n s t $221,534).
In a pe r iod of c o n s t a n t l y r i s i n g book p r i c e s , more inpu t i s
r e g u l a r l y needed t o produce the same ou tpu t . The deva lua t ion

For tuna te ly , the L i b r a r y ' s a c q u i s i t i o n s do not d e r i v e
s o l e l y from purchases o r Un ive r s i ty a p p r o p r i a t i o n s . Notable
c o n t r i b u t i o n s of funds were aga in rece ived from such r e g u l a r

volumes on Asian studies.
An a c q u i s i t i o n of i n t e r n a t i o n a l i n t e r e s t was n e i t h e r
purchase n o r g i f t . The f o u r Shakespeare Fo l ios , a c o l l e c t o r ' a
dream, came t o the Un ive r s i ty as a permanent loan from the
famous Folger Library of Washington.

But these r e p o r t s , by t r a d i t i o n and des ign , stress needs
more than accomplishments, The Unive r s i ty Library w i l l be
t r u l y adequate only when it provides i n l a r g e measure t he
m a t e r i a l s needed f o r advanced s tudy by i t s own f a c u l t y ; i t
w i l l be d i s t i n g u i s h e d only when i t s r e sources a t t r a c t s c h o l a r s
from o t h e r i n s t i t u t i o n s . Even the lesser goa l i s no t y e t i n
s i g h t , and t h e next h a l f - m i l l i o n volumes must come qu ick ly on
the heels o f the f i r s t .
Se rv ices and F a c i l i t i e s
I n matters l i b r a r y , demand appa ren t ly follows supply.
When t h e new Walter C. Koerner wing made a v a i l a b l e a t t r a c t i v e
accomodation f o r ano the r thousand s t u d e n t s , seemingly double
t h a t number came t o take advantage o f i t . The College Library
expanded i t s book s tock and c i r c u l a t i o n mounted a t a propor-
t i o n a t e ra te . The s u b j e c t d i v i s i o n s o f f e r e d a more e x t e n s i v e
r e f e r e n c e s e r v i c e and the demands f o r a s s i s t a n c e grew in scope
and depth.
The heavy use of the Library was v i s i b l e and aud ib le ;
v i s i t o r s from o t h e r u n i v e r s i t i e s have i n v a r i a b l y descr ibed it

as unusually high.
but the s t a f f ' s impression is that 30% of t he s e a t s were occu-
p ied r i g h t up u n t i l 5 o f c l o c k .
No formal count of attendance was made,
With some 1,500 s tudents In the bui ld ing during most hours
of t h e day and seve ra l hundred coming and going a t t h e end of
every c l a s s per iod, noise inev i t ab ly continued t o be a problem.
However, t he employment of a commissionaire d i d much t o reduce
d i s t r a c t i o n s and dec ibe l s , while t h e removal of t h e pub l i c
catalogue t o t h e concourse a r e a a l l e v i a t e d the congestion out-
s i d e t h e Ridington Room. I n t e r e s t i n g l y enough, some of t he
reading rooms (Humanities, Science, and Spec ia l Co l l ec t ions ) ,
by a self- induced po l i c ing on t h e pa r t of t he s tuden t s who
used them, e s t ab l i shed a p a t t e r n of customary q u i e t . All i n
a l l , t he noise problem has been, could be, worse.
S t a t i s t i c s of c i r c u l a t i o n confirm the inf luence of aug-
mented c o l l e c t i o n s and improved f a c i l i t i e s . To ta l i s s u e s
through the C i rcu la t ion Division rose by 19% over 1959/60
(391,355 v s , 328,142); of t hese , t h e College Library accounted
f o r about one f i f t h ,
t h a t i s s u e s of " reserve books" decl ined by 26% as s tuden t s ,
p a r t i c u l a r l y i n the College Library, were provided wi th enough
copies t o obvia te the necess i ty f o r r e s t r i c t i n g loans t o two-
hour pe r iods , When i t is considered that i n t h i s p a s t year ,
f o r t he f i rs t time, a l l s tuden t s had access t o t h e shelves
and needed not charge out ma te r i a l s merely t o examine them, t h e
It i s perhaps more s i g n i f i c a n t t o note
ex ten t of e f f e c t i v e reading may be f a i r l y judged t o have gone
up appreciably, c e r t a i n l y by a f a c t o r well exceeding the r i s e
i n enrollment
The lengthening f i l e s of c a l l s l i p s a t t e s t t o t h e work of
the lending se rv ices , but how t o mark t h e dimensions of t h e
L ib ra ry ' s teaching funct ions? How much information d i d the
Soc ia l Sciences Division convey i n answering some 17,000
re ference quest ions? What b ib l iog raph ica l guidance d i d t h e
Biomedical L ib ra r i an b r ing by h e r f i f t e e n l e c t u r e s t o e i g h t
c l a s s e s ? When 1,500 s tuden t s v o l u n t a r i l y a t tended i l l u s t r a t e d
t a l k s on t h e use of the Library, what e f f e c t d i d t hese have on
t h e i r s t u d i e s ? How much reading d i d the L ib ra ry ' s d i sp l ays
promote? What gain o r saving d i d l ibrar ians ' searches b r ing
to s c h o l a r s ' researches?
No c e r t a i n answers can be given, but queues a t the desks
and the testimony of sa t i s f ied i n q u i r e r s suggest tha t the L ib -
r a r y ' s informational s e r v i c e s operated a t g r e a t e r range and
depth than ever before . Advanced s tuden t s and f a c u l t y members
g r a v i t a t e d t o the s u b j e c t d i v i s i o n s f o r t he a s s i s t a n c e tha t
spec ia l i zed b ib l iog raph ica l knowledge could fu rn i sh . Ind iv i -
dual conferences with the College l i b r a r i a n s helped freshmen
get t h e i r bear ings i n t h e choice and use of books. Two new
s e r v i c e s met up wi th o ld needs: t h e Science Division assembled
t r a n s l a t i o n s , and t h e "information desk" s ta f f made a complex
catalogue seem l e s s formidable

