PERSPECTIVES

Going organicIt is common knowledge that Myanmar is

a developing country with its economy built onagro-industry. And it has been a long time thateveryone is thirsty for industrial developmentwhich paves the way for prosperity. But, theother side of the coin is that there is still room forimprovement in agricultural economy.

The world’s population is giving seriouscause for concern over food security as it hasjust hit 7000 million. While there has beengrowing concern over obesity rate inindustrialized countries, there are still a lot ofhungry mouths to feed in the Third World,forcing to pour chemical fertilizers onto fields toincrease yields. It has been the only remedy butwith adverse side effects and thus the idea of“going organic” has become the alternativesolution.

There is a price to be paid for it althoughit sounds like a great idea. Eco foods usually costmuch more than ordinary produce. But, organicfarming causes less pollution in the long-run andthere is a niche market for organic foods. Thereis a price gap to speak of between commercialand organic fertilizers—a mixture of animalmanure, sewage sludge, compost, grass turf,straw, and other crop residues. However, wecan still solve this problem by integrated farming.But, the point is that we are still weak inmanufacturing value added products, losing alarge sum of money from export earnings.

The transformation to mechanized farmingis a must. But, we can also practice organicfarming during and after this process. Most ofthe farmers in Myanmar run farms on amanageable scale and organic farming is mostcompatible with diversified, small-scale, labour-intensive cultivation. With the help ofCooperatives Ministry, farmers can formcooperative syndicates and export them tooverseas market. It is a long way to walk but notimpossible.

We can be a responsible nation, providinghealthy foods to the world, saving our planet.Organic farming is said to represent only 2% ofthe total of all farming currently. So a countrylike ours has a great opportunity to monopolizethe organic food market. It is always easier saidthan done, but it really deserves a try.

BANGKOK, 29 Feb—Three soldiers were injured as animprovised explosive device (IED) blew up in thesouthernmost province of Narathiwat’s Bacho DistrictTuesday afternoon while they were heading todowntown.

The explosion left a big hole of about one meter indepth and one metre in diametre at the scene. The policesaid the IED was stuffed in a 20-kg extinguisher cylinderand detonated by wire.

Six soldiers were travelling to Narathiwat’s MuangDistrict on a 6-wheel truck when they were assaulted bya unknown number of assailants.

RALEIGH, 29 Feb—Thenumber of methampheta-mine lab busts in NorthCarolina hit a record high lastyear partly because of cheaper,simpler ways of making thedrug, officials say.

The number of meth labsraided in 2011 increased to344 — up 57 percent since2006, when state lawsrestricted the purchase of itskey ingredient, pseudoe-phedrine, The (Raleigh) News& Observer reported. Whilethe number of busts haveincreased, Attorney General

Roy Cooper said the laws areworking, as the number oflarge-scale labs is declining.The total number of busts isrising, however, because ofthe simpler, cheaper methodof making it known as the“one-pot” or “shake-and-bake” method.

The method requiresfewer ingredients and they’remixed in a 2-liter soda bottleinstead of unsealed makeshiftbeakers. The bottles are stilllegally considered meth labsand officials say they’redangerous, as explosions

aren’t as big but are morefrequent. The method “hasescalated to the point where itaccounts for about half of thelabs we bust,” Cooper said.He pointed out the state’s firstone-pot lab bust came in 2009.

Cooper said he hopes tosee a decline in the number ofmeth labs as a result of a lawenacted this year requiringpharmacies to use anelectronic-tracking system todetermine whether someonehas reached the limit on thenumber of pseudoephedrinepurchases allowed.—Internet

So, thepensioners can take out pensions more easily as the time hasbeen extended. Currently, there have been a total of 7425pensioners taking out pensions at Myanma EconomicBank (branch) in Dagon Myothit (North) Township, YangonRegion and now they can take out their pensionsconveniently.

Since October, 1972 when it started giving outpensions, the Myanmar Economic Bank has offered cashtransfer service to those pensioners who open fixed accountor current account at their volition. They can transfer theirpensions into their accounts. In response to the 70pensioners, Myanma Economic Bank in Dagon Myothit(North) transfers their pensions into their accounts monthly.The Myanma Economic Bank, being a State-owned bank,is providing services to ensure the smooth functioning ofthe government banking mechanism.

