West Melton residents could be enjoying improved cell phone coverage sooner than expected following a decision by Vodafone to reduce the height of a proposed cell phone tower in Halkett Road.

A Selwyn District Council resource consent allowing the building of a 32m tower was granted in 2013 but a small group of residents appealed the decision to the Environment Court with a preliminary hearing set down for June.

Vodafone external communications manager Michelle Baguley said with the

agreement of all parties they have put the hearing on hold to allow them to put up a 25m tower on the same site, which, because of its reduced height, is a permitted activity not requiring a resource consent.

“We have had huge support from the people of West Melton to get this tower

p The whole of West Melton School participated in Pink Shirt Day recently which is a nationwide event promoting taking a stand against bullying and fostering positive relationships with people. James White and Logan Holland, two student school councillors, organised the day.

The Red Cross donated money for the children to have experiences in the arts, music and drama to give them tools to cope with stress and other pressures. Teacher Amanda Barrett said the children really enjoyed the workshop. “It’s amazing how much skill is involved with drumming — different hand strokes can make totally different sounds.”

p Semi-retired Selwyn District Council Principal Rural Fire Officer Wilson Brown was awarded with a Civil Defence Emergency Management Award for long service by Mayor Kelvin Coe on behalf of the Ministry of Civil Defence. Mr Brown has been involved with civil defence for 25 years, including 12 years with the council as its emergency management manager, local controller, and principal rural fire officer, as well as working with the National Civil Defence School. Mr Brown told The Record that his career had been a ‘marvellous experience’. “I’ve worked with a good bunch of people who care about the job,” he said.

Over 50 men from the West Melton area signed up to compete in the town’s beard growing competition as part of the 150-year celebrations to be held at Labour Weekend.

The event kicked off at the West Melton pub last week, where men were photographed with their clean shaven faces, and were given a support pack which included hair care products.

Long-time beard wearing West Melton resident, and winner of the 1971 beard growing competition, Colin Watson, took the plunge and parted with his whiskers, so he could enter the competition with a clean conscience.

Burnham Military Camp has been part of the Selwyn landscape since 1923. It is the largest army base in the South Island.

Medical training for the entire New Zealand Defence Force is conducted in Burnham at Joint Services Health School and all medics enlisted in the Army, Navy or Air Force are sent here for training.

Burnham is also home to the Southern HQ of the New Zealand Cadet Forces. They are the Air Training Corps (Air Force), Cadet Corps (Army) and Sea Cadet Corps (Navy).

At Burnham, the NZDF offers a motivational and training course for young people, known as the Limited Service Volunteer programme. The LSV programme is for young people aged from 17 to 25 years old who receive a benefit from Work and Income.

The course provides participants with the opportunity to learn life skills and motivation, and includes challenging outdoor recreational activities that promote team work, self-confidence and self-achievement.

There is a strong emphasis on working together as a team and the discipline it takes to achieve this. Participants also have first aid training and learn basic financial and budgeting skills, and interview skills.

Heritage funding availableGroups and individuals interested in preserving Selwyn’s heritage are being encouraged to apply for funding for their next project with the opening of Selwyn Heritage Fund applications.

Selwyn District Council has funding available to meet some of the extra costs associated with protecting heritage buildings and trees for the community’s benefit. This may include restoring, reinforcing and protecting heritage buildings, and other structures such as war memorials, sites and trees.

Grants given in previous years have ranged between $250 and $17,000 for projects such as pruning old oak trees, restoring weatherboards and earthquake repairs to buildings and other structures following the 2010 and 2011 earthquakes.

$1,000 to replace an aluminium window frame with a wooden frame.

“The previous owners had put in a box bay aluminium window, but it didn’t match the style of the 150 year-old home,” Mrs Carpenter said.

“When Councillor Malcolm Lyall told me about the Selwyn Heritage fund I was delighted that a grant could cover part of the cost of replacing the window to maintain the heritage of the building.”

There is one Selwyn Heritage funding round each year and $35,000 is available to support projects by owners of heritage buildings or protected trees in the Selwyn District. Priority is given to items listed in the Selwyn District Plan.

The heritage fund can be used to pay for part of the cost of restoration or protection work, and applicants will also need to fund some of this cost from other sources. Funding cannot be used for routine maintenance, or for improvements which are of personal or commercial benefit such as new kitchens or bathrooms.

Having spent time as a patron on one intake of the LSV course and visited other courses, I have been very inspired to see the light that comes into the eyes of some of our troubled younger people during their time on the course. The LSV programme has a very impressive success rate in getting those who complete the course off welfare and into work.