The realignment i n t o sub jec t d i v i s i o n s brought i t s share
of d i f f i c u l t i e s too, notably i n the r e t r a i n i n g of s taff and
the r e l o c a t i o n of ma te r i a l s . In t h e Chinese mannerp 1960/61
could c e r t a i n l y have been c a l l e d " the year of t he guinea pigti.
But t h e problems of reorganiza t ion were b a s i c a l l y temporary
and managerial , and t h e gains are l i k e l y t o be permanent and
s o l i d l y academic.
t r a d i t i o n a l re ference l i b r a r i a n s , the d i v i s i o n a l staff should
come t o have a much c l o s e r knowledge of t h e i r m a t e r i a l s and
t h e needs of t h e i r c l i e n t e l e . Given opportuni ty f o r a d d i t i o n a l
t r a i n i n g , t h e "subjec t l ibrar ians" should be ab le t o provide
spec ia l i zed b ib l iog raph ica l knowledge for the support of
advanced study and research.
Working within a more r e s t r i c t e d f i e l d than
Staff
It i s the Library s t a f f tha t translates books and bu i ld ing
i n t o an e f f e c t i v e educat ional f o r c e , In i t s own in te res t the
Universi ty must t he re fo re seek t o assure f o r i t s l ibrar ians t h e
salaries and working condi t ions tha t make f o r high morale and
p ro fes s l ana l growth,
A vexingly high r a t e of turnover , p a r t i c u l a r l y among t h e
l i b r a r y a s s i s t a n t s , continued t o be a s e r i o u s problem. For
exampleo the Ci rcu la t ion Division had t o contend with e i g h t
r e s igna t ions from f i v e such p o s i t i o n s , t h e Acquis i t ions Division
w i t h f i v e r e s igna t ions from t h r e e p o s i t i o n s , and so on, In one
topsy-turvy per iod of f o u r monthsI over 45 vacancies had t o
be f i l l e d i n a l l !
With a c o n s t a n t l y changing non-professional s t a f f p l u s a
wholesale real ignment of d u t i e s t o e f f e c t i n the s u b j e c t d i v i -
s i o n s , the d i v i s i o n heads had t o c a r r y excep t iona l r e spons ib i -
l i t i e s . The i r importance t o the Library and t o t h e Un ive r s i ty
has never been adequately recognized. The p r e s e n t range i n
salary between beginning p r o f e s s i o n a l l ib rar ians and d i v i s i o n
heads is only $2600, The r e s u l t a n t squeeze s e r i o u s l y h inde r s
s t a f f development.
The beginning p r o f e s s i o n a l sa lar ies a t the Library , once
as good as any i n Canada, have f a l l e n behind those a t Toronto
and Alberta, and the same i s t r u e o f the intermediate ranks.
The Un ive r s i ty Library has never been able t o f i l l i t s com-
plement of p r o f e s s i o n a l p o s i t i o n s (four were vacant l as t y e a r ) .
It must seek t o b r i n g i t s whole s a l a r y s c a l e up t o a f u l l y
compet i t ive l e v e l .
Another r e q u i s i t e i s g r e a t e r oppor tun i ty f o r l i b r a r i a n s
t o enhance t h e i r p r o f e s s i o n a l q u a l i f i c a t i o n s . A r e s e a r c h
l i b r a r y ca l l s f o r staff wi th s p e c i a l i z e d knowledge, L i b r a r i a n s
a t U.B.C. should be given time and funds f o r o b s e r v a t i o n a l s t u d i e s
of o t h e r l ib rar ies and f o r courses i n u n i v e r s i t y departments .
I n a y e a r when changes were almost t o o numerous t o no te ,
three r e s i g n a t i o n s s t i l l c a l l f o r s p e c i a l mention. Neal
Harlow, t he Un ive r s i ty L i b r a r i a n , res igned i n June a f t e r t e n
years of t r u l y ou t s t and ing l e a d e r s h i p , Mrs. Anne Brea r l ey ,

