The National Packaging Covenant - Qenos

Executive summary Qenos is the sole manufacturer of polyethylene in Australia. We also manufacture polypropylene, olefins and BR rubber in addition to distributing a wide range of specialty products. The Qenos Action Plan commitments are made to facilitate the ongoing reduction in environmental impact of our products and our processes. Qenos is pleased to be a part of the National Packaging Covenant, which represents the next generation of environmental thinking. We recognise the inherent value in this innovative program with its shared involvement of all members of the packaging chain. We are working with our customers and other members of the chain to realise the mutual benefits offered by the National Packaging Covenant and to reduce waste in line with the principles of Reduce, Reuse, Recycle. This submission contains Qenos progress versus our fourth action plan that has been extended to end of Covenant MK1. This report covers the January 2004 to December 2004 period. Qenos’ National Packaging Covenant programs are becoming embedded into standard business goal setting and reporting processes. Qenos’ fourth plan builds on our achievements and works toward a sustainable future. Qenos’ commitments in our Action Plans fall into the following categories. These reflect the wide range of Qenos activities and align with both internal and external stakeholders. Action Areas:

1.0 Qenos Production and Continuous Process Improvement 2.0 Distribution 3.0 Working with Our Customers 4.0 Working with Recyclers 5.0 Working with Industry and Researchers 6.0 Education and the Community 7.0 Support for Kerbside Recycling

Reporting in the above areas is made available to the National Packaging Covenant Council in this document. However, some activities, particularly those relating to specific customer projects and commercially sensitive internal plans, will remain commercial in confidence and have not been disclosed as a matter of course. Further information may be made available to the Covenant Council on request. Thanks go to the action item owners across all areas of Qenos for providing the data and information for this report.

Qenos and the Packaging Covenant Stewardship Categories This section describes how the National Packaging Covenant product stewardship categories, where appropriate, have been addressed in Qenos’ action plans. Packaging Design Qenos is a raw material supplier therefore packaging design is not core to our business, however Qenos works with our customers on elements of their packaging design including material selection and optimisation. Research Qenos is continuously working with our customers, with recyclers and industry in support of programs for recycling and waste reduction, and to optimise packaging solutions. Qenos is able to contribute significant polymer technical expertise. Qenos personnel also access shareholder expertise and regularly hold formal technology exchanges with international experts, gathering data on technology advances including the use of recycle in value adding applications. Qenos contribute relevant data to industry research such as studies into raw material use, packaging and recycling. Qenos’ product development system includes a series of electronic prompts to ensure that consideration is given to the National Packaging Covenant Principles and the environment, throughout scoping and developmental stages of projects. The covenant principles are generally consistent with “better product” demands for efficiency and effectiveness and hence easy to apply.

Production Qenos manufacturing facilities are continuously monitoring the energies and materials used and any wastes generated. Production teams are involved in implementation of improvements for example, waste minimisation programs, sourcing outlets for generated scrap and reworking material where possible. Qenos also has commitments to Greenhouse Challenge and the implementation of Environmental Improvement Plans.

Disposal Qenos provide customers with options for Qenos product packaging, actively promoting and supporting our customers to convert to bulk to eliminate bags. Qenos bags are made from recyclable polyethylene and options are available for customers to recycle Qenos plastic bags. Where product is supplied in semi bulk packaging, the Qenos bulkerbags are returnable.

Distribution Qenos endeavours to reduce the impact of the distribution of Qenos product by the provision of bulk packaging where possible. Qenos packaging and distribution operations have systems in place to track and report product losses with a view to continuous improvement. Qenos has onging projects to implement packaging improvements, supporting principles of the Packaging Code of Practice, including down gauging, and logistics rationalisations.

Labeling In those cases where bagged product is supplied, Qenos product bags are made of recyclable polyethylene. Implemented during Qenos’ first year as Covenant signatory, 100% of Qenos bags display appropriate plastics identifier code for ease of identification and sorting for recycling. Market Development As a raw material supplier, Qenos work with its customers on their developments to aid expansion of markets for recyclable materials and products containing recyclate.

Education Qenos continues with its commitment to educate and inform local communities, schools and industry stakeholders. This has taken many forms including: providing education material to schools; support for various exhibitions and events; speeches and presentations on recycling and maintaining involvement in relevant industry associations.

Millie (the Milk Bottle) and Ollie meet guests at Qenos Open Day 2004.

Action Plan Four Achievement Versus Commitments (January 04 – December 04) 1.0 Qenos Production and Continuous Process Improvement

1.1 Continue with Greenhouse Challenge membership, targeting and monitoring further Greenhouse gas abatement activity at Qenos.

