The 2007 year for CO-OPP was indeed one to be remembered, indicative that the individuals represented in this Organization are willing to do whatever it takes to leave a mark of improvement on themselves and on our profession. One of our own, Parshotam
Lal Channa, was named National Buyer of the Year, a designation we intend to be competitive in for years to come, as well as the other awards of distinction given by the NIGP, our founding organization. Our chapter grew in numbers to 180 from 158 in 2006, a 14% increase and we finished in the top three for the Large Chapter of the Year designation. The Early
Bird debuted in April of 2007, as a way of keeping in touch with our membership on months where there was not a General Membership Meeting (Feb, Apr, Jun, Jul, Aug, Oct, and Dec). The Professional Development Assistance Program (PDA) was enhanced and introduced as a defined opportunity for educational dollars to be awarded to members actively pursuing a higher calling in their profession. New ADHOC committees were created with the intent to broaden the reach of our chapter. Membership dues were lowered to $25, and we have established a partnership with the Mid-Ohio Regional Planning Commission
(MORPC) with the intent of getting more people from more entities on board… and, we aren’t done yet. It’s a new year of challenges and my last year as your President. Joe Lombardi, your Vice-President, will assume the leadership role at our November 2008 Luncheon. He has been actively piecing together his team and will be ready to lead us when the time comes. For now, we are going to keep climbing and prove yet again that the Central Ohio Organization of Public Purchasers
(CO-OPP) IS the BEST DAMN CHAPTER IN THE LAND.

CERTIFICATION UPDATE: TWO (2) MORE OHIOANS ACHIEVE DESIGNATIONS
ROBIN COOK, CPPB, Purchasing Expediter, City of Columbus, Department of Technology, and, RICHARD CINCURAK, CPPB, Coordinator of Contract Management, Summit County BMRDD were listed amongst the 17 new Certified Professional Public Buyers (CPPB) for NOVEMBER 2007.
State of Ohio, DAS/GSD Office of Procurement Services Receives NIGP Award The Office of Procurement Services for the State of Ohio received notification from the NIGP that they have attained re-certification of NIGP’s Outstanding Agency Accreditation Award. NIGP’s acknowledgement letter reads, in part, that “this Award recognizes excellence in public procurement by establishing a body of standards that should be in place for a solid purchasing operation. Many governmental agencies have attempted to achieve this accreditation status – only to realize that their processes fall short of the standards of performance. While the NIGP membership represents over 2,000 governmental agencies throughout the United States and Canada, only 101 governments have attained this distinction. Clearly the Office of Procurement Services belongs to an elite group of purchasing organizations that represent the highest standards of quality and efficiency in government.” Originally certified in 2004, this re-certification shows that there is a continual effort to meet the rigid standards associated with this award. CONGRATULATIONS!!
I.C.P.C. ANNOUNCES TENTATIVE SCHEDULE FOR 2008 The Intergovernmental Cooperative Purchasing Committee (I.C.P.C.) announced a tentative schedule of the first few meetings of 2008 and some suggested topics of discussion for those meetings. Specific details are not finalized, but, you will receive announcements once they are. Beginning in February 2008, meetings will occur on the 2nd Tuesday of every other month from 9am – 11am. Meeting locations will be announced on the Final Press Release that will be forwarded via email prior to the meetings. Meetings are scheduled for FEB, APR, JUN, AUG, OCT and DEC and the tentative schedule is: FEB 12, 2008 - Janitorial Paper Products APR 8, 2008 - Vendor Managed Inventory JUN 10, 2008 - Vehicle Fluids (i.e., transmission fluids, oil, brake fluids, etc.,)

NIGP UNVEILS NEW PUBLIC PROCUREMENT CERTIFICATION PROGRAM The National Institute of Governmental Purchasing (NIGP) recently unveiled their newest Public Procurement Certification Program. The Executive Certificate in Public Procurement (ECPP) reflects a professional’s commitment to excellence in the field and their pursuit to master a body of knowledge. Three-Step Process To Attain Executive Certificate Program