Regarding the question about “if there is a plan tolaunch fast money transfer through fax in NagmonTownship” asked by U J Phon Sar of Nagmon Constituency,the Union Minister answered that his ministry hascoordinated with the Myanma Posts and Telegraphs tolaunch fax money transfer in the township. The MyanmaEconomic Bank has fixed a CDMA mobile phone in Nagmontreasury, arrangements will be made for transferring andreceiving of money through fax.

But, according to the current conditions of theNagmon treasury, although it can transfer unlimited amountof money to other Myanma Economic Banks, other bankscan only transfer up to K 100,000 to it.

Next, Union Minister for Home Affairs Lt-Gen Ko Koreplied to the questions of three Hluttaw representatives.

Regarding the question of U Ko Gyi fromAungmyethazan Constituency about “if there is plan toput Phonetawtoe Ward within the boundary of MandalayCity Development Affairs Committee”, the Union Ministerreplied that it is learnt that Tatmyo Development AffairsCommittee is carrying out development works forPhonetawtoe Ward of Aungmyethazan Township ofMandalay Region. It is the work of the Mandalay Regiongovernment to designate the residential land plots Nos 41,42 and 43 within the boundary of Tatmyo as the boundaryof Mandalay City Development Affairs Committee. Thefinal decision of the Defence Ministry must be asked to doso and upon its agreement, residential land plots except theland owned by the military will be announced as land underthe management of the government and the rights to managethe land will be vested to the Mandalay City DevelopmentAffairs Committee.

The Ministry of Home Affairs no more handle theland management of Mandalay as the Mandalay CityDevelopment Laws was enacted on 14 November, 2002. So,Mandalay region government, Mandalay City developmentAffairs Committee will have to coordinate with the DefenceMinistry to put Phonetawtow Ward under the managementof Mandalay City Development Affairs Committee.

Regarding the question of U Ohn Ngwe fromMyaungmya Constituency about “if there is a plan to passjudgment on disputes over alluvial land ownership inaccordance with the existing laws and procedures,’ the

Union Minister replied that there have been disputes overalluvial land ownership on the Ayeyawady River betweenShwe Paukpin Village of Myaung Township in SagaingRegion and Kyigon Village of Ngazun Township inMandalay Region since 2007, which has even grown intofierce group fight between the farmers of the two villages,calling for the arbitration of the local authorities concerned.

The Settlement and Land Records Department(headquarters) and Land Records Departments at differentlevels have demarcated the alluvial land, apart from thearbitration of the local authorities concerned and the generaladministration departments of the two districts andtownships to ensure no more disputes over the land betweenthe tow villages. It is up to the farmers to follow the rulesto ensure there is no trespassing of the demarcation. If oneside trespasses and cultivates over the demarcation line,the other side can file against it at courts at different levelsto receive the fair judgment.

Regarding the question of U Zone Taint of ChiphweConstituency on “there is any plan to form AdministrativeCourt that can justify disputes, discontents and losses,”Union Minister for Home Affairs Lt-Gen Ko Ko replied: Thegovernment is protecting the people’s rights. Actions arebeing taken against bribery, corruptions and abuse of powerthat usually prevail in administrative mechanism in accordwith the prescribed services regulations and existing laws.

If a staff’s duty causes a loss to a person or anorganization, that person or that organization can complaintabout it to his or her departmental officials. The departmentshave to take actions against that staff if the complaint is true.He or she shall be charged at respective courts if his or herfaults are serious or he or she shall be sentenced in line withthe laws if the court finds him or her guilty of it.

A citizen can apply for writs if management andjudicial undertakings cause a loss to a citizen’s right. TheSupreme Court of the Union is carrying out the hearings onit. So, there are remedies for these citizens. It can be seen thatthe formation of Administrative Courts has not beenprescribed in the Constitution.

No need to form Administrative Courts as the existinglaws and procedures that can justify disputes, discontentsand losses among citizens have already included in theexecutive body. Those citizens who suffer the losses are tocomplaint about it to respective administrative bodies.