Measure: Greenhouse Challenge reports submitted as required Achievement: Qenos submitted two Greenhouse Challenge reports during 2004. The Altona report was submitted in April 04 for the calendar year and the Botany report for the 2003 financial year was submitted in August 04.

1.2 Continue to implement the Environmental Improvement Plans for both Altona and Botany Qenos sites. A number of the items included in the Environmental Improvement Plans run over a multi-year time frame and will not be completed in the timeframe of this Action Plan. Progress against these action items will be carried over to future Action Plans as appropriate.

Measure: Implement EIP 2004 actions Achievement: 11 of the Altona EIP 2004 items have been completed and 1 item will carry over into 2005. The next Altona EIP is being developed while the environmental action plan for 2005 has been defined and approved by the Victorian EPA. 11 of the Botany EIP 2004 items have been completed and 4 items postponed to 2005 period. All postposed items were assessed against risk. Progress in implementing EIP actions has been monitored and is regularly reported to Environment Monitoring Team members.

1.3 - Item complete Year 2

1.4 Plant scrap from the polyethylene plants will continue to be monitored and minimised. Scrap will continue to be sold to recyclers for reprocessing in preference to being sent to landfill.

Measure: Amount of scrap sold Achievement: There has been 1006 tonnes of polymer scrap sold from Qenos polyethylene operations.

1.5 In the BR rubber plant, start up and non-first grade material will be

reincorporated into the process, at levels controlled so as not to impact on the technical properties of the final product. Qenos will measure the quantities of start up and non-first grade rubber reused in this way.

Measure: Amount of start up and non-first grade rubber reincorporated Achievement: The amount of potential second grade BR rubber reincorporated was 7.3% of total production. Reincorporated start up material made up 4.6% of total production. 96% of the start up and non-first grade rubber was either reprocessed or with negotiation, went to customers. The remaining volume was unable to be salvaged; this volume made up less than 0.5% of total production.

1.6 Ensure regular communication and updates with key internal stakeholders, including the senior management team and shareholders.

Measure: Regular updates on progress Achievement: There have been informal updates given on the status of the packaging covenant, relevant industry issues and Qenos’ action plan. The NPC newsletter, reviews and industry bulletins have been distributed electronically and the Product development and sales and marketing teams have been kept informed of publication of company Action Plans and reports via Packaging Council Web site.

2.0 Distribution

2.1 Qenos key strategy in packaging for the Polyolefins business is to continue to favour and increase the supply to customers of bulk packaged product. This reduces the packaging involved to reusable steel containers, containing only a recyclable polyethylene liner, rather than pallets of material packed in individual bags, or semi bulk containers. Measure: Change in % domestic sales packed in bulk Achievement: There was 5% increase in domestic sales in bulk from previous period.

2.2 Where bulk supply is not appropriate, semi-bulk packaging will be made available. This semibulk packaging uses returnable bulkerbags, rather than multi-bag pallets, reducing waste. Measure: Change in % of domestic sales packed in semibulk

Change in % of domestic sales packed in bulkerbag

Achievement: Domestic sales packed in semibulk decreased by 1% in reporting period. Domestic sales packed in bulkerbags decreased by 1%. Of the domestic sales in semibulk all were in returnable bulkerbags. During this period we have finalised a semibulk packaging rationalisation program and have rationalised out the use of non-reusable resin packs and octabins. Qenos bulkerbags can be returned by customers to Qenos for recycling.

2.3 Continue to implement downgauging of Qenos bags in line with the Reduce principle. Measure: % reduction in the average gauge of bag rewind Achievement: The program to implement further significant down gauging has involved formulation developments, evaluations and customer trials. Significant delays were encountered with supplier withdrawing the polymer grade that initial film formulation trials had been using. The process for approval of the down gauged film is still underway. This program to be finalised in the first half of 2005 and will deliver significant down gauging of average bag rewind.

Page 9

2.4 Product losses at offsite packaging sites and transport companies will be

regularly measured and monitored with a view to continuous reduction. Material lost in this way will be sold as scrap for alternate use and recycling in preference to going to landfill.

Measure: % packaging scrap rate Achievement: Packaging scrap levels were monitored on monthly basis and were less than or equal to the target of 0.2% for each month of the reporting period. 100% of the scrap generated was sold to recyclers.

2.5 The Qenos Elastomers business will continue to pack into reusable steel crates for domestic sales.

Measure: % domestic sales sold in reusable crates

Achievement: 100% of Qenos BR production for domestic sales has been sold in reusable crates in this period. These crates are used on average 50 times, at which time they are reconditioned and returned to service. This continues to be the most effective way of eliminating packaging waste for the Qenos Elastomers business.

