System of Lemhannas RI Rear Admiral Yuhastihar, M.M., and Professional Expert of Natural Resources and National Resilience of Lemhannas RI Prof. Dr. Ir. Dadan Umar Daihani, D.E.A became the speakers in Dialogue on Nationalis Insights with the theme “Strengthening the Unity of NKRI (Unitary State of the Republic of Indonesia) from Strategic Environment Development , Archipelagic Insight, and National Resilience Viewpoint”, which tookplace in Dwiwarna Purwa Room, Pancagatra Building, Lemhannas RI on Thursday (1/3). The Dialogue was moderated by Brig. Gen. of Police Drs. Rafli, S.H.

The Dialogue itself was implemented as an effort to strengthen participants’ national insight which come from various professional backgrounds so they understand the importance of national values sourced from Four National Basic Consensus. “I want to invite you to use this opportunity as self-reflection and introspection moment toward the quality of national insights to reflect the awareness of the importance of noble values that we already have,” said Agus Widjojo in his speech.

The Dialogue on National Insight was followed by 200 participants that consist of youths, public figures, and members of mass organizations. By raising a theme “The Resilience of Pancasila Ideology in Global

Ideology Dynamic”, Agus Widjojo opened the the dialogue by explaining Lemhannas’ establishment history, duties, and functions and also its core which consist of national insight, national resilience, and national awareness.

Meanwhile Robert Mangindaan who is usually called as Bob Mangindaan conveyed that currently, Indonesia is still in fragmented condition or disjoint condition. “Indonesia is now in fragmented condition. The law of economic policy and defense are fragmented as well. Therefore, there are three viruses that already in the proxy,” Robert Mangindaan explained. The thre viruses mentioned was society that tend to lie, then greedy. Robert think that the only concrete step to do by the society is starting individual change and law enforcement.

On the other hand, Yuhastihar said that the hardest challenge faced by Indonesia approaching the election in the upcoming 2018-2019 is developing political awareness in society.”How to awaken our society so they will not be easily seduced by money politic. Therefore, we have to build political awareness. We have to have the same dream about this nation,” Yuhastihar stated.l

Training of Trainers of National Values Program for Lecturers, Teachers, and Educators in South Sulawesi Province was officially opened by Governor of Lemhannas RI Lt. Gen. (ret) Agus Widjojo on Tueasday (6/2) in Novotel Hotel, Palembang. The opening of the program

signed by embedding participant cards by Governor of Lemhannas RI to the participant’s representatives.

In his remark, Agus Widjojo stated that this program is a training model to create educators with national values knowledge which equpped with spirit and competency. The educators are expected to deliver how to implement national values along with their knowledge to the participants.

“Training of Trainers of National Values Program is expected to assist lecturers, teachers, and educators in training agency in implementing teaching and learning process with national character effectively, innovative, and creative so they can touch the sense of nationality of each learner,” Agus Widjojo stated in front of training participants.

The training that include in Deputy Office of Strengthening National Values Work program is not only delivering material related to national insight and values but also equipping the participants to be to be a reliable facilitator while exploring the hidden potential while opening themselves to change without leaving their awareness.

The method used in this training is quantum model which is an education model for adult that is developed in order to improve the effectivity of strengthening of national values program and created based on educators need.

The event which will be held for 10 days until March 16, 2018 was attended by about 100 participants from lecturers, teachers, Military / Police, and mass media (RRI). Also attending the opening ceremony of Training of Trainers of National Values Program for Lecturers, Teachers, and Educators in Palembang is Assistant of Administration and General Division of South Sumatera Provincial Government Prof. Dr. Edwar Juliartha representing South Sumatra Governor, Head of Military Distric Command Staff of II Sriwijaya Brig. Approaching the Regional and Presidential election in the upcoming 2018-2019, political parties started to send their

leader cadres whether in regional, legislative (DPR, DPD, and DPRP) and also presidential level. Political parties become one of important democracy pillars in creating leader cadre because UUD NRI (Constitution of the Republic of Indonesia) stated that “The pairs of candidates for President and Vice-President shall be proposed prior to the holding of general elections by political parties or coalitions of political parties which are participants in the general elections” meanwhile in Article 22 E paragrapgh 3 of The 1945 Constitution of the Republic of Indonesia stated that The participants in the general election for the election of the members of the DPR and the members of the DPRDs are political parties”.

