THE INFORMATION SOCIETY INTHE WORLD

The value of the global Information andCommunication Technologies (ICT) market,according to estimates from IDATE, could be morethan 2.7 trillion euro in 2007, an increase of 5.4%compared to 2006, slightly below the 5.8 percentgrowth of the previous year. Although the majorityof the market in absolute terms is in NorthAmerica, with 882 billion euro, the fastest growthis in Latin America, Africa and the Middle East(9.5%). The next highest percentage is in the Asia-Pacific region (7%).

The Telecommunication Services sector, worth 1.02trillion euro, was the sector with the most businessin 2007 within the ICT hypersector, a figure thatrepresents more that 37% of the total market. This

is followed by the Software and Computer Servicessector, a market worth 0.65 trillion euro,representing almost 24% of the total hypersector.Analysing the trends, the fastest growth has beenin the Consumer Electronics sector (7.7%), followedby 6.2% growth in the Software and ComputerServices sector. Telecommunication Equipmentaccounts for the smallest share of the market, bothin absolute terms (0.22 trillion euro) and inpercentage growth rate (3.2%).

In 2007, the number of Internet users in the worldwas over 1.4 billion, according to the ITU, whichrepresents a penetration rate of 22% of thepopulation. The 257 million new users means anincrease of 21.2% compared to 2006.

The highest growth rates are found in developingcountries, which, thanks to the introduction of newtechnologies, are helping to provide access to ahigher percentage of inhabitants, although they arestill far from the penetration levels in moredeveloped countries. For this reason, in Europe and

Oceania, which have the highest internautpopulation percentages, growth is less marked,with Europe being the only region with single figurerates.

The disparities with regard to Internet penetrationamong the population range from 5.4% on theAfrican continent to 44.8% in Oceania. Asia findsitself alongside Africa at the bottom of the league,with 17.5% of the population now Internet users,although in absolute terms it is the continent withthe highest number of users (around 691 millionInternet users).

The largest annual increase in absolute terms is inAsia, where there are around 188 million new users,

of which 80 million are from India and 73 millionfrom China. This continent, with close its 4 billioninhabitants and its still relatively low Internetpenetration rate (17.5%), is an area with enormouspossibilities and one of the main markets.

THE INFORMATION SOCIETY INEUROPE

The introduction of Information andCommunication Technologies (ICT) into Europeanhouseholds is a reality that is backed up by most ofthe indicators referring to both infrastructures anduses. The number of home Internet users is

growing, the number of broadband lines isincreasing and the Internet is increasingly beingused for activities with the Administration. Theseare some of the main conclusions that can be drawnfrom the data published by the European office ofstatistics, Eurostat.

To a greater or lesser extent, the presence of theInternet in homes has experienced an upward trendin the countries of the European Union over the lastfew years.

Among the EU152 the percentage of homes withInternet access was around 59% over 2007,

meaning an increase of 5% compared to theprevious year. For the EU273 the figure is 54% for2007 compared to 49% in 2006. This lastpercentage shows that the growth trend is similarin both cases, with an increase of 5 percentagepoints.

The European ranking is headed by the countriesfrom central and northern Europe. Holland holdsthe lead position, with 83% of householdsconnected to the Internet, followed by Sweden andDenmark, with 79% and 78% respectively.

infrastructures, another of the best indicators ofthe degree of ICT adoption is the percentage ofhouseholds that have a broadband Internetconnection (mainly ADSL and cable).

For the 27 countries of the European Union theaverage percentage of homes with broadbandInternet is around 42% compared to 46% for theEU15. In both cases we can see the general upwardtrend experienced in all the countries analysed,with growth reaching 12 percentage points.

THE ICT SECTOR IN SPAIN

The figures for the ICT hypersector in Spain showthat it experienced an upward trend in 2007. With avalue that, for the first time, is in excess of 100billion euro (101.35 billion), it has achieved growthof 6% in relation to 2006. According to thehypersector distribution percentages, 44%corresponds to Telecommunication Services, 17%to IT, 6% to Telecommunication Industries, 5% toConsumer Electronics, 3% to ElectricalComponents and 23% to others.