2.6 Where economically and technically feasible, Qenos will utilise returnable crate technology for imported SBR rubber.

Measure: Amount of SBR rubber imported in returnable crates Achievement: There has been 5226 tonne of SBR imported in returnable crates in the reporting period. This is 94.8% of the total SBR imported.

Qenos have offered all SBR customers returnable crates and are capable of supplying 100% in returnable packaging; it is unlikely that the remaining customers will convert as investment is required to handle the imported reusable packs.

2.7 - 2.10 Items completed

Page 10: The National Packaging Covenant - Qenos04+r… · The National Packaging Covenant Action Plan Four Progress Report January 2004 to December 2004 . Page 2 The National Packaging Covenant

Page 10

2.11 Implement logistics rationalisation program including the filling of empty

containers prior to relocation interstate. Resulting in significant reduced energy in distribution and resultant transport greenhouse emissions.

Measure: % reduction in empty container movements interstate Achievement: There were 501 empty container movements by rail in this period and 100 by sea. There were no empty container movements in the previous reporting period however during this period there has been a significant change in Qenos’ geographic sales patterns, the resultant planning and inventory changes have created suboptimal container balances. Plans have been devised and implemented to rectify the container imbalance and minimise empty container movements.

2.12 – Item completed 2003

2.13 Investigate feasibility of down gauging container liners for bulk packaged product and if feasible implement.

Measure: Assess feasibility and develop plans. Achievement: The investigation has been completed with the initial concept for this down gauging process, utilising new formulation technology, deemed not currently feasible. An alternate plan has been established and commercial trials for the first stage of this program commenced during this reporting period.

2.14 Measure and investigate unnecessary stock movements and implement

corrective actions to reduce occurrences.

Measure: Change in tonnes unnecessary stock movements Achievement: A manual system to track unnecessary interstate stock movements has been implemented during the reporting period and identified a number of improvement opportunities. Unnecessary stock movements have already been reduced by 5% in the second half of 2004 and a software solution to further minimise these unnecessary stock movements is being developed.

Page 11: The National Packaging Covenant - Qenos04+r… · The National Packaging Covenant Action Plan Four Progress Report January 2004 to December 2004 . Page 2 The National Packaging Covenant

Page 11

2.15 Implement new container park facility at Yennora reducing the double

handling of containers from Botany, to current container storage at Port Botany and then to Yennora for packaging. This will also reduce forklift movements around the Yennora site as proposed container park is closer to packaging line.

Measure: Implementation of Yennora Container Park Number of container double handling movements eliminated Achievement: This project has progressed with required council approvals for this facility being granted. The implementation target is mid 2005.

2.16 Maximise product movement by sea to domestic customers to reduce rail and/or truck product movement. Measure: Change in % of stock movement by sea Achievement: New procedures for the movement of stock from Melbourne to Perth by sea have been implemented and increased the amount moved by sea by 300%. This increase has revealed a problem with limited availability of sea freight between Melbourne and Perth, which may limit future improvements. Work has commenced to increase the movements of stock from Sydney to Perth and from Melbourne to Townsville by sea. Trial movements from Melbourne to Townsville have commenced late in the reporting period.

2.17 Investigate options for rail transport of packaged product from Sydney to Brisbane.

Measure: Internal report issued, including plans to implement if feasible. Achievement: Investigation proved rail transport of packaged product would not be feasible as would require use of rail wagons that are not readily available.

2.18 Investigate root causes of futile deliveries of product to customers and implement reduction plans. Measure: Change in the number of futile deliveries Achievement: System to monitor and report futile deliveries on a monthly basis has been implemented in the reporting period. There were a total of 64 futile deliveries for 2004, however the number of futile deliveries decreased by at least 14% each quarter.

Page 12: The National Packaging Covenant - Qenos04+r… · The National Packaging Covenant Action Plan Four Progress Report January 2004 to December 2004 . Page 2 The National Packaging Covenant

Page 12

2.19 Minimise small, frequent deliveries to customers. July 2003 Qenos implemented "Customer Service Delivery Standards" which included incentives for customers to take delivery of full truck loads of packaged products. This will enable Qenos' carrier partner to progress a long term fleet change program and reduce the truck movements involved in delivery of Qenos product.

Measure: % change in average delivery size Achievement: Following the introduction of Qenos' Customer Service Delivery Standards, the average delivery size has increased by 20%.
