BOONE COUNTY RESOLUTION 2019-29 WHEREAS, Boone County, Iowa is a member of Central Iowa Recovery (“CIR”) that was created and organized under Iowa Code Chapter 28E and con- sists of the counties of Hamilton, War- ren, Hardin, Boone, Madison, Story, and Guthrie; and WHEREAS, the Board of Directors of CIR have discussed the dissolution of CIR consistent with CIR’s operating agreement and bylaws; and WHEREAS, the member counties wish to ensure that if CIR is dissolved, the ser- vices being provided in the various coun- ties will continue. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF BOONE COUNTY, STATE OF IOWA: 1. Boone County will assume the op- erations and personnel of CIR and will make all efforts to continue to provide services to the counties of Hamilton, Warren, Hardin, Madison, Story and Guthrie. 2. The assumption of the CIR opera- tions and personnel by Boone County is predicated upon the following: a.) Each member county will lawfully terminate its membership in CIR. b.) Each member county agrees to not seek reimbursement of its original $25,000 investment in CIR. c.) Each member county agrees to not seek any distribution or reimbursement from the current funds in the operating accounts of CIR that the member coun- ties may be entitled to due to the disso- lution of CIR. Board reviewed a letter addressed to Central Iowa Community Service re- gion that Genesis will be stopping their services effective October 4, 2019, due to insurmountable financial challenges. John Grush sent Board an email ex- plaining his understanding that Genesis Behavioral Health service that is closing down, does not directly impact Boone County. They are providing mental health services in Greene and Dallas Counties. At this time, we don’t think the services provided by Genesis are in immediate jeopardy. They are looking at a possible merger with another agency and we are also looking at other agency’s that can provide these services Behn moved Zinnel seconded motion to sign Wetland Development Drainage Agreement between the Committee for Agricultural Development and Trustees for Joint Drainage District #1 of Boone and Story Counties. NO: None; YES: Duffy, Zinnel and Behn. Motion carried. John Roosa, Landfill Administrator presented departmental update. Eric Sloan, IT Director, presented de- partmental update. Mackey School Preservation was dis- cussed with Harrison Township Trustees and interested citizens. County Attorney Kolacia participated in conversation. Mike Salati, Planning & Development Director, Health & Sanitation presented a question about tiny homes from the Board of Adjustment (BOA). BOA asked for Supervisors input on how to handle applications for tiny homes. Amend the zoning ordinance to cover all of them or use variances to use on a case by case basis? Supervisors decided to contin- ue to use variances, until a time comes when there are too many applications. The meeting was adjourned at 11:35 a.m. These minutes were approved Octo- ber 2, 2019. Even though Mid-Iowa Development Group officially owns the land, the Boone Coun- ty Auditor requested that paperwork be filed by the City of Madrid to vacate the land previously platted. No other persons wished to speak at the hearing concern- ing the matter. Motion by Councilperson Shaver, seconded by Councilperson Burich to close the public hearing. Ayes: Burich, Ostrander, Rigby, Shav- er. Motion Carried. Motion by Councilperson Shaver, sec- onded by Councilperson Ostrander to approve payment of an invoice to Xenia Rural Water in the amount of $7,410. Wa- ter is being purchased from Xenia due to a break in the water line of the Madrid water system. Ayes: Burich, Ostrander, Rigby, Shav- er. Motion Carried. Motion by Councilperson Rigby, sec- onded by Councilperson Ostrander to approve expenses associated with the city shed upgrade. Mafco will receive $32,480 to insulate, replace doors, and add concrete to the east portion of the city shed. Ayes: Burich, Ostrander, Rigby, Shav- er. Motion Carried. The areas would be used for access to “Tiger Run” by construction vehicles, and would expire in seven years. A possi- ble access to Highway 210 from Tiger Run was discussed. It was decided the access is not a possibility. Duane Lom- bard of 622 Kingman Boulevard stated he feels St. Malachy’s Church would sell Mid-Iowa Development enough land to make another access to Highway 210 from Tiger Run. Councilperson Shaver was concerned with accessibility to the new development by emergency vehi- cles. Mayor Brown stated he under- stands the desire to have an access to 210, he believes cul-de-sacs promote a family environment, and there are few opportunities for expansion and growth in Madrid at this time. BOONE COUNTY RESOLUTION 2019-29