The third step in the process, the CAPSTONE EXPERIENCE, is shepherded by one of two professors from the Florida Atlantic University (FAU), who helped to create the new certification in association with accomplished faculty from NIGP. Dr. Cliff McCue, Director of the Public Procurement Research Center, is an Associate Professor, School of Public Administration, College of Architecture, Urban, and Public Affairs, Florida Atlantic University, Fort Lauderdale, Florida. Dr. Eric Prier is an Associate Professor in the Department of Political Science at Florida Atlantic University. He graduated from the University of Florida in Political Science and received hi Ph.D. from Florida State University. Under the guidance of one of these men, candidates will develop and complete an independent research and synthesis project that will be presented to a panel of peers and their assigned Professor. DPU/Fiscal Office Reports Charitable Contribution to Adopt-A-Family The City of Columbus, Department of Public Utilities, Fiscal Office, from which many of our membership hails, recently concluded a year long charitable contribution effort which enabled them to give a local single mother and her three daughters a plentiful Christmas. Every Friday morning throughout the year, employees took turns bringing in store bought or homemade baked goods for their “Friday Morning Breakfasts”. Those items were offered back to the employees for a small cost, 100% of which went into the charitable fund. In addition, a “Soup & Salad” event was sponsored by the section, with the proceeds going into the fund for an “Adopt-A-Family” effort. Total contributions through the Breakfasts, some personal contributions and the Soup & Salad event were $1,051.71, which provided opportunity to expend $835.96 for the needy family and have a sizeable amount of funds left to start off the new year with a surplus. Just another example of the many ways we can give creatively and do something good for those less fortunate at a time when they are most forgotten. KUDOS TO ALL WHO PARTICIPATED.

TIME TO START THINKING ABOUT B.O.Y. and M.O.Y. No, I’m not spilling the beans on a new Stephen Speilberg movie, B.O.Y. is the acronym associated with the Chapter BUYER OF THE YEAR (which our own Parshotam lal Channa won last year) and, conversely, M.O.Y. is associated with the Chapter MANAGER OF THE YEAR.
Candidates for the Buyer of the Year Award must be actively employed in public procurement. By definition, the role of BUYER is limited to those buyers WHO HAVE LITTLE OR NO supervisory or management responsibilities in the organization while candidates for the Manager of the Year Award can be defined as those public professionals WHO HAVE the supervisory responsibilities in the organization. The supporting documentation for both prospective candidates shall reflect activity of the previous two years in public procurement for the period of January 1 to December 31.
Start thinking about your organizations and who you think is deserving of consideration for these awards and then
approach them to see if they can commit to the tedious task of putting a submission together. We will be getting more

Professional Development Assistance Program
Purpose: The Central Ohio Organization of Public Purchasers (CO-OPP) established a Professional Development Assistance Program for the purpose of providing funds to individual CO-OPP members who are interested in furthering the development of their purchasing skills and professionalism. Funds from CO-OPP’s Professional Development Assistance Program (PDA) are available to supplement other funding sources available to members. Applicants should exhaust all other sources of funding before requesting PDA funds. Program Administration: The PDA committee, as established by the CO-OPP Code of Regulations, administers this program.
• The chairperson of the committee will determine when the committee meets. • The PDA committee members will review and make determination of award based on a majority vote.
Determination will be made within three (3) weeks after the PDA committee chair receives the application and all supporting documents.
• The PDA committee will review each PDA application based on the date of submittal. • The PDA committee chair will notify applicants of the committee’s decision.
Program Policies:
• Requests for assistance will not be considered unless accompanied by a completed PDA application. • Assistance will be available for the following events and ancillary costs:
o Seminars (procurement related workshops and educational courses). o Conference costs (purchasing related events). o UPPCC certification and recertification costs. o Attendance at Board meetings for Board members (NIGP, UPPCC).
• The number of awards per year will be based on available funds approved in each year’s budget. • The amount of total assistance available to a member in a 12 month period will be based upon a point system.
o Points will be considered for member’s activities during the preceding 12-months. o Evidence or supporting documentation of points earned may be requested, by the committee, as part of the
review of the application. Review of application will not continue until requested evidence or documentation is submitted to the committee chair.
o Only the points shown on the application will be used in the evaluation of available funds for award. o Calculation of points will only be for accomplishments within the 12 months immediately preceding the
application (with the exception of points for certification of CPPB, CPPO, and C.P.M.). o Points are nontransferable.
• Multiple PDA applications may be submitted for separate events provided total funding awarded in 12 consecutive months does not exceed the funds available to the member based on the point system.
• Although PDA applications may be submitted for consideration anytime, PDA applications will be considered for future events only.
• Awarded funds may only be used for the specific event listed on the PDA application. In cases where an event is canceled the applicant may reapply for funds not used due to cancellation.
• Awarded funds are not transferable. • Failure to use awarded funds shall result in forfeiting the individual rights to the awarded funds (exception due to
extenuating circumstances will be at the discretion of the committee). • Applicant will be reimbursed when proof of attendance at the approved event is submitted and accepted by the
committee. Ancillary costs will be reimbursed in accordance with CO-OPP travel policy in effect at the time the PDA application is approved.
Qualifications:
• Applicant must have been a CO-OPP member for twelve months prior to the date a PDA application is submitted.