After that, two Hluttaw representatives raised threequestions on education. With respects to question of UThan Nwe of Butalin Constituency on “there is any plan toraise stipends of university students in the 2012-2013Academic Year and students shall enjoy increased stipendsif raised” and “ there is any plan to have own websites inuniversities across the country” Union Minister forEducation Dr Mya Aye replied:

To turn out the qualified human resources and togrant stipends for university students, the government willconferred honourable prizes on the 28 students who stoodfirst at Regions/State level in science and arts combinationmatriculation exams and 20 top ten students at the country-level exam—ten from science combination and ten from arts.

Starting the 2012-2013 Academic Year, scholarshipsto be conferred on the university/colleges students for tenmonths in a year are as follows: monthly cash assistance ofK 0.1 million for students of University of Medicine orUniversity of Dental Medicine under the Ministry of Health;monthly assistance of K 80,000 for students of university/college under the Ministry of Transport, monthly assistanceof K 70,000 for students of universities and colleges underthe Ministry of Science and Technology, Ministry ofAgriculture and Irrigation, Ministry of EnvironmentalConservation and Forestry, Ministry of Livestock and

Fisheries and the rest universities except University ofMedicine or University of Dental Medicine; monthlyassistance of K 50,000 for students of universities andcolleges under the Ministry of Defence, Ministry ofEducation, Ministry of Border Affairs, Ministry ofCooperatives, Ministry of Culture and Union Civil ServicesBoard. At the start of the academic year, cash assistance ofK 0.1 million will be granted to the students for theirpreparatory expenses.

With respect to the second question, the Ministerreplied: Ministry of Education has no any plan to have ownwebsites in universities at present. But, all of theseuniversities have been equipped with internet access.

Respecting the question of U Sai Ngaung HsaingHein of Maukmai Constituency on “Continued measuresfor analysis of education indexes in the time of the newgovernment,” the Minister replied: Ministry of Educationhas started implementing 30-year national educationpromotion programme since the 2001-2012 academic year.Checking of basic education schools in basic educationsector and of universities and colleges in higher educationsector, plays an important part in successful implementationof short-and long-term plans.

Education indexes are being used based on 12benchmarks for basic education schools—seven for qualityand five for appearance, 12 benchmarks for educationcolleges—seven for quality and five for appearance and 12benchmarks for universities and degree colleges—eight forquality and four for management.

At proposal-submitting session, Chairman of PyithuHluttaw Economic and Trade Development CommitteeU Maung Maung Thein submitted the proposal on “Urgingto cease procedures asking for temporary vehiclesregistration fees of authorized vehicle import companiesand organizations including Directorate of RoadAdministration like unlicensed vehicles’ fines and to reviewit in accord with the law and Pyithu Hluttaw Judicial andLegal Affairs Committee Chairman Thura U Aung Ko, on“to amend The Arbitration (Protocol and Convention) Act(Act No.VI, 1937) (19th January, 1937).”

With respect to U Maung Maung Thein’s proposal,the Hluttaw decided that before submitting it to the Hluttawdirectly, Pyithu Hluttaw Committee were to continue tocoordinate respective ministry and organizations.

General. After coordinating with ministries concerned,easier and effective process will be created for the localpeople to carry out the tasks of public-owned forestplantations.

Likewise, the timber extraction will be scrutinizedin other regions and states and emphasis will be placed onproduction of timber to satisfy the local demand.

The surveillance plan on implementation of coldstorage materials management project and the recyclingplan of chlorofluorocarbon from refrigerator have beenimplemented in Myanmar. At present, the programme forreduction of Ozone layer harming materials and the plan onestablishment of national Ozone unit and cold storagemanagement plan are under implementation.

The Ozone Regulation Bill and theHydrochlorofluorocarbon reduction bill have been drawn.Air quality was measured in Yangon, Mandalay,PyinOoLwin, Nay Pyi Taw and Tachilek with the use of airpollution measuring device as of 2008. Ministry of Healthand Yangon City Development Committee jointlydesignated trading area, residential area and industrialzone area at a time when they measured air quality for thefirst time. They could set records on contents of dusts, thedusts less than 10 microns, sulpha dioxide and nitrogenoxide in the air.

