Antonio Kalaw is new CESB Chair Antonio D. Kalaw, Jr., CESO I,
is the newly elected Chairman of
the Career Executive Service
Board. He replaced retired Associ-
ate Justice Bernardo P. Abesamis
who has served the Board since
March 2008.
Tony, as he is fondly called by
his colleagues and friends, is the
President of the Development
Academy of the Philippines (DAP).
As the Alternate Director for the
Philippines in the Asian Productiv-
ity (APO), a 20-member country
inter-governmental regional organi-
zation on productivity and quality,
he is concurrently the Head of the
National Productivity Organization
(NPO), being the president of DAP.
He has several years of managerial
experience in DAP covering almost
all areas from policy making, op-
erations management, administra-
tion management, program/ project
management, and conference center
management. He has four (4) years
of experience in consulting work
as Management Consultant on
Organization & Management and
Local Development.
An educator by heart, he is also
a known lecturer in the Graduate
School of the Metro Tagaytay
College and the Philippine Chris-
tian University. He also has notable
experience in community devel-
opment and mobilization work for
non-government organizations
(NGO) which he co-founded and
led. He has attended various
seminar, training, and international
conferences.
Chair Kalaw holds a Bachelor of
Arts degree in Communication
Diploma from the University of the
Philippines where he also com-
pleted his Master in Public Admini-
stration Courses.
His election to the highest post
in the Board is expected to usher—
in new program initiatives and other
developmental projects that would
further strengthen the CES and
evolve the members of the CES
community into better professionals
and genuine agents of change. As
Chairman of the Board, Kalaw shall
serve for a term of three (3) years
subject to reelection.
The ceremonial turn-over of
outgoing CESB Chair Abesamis to
incoming Chair Kalaw was held in
Cebu City last March 13, 2012. In
his acceptance speech, Chair
Kalaw expressed his commitment
to dedicate the years ahead to honor
the legacy of the past 40 years,

Public Management Development Program now accepting applicants
The Development Academy of
the Philippines (DAP) announces
the Call for Applicants for the
Public Management Development
Program (PMDP), the National
Government’s Career Executive
Service Development Program
(NGCESDP).
The PMDP is an intensive,
multi-modal training program that
aims to produce a corps of Public
Managers that embody competence,
integrity and commitment. The
Program features three (3) learning
areas: Governance and Develop-
ment, Strategic Public Manage-
ment, and Personal Efficacy and
Leadership that focus on distinct
strategic and skills-oriented topics

setting as an example of the CES
brand of professionalism, integrity
and excellence to his colleagues in
the CES and in the furtherance of
the higher civil service in their re-
spective regions.

SALDIWA Session XVI successfully conducted
SALDIWA Batch XVI pose for a class photo in Splash Oasis Hotel, Laguna, which served as their home during the
two-week training course.
With forty-five (45) participants,
the Integrated Salamin-Diwa ng
Paglilingkod (ISDP) Training
Course Session 16 was concluded
last March 19, 2012 at the Splash
Oasis Hotel in Splash Mountain,
Los Baños, Laguna.
The fourteen (14) day training-
workshop which started last March
6, 2012 was completed by partici-
pants from the: Bureau of Customs,
Bureau of Quarantine, Commission
on Elections, Commission on
Higher Education, Department of
Agrarian Reform, Department of
Agriculture, Department of Educa-
tion (DepEd), Department of Labor
and Employment, Department of
Public Works and Highways, De-
partment of the Interior and Local
Government (DILG), Government
Service Insurance System, Human
Settlements Development Corpora-
tion, Land Registration Authority,
Local Water Utilities Administra-
tion, National Police Commission,
Overseas Workers Welfare Admini-
stration, Philippine Drug Enforce-
ment Agency, Securities and Ex-
change Commission, Technical
Education and Skills Development
Authority, and the Technology Re-
source Center. DepEd comprised
the majority of the class with six-
teen (16) participants, followed by
DILG with eight (8) participants.
Male participants comprised fifty-
six percent (56%) of the class while
forty-four percent (44%) were fe-
male participants.
The ISDP Session 16’s roster of
resource speakers were composed