The value of the ICT market in Spain rose to 77.98billion euro in 2007, achieving an annual growth of5.4%, proof of the large-scale development thesector is undergoing in Spain.

The growth rate of the ICT market in Spain is in linewith the European average (5% for the sameperiod) and the global average (5.4%), although ithas slowed down compared to the growth rate for2006 (9.1%).

Practically all the activity sub-sectors that make upthe Spanish ICT sector have experienced marketvolume growth in 2007. From an 11% increase inConsumer Electronics to 4% in TelecommunicationServices. The Telecommunication Industry andProfessional Electronics Industry sub-sectors bothgrew by 6% and IT grew by 9%. Only ElectronicComponents experienced a slight decrease of 2%.

With regard to sector production, in 2007 thisexceeded 63 billion euro. The sub-sectors making thebiggest contributions were the TelecommunicationServices, with a value of 44.24 billion euro and IT,which, thanks to a 12% growth, reached 11.91 billioneuro.

ICTs IN SPANISH HOMES

In the last year, the development of the InformationSociety in Spain has experienced a significantboost in access to and use of Information andCommunication Technologies (ICT) in homes and bycitizens. These achievements are important for theeffect they have on the quality of life of citizens andon productivity and improvements in the economy.Technological equipment is increasinglywidespread, with digital leisure standing out, withdevices such as DVDs (72.9% of homes) or digitalcameras (54.8%), which together with computers(60.4% according to the latest estimates from theINE for the first half of 2007), are the mostcommon pieces of equipment in the residentialsector. The largest increase in the last year was fordigital cameras. With regard to laptop computers,these are now found in 23.5% of homes and among16.6% of individuals. The videogames console,

found in 27.7% of homes in 2007, is beginning torecover vitality after two years with a stablepenetration rate.

With regard to services (landline telephony, mobiletelephony, Internet and pay TV), the progressiveincrease in equipment can be seen in thepercentage of homes with three ICT services,which, for the first time in 2007, was greater thanthe percentage of homes with two services (32.1%vs. 31.1%). Also, the more equipped homes, thosewith three or four services, made up 44.6% of thetotal number of homes and were responsible for62% of expenditure on ICT services.

In 2007, for the first time, the total expenditure onend services was over 3 billion euro per quarter,with a year on year rise of 9.1% in the last quarterof the year.

The majority of the total expenditure, 43.6%, wason mobile telephony, with an increase of 10.2% inthe last year; Internet represented 15% of the totalexpenditure on services and experienced thegreatest year on year rise, at 31.9%; pay televisionconsumption rose slightly accounting for around10% of total expenditure, whilst landline telephonyexpenditure fell slightly compared to the samequarter for the previous year and accounted for31.8% of the residential market for ICT services.

In fact, the downward trend that landline telephonyhas experienced in the residential market over thelast few years seems to have slowed down and hasstabilised with regard to penetration, which standsat 82.7% of homes. On the other hand, there hasbeen a sharp fall in the number of homes withindirect access to landline telephony between 2006and 2007, although in the last year this downwardtrend has slowed down to around 11.3%penetration, approximately 1.5 million homes.

The number of mobile telephony lines reached 50.9million in February 2008. It is also expected thatthe number of UMTS terminals (third generation)

will have increased fivefold in a year, going from 1.9million in 2006 to 9.5 million in 2007. Contractmobile telephony continues to gain ground overprepay services. And with regard to use, there isstill a steady rise in the daily use of mobile phonesfor voice calls and SMSs.

Among the mobile phone services with the highestadded value is the camera phone, which is one ofthe most common and one of the most widely usedand sought after for future handsets. Multimediamessages (MMS) and bluetooth are also among theservices with the greatest mobilisation capacityamong mobile users. The latter of these is one ofthe three most widely used services on currenthandsets.

It is estimated that at the end of 2007 half of allSpanish homes will be connected to the Internet.

Broadband connections will reach 41.5%, which isabove the European Union average (40.6%) and isa threefold increase on 2003 figures.