t h e organizer and f i rs t head of t he Science Division, resigned
i n August, having made s i g n a l con t r ibu t ions i n t he incept ion
and improvement of s e rv i ces . Miss Anna Lei th i s h e r capable
successor .
Miss Mabel Lanning, head of t h e C i rcu la t ion Divis ion,
r e t i r e d a f t e r t h e end of t he per iod under review, but h e r
t h i r t y - f i v e yea r s of u n s t i n t i n g work cannot wait another
yea r f o r the t e l l i n g .
recognized, Miss Lannlng never gave l e s s than h e r b e s t . She
has come t o c o n s t i t u t e a l a r g e part of t h e Un ive r s i ty ' s small
s tock of legend, and the L ib ra ry w i l l simply not look t h e same
without her. Mr. I n g l i s B e l l , a seasoned adminis t ra tor ,
t akes over h e r r e s p o n s i b i l i t i e s and t r a d i t i o n of s e r v i c e ,

Recommendations
1. Col lec t ions . Teaching departments have rung year-
long changes on a common theme: more funds f o r books and
p e r i o d i c a l s . Last y e a r ' s r epor t recommended an increase of
$50,000 (none was forthcoming).
much more would be q u i t e i n order .
No l e s s is needed now and
2 , S t a f f . Beginning p ro fes s iona l s a l a r i e s should be
as good as the b e s t i n Canada. It i s recommended t h a t t h e
base r a t e be r a i s e d from $4600 t o $5000.,
Serving scholarsh ip , u n i v e r s i t y l ibrar ians should be
encouraged t o improve t h e i r own scholarsh ip . It i s recom-
mended that provis ion be made f o r study and t r a v e l leave and

t h a t s ta f f members be allowed t o t ake u n i v e r s i t y courses
a t no charge.
I f t h e L ib ra ry i s important t o t h e Universi ty , then s o
Division heads with long a r e the L ib ra ry ' s ch ief o f f i c e r s .
experience a r e now paid less than many high school t eache r s .
S a l a r i e s f o r t h i s key group of L ib ra ry personnel should be
reviewed and brought i n t o l i n e with t h e i r r e s p o n s i b i l i t i e s .
The Library's s e r v i c e load grows inexorably as c o l l e c t i o n s ,
enrollment, teaching programmes and graduate s t u d i e s expand
annual ly . The need for more s ta f f on a l l l e v e l s i s e a s i l y
p ro jec t ed , and it i s recommended tha t add i t lons be made t o
obvia te c r i s e s r a t h e r than p a l l i a t e them.
3. F a c i l i t i e s . Many f a c u l t y members miss having a
reading room of t h e i r own i n the Library. An a r e a in the
stacks, conveniently c lose t o t h e books themselves, could
be remodeled t o t h i s end. The proposal warrants s e r i o u s
cons idera t ion f o r a s p e c i a l g r a n t ,
"Photocopies while you wait" r ep resen t s an o l d dream
of l ibrar ians and scho la r s . Recently developed equipment
makes t h e provis ion of such s e r v i c e q u i t e f e a s i b l e .
of u n i v e r s i t y l i b r a r i e s now furnish photocopies t o f a c u l t y
A number
members a t nominal charges and consider t h e convenience well
worth the c o s t . The argument i s equal ly v a l i d here, and it
i s recommended tha t budgetary provis ion be made f o r t h e
opera t ion of a f r e e l y a v a i l a b l e photocopying s e r v i c e .