The community laboratory im-
mersion site for the ISDP’s
Community/ Organization Attach-
ment Module’s (COAM) was held
at Brgys. Malinao and Maravilla of
the town of Magdalena, Laguna.
Forty-five (45) host families wel-
comed the participants for the 4
days/ 3 nights barangay immersion,
where participants lived with their
respective host families as
“malayong kamag-anak” while
undertaking a field research study
whose results were presented to the
local government officials and key
community stakeholders.
The closing program was graced
by the CESB Executive Director
Maria Anthonette V. Allones, Dep-
uty Executive Director Atty. Arturo
M. Lachica, the municipal govern-
ment, department heads, and key
community sectors and stakeholders
of Magdalena, Laguna.

CES Club learning session attracts 59 executives
The Career Executive Service
Board (CESB) in partnership with
the Association of Regional
Executives in National Agencies –
Region VII (ARENA 7) has
successfully conducted the CES
Club Learning Session on March
13, 2012 at the Holiday Plaza
Hotel, Cebu City.
A total of 59 executives from
various agencies have actively
participated in the whole-day ses-
sion. Ms. Gwendolyn Albarracin,
Chief Operating Officer of the
Learnax (The Learning Access), a
division of the Center for Pop
Philippines, Inc., facilitated a
workshop which sought to help the
presenter connect to the audience
by improving one’s oral communi-
cation and presentation skills and
provided meaningful lessons in
power dressing. Another learning
opportunity entitled “Con La San-
gre De Mi Corazon” Repainting
the World of Rizal’s Noli Me
Tangere was presented to the
participants by Director Victorino
Manalo of the National Archives of
the Philippines. The Development
Academy of the Philippines (DAP)
discussed the Convergence Initia-
tives on Human Resource Manage-
ment and Development. During the
Testimonial Lunch, five (5) outgo-
ing NUCESO Regional Chapter
Presidents were awarded by the
CESB with a Plaque of Recognition
in recognition of their sincere
effort and genuine commitment to
strengthen the organizations of
CESOs and Eligibles by serving as

MOA signing on integrating the Competency Standards
of CES Eligibility into the MNSA Program
The Career Executive Service
Board (CESB), Development
Academy of the Philippines (DAP),
National Defense College of the
Philippines (NDCP), NDCP
Alumni Association, Incorporated
(NDCPAAI), and the National Un-
ion of Career Executive Service
Officers (NUCESO) signed a
Memorandum of Agreement
(MOA) last January 31, 2012 at
the NDCP Auditorium, Camp
Aguinaldo, Quezon City.
The MOA embodies the general
policy and the implementing rules
and regulations to facilitate the
integration of the competency stan-
dards of the four-stage CES eligibil-
ity process into the one-year
Master in National Security Ad-
ministration Program (MNSA) of
the NDCP. This will enable
MNSA students to be conferred
with CES eligibility together with
the degree upon graduation. The
pioneer beneficiaries of the agree-
ment are the members of the
MNSA Regular Course-47.
CESB Chair Bernardo P.
Abesamis noted that the agreement
shall compel the NDCP not only to
produce competent and committed
national security administrators but
also to raise the bar of its academic
curriculum and training program to
ensure that its products are better
prepared to take on a higher
leadership and managerial roles in
the society.
Vice President Jejomar C.
Binay, in his Keynote Remarks,
acknowledged the partnership as a
potent instrument for revolutioniz-
ing the Civil Service. He added that
by integrating the CES eligibility
process and the MNSA program of
the NDCP, each becomes more than
just a brick in the edifice of the
State. The cooperation unleashes a
wealth of skill and talent into both
areas, and causes new strength to
surge in our capabilities and what
we deem possible for the nation.
VP Binay also mentioned the
approval on 3rd reading of the pro-
posed CES Law at the House of
Representatives. He said that the
new CES law expands the coverage
of the CES by including all mana-
gerial positions in the bureaucracy.