Consequently, the upward trend in Internetexpenditure continues, reaching over 400 millioneuro in 2007, 459 million euro in the fourth quarterof the year. Average household expenditure wasaround 26 euro in the fourth quarter of 2007, in acontext in which the ADSL market is growing andnow accounts for three quarters of total Internetexpenditure.

Taking into consideration the population aged 10years and above, in 2007 the figure for the number ofpeople who have used the Internet reached 22million. Taking into consideration the population aged15 years and above, this figure is almost 20 millionpeople, which represents 54.3% of said population.

The constant evolution and high potential of theresidential Internet market can also be observed if welook at the use indicators. In the last year, not only didthe number of Internet users rise, but also the amountof time dedicated to the Internet; more sporadic accessspaces such as pay hotspots lost ground in favour ofmore permanent access spaces (home or work); theincidence of computer viruses fell and unwanted mailviruses fell even more sharply, while the level ofsecurity precautions taken by users increased slightlyor remained about the same; the availability of e-mailalso rose along with almost all the specific uses oractivities performed on the Internet.

With regard to the last of the four services analysed,the pay TV market is currently in expansion, thoughat a slower rate than the Internet, with the emergenceof pay TV via ADSL and penetration rates for satellitecable and digital technologies somewhat stable.Around 3.5 million homes have this service, a figurerepresenting 21.4% of all homes. In the last year, payTV received via ADSL has undergone rapid growth,with the number of homes that have this serviceincreasing by almost 300,000 between the thirdquarters of 2006 and 2007.

Pay TV expenditure mostly corresponds to themonthly fee and only around 4% is due to thepurchase of pay per view (PPV) events andproducts. The impact on total expenditure ofdiscounts applied by operators is 5.8%, a figurethat, for the first time this year, was around 300million euro a quarter, making an averageexpenditure per household of 33.2 euro per monthin the last quarter of 2007. In homes without theseleisure and content services, the reasons given fornot having them included price, which came secondafter other reasons relating to need or interest.

In accordance with the progressive generaliseddevelopment of the networked society, therecontinues to be a favourable attitude towards newtechnologies, as in previous years, with recognition ofthe role they play in education and the workenvironment and their use in solving commonproblems, or their contribution towards making lifeeasier and more comfortable. The importance ofthese technologies for social integration andindividual and collective success is also appreciated,an importance that is also projected in the need forPublic Administrations to contribute to theknowledge and spreading of these technologies.There has also been an important increase in the lastyear in the perception of security in Internetshopping.

Internet is considered the best value service inrelation to price-use and consolidates this positionyear after year, although in the third quarter of2007 this fell slightly to 53.3% of individuals whoconsidered they receive a lot or enough for whatthey pay for this service. After Internet, the serviceconsidered best value is pay TV, with 50.3% ofindividuals satisfied with what they receive inrelation to what they pay.

Also, specifically in relation to Internet, analysis ofthe ease of use and expectations of use are twoindicators with a very positive evaluation amongusers. A total of 90.2% of Internet users considerits use to be easy or very easy and 84.7% considerthat the Internet has met or exceeded their expectations, which breaks down into 59% who

believe it meets their expectations and 25.7% whobelieve it exceeds their expectations.

ELECTRONIC COMMERCE B2C

The value of electronic commerce is expected riseabove 4.25 billion euro by the end of 2007, with a72% increase in the last year and a business figureten times higher than that for 2003.

More than one in four Internet users (27.3%) aged15 and above made purchases via the Internet in2006. This means a total of 5.1 million on-lineshoppers, equivalent to 13.6% of the populationaged 15 years and above. Compared to the previousyear, this figure has gone up by 17.1%. It isestimated that in 2007 the percentage of on-lineshoppers will reach 37.6% of all Internet users.

The establishments where most Internet usersshop are virtual shops that have a physical outlet(55.1%), followed by shops that sell exclusively on-line (40.4%). In contrast to previous years, thefigures show that 10.9% of shoppers purchasedgoods or services via an on-line auction.

Some of the most notable aspects of B2Ce-commerce in Spain are:• Bank cards (credit and debit) are the preferred

means of payment. Six out of ten (60.9%)shoppers say they prefer to pay by bank card thanby other methods.