The Library touches t he u n i v e r s i t y community a t many
p o i n t s and commensurably claims t h e h e l p of many people with-

Including volumes withdrawn, recatalogued, rebound and replaced, t he Div is ion ' s t o t a l production reached 49,529 volumes handled during t h e year . I n add i t ion t o i t s usua l d u t i e s , t he Division was heav i ly involved i n recataloguing and record-changing as a r e s u l t of l i b r a r y reorganiza t ion , and i n preparing some 16,000 volumes f o r the College Library . For t h e f irst time t h e cataloguing of ma te r i a l s i n Chinese and Japanese has been undertaken, Even with one p ro fes s iona l p o s i t i o n vacant most of t he year , t h e backlog of unprocessed ma te r i a l (2,982 volumes) increased by only 336 volumes. Additional s taff w i l l be needed t o reduce t h i s backlog and t o commence the cataloguing of t h e ex tens ive and important c o l l e c t i o n of t h e I n s t i t u t e of P a c i f i c Rela t ions .

A t the main Loan Desk a record 220,125 (201,833 the previous y e a r ) volumes were loaned, despite the ex i s t ence of a new College Library as the primary lending agency for f i rs t and second yea r s tuden t s . The Reserve Book Col lec t ion was reduced t o l e s s than h a l f o f i t s 1959/60 s i z e , y e t c i r c u l a t i o n decreased by only 26% t o 92,470. Tota l book c i r c u l a t i o n , inc luding College Library books, was 391,355 volumes, a 19% inc rease over l a s t year's t o t a l . With growing use of the c o l l e c t i o n s , wear and l o s s e s have become s e r i o u s problems. A par t ia l inventory revealed that 1,049 books were miss ing , and rebinding on a large s c a l e i s a p res s ing need.
College Library (Miss Eleanor Cock)
I n t h e College Library f irst and second year s tuden t s f i n d an open s tack c o l l e c t i o n of books ad jacent t o two reading rooms furnished with ind iv idua l s tudy desks. The combination i s designed t o induce w i d e r and more e f f e c t i v e use of l i b r a r y m a t e r i a l s . Students a r e encouraged t o browse as wel l a s study; the c o l l e c t i o n includes many books of genera l i n t e re s t , w i th paperbacks and cu r ren t magazines as added enticements t o reading. The formula has seemingly worked f o r a t tendance and c i r c u l a t i o n have both been high. The 8,000 volumes of September grew t o 16,000 by August, but u n t i l t he optimum s tock of 40,000 volumes i s a t t a i n e d , f a c u l t y members and l ibrarians w i l l have t o give high p r i o r i t y t o t h e work of book s e l e c t i o n .

The arrangement of materials places abstracts, indexes and reference books conveniently close to current Journals and to the collection of bound scientific journals and books. This arrangement not only brought books and readers closer together, but also brought the staff into closer contact with faculty and students, The staff has tried to make its patrons aware of library resources outside the science departments, own laboratory collections and to have its services give maximum support t o research.

Social Sciences Division (Miss Joan 0 I Rourke )
The Social Sciences Divison provides specialized reference service to students and faculty in anthropology, sociology, geography, political science, economics, commerce and education. In large addition, the Division also acquires, records, and gives reference service with the Library's col- lections of maps, microfilms and government documents. During the year 5,871 of the Divisionts collection of unbound perio- dicals were circulated, 36,927 government documents were added to the collection, and 17,177 questions were answered. It is probably the busiest of the subject divisions and the need for additional staff is a paramount concern.
Humanities Division (Mrs, Joan Selby)
subject areas of philosophy, religion, history, literature and language. During the year the Division answered 6,979 personal and telephone Inquiries. The Division is also res- ponsible f o r interlibrary loans; these amounted to 848 Items secured and 2,220 volumes lent in the course of the year. Bibliographical services arebeing expanded to include the publication of subject guides to the Division's reference collections.

Remodelling g r e a t l y increased reading space, and with t h e a d d i t i o n of a new s t a i r c a s e i t s s t ack a r e a was doubled, To keep abreas t of growing demands, t he Division extended hours of s e r v i c e from 542 t o 654 p e r week. Increased enrollment i n music and f i n e a r t s courses made i t s e l f f e l t i n book use: 13,435 volumes were loaned, and thousands of o t h e r s were used within t h e study a rea of t h e Divis ion.
