The one that has gone by will go down in history as a memorable one as it coincided with the Golden Jubilee celebration of the host Regional Unit, the Catholic Health Association of Kerala (CHAKE). I was indeed overwhelmed by the number of participants . And their enthusiasm and sense of involvement was infectious. Everyone took part in it actively and committedly making the occasion an event to remember ever. The two-day function bears testimony to the growth of CHAI and its enviable place among the health providers of the country. It also reminded us that our responsibility for future is enormous as the times we live in are such. Despite having a booming economy, the country has been subject to various problems. Health care continues to be inaccessible and unaffordable to people, especially those in the lowest strata of society. And a very hectic year lies ahead for us. And many are the difficulties and hardships we are going to face. I am reminded of Winston Churchill’s words:”A pessimist sees the difficulty in every opportunity and the optimist sees the opportunity in every difficulty.” We need to make good and ample use of every opportunity lying hidden in every difficulty if we want to move forward. “Yesterday is a cancelled cheque. Tomorrow is a promissory note. Today is the only cash you have. So spend it wisely”, says Kim Lyons. Each day is important. We need to utilize it wisely with proper planning and careful thought . Next year is going to be one with lots of activities of various sizes and nature, old and new. We are celebrating the 70th anniversary of CHAI which calls not only for a grand celebration but also for introspection and strategic planning for future. We have many ongoing initiatives like CHAI National Health Insurance and Solar Energy Programme. The success of both depends on the numbers we gather. It is here where your support is crucial. The Central Purchasing System needs to be given a good launch. Then there are various other novel ideas waiting to be translated into action. I am sure, the year is going to be marked by feverish haste and activity. The new initiatives have to be pursued to their successful conclusion. In all these, what matters and what is indispensable is your cooperation, enthusiasm and commitment to follow up. How can the body function without its backbone? Without you, how can CHAI forge steadily onwards? “Gratitude is not only the greatest of virtues, but the parent of all others” Cicero wrote. I express my heartfelt gratitude to one and all. Christmas is just a few days away. It is a world festival of faith, hope, charity, love, joy, peace, togetherness, goodness, caring and sharing. It is not only a time to gather as a family to celebrate the birth of Jesus and to exchange gifts but to remind ourselves of how Jesus in His life and Ministry gave respect, dignity and importance to those who belonged to the lowly and the marginalized sections of people. We can also offer them our mite of comfort while celebrating the most auspicious day. Wish you a joyful Christmas and a New Year marked by abundant health and peace!

Our annul general body meetings have all beenunique events. The one that has gone by will godown in history as a memorable one as it coincidedwith the Golden Jubilee celebration of the hostRegional Unit, the Catholic Health Association ofKerala (CHAKE).

I was indeed overwhelmed by the number ofparticipants . And their enthusiasm and sense ofinvolvement was infectious. Everyone took part init actively and committedly making the occasionan event to remember ever. The two-day functionbears testimony to the growth of CHAI and itsenviable place among the health providers of thecountry. It also reminded us that our responsibilityfor future is enormous as the times we live in aresuch. Despite having a booming economy, thecountry has been subject to various problems.Health care continues to be inaccessible andunaffordable to people, especially those in thelowest strata of society.

And a very hectic year lies ahead for us. Andmany are the difficulties and hardships we are goingto face. First Day, 22 November 2012Holy Mass was concelebrated at 7:00 a.m.

by 30 priests joining His Grace Most Rev.Vincent M. Concessao, the Archbishop of Delhiand the Ecclesiastical Adviser to CHAI; BishopMost Rev. Jacob Manathodath, Bishop ofPalaghat, Chairman KCBC Health Commissionand the Ecclesiastical Advisor to CHAKE, andRev. Dr. Tomi Thomas, Director-General ofCHAI. A large number of delegates consistingof priests, religious Sisters and other lay peopleparticipated in the Eucharistic celebrations,which took place in the auditorium of theCardinal ParecattilMemorial RenewalCentre, at AzadRoad, Kaloor,Kochi, Kerala.

Flag-HoistingImmediately after the Mass in the presence

of all, the Archbishop Most Rev. Vincent M.Concessao and Bishop Jacob Manathodath,jointly hoisted the CHAI flag. That was

followed by the collective singing of the CHAIAnthem. Thereafter, the delegates disbursedfor breakfast.

Inaugural SessionThe inaugural session started at 9:30 a.m. with

the devotionalservices organized bythe team from theLourd Hospital. Itwas presided overby Most Rev.