• The amount of business generated in the secondquarter of 2007 was mainly divided between thefollowing activity sectors: air transport (28.3%),travel agencies and tour operators (12.6%),gambling and betting games (5.1%), artistic, sportsand recreational events (4.8%) and directmarketing (4.8%).

• The level of satisfaction generated by Internetshopping is very high. Practically all the shoppers(98.7%) said their expectations were always oralmost always met with the shopping theyperformed via the Internet.

ICTs IN SPAIN SMES AND LARGEBUSINESSES

SMEs and large businesses have almost allintroduced the basic ICT components –computer,telephone, mobile telephony, Internet, broadband–while in network applications and technologiesthere were significant differences, which respondedto the specific requirements of each businessactivity.

The ICT equipment with the highest penetrationrate among SMEs and large businesses is thecomputer, found in 98.1% of these businesses andwith minimal differences between sectors. Only inthe construction sector is mobile phonepenetration higher than computer penetration,responding to the mobility requirements of thisactivity.

Internet, the second most widely used technologyamong SMEs and large businesses, stands at94.3%, and in five of the sectors analysed it isabove 98%.

The technology with the third highest penetrationrate is mobile telephony, available in 92.9% ofSMEs and large businesses. The constructionsector, which has the lowest percentage ofbusinesses with a computer, heads the use ofmobile telephony with 97.9%.

With regard to organisations' internalcommunication networks and systems, the localarea network is still the most widely used (found in7 out of 10 businesses), followed by the intranet(26.6%) and the extranet (13.5%). The sectors thatstand out for their use of these networktechnologies are computers, finance and audio-visual services.

The use of broadband is still increasing and is nowfound in 93% of businesses. Also, Internetconnection via mobile telephony is found in aquarter of businesses, and increases significantlyaccording to the number of employees (37.5% inmedium-sized businesses and 64.2% in largebusinesses).

With regard to the proportion of employees thataccess a computer, almost half of all staff use oneat least once a week.

Most businesses use the Internet to search forinformation (96.1%) and to access banking andfinancial services (85.8%). Around a third use it forapplications designed for the business, forreceiving digital products/services, for monitoringmarket behaviour and for training and learning.

A total of 52% of all the businesses have a webpage; among medium-sized businesses, this figurerises to 68% and among large businesses, to 87%.Four of the twelve sectors analysed stand out withmore than 78% of their businesses having Internetand a web page. These include the hotel sector withalmost 90%.

With regard to computer security, antivirusprogrammes are found in almost all businesses, andfirewall systems in more than 70%. More than aquarter of businesses have used a digital signaturein the course of the year.

The degree to which the different securitymeasures are adopted is reflected in the fourpercent annual drop in the percentage ofbusinesses that had security problems in the lastyear, which was 16%.

Electronic commerce is used by more than 19% ofSpanish businesses to make purchases and byalmost 9% for sales purposes. Among thebusinesses that have made purchases via theInternet, 62.7% have made on-line payments.

By sector, hotels and campsites is the only sector inwhich the number of businesses that sell via e-commerce (62.9%) is higher than the number ofbusinesses that make purchases (18.4%). Thecomputer sector has the highest percentage ofbusinesses that make purchases using e-commerce,65.4% - three times the average - which may indicate,not only a more interesting range of products andservices for this sector via the Internet, but also agreater degree of confidence when performingoperations, generated by greater knowledge of themedium.

Purchases made using e-commerce among SMEs andlarge businesses account for 11.7% of the totalnumber of purchases made, while e-commerce salesaccount for 8.7% of all sales. The weight of Internetshopping is notable in the retail sector, with morethan 43% of all purchases in this sector made via e-commerce.

ICTs IN SPANISH MICRO-BUSINESSES

The progress made by the Spanish micro-businesssector towards the Information Society isundoubtedly determined by the economic sector towhich its activity belongs, more than by itsgeographical location. Also, clear preferences can beidentified, according to sector, with regard to theways in which the new technologies are used.