Myanmar signed the UN Framework Convention onClimate Change in 1994 and Tokyo Protocol in 2003 andthen it implemented the projects as member of theconvention. With the assistance of the Asian DevelopmentBank, Myanmar together with 12 Asian countries realizedthe Asian Greenhouse Gas Reduction Strategy anddesignated 1990 as the basic year for measurement ofgreenhouse gas in energy sector, reform of land utilization,forest sector and agriculture sector. Myanmar annuallyemits 41.5 million ton of greenhouse gas and it is expectedto hit 62 million tons in 2005. According to the data in1990, emission ration of carbon dioxide to person was lessthan one ton yearly and such amount was less than that ofMekong Sub-Region countries.

With the assistance of the UN EnvironmentalProgramme and the World Environmental Programme, theministry designated the year of 2000 as the basic year aftercollecting greenhouse gas measurement data of the initialnational report compilation project that started in 2008 onclimate change in energy, industrial, agriculture andlivestock breeding sectors, change of land utilization andforest sector and waste materials sector. According to thestatistics, it was reported that energy sector would increaseemission of greenhouse gas to 8.12 million tons from 7.86million tons in 2005 and the industrial sector to 0.51million ton from 0.46 million ton. In the year 2000, a totalof 74.358 million tons of greenhouse gas was absorbed inMyanmar in 2000 and forests absorbed 142.221 milliontons of greenhouse gas. Thus, Myanmar stood as the topcountry in greater absorption of greenhouse gas at thattime.

As the developing countries are facing technologicaldifficulties and plenty of expense in collection ofgreenhouse gas measurement, they cannot submit the annualreport on the amount of greenhouse gas emission.Depending on technology assistance and allotment offund, Myanmar like other developing countries will carryout measurement of greenhouse gas emission in someyears.

Deputy Minister for Health Dr Daw Myat Myat OhnKhin replied to questions on health sector raised by sixHluttaw representatives.

U Hlaing Oo of Ayeyawady Region ConstituencyNo. 12 asked whether there is a plan to appoint necessarydentist, assistant doctors, nurses and health staff at LabuttaGeneral Hospital (200-bed) to some extent and providehospital equipment to there. The deputy minister repliedthat a total of seven doctors—three assistant specialistsurgeons and four assistant surgeons are discharging dutiesat the Labutta General Hospital. Arrangements are beingmade to appoint the one dentist after fresher doctors wouldhave completed the basic officer course at the traininginstitute. Moreover, nurses will be appointed there andsenior nurses will be added to the hospital. If it gets moreappointments, the recruitment will be assigned to the

hospital. So far, 105 beds, 105 mattresses, two patient testbeds, two slides, two instrument trolleys, five medicinetrolleys and one set of dental chair have been provided tothe hospital.

The Ministry of Health is fulfilling the hospitalequipment to hospital on priority. If necessary, the hospitalsare to submit applications for the demands to heads ofTownship Health Department with recommendations of theheads of Region/State Health Departments to be able toseek the assistance.

U Ha Shein Bwe of Chin State Constituency No. 8asked whether there is a plan to build a two-storey patientward instead of overage medical wards from MindatGeneral Hospital (100-bed). The deputy minister repliedthat there is no plan to build one two-storey patient ward atthat hospital, and the ministry is building and maintainingthe structures depending on the allotted funds.

U Hla Swe of Magway Region Constituency No. 12asked whether there is a plan to upgrade rural healthcentre of North Khinyan Village in Gangaw Township to16-bed station hospital. The deputy minister replied thatGangaw Township of Magway Region has opened one 100-bed district hospital, one 16-bed Kan Village StationHospital, one station hospital in Kyaw Village, one stationhospital in Min Village, three station hospitals, seven ruralhealth centres and 28 rural health branches.

