David Conte is the chair of the Landscape Committee and he has been working hard on plans to upgrade the landscape for our neighborhood entrance and the common areas. Also our Clubhouse Committee members Sydney Rossetti and Becky Rooker are moving things along for the restroom renovation project. Good things are happen- ing. Much of our new business discussion focused on topics expressed on our Osprey Point FaceBook page. For those of you who are not on social media, here is a summary of what you should know: Door-to-door solicitations: Solicitors are illegal in Duval County unless one has a permit, but if you want to prevent all unwanted visitors, place a 3”x5” sign on your front door that says, “NO SOLICITORS”. Many residents are very unhappy with our local mailman and several people have complained at the Mayport post office, but nothing has been done. I’d like to ask anyone who has experienced poor service from him to please noti- fy me. I will be happy to compile a list of examples and send a letter to his su- pervisor. Individuals are cutting through neighbors’ yards without permission and some of the trespassers are adults from outside our neighborhood. Please be aware that once an individual has been notified of a trespassing offense (verbally or by sign) and that individual continues to enter the property, he or she commits a misdemeanor of the first degree, which is punishable by fine. Installing a fence might be a good solution; however, please note that fences may not be installed on a property until the owner has received ARC approval. Also, no chained link, barbed wire or other forms of wired fences are permitted. Our long-time neighbor Ron Stocum has been a great HOA Board member and assumed many responsibilities that were outside the traditional role. New members of our Board have agreed to share the responsibilities, which in- clude changing out the community notice board, raising and lowering the flag, and providing tennis court access. Message from the President

Pool Reminders

It’s that time when many of us start using the pool again. This is an amenity that we all share to use, but each of us has a responsibil-ity to help keep the area nice.. Please be courteous of others and observe the posted pool rules.

Children must be accompanied by an adult at all times.

Groups with 10 or more children aged 12 and under are required to hire a certified lifeguard while using the pool area.

There are no trash receptacles in the pool area—remember to take your trash with you.

If you use an umbrella, put it down when leaving the pool area. Umbrellas that are left open can become projectiles on a windy day and end up broken.

Others may not appreciate your music choices. Please be respectful and use ear-buds or play music quietly so as not to dis-turb others who are relaxing at the pool.

Overnight Parking As dictated by our Covenants and Restrictions, Section 3.7, boats, trailers, and other non-permitted vehicles may not be parked in the driveway or street. In addition, commercial ve-hicles, or permitted vehicles with advertising shall not be parked in public view on a regular basis. No vehicles should be parked in the street overnight. The HOA may enforce these restrictions in any lawful manner, including the imposition of fines for willful or repeated viola-tions. For your convenience, we have Wi-Fi in the Clubhouse and pool areas. Please log on to ‘Osprey Guest’ using the password ‘Osprey123‘ to access the Internet with your mobile devices while enjoying the pool.

Tennis Courts

Due to repeated vandalism on the card reader at the tennis courts, the gate is secured by a combination lock. Please contact a Board Member (see page 9) for the combination.

Waste Collection Reminder There continues to be a handful of neighbors who continue to violate both the guide-lines set forth for Osprey Pointe in addition to the Jacksonville City Ordinance Code, section 382-415, by placing trash and yard waste well in advance of the scheduled pick up time. It is unsightly and can be dangerous to have this obstruction in our com-munity curbs for prolonged periods of time. Just a reminder that our days for regular household waste are Wednesday mornings and for yard waste it is Thursday mornings. Since February 1, 2016, we enacted an immediate fine of $50 for all who violate the city ordinance code and the community ARC guidelines. If you have an issue with the City picking up on a timely basis, it is your responsibility to contact the Property Man-ager’s office at 904-249-8599 or email them at [email protected] and let them know. There is also a link you can use to communicate regarding receipt of a vi-olation letter. It is http://marvin-group.com/respond-to-a-violation-letter/

One other note of interest that everyone should be aware of; if you hire a contractor to do yard work, they are required to remove it from your property. It should not be placed by them on the curb. (City Ordinance code section 380.206)

Clubhouse News

Our Clubhouse bathrooms have been in need of reno-vations for many years, and we are now in the process of getting this work done. The Clubhouse will be closed to rentals from July 7 through August 25 in or-der to provide a window of time for the contractor to complete this work. The materi-als have been ordered, and the start date will depend on when they arrive. We have been informed that the renovations should take approximately 3 weeks. The pool will remain open during the construction, and arrangements are being made to supply a Porta Potty while our bathrooms are closed. We will send updates as more infor-mation becomes available.