Sebastian Adayathrath while His Grace MostRev. Francis Kallarackal inaugurated thefunction.

Presidential AddressMost Rev. Bp. Sebastian Adayanthrath in his

presidential address raised some thought-provoking questions: Do we really promote life?Do we follow Jesus fully? Do we follow all theMedical ethics in our institutions? Do we followall ethical principles in all our policies and plansin the context of healthcare?

Inaugural AddressHis Grace Most Rev. Francis Kallarackal,

Archbishop of Verapoly, in his inaugural addresssaid that the theme, ‘Health Insurance & SolarEnergy and other initiatives’ was quite relevant.He went through the historic timeline of thematicchangeovers and progress over the years fromthe founding of CHAI in July 1943.

Presently, healthcare has become totallycommercialized and mechanized. Machines arereplacing human hands, he said. Let us not forgetJesus, the master healer, who healed by histouch.

Rising costs have taken healthcare away fromthe poor. It is for us to ensure that no poor manis denied healthcare. The health insurancescheme of the government for the poor, shouldbe seen as a saving factor. And there lies therelevance of the CHAI theme.

He quoted the health insurance schemes of aparticular mission hospital and that of RAHA,as examples that could be studied and emulatedby others.

Solar energy and other initiatives also haveparamount importance and relevance in thepresent day scenario, he concluded.

Lighting of the Lamp andInauguration

Concluding his speech, the chief guestArchbishop Francis Kallarackal lighted the lampand inaugurated the AGBM. Other Bishops anddignitaries too joined in lighting the lamp.

CHAI Award for Lifetime AchievementMost Rev. Joseph Karikkassery started his

speech by comparing today’s highlysophisticated health care with the effects ofsimple loving care.

He spoke of the selflessservices of Sr. Dr. Jude MSJat her hospital at Mau, U.P.,which started with only 15beds and have today grownto a large 250-beddedhospital.

Bishop. Joseph Karikkassery then presentedthe prestigious lifetime award of CHAI to Sr.Dr. Jude MSJ.

In reply, Sr. Jude thanked God and the CHAIfamily for the award and said that she followedthe Gospel maxim “Whatever you did for theleast of my brother, you did it to me”.

Releasing the CHAI Herbal Calendar for theyear 2013, Most Rev. Bishop. JacobManathodath spoke of the involvement of CHAIKerala in the health promotion activity and

congratulated allits membersduring this GoldenJubilee year,coinciding withthis AGBM ofCHAI.

Presentation of Prize to EssayCompetition Winner

Dr. Bimal Charles conveyed the good wishes

of the CMAI family and said that as children ofGod we are called to providevalue-based services in asituation plagued by corruptionand greed, exploitation of thepoor by commercial medicalcare and corporate institution.Thereafter he presented thenational essay competitionaward to Mr. Jose K. George.

MessagesDr. Fr. Mathew Abraham, Executive Secretary,CBCI Commission for Health, in his messagesaid that today many poorfamilies are indebted onaccount of out-of- pockethealthcare expenses. Thatis where insurance schemesmeant exclusively for themcome in handy. TheCatholic organizations aredoing a great job through CBOs etc to help thepoor. He then released the “Success Stories”booklet.

Fr. Paul Moonjeli, Asst. Director, Caritas India,conveyed the good wishes ofCaritas India for the successof CHAI AGBM and saidthat the CHAI institutionshave been raising generalawareness among the publicas well as fighting stigma anddiscrimination on account ofvarious reasons.

It is time for us to think and act collectively tobridge the gap between the demand and supplyof services with a human face and Caritas Indiais contemplating the development of partnershipwith CHAI and the CBCI Health Commissionin the field of healthcare, he concluded.

Sr. Dr. Lucian, President, Sister Doctors’Forum, complimented CHAI as well as CHAIKerala in particular on the good work they aredoing. She also traced the historic milestones

of health services (Missionary)development in India, especiallythat of CHAI’s involvement inthe formation and furtherconsolidation of the SDFI.

Vote of ThanksFr. Sunil Chiriankandath expressed his heartfelt

gratitude to all the dignitaries on the stage in theorder of their positions and hierarchy of seatingas well as the roles they played. Thereafter, theparticipants dispersed for coffee break.

Scientific SessionAs an introduction to the Scientific Session,

Rev. Dr. Tomi Thomas, explained about the twoquestionnaires included among the contents ofthe carry bags. One was regarding researchon the prevalence of non-communicablediseases and the second one was on evaluationof CHAI. Dr. Tomi Thomas requested all thedelegates to fill up the questionnaires and returnthem without fail.