I greatly value the ongoing work and commitment of our NZDF personnel, whether running the LSV programme, carrying out humanitarian assistance and disaster relief work in New Zealand or in the Pacific, or contributing to wider global security efforts. ¢

St John Youth division for West Meltonu by Belinda Cullen-Reid

A youth division of St John is starting in West Melton next month, giving young people in the area an opportunity to learn life skills including first aid, road safety, community awareness and communication.

West Melton St John Divisional Manager Tessa Barnes said St John Youth division is for people age six to eighteen years, with a penguin programme for six to eight year olds and a cadet programme for older children.

“St John Youth is a great programme for children to make new friends and learn great life skills all within a fun and safe environment,” Ms Barnes said.

“During the year within the youth programme, penguins and cadets have the opportunity to attend camps, competitions and leadership development courses.”

Ms Barnes said she decided to start the West Melton youth division because of the growing population in the area. “I know what the youth programme has

to offer and what it could do for any young person joining up and I wanted the youth of the West Melton area to have this opportunity.

“I contacted the local area committee to seek their approval for a new division and they have supported me every step of the way.”

St John Youth members will have an opportunity to work towards badges and awards and enter competitions.

Ms Barnes hopes other St John initiatives will also come to the area, including first aid courses and a voluntary caring caller programme.

The new group will get underway on June 9 with an introductory evening.

Consultation closes soonTime has almost run out for those who want to have their say in the Draft District Development Strategy which will guide the growth of Selwyn up to 2031.

Selwyn District Council’s planning manager Tim Harris said the strategy looks at a range of issues across the district including commercial and residential land supply, and what council facilities, infrastructure and services are needed in urban and rural areas.

“It is important that people living in Selwyn take the opportunity to make a submission on Selwyn 2031 as the council will use the strategy to help guide future development and it will assist the council to plan and deliver future services.”

Earthquake relocation brings inspirationu by Belinda Cullen-Reid

A difficult few years has brought out a passion for painting in Springfield artist Sonia Turnbull.

She now has an enviable view of the majestic Southern Alps from her dining table, which also serves as her part-time painting studio, until she is able to convert a shed in the garden into a studio.

“Out here I feel much more inspired to paint. Life is much more relaxed and peaceful,” she said. Ms Turnbull began painting in her early teens, inspired by an art teacher who nurtured her talents.

In her twenties she dabbled with acrylics and painted in her spare time, giving her works away to friends as presents.

It wasn’t until moving to Springfield last year she began to take painting more seriously.

“I’ve painted more in this year since moving to Springfield than I have in my whole life. “I work at the local petrol

station. It’s been a great way of getting to know the community and working at the garage has given me more time to paint”

She said walking around the hills of Springfield provide inspiration for her paintings.

“I’m inspired by the views and living in the area. I love painting landscapes, especially the water and reflections.

“It’s been therapeutic for me. I can zone out, and paint for hours when I have the time.”

Ms Turnbull is part of an art group which meet weekly in the hall at the Kowai Domain near Springfield. She has also joined the local fire brigade and said she feels like she is becoming one of the locals.

Next month her paintings will be exhibited at a Malvern Community Arts Council exhibition at the Selwyn Gallery along with works by Vicky Peacock, Corey Kopp and Myriam Jay. The exhibition entitled Southern Splendour runs from June 6 to July 3. ¢

When the land under Ms Turnbull’s Aranui home was damaged in the Canterbury earthquakes she was offered a pay-out for her property, which she took as an opportunity to start over in the country.

A 100-year-old wooden character home on half an acre of land caught her eye and so she moved with her two children to the Selwyn township of Springfield.

Castle Hill Village author releases first booku by Belinda Cullen-Reid

Author Greg Hopkinson from Castle Hill Village has released his first book — a memoir about his life as a young businessman searching for a more peaceful existence.

Boundless: A wayward entrepreneur’s search for peace is Mr Hopkinson’s account of his life to date and includes tales of his adventures across the globe, including being trapped in an avalanche, working in the Soviet Union, and establishing a chain of retail stores back in New Zealand.

Mr Hopkinson told The Record that none of his high paced activities bought him the peace he desired.

“I was doing business in the Soviet Union as it collapsed and thinking making a lot of money and retiring early would deliver peace of mind. No it didn’t. Establishing a chain of retail stores in New Zealand meant I moved even further away from my desire for peace. Then I did the most unlikely thing — I became a monk,” Mr Hopkinson said.

In contrast to his previous life Mr Hopkinson now lives with his partner Sally in the Canterbury high country where he spends around two to three hours each day in meditation.

“Most days I get out for a walk in the local environ, and during winter I ski for two or three hours about three days a week.”

