Dear Neighbors, School is out for the summer, but here at District 3, we continue to work. The months leading up to the Fiscal Year 2019 budget approval in September is one of the busiest times for us. As part of our Budget Goal Setting Session, City Council discussed how to achieve our vision for a more prosperous San Antonio. Some of the top priorities for our district and city include: Infrastructure (Streets and Sidewalks): • Demonstrable need to move forward with additional funding from this two-year equity lens (giving more resources to areas with more needs) plan. • Looking to use “F level” streets as the focus rather than just using Council District boundaries. Public Safety: Increase the number of police officers and facilities. Need to establish SAPD substation physically located in District 3 this fiscal year, instead of waiting for another Bond cycle in five years. Domestic violence funding and programs to assist women in abusive relationships and mental health related cases. Housing: City Council will review and provide final direction on the Mayor’s Housing Policy Task Force findings and policies to be implemented to ensure the plan does not promote displacement or reduce Citywide housing stock. Provide community assistance around estate, deed, title planning, and increase “know your rights” education. Increase funding for Under 1 Roof program and owner-occupied rehab financing tools. Because we are putting your tax-payer dollars to work, we want to ensure your most urgent needs are being met. This process cannot be successful without your input. We have been conducting a survey throughout the month of July, so that you can anonymously and confidentially share your thoughts on the district. The Greenline, a $10.6 million, 43-acre linear park in the heart of the mixed-use campus at Brooks, celebrated its grand opening with a ceremonial ribbon cutting and the installation of a time capsule at the base of the “Running with the Moon” sculpture. “Running with the Moon,” a 35-foot public art installation created by Brad Oldham Sculpture, depicts a boy running with a moon-shaped kite of butterflies. This public art celebrates the visionaries and dreamers who helped make Brooks what it is today.

Local leaders, county representatives, San Antonio River Foundation, San Antonio River Authority and hundreds of residents gathered for the opening celebration of Confluence Park, the Southside’s newest gem. This park, which exemplifies sustainability, development, world-class art and easy access to the Mission Reach, continues to change the narrative in San Antonio.

“I believe Confluence Park, with its preservation of the natural landscape and revolutionary design, truly embodies the past, present, and future of San Antonio. I commend the San Antonio River Foundation, San Antonio River Authority, and other partners for incorporating the surrounding District 3 neighborhoods in the park’s development. Our community is overjoyed by this new addition to the Southside, the soul of San Antonio,” said Councilwoman Viagran. We are happy residents in District 3 have new place to enjoy a healthy lifestyle.

D3LLIDistrict 3 Legacy Leadership

Initiative (D3LLI) students took part in the end of year ceremony, featuring Hope Andrade, former Secretary of State for Texas, in April. Congratulations to all 2017-2018 graduates. Applications to participate in the next class of our youth leadership and development program will be accepted starting in August 2018. The Office of Historic Preservation organized a tremendously successful day-long event that brought contractors and volunteers together to make $200,000 worth of repairs to 20 homes in the Highland Park neighborhood, an urban, established area in District 3. This city program allows for the restoration and preservation of these homes’ unique style and historic character.

“I’m thrilled this year’s Rehabarama is occurring in District 3’s Highland Park neighborhood, an established, urban area with its own authentic style and unique character”, said Councilwoman Viagran. “The repairs will benefit a number of legacy homeowners, some of whom are veterans, elderly, on a fixed income or have a disability, and will help them remain in the house they’ve lived in for decades. This City initiative is key to reviving and revitalizing homes, so their exterior beauty can match the residents’ pride.”

SÍCLOVÍAThe Tricentennial

Commemorative Week in May capped off in District 3 with the YMCA of Greater San Antonio’s 14th Annual Síclovía. More than 60,000 people biked, ran and walked on a route that highlighted the San Antonio Missions and the neighborhoods around Roosevelt Avenue. Síclovía is a free, bi-annual event that turns city streets into a safe place for exercise and play.

ROBERTO ANGUIANO LIBRARY DEDICATIONOn June 28, the San Antonio Public Library

Board of Trustees dedicated and named a meeting room at Mission Branch Library in honor Roberto Anguiano. For more than 50 years, Mr. Anguiano was a devoted community leader and library advocate, who championed many important causes alongside other residents in the Mission San Jose neighborhood, as well as in District 3. His legacy will continue to have an impact on the Southside.

During the month of April, TCI conducted a Pothole Blitz aimed at repairing potholes across the city. A total of 1,676 potholes, including an estimated 697 in Highland Hills and 740 in Highland Park, were fixed in District 3 alone as part of this initiative. We encourage residents to report any potholes to 311.

POTHOLE BLITZ IN HIGHLAND HILLS & HIGHLAND PARK

Thanks to dollars in our NAMP fund, four speed humps were installed on Kendalia Avenue from Boswell to S. Flores. After residents expressed concerns regarding motorists who were speeding on their street, we worked with TCI to identify $22,000 in our budget for this project. The speed humps are an effective traffic calming measure that will remind drivers to reduce their speed when going through this residential neighborhood.

Our District 3 office and the City of San Antonio’s Department Transportation & Capital Improvements (TCI) have been working to address infrastructure needs, prioritizing areas near schools, libraries, bus stops and hospitals. This is by no means an exhaustive list, and we know that more must be done. By continuing to work with the community, we can achieve safe mobility for all residents in the district.