U Zon Hle Htan of Chin State Constituency No. 2asked whether there is a plan to construct staff quarters andto repair laboratory hall at Falam Township People’sHospital. U Aung Cho Oo of Bago Region ConstituencyNo. 11 asked whether there is a plan to construct thebuilding of rural health centre in Seinkantlant Village inLetset Village-tract of Minhla Township. The deputyminister replied that there is no plan to maintain andconstruct the buildings at present, and the buildings ofhospitals, rural health centres and branches of the Ministryof Health will be built depending on the funds allotted bythe State.

Dr Myat Nyana Soe of Yangon Region ConstituencyNo. 4 asked whether there is a plan to draw health careinsurance law instead of cost-sharing health care system,and if not, why didn’t implement for the law, and if it is,when the bill will be submitted to the Hluttaw. The deputyminister replied that with regard to the question, there needfundamental requirements for exercising health careinsurance system before promulgation of the health careinsurance law. The health insurance must have coverageover the entire people regardless of the rich and poor.Worthy persons can practise the system with insurance feeby setting up the private health care insurance system. Itmust be compulsory as social health insurance system forthe majority of the people.

To establish a socio health care insurance system,things that should be taken into account were economy ofthe State, management and administration skills, funds forthe system, jobs and income in the country and providinghealth care for the people, she said.

Ministry of Health and UNICEF jointly carried outa survey in 2011 in DaikU and Kyauktaga townships inBago Region to assess whether a health cover costs waspossible and plans had been making to carry out a “townshipbased health cover costs programme” in DaikU based on theresults of the survey, she said.

A survey on a maternal and child health care vouchersystem was carried out in Yedashe Township and Nay PyiTaw Tatkon Township in 2010 and 2011 and the surveyshowed that the system would help to meet the UN’smillennium development goals and help providing healthcare to mothers and children in poverty, she said. Preparationswere being made to carry out the maternal and child healthcare voucher system as a pilot project in Yedashe Township,Bago Region, she added.

As part of the township health care systemdevelopment programme, Ministry of Health and WorldHealth Organization (WHO) had planned to set up a fundsfor providing health care for mothers and children living inpoverty in 20 townships as a first step as from March, 2012.Experts and health care staff in the fields had held meetingsto exchange views and to assess background and presentsituations related to health insurance and health care costs,she said.

During the second regular session, he raised twoquestions: asking the Ministry of Agriculture andIrrigation whether the ministry had made arrangementsfor the silted down-stream outlet channels of theMayangon Sluice Gate and Seikkyun Sluice Gate inThaton Township, Mon State. The deputy minister forAgriculture and Irrigation replied that the ministry wouldcarry out the task depending on the budget allocation forthe ministry. The questioner, the people and the farmers didnot like the answer. He submitted the proposal related tothe gambling on 13, September, 2011, during the secondregular session, suggesting to do campaigns to root out allforms of gambling which harmed the micro credit schemesfor poverty reduction, he said.

He suggested the Amyotha Hluttaw’s Government’sGuarantees, Pledges and Undertakings Vetting Committeeto compile the answers of the Union-level personnel, to getreports within the first week of a next regular session fromquestioners on measures taken for questions and proposalsand to review and assess the government’s guarantees,pledges and undertakings regarding the questions andproposals and to coordinate with the Union Government.He urged the committee to carry out its tasks earnestly toconserve the dignity of Amyotha Hluttaw as it was theresponsibility of the committee to carry out the main tasksof the Hluttaw.

Extended right North Yama canal projectkicking into high gear

NAY PYI TAW, 29 Feb—The extendedright NorthYama canal was launched with aceremony at the pavilion near North YamaDam in Pale Township, Monywa District,Sagaing Region yesterday morning.

Present at the launch were Chairman ofRural Socio-Economic Development Sub-committee Union Minister for Informationand for Culture U Kyaw Hsan, Union Ministerfor Agriculture and Irrigation U Myint Hlaing,Sagaing Region Chief Minister U Tha Aye,Deputy Speaker of Sagaing Region HluttawU Thaung Sein, Region Hluttawrepresentatives, Region Agriculture andLivestock Minister U Sein Win, heads ofdepartments, local people and farmers.