• Applicant must be a CO-OPP member in good standing at the time of application and at the time of reimbursement. A member in good standing is:
o Attended minimum of two CO-OPP general membership meetings within the 12 months prior to submitting the PDA application.
o Membership dues are paid. o Member participates in at least one standing committee.
• Total available funding assistance for each member in a 12 month period is based on the following point system:

A Purchasing Office Food Drive is an excellent way to help and the Mid-Ohio Food Bank provides a great prototype for a KID PACK, on their website, www.midohiofoodbank.org which will not only streamline the types of items you can contribute, but, it will give you a virtual picture of the things that we can give to help our most important resource, our children.
Collect these items and box them up into Kid Packs! You can decorate your Kid Pack or add a special note to it for a less fortunate child. The Kid Packs will be given to children at food pantries or after school programs so they can take their pack home to share with their families. Important: When choosing from each category, consider enough for a family of four. For example, one selection of Alphabet soup would be 2 cans - enough for a child to share with his family.

There was a time in his early beginnings, when Larry House would jump out of perfectly good airplanes, because that’s exactly what the job required for him to do… and, then there were the days he spent as an Army Social Worker in the Panama Canal Zone, which incidentally is the birthplace of Presidential hopeful, John McCain. Thirty+ years later, Larry can reflect on a career filled with experiences surrounding interaction with people for a common good.
Larry graduated with a BA in Economics from the Ouachita Baptist University (pronounced wash-i-taw), which was recently named the number one baccalaureate college in the South according to the 2008 issue of “America’s Best Colleges” by U.S. News and World Report. Incidentally, Presidential hopeful Mike Huckabee, is an alumnus of Ouachita. Larry’s first Purchasing job was with the State of Arkansas at the Hot Springs Rehabilitation Center. He was a one-person purchasing department with responsibility for a staff of 350 and clients totaling well over 400. His areas of concentration included, food service, building maintenance, medical supplies and equipment. In 1984, as a Charter Member of the Arkansas NIGP Chapter, Larry received his certification as a CPPO. After 17½ years with the State of Arkansas, Larry came to the State of Ohio, where he has contributed 13+ years of as a Purchasing Standards Analyst with accountability for contract management from specification development through the award of the contract. Larry continues his support of the organization, agreeing to Chair an Ad-Hoc committee tailored to address the CO-OPP Retirees. It claims some of the free time he has earned, which is still a work in progress and may include revisiting the hobby of Barbershop Quartets, to which he was an avid member at one time… or, it might mean going back to college to take some of the courses he had interest in, but no time in his schedule to accommodate… or it might simply mean spending his days in quiet reflection, wiling away a week of Saturdays on his Harley. Whatever he chooses, it will all be a good thing… because that’s exactly what the job requires him to do.
