Several years ago, ARTC had identified that the current method of Train Order Working, between Spencer Junction and Tarcoola, would need to be replaced due to the projected increase in Traffic, and limitations on the number of Train Orders that could be written by a Train Controller in one

shift. Following consideration of available technologies, it was decided to install CTC Signalling, with Microlok CBI equipment, Frauscher “advanced” axle counters for Train Detection and use of the existing ARTC Communications system along the Rail Corridor for vital links between Crossing Loops and equipment monitoring. The first CTC loop at Tent Hill was commissioned on Monday 2 September 2013, with the last site, Tarcoola, commissioned on Tuesday 1 July 2014. This presentation looks at the system architecture and equipment used, performance to date, benefits and challenges.

This presentation will discuss the outcomes of the proof of concept phase, the lessons learned and ARTC’s plans for the first implementation of ATMS between Port Augusta and Whyalla.

LAST MEETING

The last meeting was held on the 14th August

2014. The presentation was by Peter Lindqvist, Rollingstock Engineer, Public Transport Services.

Peter spoke on the techniques that are used to

monitor Adelaide’s metropolitan passenger rolling stock, and the results that were being achieved. The presentation included an overview of wayside and on-board monitoring technologies for wheel-rail interaction, ride quality and pantograph-contact wire interaction. He focused on how monitoring systems have been developed or

procured to deliver the required results at a relatively low cost.

Unfortunately a full description of Peters presentation is not available for inclusion in

this newsletter.

Track Engineering Seminar No. 2 will be held on Wednesday 17th September 2014. This seminar will cover:

i) Rail Manufacturing and Properties – To provide an understanding of the process for the manufacture of rails and the properties that rail steel must provide.

ii) Rail Performance and Failure Modes

– To provide an understanding of rail

performance in track and the various means by which failure may occur.

The award comprises a suitably engraved plaque and a cheque for the sum of $1000.00.

The following was a submission for the 2013 OneSteel Excellence in Safety or the Environment Award.

Tailem Bend Team – Safety

Achievement The Transfield Services track maintenance team based at Tailem Bend achieved a significant safety milestone in November 2013. The Tailem Bend rail team achieved 15 years Lost Time Injury (LTI) free. The

current Tailem Bend team members are Colin Ackland, Wayne Housten, Stephen Wade, Ronald Humphrys, Ronald Gower, Trevor Truscott (Team Leader), Alan Fabbian and Carl Drendel.

This is a great achievement since Transfield Services commenced the SA railway industry operations in 1997. In addition, the team have incurred only a three minor Medical Treatment Injuries, with the last occurring in 2009 (4 years ago).

The team has a history of being very proactive in close call reporting and thorough in hazard identification of work sites. In general, the team know to remain safe and to keep out of the line of fire and minimise risk.

Trackwork Operations

The team is responsible for track and corridor inspection services, routine corrective maintenance, planned renewals, construction works and incident response rectification for over 300 kilometres of mainline track for the client; Genesee Wyoming Australia (GWA). The area is centred on Tailem Bend and

extends to Loxton (Loxton Line), Pinnaroo (Pinnaroo Line) and caretaker for the now closed Apamurra Line.

In addition the team provide track services to

10 grain and storage yards following the Main South Line to the SA border: Tailem Bend, Monarto South, Murray Bridge, Coomandook, Coonalpyn, Tintinara, Keith, Wirrega, Bordertown, and Wolseley.

The team have also been extensively involved in assisting other Transfield Services track teams to undertake large planned MPM, Capital and emergency rectification works at locations spanning SA/WA/NSW that require their expertise and track skills.

Transfield Services management believe that the remarkable safety achievement is attributed to a number of factors such as: being part of a small community, looking after and supporting each other and by being

proactive with Transfield Services HSE systems and processes.

The Team

The team has a great depth of experience with over half the team members having 20 or more years’ service to the rail industry.

The team currently consists of 8 track workers, but has generally ranged up to 12 men over the 15 year period since 1997. The Team Leader is Trevor Truscott or “Trev” and is well respected by his team members.

Tailem Bend Team Safety Systems in Use

The Tailem Bend Team is supported by a large number of initiatives developed by Transfield Services as part of its Safety Management System. The systems and procedures involve a detailed approach to safety across the rail industry.

Transfield Services Registered Training

Organisation (RTO)

Transfield Services is an Enterprise-based Registered Training Organisation (RTO), enabling us to combine our expertise in operations, maintenance and asset management services with our ability to deliver industry-specific training requirements.

Managed by the Transfield Services Learning and Development, Transfield Services RTO aims to meet the specific needs of its clients

and participants through the development and delivery of innovative integrated and customised training solutions. Nationally accredited courses are delivered under the Australian Quality Framework (AQF), successful completion resulting in a nationally recognised qualification.