“Living in the high country is actually very social. It seems like most days we either have someone staying with us, or someone popping in. We also travel often to teach meditation courses,” he said.

His book is full of helpful tips on how to find contentment.

“Thirty practical, down-to-earth clues are subtly woven into the book — if practised, each clue reveals more peace and contentment for anyone.”

“The hope is that at least one clue will resonate with every reader, and that the reader will become aware that they can easily make different choices that will reveal more peace,

contentment, happiness and love in their life,” he said. Mr Hopkinson said despite his relaxed lifestyle he still has a lot of projects going on, including the Boundless project, which expands on the book and includes a website, Facebook page and Youtube channel, teaching principals of happiness.

“Three friends and I are embarking on an eight-month road trip through New Zealand, the United Kingdom and on to Europe where we are delivering clues to happiness, and randomly interviewing and filming people from all walks of life and asking them what reveals contentment and happiness in their lives. It’s called the boundless.info project,” he said. Mr Hopkinson is writing a second book that carries on with the themes found in Boundless. ¢

“As well as ensuring cell phone coverage to West Melton the tower will also provide wireless broadband to residents.”

Vodafone began investigating putting up a cell phone tower in the Selwyn township back in 2011 so she said they are extremely pleased to finally get to this stage.

“We have been dedicated to getting this facility up and running and clearly the feedback we have had from the

community has made us determined to make this happen.”

Ms Baguley said it would take between six and eight weeks to get the tower up but is hopeful it should be operational by August.

“We have, however, reserved the right to return to the original resource consent application should the 25m tower not be able to fulfil the requirements of the RBI.”

All three major telecommunications companies, Vodafone, Telecom and 2Degrees, will be able to use the tower. ¢

Energy Efficiency and Conservation Authority’s Christian Hoerning says that as the nights begin to get cooler it is important to get your home set up well to keep warm and dry.

Insulating a home’s ceiling and underfloor will make the single biggest difference to keeping the heat in.

“If your house is cold, sort the insulation before buying a new heater,” Mr Hoerning said. “Eliminating moisture

at the source, combined with good heating and ventilation, are the most effective ways to keep your house dry, warm and healthy.”

Mr Hoerning advises first, fixing any drainage or plumbing issues that

are causing water to collect under or near your house.

“If there’s still dampness under your house, an on-ground vapour barrier can stop the moisture rising up from the ground inside and make sure all the vents to under the house are clear of things like plants and porch furniture so your home can naturally ventilate.”

Mr Hoerning also has everyday tips for keeping your home warm and dry, including opening windows regularly to remove damp, stale air — keeping bedroom windows (with security stays) open slightly at night helps reduce condensation on windows in the morning.

Indoor drying racks are a common sight in winter, but lead to laundry moisture lingering inside. If the weather means clothes can’t be hung outside, try hanging in a garage or carport to keep the moisture away from rooms you are trying to heat.

If you have a dryer that is vented to the outside, using it during long rainy spells is actually better than hanging

clothes inside. Mr Hoerning says once your home is dry, it’s important to eliminate draughts or the heat will just go out the window or under the door.

Pulling curtains, closing doors, using a draught stopper under doors, and ensuring windows are well sealed will all help keep the heat in the room you are in.

Heating tips from EECA • After a home is insulated, dry and draught free, a heater will do a much better job of warming it up. If buying a new heater, check out the information on EECA’s website. The best choice depends on the room, and your budget.

• If using a log burner: Dry firewood is best, get your chimney swept annually, control your fire through the size of wood you put on (bigger logs burn slower, smaller logs burn faster and hotter).

• If using a heat pump: Check the filter is clean throughout winter and that the external fan unit is clear of plants, leaves and anything else that may be sitting in front of it, use the thermostat and timer so rooms aren’t being heated when you are out. Heat pumps should be serviced annually.

• If using a gas heater (fixed and flued): Ensure it is dust free and get it serviced every few years to check safety, efficiency, and performance.

• If using a wood pellet burner: Make sure it is clean and dust free and clear away any ash build up.

• If using electric heating: These are great for small and medium sized rooms such as bedrooms, but keep

For coffee connoisseurs there’s nothing like that first hit of coffee in the morning and the thought of being able to get up and brew your own café style coffee is attractive to many people.

The espresso coffee machine is becoming a staple in many New Zealand homes. The challenge is to find the right espresso machine, which is very much up to individual needs.

When choosing a machine consider ease of use, cost per cup, overall cost of the machine and of course the taste of the final product. The true connoisseur

will want to be as hands on as possible when making their coffee and will be attracted to a manual espresso machine, such as one that is piston or lever driven, so they have plenty of control in the quest of making that perfect cup of java.