Approximately $1.3 million from our IMP funds were spent on restoring New Sulphur Springs Road from SE Loop 410 Access Road to Jasper Hollow. The improvements included base repairs, wedge milling and the placement of a new layer of asphalt on the road surface. This project contributes to safety of motorists and pedestrians on the northeast side of the district near East Central High School.

AUGUST 9City Manager presents FY 2019 Proposed Operating and Capital Budget to City Council

For many residents, street and sidewalk improvements are critical concerns, as are other indispensable services and programs, such as public safety and libraries. The budget development process is an opportunity for us to evaluate our priorities as a city. Our office strives to keep you informed during this important period of time. Another Neighborhood Access and Mobility Program (NAMP) project finished! TCI installed new sidewalks, driveways, and curbs on both sides of Hammond Street from S. Walters to Adele. The $126,000 project, completed in April, allows residents to walk safely in their neighborhood.

Using $187,000 from the Infrastructure Management Project (IMP), sidewalk improvements were made on Haggin Street from S. Pine Street to Lynhurst Avenue. Residents in this area benefited from the addition of concrete curbs and driveway approaches. The primary purpose of this project is for safe pedestrian access as required by the Americans with Disability Act (ADA).

Completed in March, this project across from Schulze Elementary School included the construction of new sidewalks and an ADA ramp on Yett Boulevard from Bernard Drive to Lanier Boulevard. The $69,000 cost of construction was financed by the District 3 NAMP. Thank you to all the residents who worked with our office to bring this project to fruition. The Mission Marquee Outdoor Movie Series kicked off on May 5 with a special celebration of Cinco de Mayo and a screening of Coco. The Outdoor Movie Series includes pre-entertainment, complimentary popcorn provided by City Base Cinema, food trucks and artisan vendors. Attendees are encouraged to arrive early and bring lawn chairs or blankets. The Outdoor Movie Series will continue every first and third Saturday of the month until November, as well as the Thursday Night Throwback Movie on the third Thursday of every month, May through September. The World Heritage Office celebrated National Poetry Month with a one-of-a-kind occasion. This year’s Viva Poesia: Palabra, Musica Y Cultura event at Mission Marquee Plaza featured a luchador-themed poetry battle that included two of San Antonio’s most renowned spoken-word artists, Eddie Vega and Amalia Ortiz, as well as a guest appearance by our city’s 2018 Poet Laureate, Octavio Quintanilla. In its fourth iteration, Viva Poesia brought a truly unique and interactive celebration of the literary arts to the communities in District 3.

On World Heritage Day, April 18, we celebrated another World Heritage Public Art Project. “Windows to Our Heritage” tells the story of the Missions and the people and families in the surrounding neighborhoods, who have been there for decades. This mural, located at four underpasses along US 90 on the border of Districts 3 and 5, was a collaborative effort between the Department of Arts & Culture, World Heritage Office, URBAN-15 and our residents. Through direct interaction with community members, area businesses, and neighborhoods, local artists, Oscar Alvarado and David Blancas, were able to create beautiful portraits and vignettes of past and present community members. This project is a truly inspiring work of art that pays tribute San Antonio’s vibrant culture.

“WINDOWS TO OUR HERITAGE” MURAL

A critical component of the World Heritage Work Plan is to update relevant neighborhood plans to reflect the desired and appropriate development goals for the areas surrounding the missions. During the World Heritage Symposia Series hosted by the City of San Antonio and my office in early 2016, the community voiced a need to balance the reverence of the San Antonio Missions with various opportunities for growth and development that come with the World Heritage Site designation.

As a complement to the residents’ expressed wishes, the City identified opportunities throughout the World Heritage area to align zoning with existing land use for overlays and corridor plans, such as the Mission Protection Overlay District (MPOD), River Improvement Overlay District (RIO), and the Roosevelt and South Presa Corridor. We have held multiple public meetings to inform residents about the zoning changes. These zoning recommendations will be presented to City Council for approval in August. TAKING CARE OF BUSINESS

By adopting an approach that balances community priorities and commercial growth, we can transform District 3 into the model for generating economic development in San Antonio.

BAIRD FOUNDATIONOn May 18, Baird Foundation Repair held a grand opening celebration for their new location on Hot Wells Boulevard. Councilwoman Viagran’s staff worked with the owners, John

and Melanie Chaney, on several zoning issues, so they could relocate from their original office on Clark Avenue. We are happy this reputable family business stayed in District 3!

COMMERCIAL AVENUE CORRIDOR COUNCILThe Commercial Avenue Corridor Council was established to serve as a catalyst for creating and sustaining economic growth in the Commercial Avenue area. Business owners and residents have been meeting

with District 3 and City staff on a bi-monthly basis to address specific challenges, including code issues, public safety and zoning. For more information, please contact Don Vasser at (210) 207-0969.

SAVE CLINICDr. Lyssa Ochoa and her staff opened the San Antonio Vascular and Endovascular (SAVE) Clinic on E. Southcross in May. This location is the only comprehensive, collaborative

vascular practice dedicated to South San Antonio.

NISSEI PLASTICCouncilwoman Viagran met with business leaders at the grand opening of Nissei Plastics at Brooks. The facility, located at Lyster Road, manufactures injection molding machines and will serve as a

technical center to provide technical support to customers.