A presentation on “Present trends in HIV/AIDS care, support andtreatment and non-communicable diseases” wasmade by Rev. Msgr. Robert JVitillo, Head of Delegation,Caritas Internationalis,Geneva, Switzerland.

HighlightsIn 1981, for the first time HIV-1 was foundamong homosexualsIn 1983, HIV was found to be the cause ofAIDS.HIV had been there for thousands of years,especially in the form of the Simian Strain.HIV-2 was discovered in 1986.

The thrust points for the scientific session were:Health Insurance, Central Purchase Systemto minimise costs of institution-running andproviding health services.

The delegates were divided into two groups.

One group went to Sr. Rani Maria hall to attenda session by Fr. Julius Arackal onDon Bosco Tech.

The other groups listened to Dr.Suresh Arckatty who spoke onthe CHAI National InsuranceScheme. He stressed the need toincrease the number of peopleinsured which was expected to beabove 50,000 but presently was only 5000.

He also spoke about the Solar EnergyInitiatives and said that he was available toclarify matters regarding both the subjects.

The CHAI National Health InsuranceScheme

Fr. Tomi Thomas in his presentation providedthe highlights of the CHAI National InsuranceScheme:

The scheme covers upto 1 lakhMember Institutions can provide treatmentand claim re-imbursement and hence thepremium is kept low at Rs. 1900 per annumper person.The coverage is for one year.

There are two models:Cashless treatmentReimbursement method

To be a cashless model, the hospital must beempanelled by the insurer company.

Golden Jubilee Celebrations of CHAIKerala

The function started at 5.45 pm with a prayersong and devotion. Besides the Chief GuestShri Oommen Chandy, Honourable ChiefMinister of Kerala, there were other

distinguished guests including Archbishops andBishops seated on the dais.Most Rev. BishopJacob Manathodath presided over the meeting.Fr. Sunil Chiriankandath, President of CHAIKerala welcomed, the dignitaries.

“CHAI-Kerala at a glance” was presentedby Fr. Shaiju Thoppil, the Treasurer, CHAIKerala.

The presentation explained the vision andmission of CHAI Kerala as well as its goalsand objectives.The different zonal arrangements were alsoshown in the slides.The presentation also touched upon theprograms and activities of CHAKE.

Mr.Oommen Chandy’s InauguralAddress

Mr. Oommen Chandy, the Chief Guest of theoccasion, expressed high appreciation for thecommitment of the Church agencies in thepromotion of health care in India. Health issuesare top priority concerns for not only Kerala butalso for the whole of India. While there areschemes to provide employment and foodsecurity, the poor are still deprived of affordableand quality healthcare. Hence, we need a ‘Rightto Health’ Act as well, he said. There is anurgent need for collective and collaborativeaction by the Government, NGOs and otherprivate sector actors in the health sector.Money alone is not enough; we need to takecare of the sick and challenged withcommitment, he concluded.

Mr. Oommen Chandy then led the dignitariesin lighting the lamp as a symbol of theinauguration of the golden jubilee of CHAIKerala.

Presidential addressBishop Jacob Manathodath

in his presidential addresssaid that CHAI Kerala whichstarted as a small organizationin 1962 has grown into a

large and active health promotion agency in thestate of Kerala today. He appreciated all thosewho provided and are providing leadership inthe process of its growth and development. Healso spoke very highly of the committed servicesof the Sisters. At the same time we need toavoid competition among our institutions and setup efficient management systems. And alsoestablish just labour (employer-employee)relationships, he concluded.

Delivering the Jubilee message, ArchbishopAndrews Thazhath, congratulated everybodywho have worked behindthe growth and developmentof CHAI Kerala and theGolden JubileeCelebrations. Heemphasized that theCatholic Church should notonly continue but even scaleup its involvement in both healthcare, educationand social development. With that he concludedhis message.

The CHAI Kerala Jubilee Anthem was sungby a team of artists. Most Rev. Vincent M.Concessao provided a Jubilee message withspecial focus on the services of the lifetimeachievement award winners. He also gaveaway the awards to the recipients.

Sr. Cletus Daisy congratulated the membersof CHAI Kerala as part of her message. ‘Unityis Strength’ was the core of her message andshe gave the example of the ‘Crows’ that gettogether to help each other in times of any dangeror need.