Observing the dynamics that occurred in the society in welcoming the Regional and Presidential elections in the upcoming 2018-2019, Deputy of Strategic Studies of Lemhannas RI conducted a study through Focus Group Discussion (FGD) on Tuesday (6/3/2018) in Gatot Kaca Room, Astagatra Building, Lemhannas RI with the theme “Actualization of

State Leadership in Political Party Cadres for the Realization of Political Ethics in the framework of National Resilience”. The FGD presented four speakers including Staff of Ministry of State Apparatus Empowerment and Bureaucracy Reform Hendro Witjaksono, Ak., M.Acc., Chairman of the Commission II of the House of Representatives H. Zainudin Amali, S.E., Expert of Psychology of University of Indonesia M.Si, Prof. Dr. Hamdi Moeloek, M.Si, and Prof. Dr. Ir. Sedarnawati Yasni M.Agr.. In the FGD, Deputy of Strategic Studies Prof. Dr. Djagal Wiseso Marseno, M. Agr. opened the FGD by explaining some of the issues discussed.

One of the phenomena that the FGD concern about is the interests of groups / individuals which are more dominant than the interests of society. Meanwhile Zainudin Amali conveyed that the current function of political parties, which is a means of regeneration and recruitment of leaders, have not run properly and if it continues, it will have an impact on national resilience. “Because the political party more focus on the presence of mass rather than presenting potential leader cadres. Political parties also less focus on the people who can contribute thoughts to the development of political parties in the future, “ Zainudin Amali Chairman of Commission II of the House of Representatives said. According to Zainudin, the government needs to find a better and more suitable democratic form in Indonesia, and be able to answer the universal democratic norms.

The discussion was then continued with four responders

Governor of Lemhannas RI Lt. Gen. (ret) Agus Widjojo inaugurated 9 Indonesian officials of Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) Alumni Association on Wednesday (7/3) at Syailendra Room, Astagatra Building,

Lemhannas RI. The institution founded in 1995 in Hawaii is one of the institutions under the US Department of Defense. DKI APCSS aims to invite representatives from Asia Pacific countries to sit together to discuss peace and maintain stability of security and prosperity in the Asia Pacific region.

DKI APCSS has a mission of connecting and empowering security practitioners to build understanding and stability in the Asia Pacific region. The focus areas of APCSS include

crisis management, counterterrorism, maritime security, security sector development and peace.

Currently, DKI ACPSS already has approximately 11,000 alumni and 330 of whom are from Indonesia. In his speech, Agus Widjojo revealed that the alumni will later strengthen the thinking in the context of Indonesia’s challenges within the Asia Pacific region so they can contribute to this nation and state. “I hope the DKI APCSS alumni can contribute positively and constructively in the life of society, nation and state in the context of Indonesia’s position in the Asia Pacific region, in order to realize a strong national resilience,” Agus Widjojo said.l

Governor of Lemhannas RI gives a comprehensive briefing to Faculty Members related the Individual Scientific Work Paper

Governor of Lemhannas RI Lt. Gen. (ret) Agus Widjojo gave a briefing regarding the writing of Individual Scientific Work Paper which was originally called as Individual Work Paper (Taskap) to the Faculty Members on Friday (16/3) in Pancasila Room, Trigatra Building,

Lemhannas RI. According to Agus Widjojo, the change in the Individual Work Paper is not in its format but in its substance.

The Changes made to Individual Scientific Work Paper are based on science. In a scientific work paper, there is an objective fact as the background of the problem. In addition, scientific work paper contains views that are supported by evidence based on hypotheses, and contain factual truth. In the preparation, scientific work paper is done systematically, conceptually and procedurally using certain methods.

Agus Widjojo then explained that the process must be undertaken in preparing scientific work paper is identifying the problem, collecting factual data, analyzing of data that consist of logical analysis and causal process and ended with conclusions and suggestions.

Agus Widjojo also conveyed that the participants of PPR(Regular Education Program) / PPS (Short Education

Program) in the preparation of scientific paper writing will need to do literature review. The literature review is done to prevent duplicative (repetition) in making the topic. In addition, literature review is also needed to improve the result of the research conducted.l

Commerce and Industry, or abbreviated as KADIN Indonesia, which is an Indonesian businessman organization engaged in the economy always consistently in establishing good cooperation with Lemhannas RI. As a form of cooperation, KADIN sends its members every year to participate in the Strengthening of National Values Program (Taplai) and There have been four batches from KADIN that joining the strengthening program. Recently, KADIN conducted a courtesy call with the Governor of Lemhannas RI Lt. Gen. (ret) Agus Widjojo to increase cooperation between the two parties on Tuesday (13/3) in the Governor Executive Guest Room, Trigatra Building, Lemhannas RI.