Processes and Procedures Developed for

Track Work, Construction and

Maintenance Activities

Transfield Services have developed Track &

Civil infrastructure documentation that contains sufficient detail to ensure that the processes required to be followed on site can be adhered to.

Millennium & IMVS in All Vehicles

Transfield Services utilises various systems to report on and monitor driver behaviour. These include Circuitlink Millennium

&Telogis IVMS. The reports provide information on many parameters including excessive speeding and driving behaviour. The vigilance system is designed to monitor and record the above items of data during road and rail travel, however its main purpose is to enhance the operator’s own vigilance and alertness when on road and

especially on rail and in the event of the operator’s failure to respond to several timed prompts to bring the vehicle to a safe shut down condition.

Internal Audits

Transfield Services have developed and implemented internal audits to ensure a systematic, independent and documented process for obtaining and evaluating evidence objectively to determine the extent to which policies, procedures or requirements are fulfilled within the process, function or system being audited.

Workplace Inspections

Inspections of work areas are undertaken to check compliance with documented HSE procedures in relation to housekeeping, equipment, work practices, use of personal protective equipment, emergency equipment, environmental controls, and as well as to

ensure that work areas are inspected on a regular basis, so that hazards can be identified, and action taken to address non-conformances or hazardous situations.

Safety Behavioural Observations

The Job Safety Observation is a process of assessing a task or work situation through

observation, discussion, reinforcement of positive aspects, and correction of the negative aspects. A key intent of the Job Safety Observation is to raise awareness of safety in both the person who is observed and

the observer.

Quarterly Compliance Processes

Quarterly Compliance Certificate (QCC) - the QCC has been developed and implemented for use by Transfield Services rail contracts and project teams to ensure compliance, and support high quality and consistent internal reporting. The QCC

record provides a quarterly audit position, which is verified and signed off by the appropriate responsible personnel.

Fatigue Management Plan and Policies

To ensure that fatigue is appropriately managed across Transfield Services through the recognition and implementation of

actions required to minimise the impact of working hours on health, safety and welfare of employees and other persons in the workplace, and make certain that employees, supervisors and managers are informed of the ‘elements contributing to fatigue’ so as to prevent accidents, incidents and illness in the workplace. Managing fatigue is just one of the components of the overall approach to

fitness for work and employee wellbeing.

Mandatory Safety Rules

The Transfield Services Mandatory Safety Rules are a set of non-negotiable rules designed to provide a consistent framework and are intended to protect employees and contractors from high consequence hazards

that are commonly encountered across the Transfield Services enterprise. The Mandatory Safety Rules are applied in conjunction with all relevant laws, company policies, the Code of Business Conduct, House Rules, Industrial Instruments, Global Standards, Principal Risk Controls, Fair Play and any other processes, procedures and work instructions that are applicable to the

workplace.

Principle Risk Controls

Principal Risk Controls provide a common approach to risk management for those activities, commonly undertaken in our operations that are most likely to present a risk of serious injury, illness or death.

Quality Management Systems

Transfield Services is committed to

implementing and maintaining a management system that improves effectiveness and efficiency, and ensures that all services provided meet the requirements of our customers, both internal and external as well as statutory and regulatory requirements it is achieved through consistently and predictably providing products and services that conform to relevant specifications, standards, codes

and agreements.

Vehicle Logbook Checking

All Transfield Services Vehicles and Equipment are maintained in line with manufacturers’ guidelines and with strict adherence to OH&S legislative requirements. All employees carry out a daily Vehicle/

Equipment inspections using the relevant log books to identify that plant is fit for use and that any repairs required are reported and acted upon accordingly.

Remote Works Communications

Procedures

There procedures ensure the safety and well-being of Transfield Services Rail employees

and sub-contractors undertaking remote or isolated work. Ensuring that effective systems are in place and maintained at all times including regular contact between the remote worker(s) and a Nominated Contact Person.

Journey Management Plans

Given the remote and large geographical coverage of Transfield Services, risk control strategies for commuting/driving from home base to work sites and between different worksites are considered. All employees who are required to travelling by road transportation in excess of 2hours or more are required to complete a Journey

Management Plan. This is inclusive of travel between job sites as well as travel from site to their home base or from their home base to site.

RTO Training Broadsheet – Identify Skills

Gaps & Training Requirements

A skills matrix has been established for all Operational Services personnel to identify the skills, disciplines and training that Operational Services personnel require to fulfil certain positions within the group. A number of professional and specialised development programs and industry specific

training are available for employees to complete.

Team Innovations and Better Ways

The Better Way system is a system which enables Transfield Services employees to identify nonconforming products / services, suggest possible areas for improvement and

innovation and identify any hazards that maybe identified on site. All Better Ways are recorded in an Innovations database and may be turned into Good News Stories that are communicated throughout the contract and Better Ways of a substantial nature are communicated across the Global company.