Rev. Dr. Mathew Abraham, Rev. Dr. StephenAlathore, Deputy Secretary General of KCBC;Rev. Dr. Tomi Thomas, IMS, Director-GeneralCHAI, also came up and congratulated theCHAI Kerala members on the occasion.

The day concluded with an enthralling varietyentertainment and cultural evening in whichmember institutions from Ernakulam (Lisie &Lourdes) from Trichur (Amala & St. James),

The vote of thanks was proposed by Fr. AntoChalissery.

Second Day, 23 November 2012The Jubilee Eucharist: The day started witha ceremonial mass. The main celebrant wasMost Rev. Jacob Manathodath and wasconcelebrated by Rev. Dr. Tomi Thomas andMsgr. Alex Vadakumthala, along with 26 otherpriests.

Msgr. Alex Vadakumthala took the floor forthe homily and addressed the gathering. In hishomily, Msgr. Alex Vadakumthala pointed outthat the word ‘ABIDE’ has been used in theGospel of St. John over and over again.

He said that the word abide was used in twodifferent contexts – one as the branch of a treebeing attached to the trunk and depends on itfor sustenance. The second context is that ofan embryo in the womb of a mother which istotally depends on her for its growth anddevelopment.

The report session for the regional units’started after breakfast with a prayer jointly bySr. Delina and Sr. Anbarassi. Thereafter theregional units presented their reports.

The first batch of 6 units was moderated bySr. Delina and the second batch by Fr. JuliusArackal. Each unit was given 10 minutes topresent their annual activity and otherorganizational reports.Cardinal points from the regionalpresentations:

Capacity-building programmes.Awareness programs/ seminars/ workshopsHealth camps and community healthprogrammesCommunicable diseases control programmes.CBO related and community empowermentprogrammesCollaboration and networking to scale-upadvocacy effortsPlanning, monitoring and evaluation

Business Session Sr. Cletus Daisy, JMJ chaired the business

session while 7 other national board membersalong with Rev. Tomi Thomas, Director-General,were seated on the dais. First the agenda wasapproved unanimously by the house, proposedby Sr. Elizabeth and seconded by Mr. Nicholas.

Rev. Dr. Tomi Thomas read out the postsvacant in CHAI Board. Fr. Dominic read outthe articles from the CHAI constitutions,governing the election. Then an electioncommittee was constituted and electionsannounced.Reading of the minutes of the previousgeneral body meeting: Sr. Lydia, the JointSecretary, read the minutes of the previousgeneral body meeting, held at Varanasi. Afterthe reading, the chair, allowed time forclarifications.

Presenting of the Annual Activity ReportRev. Dr. Tomi Thomas presented the annualactivity report. Before presenting the report Fr.Tomi introduced Dr. Rabia Mathai, former Vice-president of CMMB, who had been helpingCHAI a lot during the previous years.

Presentation of the Annual AccountsSr. Ritty, the Treasurer, presented the audited

statement of accounts. Afterthe presentation, the accountswere opened to the floor forcomments or anyclarifications. Since no onesought any clarificationproposed Fr. Deljo andseconded by Sr. Julia the accounts were passedunanimously.

Presentation of the budget for theyear 2013-14

After the presentation of the budget, thechair opened the same to the floor for itsconsideration by way of comments, clarifications,suggestions, etc. Since there were nointerventions from the floor, Sr. Deena proposedand Sr. Jyothy seconded the assembly passedthe budget for the year 2013-14, unanimously.

Appointing auditorsProposed by Sr Henry and seconded by Sr

Velankanni Leo Amalraj and Associates, werereappointed Chartered Accountants for the year2013-14.

ElectionThe elections to the vacant posts were held.

The following were declared the newly electedmembers of the CHAI National Board.

He congratulated the outgoing members of theCHAI board for all what they did, as he invitedthe new team to perform even better offeringthem all prayerful wishes.

CHAI CELEBRATES 70 YEARS...

CHAI will be celebrating the 70th year of its founding in 2013. To mark the great and wonderfuloccasion, we will hold a five-day programme, ending with the 70th Annual General Body Meetingin Bangalore. The proposed dates are from 22 to 26 October 2013. The venue will be StJohn’s Medical College, Bangalore.

There will be a few workshops/seminars on relevant topics simultaneously conducted from22nd to 24th October 2013.

