    During an Oct. 4 hearing to set atrial date in the DUI case o champi-onship wrestler Kurt Angle, AssistantWarren County CommonwealthsAttorney Michael Fleming told thecourt the original charge was beingamended to Reckless Driving.

    As noted in a press release ex-plaining the decision to prosecutethe amended charge, both chargesare Class One misdemeanors carry-ing the same potential sentence andne o up to 1 months in jail and notmore than $,500.

    A trial date on the amended charge

    o reckless driving was set or PM onuesday, Nov. 8. Angle is representedby odd Gilbert, a ormer assistantprosecutor in the Warren CountyCommonwealths Attorneys Ofceand current 15th District Housedelegate to the Virginia General As-sembly, who now practices law withthe Front Royal rm o Pond, Athey,Athey & Pond.

    Based upon our review, the Com-monwealth eels that a RecklessDriving charge is strongly supportedby the evidence and we have electedto prosecute that charge in lieu o thecharge o Driv ing While Intoxicated,the press release stated.

    Prosecution o the original chargewas hampered by the lack o an ad-missible breath test showing the 4-

    year-old Angle was over the legallimit o .08 blood alcohol content(BAC). While Angle blew a .091 ina eld breathalyzer test, those testsare not admissible in court due toinaccuracy issues o as much as .05.Angles result in a legally-admissiblebreathalyzer test administered laterat Front Royal Police headquarterswas .06, which is two-tenths underthe legal limit or BAC.

    Angle, a past U.S. Olympic wres-tling champion (1996) and holdero multiple proessional wrestlingchampionship belts over a 14-year

    career in the WWE, WWF and NA,was arrested ater being pulled overdriving eastbound near the Lindenexit in Warren County on Sept. 4 ol-lowing an appearance at the Shenan-doah County Fair.

    Virginia State Police rooper C. R.Scally was alerted to be on the look-out or a white Ford aurus drivingerratically eastbound. Dispatch notedthat another motorist had called in areport on the vehicle while ollowingit on I-66 through Warren County.Te trooper identied the suspect

    vehicle and pulled it just east o Exit13 ater ollowing it or about a halmile and ascertaining that it was be-

    ing driven erratically, according tothe warrant.

    Angle produced a Pennsylva-nia drivers license and admitted todrinking three beers. Te trooperwrote in his report that Angle per-ormed miserably in a series o eldsobriety tests involving eye move-ment, alphabet, number countingand balance.

    Despite the lack o a valid andadmissible breath test, based on hisobservations o the other adminis-tered eld sobriety tests, the trooperbooked Angle or DUI at 1:59 AMSunday morning, Sept. 4.

    A man reported by acquaintances to have won a $5-million lotteryabout 18 years ago was killed in a 4-wheeler accident near or on his PocaBella neighborhood property on Sept. 30.

    According to Warren County Sheris Ofce investigators 56-year-oldLee Jonathan Dubin was riding a 4-wheeler, accompanied by an uniden-tied riend on another 4-wheeler when he apparently lost control o his

    vehicle. Dubin and his vehicle were located about 00 eet down a ravinethat was part o a our-wheeler trail with a considerable downgrade.

    Te initial call reporting the accident was received at 6:31 PM. Unitsrom the Warren County Fire and Rescue Department along with War-ren County Sheris Ofce responded to the call. Dubin was pronounced

    dead at the scene. Te precise cause o death is pending a report romthe Northern Virginia Ofce o the Chie State Medical Examiner.

    Te sheris ofce veried that Dubins son Michael, 5, paralyzed inan auto accident a number o years ago according to neighbors, was liv-ing with his ather at the time o the accident. Dubin is also survived bya second son, Gabriel, 1, and an ex-wie, Kelly.

    One riend described Dubin as the guy on the 4 wheeler at the end othe river where you come back to land when tubing rom Gooney Creek.Hed be on the other side o the river talking your head o a very per-sonable guy. Everyone at the canoe company knew him and his dogs.

    During the video presentation,one could almost hear the despera-tion and need in those silent voiceso hope and gratitude rom clinic pa-tients whose written words scrolledacross the screen. Te importance oeveryones ticket was noted as each$50 contribution will translate into$300 o medications and services.

    On Monday, September 19thBarack Obama gave a speech de-manding that the rich pay theirair share o the tax burden. Tisterm air share is a really vaguephrase that politicians have beenthrowing around or a while now.Now despite my belie that (A) ALLtaxation is thet, and the act that(B) the top 10% percent o all wageearners already pay 70% o the taxburden, I have to ask: Can someoneplease tell me what exactly consti-tutes a air share and give me theormula they used to come up withsuch a number? Fuhrer Obama andhis let-wing comrades will claimthat the air share or the rich is60%, 70%, 80%, etc. o their gross in-comes. O course these numbers arearbitrary and meaningless. o comeup with a air share o the tax bur-den or anyone - not just the rich

    - would require endless calculationso how much each individual usedpublic goods and services in rela-tion to how much everyone else usedthose same goods and services. Tis,obviously, would be impossible. Butor Obama to claim that a particularindividual owes the governmentmore money than his neighbor by

    virtue o his higher paying job is un-reasonable and preposterous.

    Since Obama is so concerned

    about the need or airness thenlets talk about airness, shall we?