A mobile telephone for business use is the mostwidespread technology among micro-businesses,used in 69.6% of them, followed by the computer,found in 61.2% and Internet in 48%. One positiveaspect worth mentioning is the preference forbroadband; 90.3% of micro-businesses connect to

the Internet using this technology, an improvement offour percentage points compared to the previous yearand almost 18 points in the last two years.

The availability of ICT infrastructures variesconsiderably according to the number of employeesin the micro-business; in micro-businesses withupwards of three members of staff, computer accessreaches 89.3%, a figure close to that of SMEs andlarge businesses.

Taking the sector analysis further and focusing ontwo of the main ICT components, the computer andInternet connection, we find great differences of upto 70 percentage points between the differentsectors. Three different situations can be clearlydistinguished:• In first place are the micro-business offering

computer, telecommunication and audio-visualservices, among which 97.6% have computersand 96.3% have an Internet connection.However, this sector only represents 1.4% of allSpanish micro-businesses.

professional and business activities (agencies,legal consultants, real estate, R&D, etc.), hotels,campsites and travel agencies, wholesalecommerce and industry, where computer andInternet penetration rates are above the averagefor Spanish micro-businesses.

• The third group of sectors, with below averagecomputer and Internet penetration rates, iscomposed of the construction, retail commerceand transport and mail sectors.

The pattern for mobile telephone use is without adoubt different to that for computers. If the averagenumber of businesses with a mobile phone is slightlyhigher than the number with computers, in five out ofthe ten sectors considered here, this ratio is reversed,with more micro-businesses having computers thanmobile phones. Such is the case for finance, computerand telecommunications, vehicle sales and repairs,business activities and hotels and travel agents. Thesectors where mobile phone penetration is still higherthan computer penetration include, notably,

construction and transport and mail, which show themost significant difference in penetration for bothdevices, more than 30 percentage points, and aresituated between the sectors with the highest mobilephone penetration and those with the lowestcomputer penetration rates.

Micro-businesses mainly use the Internet to searchfor information (95.7%), and for banking andfinancial transactions (65.7%). Other Internet uses,such as training and learning, receiving digitalproducts and services, accessing businessapplications/tools and monitoring marketbehaviour, are used by less than a third of micro-businesses, although this differs greatly accordingto activity sector.

A total of 20.8% of micro-businesses with Internethave a web page, while among micro-businesseswith 3 to 9 members of staff, the percentage risesto 31.8%. The distance between micro-businessesand larger businesses is greater in this parameter,

exceeding 30 percentage points. However, in somesectors the percentage of micro-businesses with aweb page is higher than the average for SMEs andlarge businesses. Such is the case for hotels andtravel agents, with almost 60% of its micro-businesses with a web page, more than 40% abovethe average. This is followed by the computer andtelecommunications sector, with 44.1%.

Spanish micro-businesses use e-commerce more ascustomers - that is, to make purchases via theInternet - but even so the percentages are still low.A total of 10.5% of micro-businesses buy on-linecompared to 2.2% that use this medium for sales.Sales made using e-commerce account for lessthan 1% of all sales among micro-businesses and e-commerce purchases account for 3.5% of generalpurchases.

The three sectors that show the greatest use of e-commerce are computers and telecommunications,hotels and travel agents and business activities. Withregard to purchases, more than 40% of computer andtelecommunication micro-businesses makepurchases via the Internet, among hotels and travelagencies the figure is over a quarter (25.9%), andamong business activities, more than 17%. With regard to sales, the indisputable leader is thehotel and travel agency sector with a rate ten timesabove the average for micro-businesses that sellvia e-commerce (22%), followed by the computerand telecommunications sector (8.1%) andwholesale commerce (4.6%).

Aspects that limit a greater adoption of newtechnologies among micro-businesses fall into twogroups: a perception that these technologies arenot useful when applied specifically to micro-businesses, and economic and financial factors,both stated by more than a third of businesses.

By activity sector, the perception that ICTs are notuseful for micro-businesses is mainly among theindustry and retail commerce sectors. The sectorswhere economic and financial factors weigh more,including price, profitability, funding and grants for

purchasing - and where there is a greaterappreciation of the usefulness of ICTs - include theinformation and telecommunication sector, hotelsand travel agents and business activities.