During the courtesy call, Chairman of KADIN Indonesia Rosan Perkasa Roeslani conveyed that the members of KADIN Indonesia want

to be able to

follow the s t rengthe ing

program in Lemhannas RI.

“KADIN members interest in joining the

strengthening program are still high. Our members want to be able to follow such course. We also continue to encourage KADIN members to participate in PPR (Reguler Education Program) and PPS (Short Education Program) especially from the members of regional KADIN who want to follow the strengthening program to improve their knoledge regarding national insight, “ Rosan said.

Agus Widjojo responded positively related to the cooperation offered by KADIN Indonesia and he invite KADIN to continue sending its members to join the education / training in Lemhannas RI. “We are delighted to be able to build a MoU with KADIN, if it is possible, KADIN members can join a regular seven-month course for the second echelon. We got the mandate from the House of Representatives, the participants of our education program should consist of a little more of non-Military –Police, but it is diffcult for us to have more

participants from non-TNI / Polri due to the education program’s duration. For the strengthening of national program, it can be custom tailored, “ Agus Widjojo said.

Rosan then conveyed that the beginning of cooperation between KADIN and Lemhannas RI was during Prof. Dr. Ir. Budi Susilo Soepandji, D.E.A. period as a Governor who asked KADIN to be able to help socializing the national values in the scope of business. “There are 4 KADIN batches that already joined the strengthening program, starting from Governor Budi Susilo Soepandji’s period, he asked KADIN to help socializing this the national values in the scope of business, and that’s when we start, and it always held in Lemhannas,” Rosan explained.

At the end of the courtesy call with the Chairman of KADIN, Agus Widjojo asked for input related to other concrete forms other than the participation of KADIN members in Lemhannas RI’s strengthening program. “Give some inputs to us on what other concrete forms of MoU other than strengthening program, such as something that can utilize core competence and core business of KADIN that may be transmitted and can be utilized together,” Agus Widjojo saidl

Association of Habibie Program Alumni pays a courtesy call to Lemhannas RI

Association of Habibie Program Alumni (IABIE) visited Lemhannas RI to pay a courtesy call to Lemhannas RI on Wednesday (13/30 in Executive Guest Room, Trigatra Building, First Floor, Lemhannas RI. During the courtesy

call, Bimo Sasongko, Head of IABIE accompanied by its members were warmly welcomed by Governor of Lemhannas RI Lt. Gen. (ret) Agus Widjojo.

In the beginning, Bimo explained, the Habibie Program which started in 1980s until 2000 was initiated by B.J. habibie who was then Minister of Research and Technology. The Habibie program had sent more than 4000 high school graduates to continue their education with scholarships to nine developed countries such as the United States, Canada, Germany, France, England, Austria, the Netherlands, Japan and Australia.

Bimo believes that this scholarship program is such a successful program . “This is one of the most successful scholarship programs, in our opinion, and I think it is true because he (B.J. Habibie) has prepared our excellent human resources in science and technology,” Bimo Sasongko said. In addition, students sent through the Habibie Program scholarship program were then expected to lead or occupy strategic positions in strategic industries.

Bimo Sasongko during the courtessy call also explained that IABIE is an alumni association of scholarship programs which was established in 2012. The alumni association is intended to provide a place for alumni of the Habibie Program which is now almost 90 percent of its alumni have returned to Indonesia.

Furthermore, Bimo Sasongko said that the purpose of this visit is to make a real contribution to Indonesia

in cooperation with Lemhannas RI. “We are ready to work together with Lemhannas because we were sent (overseas) to build the this country,” Bimo Sasongko explained.

Agus Widjojo responded positively while explaining about Lemhannas. Agus Widjojo said that Lemhannas is a Resilience Institute, not a Defense Institute. Lemhannas core bussinesses include Pancasila, 1945 Constitution, NKRI (The Unitary State of The Republic of Indonesia), and Bhinneka Tunggal Ika (Unity in Diversity) with Archipelagic Insight and national resilience as its operational doctrine.

Agus Widjojo also mentioned that Lemhannas has the Education function for national leadership candidates, conducting strategic studies, and strengthening national values. The Courtesy Call was followed by a discussion about the current state of Indonesia and closed with a group photo session.l

Governor of Lemhannas RI Lt. Gen. (ret) Agus Widjojo officially opened Communication Forum which was held by Public Relations Bureau of Lemhannas RI by inviting Editor-in-Chiefs along with journalist of printed, electronic, and online mass media on

Wednesday (14/3) in Trigatra Pavilion, Lemhannas RI. Forkom which has been held since 2011 is aimed to share factual and actual information about the issue of national resilience as well as a gathering event between Lemhannas RI with mass media.

