The subject property is 0.932 acres in size and currently contains a 2,789 square foot Pizza Hut restaurant and parking areas. The existing building was constructed in 1988. The petitioner proposes to demolish the existing building and construct a new 6,488 square foot strip center which will contain a new Pizza Hut restaurant in the south unit fronting Ridge Road and up to two retail spaces facing east towards the existing Long John Silver’s restaurant. The parking lot and landscaping will be reconfigured to accommodate the new uses. The petitioners appeared at the April meeting of the Plan Commission. At that time the project was tabled and the Plan Commission asked that the petitioners address the following: Study right-in/right-out access control, Cross-access agreements with the adjacent properties Reorient the building east-west

• Revise the landscaping plan The petitioners have agreed to install a right-in/right-out median on the Ridge Road curb cut. Staff has provided them with a recorded cross-access agreement with the property to the west. The petitioners have declined to reorient the building. The petitioners have revised the landscaping plan. Note: The plan presented for approval tonight was delivered to me today, while I believe that the petitioner may have provided the necessary adjustments to meet Town ordinances, I have not been given the time to conduct a thorough review of the proposal. Analysis Comprehensive Plan The Town of Munster 2010 Comprehensive Plan makes specific recommendations with respect to the subject property (see figure below and attachment).

The Comprehensive Plan recommendations are as follows:

1. Reconfigure Tapper Avenue and existing green space to create a contiguous Town Hall Square. 2. Reconfigure the strip retail building to open a view corridor. 3. Consolidate the curb cuts along Ridge to create better entrances to the center. 4. Improve circulation and develop shared parking areas in the shopping center to serve all users. 5. Develop new infill buildings that work with existing stores. 6. Create a walkable core centered around Town Hall.