Standardization) 9001 Quality
Management Systems held on
January 17, 2012 in Rizal Hall,
Malacañang Palace.
The CESB received its ISO
9001:2008 certification from the
TUV Nord Philippines Inc. for its
CES eligibility and rank appoint-
ment processes. The Plaque of
Recognition presented by the
President signifies that an effective
quality management system is
being implemented within the
office and the public could expect a
genuine quality service from the
Board. The CESB is one among 59
other offices who was bestowed the
award.
During the awarding ceremony,
the President acknowledged the

A total of 75 career executives

pine Plaza Manila in Roxas Boule-
vard, Pasay City to attend this
year’s 1st offering of the CES
C.I.R.C.L.E. Forum on January 25,
2012.
With the theme: "Unang
HirIT: Leading in a Networked
Bureaucracy", the forum sought to
underscore the role of Information
and Communications Technology
(ICT) in promoting more efficient
and effective government opera-
tions.
The forum was keynoted by
Representative Sigfrido R. Tinga of
the Taguig City Second District. It
was also graced by equally
competent speakers like Undersec-
retary Richard E. Moya of the
Department of Budget and
Management (DBM), Professor
Sherwin E. Ona of the De La
Salle University, and Mr. Johan
Segergren of the Google Enterprise
for Thailand, Vietnam and the
Philippines.
Rep. Tinga discussed the trans-
formative influence of Information
Technology (IT) on society. He
stressed the importance for the
government to provide the enabling
mechanisms for various sectors to
adapt to tremendous changes
brought about by IT. “By being
readily adaptable to technology, we
can create a different Philippines. It
can be used to make a living while
making a difference. Technology is
about empowerment. It can be
made available and relevant to
everyone and everyone is able to
use it,” he said.
The three other speakers were
able to effectively discuss the
various government policies and
initiatives on ICT as well as the
different products, systems and
technologies available in the market
and the benefits they bring to the
organizations/ companies. They
also shared fundamental concepts,
developments, emerging issues and
prospects in ICT such as Web
Analytics, Cloud Computing and
Govt. 2.0 and the benefits they
could bring to organizations, in
particular, and to government, in
general.
Participants in this forum earned
a total of four (4) hours training
credits.
The CES C.I.R.C.L.E. Forum is
a monthly learning session con-
ducted by the CESB for Career Ex-
ecutive Service Officers (CESOs)
and eligibles. It serves as a platform
for thought leaders, subject matter
experts and public service exem-
plars to dialogue with career service
officers and to share insights, les-
sons and experiences in the hope of
deepening and sustaining collective
inspiration to improve leadership
and governance.

CESB issues amendatory resolution on the CESPES rating
requirement for appointment/ promotion in CESO ranks
To ensure compliance with the
Career Executive Service Perform-
ance Evaluation System (CESPES)
requirements by incumbents of Ca-
reer Executive Service (CES) posi-
tions particularly those who are due
for original or promotional appoint-
ment in CESO ranks, the Career
Executive Service Board (CESB)
has recently adopted Resolution
No. 992 last January 17, 2012. The
said policy resolution serves to
amend the “Revised Rules and
Procedures on Original and Promo-
tional appointment to CES
Ranks” (Resolution No. 798 s.
2009) which requires CES officials
to obtain at least “Very Satisfac-
tory” ratings during their incum-
bencies to the CES positions they
are currently occupying.
Based on the said amendatory
policy resolution, the CESB allows
incumbents of CES positions, who
are due for original or promotional
appointment to CESO ranks during
the first semester of the year
following the preceding rating
period, to submit their previous
CESPES ratings issued by the
CESB not earlier than two (2) years
prior to the current CESPES year.
The annual evaluation of
performance for the preceding year
under the CESPES begins in Janu-
ary and is usually completed in
April and the CESPES Feedback
Reports or CESPES Ratings are
usually released in May or June of a
particular year. Thus, CES Officials
especially those who are candidates
for original or promotional appoint-
ment to CESO ranks could not pos-
sibly comply with the CESPES
requirements of the preceding rat-
ing period inasmuch as the same is
not yet available during the first
semester of the current year. With
the adoption of the said policy reso-
lution, CES Officials who wish to
comply with the CESPES require-
ments may submit their previous
CESPES ratings issued by the
CESB not earlier than two (2) years
prior to the current CESPES year.
Such resolution is applicable
only to those who have completed
all the requirements for appoint-
ment/ promotion in rank, except for
the CESPES ratings.