The challenge of national resilience approaching the regional elections in 2018 is an interesting theme that is raised in this forum. According to Agus Widjojo, the elections can not be used properly by political parties to consolidate internally. “They think it’s enough, business as usual. They realize that no cadre can be nominated or its corrupt cadres or perceptions that said strong parties usually lose in the region. The party should have introspected why they lost,” Agus Widjojo said.

Agus Widjojo conveyed that in facing the upcoming regional elections national resilience is still in process, because there is no ideological base that oversees the political party as a differentiator between one party and the other party. “Political Party A is not connected to party B, but on the other hand, A can coalesce with B whose ideology is different.This is the weakness of the political system, but for national resilience, it brings benefits in moderating conflict,” Agus Widjojo said.

Some issues raised in the discussion were the hand operation cases (OTT) done by Corruption Eradication Commission (KPK) for regional leaders who also become one of the indicators that money politics still happens in society due to high amount of funds needed by the candidates for regional leaders in champaigning. In addition, other issues that trigger conflict such as SARA (etnich, religion, race and other group) is still a threat to the peaceful elections. Furthermore, hoaxes spread in social media, as well as people who are easily ingested by hoaxes also happen.

Chairman of Editor-in-Chiefs Forum Suryopratomo who is usually called as Tommy highlighted the related democratic system in Indonesia which he said was build in a hurry. Because of the system, the role of political parties are needed in realizing the ideals of this nation. “In order to be able to be managed, democracy must be done properly based on national insights. How the task of political parties in building democracy to build social justice, educate the life of the nation,” Suryopratomo said. According to him, the problem is not on national resilience, but on the lust of politics that justifies any means in the fight. “My point is, let us realize that democracy should be applied in the real world. Do not bring democracy to the paradigm of idealism. Drmocracy is not the best system, democracy is second,” Suryopratomo explained.l

The Governor of Lemhannas RI Lt. Gen. (ret) Agus Widjojo officially opened the Regular

Education Program (PPRA) Batch LVIII in Dwiwarna Purwa Room, Pancagatra Building, Lemhannas RI Monday (25/3). As many as 100 PPRA LVIII participants from Military, Police, Attorney General, Ministry and Non-Ministry Government Institution (LPNK), Political Parties, Legislative, Koperti (Private Universities Coordinating Body), Provincial Government, Community Organizations, and Participants from Australia, Saudi Arabia, Bangladesh , Fiji, Laos, and Pakistan. The participants will enroll the education program for seven months which consist of off-campus and on-campus programs.

In his speech, Agus Widjojo emphasized to the participants to be able to perform mental revolution, behavior transformation that reflect the figure of the national leadership cadre. “A mental revolution to create a strong leadership is not by teaching good traits, but by issuing

and considering requirements the institution ask for,” Agus Widjojo said.

This education program also aims to sharpen and enhance the capacity and effectiveness of the leadership of the national-level leaders at the strategic level by formulating national policies through the strengthening of national values.

Besides, Agus Widjojo also said that the participants in enrolling the education program must have individual goals to be achieved. “The participants have to understand the whole materials given in the educations program and also have the ability to analize and make a decision on strategic level as a leader after graduating from the education program,” Agus Widjojo explained.

According to Agus Widjojo, strategic leadership is not focus only on competition, but it requires the ability to unify differences in the form of cooperation. “Ego and self-esteem is enough for us to build in the technical and individual level of competition, now it’s time for the participants to transform their mindset and focus on developing the work to achieve the common goal,” Agus Widjojo explained.

In addition to the participants, Agus Widjojo also said that both lecturers and work units in Lemhannas RI who related to the education implementation have to prepare the implementation of PPR (Regular Education Program) well in accordance with applicable provisions, and utilize existing facilities in supporting the education process.

Prof. Mie Oba, Academician of Tokyo University of Science, Japan, visited Lemhannas RI to discuss Japan’s foreign policy especially Indo-Pacific Concept as Japan’s regional strategy on Wednesday (21/3) in Airlangga Room, Astagatra Building 3rd Floor, Lemhannas RI.