As part of a series of “Wellness” projectsconceived by the Catholic Health Associationof India, CHAI National Health Insurance waslaunched on 30 of April 2012. Taking care ofthe wellness and well-being needs of CHAIMember Institutions and those who work invarious Catholic Institutions in the country hasbeen a felt need and it got materialized throughthe launch of the CHAI National InsuranceScheme. It is a Model with a Difference –unique in several respects.

Who can joinThis is a specially negotiated Mediclaim

exclusively for anyone who is part of CatholicChurch-run institutions, be it seminarians,novices, postulants, bishops, priests, religious,clergy or lay persons.

As an experiment, CHAI proposes tocentralize the purchase of hospital consumableslike disposable syringes, IV Canula, NormalSaline, Glucose strips, surgical cotton etc whichare being sourced from the top companies. Theinitial research has indicated that memberinsitutions could be helped to make good savingsbased on the ‘bulk purchase price advantage’.

Initially the experimentation would be limitedto the hospitals and health centres of AP.

Since CHAI does not have procurement and

logistic expertise in these matters, it has beendecided to outsource this initiative through anexisting logistic player.

The price will be fixed for a year and theinstitution that likes to be part of the schemeshould give an agreement to purchase throughour vendor at least for a year.

The only thing that is constant in life is CHANGE. Ironical as it may sound, it is the reality.Dinosaurs, they say, went extinct since they were not adaptable to the changing environments.Christian healthcare system in India too is going through a metamorphosis. In the 50 years postindependence, the best and functional hospitals with humane care and affordable charges werethe ones run by the Church and the situation continued till the private and corporate hospitals withtheir financial clout but with not so ethical practices began mushrooming in the nation. Today, we are seen as one of the competing healthcare providers and the accent of most end-users has shifted more to the technological advancement and quality of sophisticated positioning.Money is readily available to most urban elite, and who would look at Ambassador and Fiat carswhen we have the luxurious alternatives available anyway?

About CHAI ConsultancyCHAI consultancy initiation is a result of various requests received from many of our member

institutions from all over the country. The only guiding principle has been internationally acceptednorms of principles in evaluation and management and its realistic application in a given scenario.The main objectives of our evaluation:

To identify the gaps in patient care, Human resources, Finance and Infrastructure of hospital.

To recommend ways to overcome the gaps assessed department-wise and organization-wisefor the viability of the hospital.

To review the implementation of recommendations and strategies in terms of its impact on theimprovement in the hospitals.

The Catholic Health Association of India(CHAI) gratefully remembers Fr Joseph E AVictoria a priest of Archdiocese of Bombay forhis munificence in helping hundreds of Sistersfrom different Religious Congregations to pursuehigher studies in the field of medicine and alliedareas to equip themselves to serve the poor andthe needy. The Father Victoria MemorialScholarship instituted in his name continues torender financial assistance to hundreds of ourreligious sisters of our member institutions.

The Scholarship(a) Scholarships are awarded as follows only

to the deserving religious sisters for studies/training in India in the following field of Health and Medicine:

(b)Scholarship will be made available on thebasis of funds position and the number of

applications received. This is not ameritorious scholarship. Normally, only onescholarship per Congregation (Region/Province wise) per year will be given, so asto assist deserving candidates of allCongregations. Except for renewal ofscholarship, candidates from the sameCongregation will not be assisted inconsecutive years. Exceptions may,however, be made again on the basis of theavailability of funds and the number ofapplications received.

(c) The filled-in applications are to be forwardedthrough the Provincial/Regional Superior ofthe Congregation concerned.

(d) On successful completion of the academicyear for which scholarship is given,scholarship for the next academic year willbe considered. To secure renewal of

scholarship, the candidate willhave to complete and sendthrough her Provincial/Regional Superior to CHAIthe prescribed applicationform.

(e)Scholarship will not begranted for courses/academicyear already completed.

(f)Scholarship, if sanctioned,will be released only after thecandidate secures admission(xerox copy of the admissionletter is to be sent to CHAI asa proof).

Narhari, on December 1st, 2012, the World AIDSDay, in Gwalior, Madhya Pradesh.

Sister Geeta is a nurse by profession and hasbeen engaged in Community Health and Devel-opmental Work in remote villages of MadhyaPradesh since 1994. The Vishwas CommunityCare Centre was started in 2008 and Sr Geetais one of its founding members as well as theProject Coordinator. The Centre’s Vision is: “Toimprove the survival and quality of the life of thepeople living with HIV/AIDS” with quality care,support and treatment services in line with na-tional guidelines. Sr Geeta and her team havebeen appreciated for their commitment and dedi-cated service to the PLHIV in MP.