Union Minister U Kyaw Hsan made aspeech on the occasion. He said that localpeople in the past had to rely only on rainwater for agriculture, adding that with theemergence of South Yama Dam and NorthYama Dam in the time of the Tatmadawgovernment, villages in Yinmabin and

Salingyi Townships were accessible toirrigated water and had been able toextensively engage in double and triplecropping patterns. This largely contributedto development of socio-economic status ofrural people, he said.

At present, an extended right NorthYama canal is being built along with NorthYama Dam feeder tank, and upon thecompletion of the project, it will be able toirrigate 9000 acres of farmlands. And theproject will bring about more developmentof socio-economic status of local people, henoted.

He said that the more paddy can beproduced the more benefit the State and thepeople can enjoy, for half of the globalpopulation consume rice.

In the time of the Tatmadaw Government,altogether 8230 underground water tappingundertakings, 327 river water pumpingstations and 371 dams and reservoirs wereconstructed for agricultural purpose. And

now at the time of the new government,steps are being taken based on soundinfrastructures already in place.

As the new government is anadministration chosen by the people, it isundertaking a series of activities for nationaldevelopment, development of socio-economic status of each citizen, for eachcitizen to be able to live a life of freedom inaccord with the law and prevalence of peaceand stability.

Meanwhile, it is in the process ofcreating jobs, inviting foreign investmentfor development of socio-economic statusof people. With this end in view, KyaukpyuDeep Sea Port is being implemented whileintroducing the investment law and laws asto Dawei Special Economic Zone andThilawa Special Economic Zone. And as totrade sector, it has embarked on a spate ofreforms.

Besides, people should feel duty boundto help in the tasks being implemented by

the new government for flourishing ofdemocracy and human rights anddevelopment of socio-economic of statusof people as the new government is puttingthe eight tasks of rural development andpoverty alleviation into operation.

Then, Union Minister U Myint Hlaingsaid that Sagaing Region is the third granaryin Myanmar and the region is moreaccessible to grow mix and double crops inall seasons now than before, thanks toother dams including Thaphanseik Dam.

Hospital evacuated due to bats

A North Carolina hospital says it has temporarilyevacuated patients while it clears out a bat infestation.

Administrators at Richmond Memorial Hospital inRockingham, NC, said they evacuated patients during theweekend, about five weeks after the first reports of bats inpatient rooms, and closed down all of the building’s facilitiesexcept for the emergency room, WSOC-TV, Charlotte, NC,reported on Tuesday.

“We’ve actually sent staff out to retrieve some of thebats to our state lab for testing of rabies,” Richmond Countyhealth director Tommy Jarrell said.

Jarrell said patients have been vaccinated and thus farno bats have tested positive for rabies.

“This is the first time we’ve had to deal with this typeof issue,” Jarrell said. A bat removal company, Get Bats Out,has been hired to take care of the problem.

Pyithu Hluttaw session continues for eighth dayMyanmar delegation’s visit to China put on record, eight

questions answered, two new proposals submittedNAY PYI TAW, 29 Feb—The Pyithu

Hluttaw session continued for the eighthday at Pyithu Hluttaw Hall in Hluttaw Complexhere today, attended by Pyithu HluttawSpeaker Thura U Shwe Mann and 351 MPs.The actions of the Hluttaw were put onrecord, eight questions asked and answeredand two new proposals submitted at today’ssession.

The Hluttaw put the official goodwillvisit of Myanmar delegation led by PyithuHluttaw Speaker Thura U Shwe Mann to thePeople’s Republic of China from 22 February,2012 to 26 February, 2012 at the invitation ofChairman Mr Wu Bangguo of the NationalPeople’s Congress of China.