gram entitled “Performance and
Results Management Workshop”

57 HR Managers and CES coordinators participate in the 1
st learning session for 2012
The 1st Learning Session on CES
Policies and Executive Develop-
ment Programs with HR managers
and CES coordinators for 2012 was
held last 9 February at the CESB
office. A total of 57 CES champi-
ons from 43 government agencies
attended the activity which was
highlighted by a learning session on
the topic: “Building a Results-based
Performance Management System
Framework” which was presented
by no less than the President of
the Development Academy of the
Philippines (DAP) himself and the
current Chair of the CES Governing
Board, Antonio D. Kalaw Jr.,
CESO I.
CESB Executive Director Maria
Anthonette V. Allones provided
updates on the latest CES policies
and issuances among which are:
Competency Profiling and Portfolio
Assessment (CPPA), the integration
of the CES Eligibility Process
into the Master in National Security
Administration Program of the
National Defense College of the
Philippines, the CES Accreditation
and Equivalency System, among
others. Exec. Dir. Allones also
announced the 2012 Calendar of
CES activities and lifelong learning
programs.
In his presentation, DAP
President Kalaw gave overviews
and the contextual backgrounds of
the National Government Career
Executive Service Development
Program (NGCESDP) and the
Public Sector Human Resource
Development Plan. Francis Adrian
Commendador, DAP’s project
officer, presented the evolving
framework, challenges and plans
in the harmonization of national
government performance moni-
toring, information and reporting
systems towards building a “Results
-based Performance Management
System Framework”.
The learning session is a
semestral event which seeks to
bring together and reinvigorate
ties with and among HR public
managers and CES champions from
national government agencies and
government-owned and controlled
corporations. It also aims to
regularly update them on the latest
CES policies and programs, share
current trends on strategic human
resource transformation, and
provide information on various
CES executive development
programs.

Eminent persons - highly distin-
guished in the fields of leadership,
development and public service -
lead the roster of seasoned mentors
who will be facilitating learner-
centric, highly-interactive, and
practitioner-oriented classes includ-
ing a public service-driven Sensing
Journey.
The program consists of 70-80
days of residential classes; 2 weeks
of community immersion; and 3
months agency-based Re-entry Plan
implementation. Completion of the
training program will qualify par-
ticipants to receive academic credits
leading to a Master’s Degree.
The program offers two classes:
the Senior Executives Class (SEC)
Public Management Development Program... �1
and the Middle Managers Class
(MMC). The Senior Executives
Class is designed for senior execu-
tives holding CES position who are
not yet CESOs* (*CESOs who are
nominated by their Head of Agency
will be considered on a case-to-
case basis.) Application period is
up to March 30, 2012. The Middle
Managers Class seeks the best divi-
sion chiefs who are being groomed
to take on positions of leadership in
the third level of the bureaucracy.
Application period is up to April
30, 2012.
The Program is accepting appli-
cants from line agencies including
regional offices and their attached
agencies. All successful applicants
will receive full scholarship from
the national government. No fee
will be collected. Applicants must
obtain the endorsement of their
Cabinet Secretary.

The PMDP is a leadership initia-
tive under the Philippine Develop-
ment Plan 2011-2016, and is
overseen by the National Economic
Development Authority, the Civil
Service Commission, the Career
Executive Service Board, the
Department of Budget and Man-
agement, and the Department of
Finance. The Development Acad-
emy of the Philippines was tasked
to design and implement the
program.