Hazard Management System

At Transfield Services our goal is “No injury to anyone, anytime”. Hazard management practices have been developed and implemented for application at all Transfield Services sites. These practices seek to reduce the risk of harm to our people and the environment.

The Transfield Services practice institutes the standard four step risk management process;

i) Identifying hazards associated with the environment, work activities and

related systems of work; ii) Assessing the risks of those hazards; iii) Controlling the risks via elimination or

mitigating means; iv) Reviewing and evaluating risk control

measures.

Summary and Conclusion

Congratulations to the team. It is possible to achieve 15 years LTI free and achieve the Transfield Services Vision of zero harm.

Thermit Australia Welder Award

The Track Welders Award is offered annually in recognition of the achievements of field or depot welders performing the specialized task of rail welding that is associated with track maintenance, renewal and/or construction.

The Award consists of a $1000 cash prize, a perpetual trophy to be retained by the recipient for a period of twelve months and a miniature trophy to be retained in perpetuity by the recipient.

Awards Assistance Request

Help Wanted!!

Presently, the PWI SA Section Inc. annually offers three awards, being the Trackwork Achievement Award, the Thermit Australia Welder Award and the OneSteel Safety/Environmental Award.

Our Awards Coordinator, John Dring, is the sole adjudicator of these Awards and he selects the successful recipients after a process of review which involves the allocation of scores against previously-agreed marking criteria.

Nominations in all three categories traditionally have closed at the end of October each year and the task of review has had to be completed in good time for the

respective trophies and cash prizes to be prepared for presentation at the Section Annual General Meeting that takes place at the beginning of December. This means that all nominations have had to be reviewed in a condensed period of about two weeks.

Ideally, there should be more than one person conducting the job of review so that different points of view can be taken into consideration to determine the most appropriate recipients of the recipients of the

Awards and, to this end, expressions of

are willing to lend assistance to John, as part of a small review team. Although this appeal is open to all, younger members are encouraged to participate so that they are able to contribute towards the management of the Awards,

Track Talk

Mystery Location

The location for the above photo is Mile End. The project being undertaken was the construction of the Bakewell Underpass. The

track is the ARTC interstate mainline for which realignment was required to allow demolition of the last remaining pier of the old Bakewell bridge (to the left of the loco) and to fit on the new rail underbridge that had yet to be constructed. The track alignment is in the final stages of completion. The Indian Pacific is halted at the signal

awaiting approval to pass over the newly completed track.

The new rail underbridge, which carried both the ARTC and PTS tracks was constructed

later on the east side and was moved into position during a weekend track closure of all tracks.

Again no one responded let alone identified the location. Hopefully, we get some responses to the following mystery location.

Track Talk

The following photo is of the old narrow gauge station at Pine Creek in the Northern Territory and was taken in August. As can be seen the station and trackwork is intact despite the railway having been closed in 1976.

The station precinct along with a small museum has been retained for historical reasons. If you are passing through Pine Creek, it is well worth a visit.

Edition will be published in future as a series of volumes, each to be purchased separately. The following volumes are currently available:

ABN 78 940 577 192 The Permanent Way Institution is a democratic association with membership drawn from railway engineers, track staff and others, all of from a technical or practical interest in railway permanent way and works. Personal Membership is also open to non-railway people who have similar interests. The value of the Institution is educational and social, and its object is to increase members understanding of the work on which they are engaged, both in the field of permanent way and in the other branches of railway civil engineering. The Institution originally started in the British Isles where most sections are to be found, however other sections may be found in Central and Southern Africa, South East Asia, New Zealand and Australia. In addition to the South Australian Section, other sections of the PWI in Australia may be found in NSW and Queensland. Section meetings are for the reading and discussing of papers and the exchange of views and are held at frequent intervals and at least 4 times per year. Site visits and excursions are also undertaken from time to time. The South Australian Section publishes a Newsletter prior to each meeting. The Newsletter gives details of the future and past meetings as well as any other business related to the Section. The UK PWI publishes a Journal 4 times per annum and South Australian Section members may purchase this publication if desired. The UK PWI also publishes a reference book titled “British Railway Track – Design, Construction and Maintenance” which may also be purchased by South Australian Section Members. The Annual Subscriptions and Entrance Fee (payable in advance) for Personal Membership of the PWI South Australian Section is as follows:

2014 TRACKWORK ACHIEVEMENT AWARD

The Trackwork Achievement Award is offered annually for an outstanding achievement related to rail infrastructure. Such achievements may be associated with the permanent way, signaling, bridges, structures or any other rail-related infrastructure initiatives.

The work nominated for the Award generally shall have been undertaken between 1

2013 and 31st August 2014, although works

commenced earlier than this may be considered.

of aspects related to the design and maintenance of railway track and associated infrastructure. Attendance at the Seminar is open to all PWI members and any person employed in the maintenance of railway track. There will be no charge for attending this Seminar.