WHEREAS, Boone County, Iowa is

a member of Central Iowa Recovery (“CIR”) that was created and organized under Iowa Code Chapter 28E and con-sists of the counties of Hamilton, War-ren,Hardin,Boone,Madison,Story,andGuthrie; and WHEREAS, the Board of Directors of CIR have discussed the dissolution of CIR consistent with CIR’s operating agreement and bylaws; and WHEREAS, the member counties wish to ensure that if CIR is dissolved, the ser-vices being provided in the various coun-ties will continue. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF BOONE COUNTY, STATE OF IOWA: 1. Boone County will assume the op-erations and personnel of CIR and will make all efforts to continue to provideservices to the counties of Hamilton, Warren, Hardin, Madison, Story andGuthrie. 2. The assumption of the CIR opera-tions and personnel by Boone County is predicated upon the following: a.) Each member county will lawfully terminate its membership in CIR. b.) Each member county agrees to not seek reimbursement of its original $25,000 investment in CIR. c.) Each member county agrees to not seek any distribution or reimbursement from the current funds in the operating accounts of CIR that the member coun-ties may be entitled to due to the disso-lution of CIR. Board reviewed a letter addressed to Central Iowa Community Service re-gion that Genesis will be stopping their serviceseffectiveOctober4,2019,dueto insurmountable financial challenges.John Grush sent Board an email ex-plaining his understanding that Genesis Behavioral Health service that is closing

down, does not directly impact Boone County. They are providing mental health services in Greene and Dallas Counties. At this time, we don’t think the services provided by Genesis are in immediate jeopardy. They are looking at a possible merger with another agency and we are also looking at other agency’s that can provide these services Behn moved Zinnel seconded motion to sign Wetland Development Drainage Agreement between the Committee for Agricultural Development and Trustees for Joint Drainage District #1 of Boone and Story Counties. NO: None; YES: Duffy,ZinnelandBehn.Motioncarried. John Roosa, Landfill Administratorpresented departmental update. Eric Sloan, IT Director, presented de-partmental update. MackeySchoolPreservationwasdis-cussed with Harrison Township Trustees and interested citizens. County Attorney Kolacia participated in conversation. MikeSalati,Planning&DevelopmentDirector, Health & Sanitation presented a question about tiny homes from the Board of Adjustment (BOA). BOA asked for Supervisors input on how to handle applications for tiny homes. Amend the zoning ordinance to cover all of them or use variances to use on a case by case basis? Supervisors decided to contin-ue to use variances, until a time comes when there are too many applications. The meeting was adjourned at 11:35 a.m. These minutes were approved Octo-ber 2, 2019.

from Tiger Run. Councilperson Shaver was concerned with accessibility to the new development by emergency vehi-cles. Mayor Brown stated he under-stands the desire to have an access to 210, he believes cul-de-sacs promote a family environment, and there are few opportunities for expansion and growth inMadridatthistime. Iowa Learning Farms will host a webinar on Wednesday, Oct. 16 at 12 p.m. about the research being done at Iowa State University on bees in agricultural settings.

There are between 300 and 400 species of bees in the state of Iowa, according to Randall Paul Cass, ex-tension entomologist at Iowa State University. Cass will present Iowa State research which focuses on ob-serving the challenges and opportu-nities for bees in Iowa’s agricultural landscapes. “We thrive when bees thrive,”

said Cass, whose research focuses on honey bees and native bees, and on exploring how Iowa’s landscapes impact bee health and abundance. Join the webinar at noon Oct. 16 to learn more about Iowa’s native bees and the research being done at Iowa State University on the rela-tionship between bees and agricul-ture.