Gardening Corner

What to Plant Annuals/Bedding Plants: Annuals that can take full sun during hot summer months include celo-sia, portulaca, vinca, and some coleus.

Perennials: Add bright color to the landscape with perennials

Palms: Summer’s warm, rainy weather is the perfect time to plant palms. Make sure not to cover the trunk with soil.

Herbs: Plant heat-loving herbs, including basil, Mexican tarragon, and rosemary. Pinch back regu-larly to prevent flowering and enhance branching.

Vegetables: Plant okra, southern pea, and sweet potato.

What to Do Pests: Monitor the landscape weekly for harmful insects. Knowing which insects commonly attack a plant can aid in identification and treatment.

Irrigation: If rainfall has been lacking, watch for drought stress and water as needed.

Palms and cycads: Watch for nutrient deficiencies or environmental problems with palms and cor-rect using an appropriate treatment.

Summer-flowering shrubs: Prune lightly during the warmer months to encourage more branching and blooming. Azaleas can still be pruned in June without removing next spring’s flower buds.

Fertilizer Bans: Certain municipalities in north Florida prohibit the application of fertilizer to lawns and/or landscape plants during the summer rainy season (June–September). See if such an ordi-nance exists in your area.

Lawns: Yellow and brown patches in St. Augustine grass can be caused by chinch bugs, disease, or lack of water. Take time to determine the cause so your remedy is effective. Rejuvenate areas where grass does not grow well by replacing it with a more adapted turf or groundcover

The Basics of Submitting an ARC Request

New Renovations? Repairing after damage? ARC approval is required, prior to work commencing, for any construction, color changes, alterations, addi-tions, reconstruction, or improvements of any nature on the exterior of your home and lot. The ARC Guidelines and Application for ARC Review are available at http://marvin-group.com/osprey-pointe-architectural-review-application/; you may also submit your application electronically. Additionally, you are requested to attend an ARC Review meeting to present your plan to the committee. ARC Review meetings are held the third Tuesday of each month, unless otherwise noted in advance. Here are some helpful tips to help you sail through the process:

1. Download the Architectural Review Application. 2. Gather your documentation. Following is a recommended list of items to have ready with your request

(this is not a comprehensive list, only suggestions based on the most common requested items):

Landscaping/Trees: names and photos of plants; diagram showing placement of plants

Roofing: shingle type, size, and color; sample shingle

Paint: colors to be used; areas to be painted; color wheel or paint chips

Windows/Doors: product name, along with full description and photos, diagram showing placement of items to be added/changed

Fencing: fencing product name, board type, thickness, width, height, and color; picture or sample of wood to be used; diagram showing placement of fencing

Driveways/sidewalks: materials and colors to be used; copy of property survey Pools: materials and colors to be used, include fencing/screen materials Gazebos/screen enclosures/pergolas: materials and colors to be used; sample or photo of materi-als; dimensions of final product

3. Complete the Architectural Review Application and attach your document files to the Application.

4. Send the completed Application with your documents AT LEAST 5 DAYS BEFORE the next scheduled ARC Review Meeting.

5. Attend an ARC Review Meeting and present your request to the ARC Review Committee. Note: you may receive verbal approval to move forward with your renovation and avoid waiting for a writ-ten response before you get started

6. Receive a formal, written decision on your Application

7. Schedule your contractor to commence work Note: If you submit the Application after the work has started or has been completed you will be required to remit a payment of an ‘After the Fact’ fee of $250. Your application will not be accepted without the fee.