Japan’s promotion regarding the open and free Indo-Pacific Concept has been echoed by Prime Minister Shinzo Abe in 2007 in front of Indian Parlianment that stated as the meeting of two oceans, Pacific Ocean and Indian Ocean

According to Mie Oba, this concept is Japan’s proposal strategy to expand regional peace and prosperity which was oriented in East Asia- Asia Pacific region and now expand to Indian Ocean region including African countries, as mentioned by Prime Minister Abe in Tokyo International Conference of Africa Development (TICAD) forum on August, 2016.

“Foreign Minister (Fumio) Kishida in the beginning of 2015 in his speech in New delhi, India mentioned 3 connectors that correlate Indo-pacific; value and spirit, dynamic economy, open and stable oceans,” Oba said.

Oba continued saying that this strategy means to expand the strategic relationship between big countries and regional power called as quadrilateral strategic linkage. “Japan, the United States, India, and Australia are important countries but the Indo-Pacific Concept implies a possible anti-Chinese coalition, “ Oba said.

This implication, Oba added, caused a reaction from ASEAN. According to her, the Japanese government offers an alternative framework of security architecture offered by China in the Belt and Road Initiative (BRI)

The conception of Indo Pacific itself is quite popular these days. President Joko Widodo also introduced the

Indo-Pacific concept at the ASEAN-India Summit in January, which is different from the Japanese version of the Indo-Pacific concept. The Indonesian version of the Indo-Pacific concept calls on all key players, including China and Russia, to put forward a dialogue without any country feeling left behind.

In the discussion attended by the Deputy Governor of Lemhannas RI Air Marshal Bagus Puruhito, several Faculty Members, structural officers, and representatives of PPRA LVII Participants, it was also discussed about Indonesia-China relations, South China Sea issue, North Korea nuclear , Japan-US alliance, and Japanese foreign policy in South Asia countries.

A hundred participants from the bureaucrats, a c a d e m i c i a n s , Legislative Council (DPRD), community leaders, and elements

of Military and Police from Ternate, North Maluku Province follow the Strengthening of National Values Program of Lemhannas RI. The program entitled “ Strengthening of National Values Program for Bureaucrats, Academicians, Public Figure, Military Police in Ternate” was opened directly by Governor of Lemhannas RI Lt. Gen. (ret) Agus Widjojo at Hotel Grand Dafam Bela Ternate, North Maluku on Tuesday (20/3).

In his speech, Governor of Lemhannas RI expressed his gratitude to the participants of this program and expressed his hope that the participants can take this opportunity to explore the meaning and understanding of the archipelagic outlook and national values.

“As a nation united due to diversity and plurality, national values and insights are absolute prerequisite that must always be taken to see if

the conditions of human resources large enough in quantity, but still not meet the expectations in terms of quality. Mentality and morality, including work ethic, nationalism, and patriotism need to be developed,” Agus Widjojo said in his speech.

The Strengthening of National Values Program will be held for eight days, from March 20 to March 27, 2018. After completing the program, the participants are expected to have the ability to understand the national values originating from the Four National Basic Consensus, understand the national paradigm of archipelagic insights, national resilience, and national leadership, and able to apply the national values in accordance with their respective roles and positions in the community.

For eight days, the participants will get a variety of materials such as national values and insights, group discussions, simulations, and outbound.

North Maluku Governor Zeth Sahuburua, North Maluku High Court Chief Kornel Sianturi, North Maluku Provincial Attorney and North Maluku Provincial Secretary Abubakar Abdullah. l

Participants of PPRA LVII Join Outbound Activity to Improve

Leadership

Participants of PPRA LVII attended the opening of outbound at Lemhannas RI Central Field, Tuesday (27/3). The opening of the PPRA LVII outbound was led by Deputy of National-Level Leader Education of Lemhannas RI Maj. Gen. Karsiyanto.

Outbound is one of the important programs that must be taken by the participants of the education program. Outbound activity is conducted as a form of leadership and management training, by exercising mutual trust, mutual care, proactive and communicative attitude between teams.

Maj. Gen. Karsiyanto in his speech said “It (outbound) must be undertaken, so that the participants are able to adapt to the new environment, applying a sense of caring, strengthen solidity, and embrace togetherness. Thus, the experience gained in the outbound activity is expected to be able to assist participants in the learning process during the education

program in Lemhannas RI.”The outbound, which was held for three days on 27 -

29 March 2018 at Lido Resort, Sukabumi, followed by 100 participants consisting of 38 members from Military (Army, Navy, and Air Force), 20 members of the Police, 20 people from Ministry and Non-ministerial Government Institution (LPNK), 1 person from Attorney General Office, 2 members of Legislative, 11 members of Community Organization, and 2 from Political Party.l