More common in New Zealand homes are the automatic type of coffee machine

semi-automatic function controls the volume of espresso you get in your cup.

Perhaps the easiest coffee machines of all to use are the super-automatic machines that do everything at a touch of a button, and the new capsule style machines where pre-ground, prefilled coffee capsules can be placed into the machine and the rest is done for you.

Consumer New Zealand earlier this year tested 25 coffee machines and have rated them on their website. They also provide other helpful hints for budding baristas. They say when it comes to coffee it’s all about the beans. There are two main varieties of coffee beans: Arabica and Robusta. Arabica beans generally make a higher-quality coffee.

If you’re using a manual or semi-automatic espresso machine, you may want to buy your own grinder. Avoid cheaper grinders that won’t let you control the fineness. A decent burr-type grinder will give you the right fineness and control. For best results grind your beans just before making the coffee.

Keep your beans fresh by buying in small quantities from a store that has a high turnover. Keep them in an airtight container somewhere cool, dry and dark. Don’t refrigerate or freeze them.

For some people the pleasure of coffee is found in the making as well as the consuming, for others they are just happy to push a button and have a reliable brew. Whatever your preference, as the German proverb states: ‘Coffee and love are best when they are hot’. ¢

Being able to produce restaurant quality food in your own home is becoming more and more popular as we all experiment with recipes, cooking styles and flavours.

It therefore makes sense to extend this sensory experience through to which wine to match with that special dish.

The traditional white wine with white meat and red wine with red meat is well and truly a thing of the past, thank goodness.

With New Zealand now boasting well over 700 wine producers it is easy to be overwhelmed by the choice of wine.

Our motto is taste. Get into the habit of tasting your wine with your food.

In our household this is also referred to as ‘market research’.

There are a few simple principles to guide you, but essentially you are your own best judge. Make a note of what works even if it is just a mental note. Start by asking is the dish mild or flavourful, fatty or lean, rich or acidic? General rules of thumb — match mild foods with mild wines and match big, flavourful foods with

big, flavourful wines. For example, pair a bold-flavoured pepper steak with a spicy, bold Syrah. Equally you generally want to match the richness of the food and the richness of the wine. For example, pair a rich chicken in cream sauce with a rich buttery Chardonnay.

There are always exceptions to any rules. One rule that never changes is that only you know what you like.

Our latest wine match foray was with a favourite Portuguese recipe called Frango na Pucara — an interesting mix of chicken, chorizo and tomato, baked in the oven. We matched it with an off-dry Riesling and what a winner.

The acidity of the Riesling balanced the acidity of the tomato and the hint of sweetness balanced the spice from the chorizo. If the spice had been too overwhelming we may have failed, as spice can really kill a wine but this time we were lucky.

After the recent changeable weather we have experienced, it looks like winter is almost here so it is important to drive to the winter conditions.

One problem in winter is sunstrike. Sunstrike can occur at any time of the day, but is most likely during sunrise and sunset in the winter months. This is the time when the sun can hit your windscreen at a low angle. It can happen unexpectedly, like when I got caught out recently turning right at the Rolleston traffic lights when the sun bounced off my side mirror.

Another area I have become familiar with sunstrike is at the rail crossing just west of Kirwee. I am sure many of our readers will have places that they are now mindful of and can share with others.Here are a few tips: • Always keep your windscreen clean and clear inside and out.

• Take note of the areas that are affected on your usual trips and reduce speed if needed. Tell other people about these places.

• Use your sun shade even if you are not driving into the sun, particularly in the mornings and early evenings.Another problem in winter is fog. Fog

occurs generally on fine mornings when there has been rain the night before. It

can also be found in thick patches and reduces visibility by 50%.Easy ways to make driving in fog safer: • Drive with your lights on dip, not full beam as the light reflects off the fog, making it harder to see

• Reduce your speed • Increase the following distance between you and the vehicle in front

• Don’t pass if you cannot see enough clear road ahead of you

• It is best not to assume all drivers will have their lights onWe encourage Selwyn drivers to

prepare for all the different driving conditions that winter brings.

Make sure your car is ready for the winter. It doesn’t take long to give your car a quick safety check, which we now refer to as giving your car a TWIRL: Tyres; Windscreen, wipers and mirrors; Indicators; Rust; Lights. When you are driving you can also check brakes, exhaust, suspension and steering.

By doing these checks regularly it becomes easier to remedy any problems earlier and getting your vehicle to an expert for attention if needed. ¢

Test Pumping: This can be undertaken with measurements taken by Orifice Weir, V Notch Weir or electronic flow meter with data loggers and down hole measuring done by electronic pressure transducers. We have our own diesel generator if power is not available on site.