The 11-member delegation led by thePyithu Hluttaw Speaker, at the invitation ofChairman Mr Wu Bangguo of the NationalPeople’s Congress of China, paid a goodwillvisit to People’s Republic of China from 22February, 2012 to 26 February, 2012. On theirtour, the Myanmar delegation held talks withChairman Mr Wu Bangguo of the NationalPeople’s Congress, Mr Jia Qinglin, member

of Standing Committee of the PoliticalBureau of Chinese Communist Party CentralCommittee and Chairman of the NationalCommittee of the Chinese People’s PoliticalConsultative Conference, Vice-Chairman MrLu Kongxiang of National People’s Congress,Mr Li Yuanchao, member of the Politburo ofthe Communist Party of China CentralCommittee, Chief of the General Staff of theChinese People’s Liberation Army GeneralChen Bingde. The tour was a completesuccess and the talks could bear fruit results,fostering the friendly ties and cooperationbetween the influential organization NPCand the Pyithu Hluttaw, strengthening theamicable relationship and cooperationbetween the people of China and Myanmar.The Myanmar delegation invited Mr WuBangguo, Chairman of the National People’sCongress to pay a visit to Myanmar.

Next, the Pyithu Hluttaw Speaker saidthat each and every citizen has to abide bythe existing laws enacted by the governmentincluding the constitution. Time haschanged and so has the system. Efforts out

of sound judgment are needed for the realsystem change, which means respecting the2008 Constitution ratified by the majorityof the people. Especially, Pyithu Hluttawrepresentatives need to respect and abide bymore. In addition, Pyithu Hluttawrepresentatives need to make sure each otherPyithu Hluttaw representatives and relatedorganizations abide by the constitutionproperly and appropriately. Pyithu Hluttawrepresentatives have to appreciate their duty-bound legal actions and make mutualcooperation and reciprocal monitoring. TheHluttaw will put the actions of the MPscorrectly practicing this concept on record.

Next, the Hluttaw put Hluttawrepresentatives correctly discharging theirduties through mutual cooperation andreciprocal monitoring in line with the existinglaws on the record.

Union Minister for Finance andRevenue U Hla Tun replied to the queriesraised by two Hluttaw representatives.

Regarding the question asked by DawTin Nwe Oo of Dagon Myothit (North)

NAY PYI TAW, 29 Feb—The eighth daythird regular session of the first AmyothaHluttaw continued at the Amyotha HluttawHall of the Hluttaw Complex, here, at 10 amtoday.

It was attended by Speaker of theAmyotha Hluttaw U Khin Aung Myint and204 Amyotha Hluttaw representatives.

The Amyotha Hluttaw announcedthat the cash donation of Amyotha Hluttawrepresentatives for the library of AmyothaHluttaw was put on record.

As two Hluttaw representatives askedquestions on environmental conservationand forestry sector, Union Minister forEnvironmental Conservation and ForestryU Win Tun replied to the questions.

With regard to irrigated cultivation,hydropower generation and protection offorest-covered areas that conserves aboveand underground water resources askedby U Myo Myint of Mandalay RegionConstituency No. 6, the Union Minister

replied that the period from 2004-2005 to2009-2010 was termed as a five-year planfor declining of erosion, landslides andsilting at dams and watershed areas andgreening Bago mountain ranges so as toconserve origins of quality teak plantationsand maintain the dams and reservoirs thatcontribute to economic development of theState in agriculture sector. Moreover, thesecond five-year plan is being implementedfrom 2010-2011 to 2014-2015.

Up to now, ten main tasks such asconservation of natural forests, natural plantpropagation, establishment of forestplantations, upgrading natural forests,seizure of illegal timbers, establishment oflocal people-owned forests and model forestvillages, extension of educative works, useof firewood-substitute fuel, availability ofwater, designation of natural teak reservesand research works. Moreover, a total of79280 acres of watershed areas are beingnurtured on watershed areas of 63 important

dams in Bago Region.With the technological assistance and

cooperation of international organizations,the ministry is carrying out control andreduction of carbon emission and gasemission from deforestation harming theclimate change and causing natural disastersin Bago mountain ranges. Joining handswith Forest Management Division of Koreaand International Tropical TimberOrganization, the ministry is undertakingthe tasks of conducting the human resourcesdevelopment trainings and workshops andseeking technological assistance fromforeign countries. Moreover, the ministry isdrawing the pilot plans in cooperation withUN-REDD Programme.

Regarding the second question onextraction of teak and hardwoodin Bago Region exceeding that of otherregions and states, the Union minister repliedthat about 25 per cent on average of timber (See page 8)