    Is it air that, due to this govern-ments reckless spending and debtaccumulation, my 1 year old daugh-ter and 7 month old son are already

    indebted to the tune o approximate-ly $48,000 each, which their share othe current national debt? Is it airthat Americans are orced to pay intoa Social Security program insteado being able to use that money tonance their retirements on theirown (not to mention the act thatSocial Security will be bankrupt bythe time I retire anyway)? Is it airthat the good people o this countrylive in constant ear o the threat oterrorist attacks due to this govern-ments interventionist oreign policyand countless overseas military oc-cupations (a condition the C.I.A. hascalled blowback)? Tese questionsrepresent the type o debates that weshould be having about airness, not

    this rivolous squabbling over somectitious number regarding a airshare o the tax burden.

    Te Northern Virginia Daily, anewspaper based in ShenandoahCounty, announced on its websiteOct. 7 that its owners intended tooer it or sale.

    Employees were called to a spe-cial meeting by Editor John Horanprior to the public announcementand inormed o the decision, ac-cording to the newspaper. Horansaid a rm in Gaithersburg, MDwould assist in locating a buyer.Tat rm may be W. B. Grimesand Company, a major broker onewspapers and radio and televi-sion stations, although the Daily

    is not currently listed among itsproperties or sale.

    Although parties involved are

    understandably tight-lipped, onepotential regional buyer might be

    Wheeling, West Va.-based Og-den Newspapers, publisher oTe Journal in Martinsburg and39 other newspapers and severalmagazines and other publications.

    A purchase by Winchester-based Byrd Newspapers wouldappear unlikely since the conser-

    vative Byrds and the liberal Dailyownership dont exactly get along.

    Te Daily is owned by Pat andDee Keister, age 79 and 84. Teiramily entered the business March6, 191 when E. E. Keister pur-chased the weekly Strasburg Newsor $6,000, according to a historypublished to commemorate the

    years due to what seems like anever-ending recession, but also

    because the internet has made somuch news available or ree.

    Te Daily puts most o its con-tent online or ree, a decision alsomade by many other papers. Teproblem with that is while a pa-pers website may be quite popu-lar, the revenue generated romwebsites, despite the low cost toprovide, pales in comparison tothat rom print. Te major actoris that most visitors to a websitewill scan the stories and read oneor a ew and then move on to an-

    other site. With a print product inyour hand, most readers will scan

    every page o the paper and be ex-posed to every ad.

    No price or the paper has beenannounced but in addition to theirreal estate, the company owns aGoss Urbanite web oset printingpress which is likely worth about$-5 million as it sits.

    According to the Audit Bureauo Circulations, the Daily s averagecirculation was 13,318 (primarilyin Shenandoah County) or the sixmonths ending March 31, 011.

    Couple killed on Drive

    when motorcycle crashesBy Roger BianchiniWarren County Report

    A husband and wie rom Warrenton were killed in a motorcycle-caraccident near milepost seven on Skyline Drive at the Gooney Run Over-look on Sunday, Oct. 9.

    According to Shenandoah National Park spokesperson Karen Beck-Herzog, both Stephen M. Runalo, 59, and his wie Calexandra D. Run-alo, 54, died as a result o injuries suered in the accident.

    Te accident occurred when the 001 Suzuki motorcycle driven byMr. Runalo went out o control while traveling southbound and strucka northbound Honda Accord. Tere were no injuries to occupants othe Honda.

    Warren County Fire & Rescue got the dispatch call at 4:15 PM andarrived at the scene within 1 to 15 minutes. When they arrived both ac-cident victims were in cardiac arrest and were receiving CPR rom ParkRangers. County EM responders took over and were able to get pulsesback. Medical evacuation helicopters were dispatched to the accidentsite and both victims were transported rom the scene. Mrs. Runalowent to Warren Memorial Hospital where she was pronounced dead.Mr. Runalo was own to Winchester Medical Center and died there.

    Te National Park Service handled the accident investigation. Nocharges were orthcoming.

    My ather was a disabled WWIIveteran and my brother served dur-ing the Vietnam conict. My hus-band was in the Army during Viet-nam and spent 0-plus years in theNavy. I never joined the military,but I have been in a battle. Mine wasghting breast cancer, which was di-agnosed in May 004. And so ar well, I am still here.

    I received my cancer diagnosis atwork, May 7, 004. Te radiologistcalled with my biopsy result. I dont

    remember anything past malignantcells But once the crying stoppedand the poor, poor pitiul me routinegrew stale, my husband Steve helpedme begin to see my lie not as a vic-tim, but a survivor.

    More and more we hear o menbeing diagnosed with breast can-cer. However, the American CancerSociety reports that women are still

    100 times more likely than men tobe diagnosed with the disease. It is ahigh prole womans disease, whichis quite evident through the market-ing o pink ribbons, shirts, tote bags,and baseball caps to name just a ewitems. In act, major league baseball(my sport o choice) has breast can-cer awareness activities at all ball-parks on Mothers Day. It is quite atreat to see baseball players usingpink bats or wearing pink ribbons on

    their uniorms. My husband said thatI was destined to get a disease thatwould allow me to accessorize!

    In the 1st century, there are newand better treatment options, usingstate-o-the-art technologies, whichlead to ewer cancer recurrences.Earlier diagnosis o the disease, duein part to better and more widelyavailable screening, is important.Te percentage o people in the en-tire population o the U.S. who die oany type o cancer has been decreas-ing since the early 1990s. Te Na-tional Cancer Institute (NCI) reportsthat currently nearly 65 percent oadults diagnosed with cancer in thedeveloped world are expected to liveat least ve years ater the cancer isdiscovered.

    Tere are ears and related is-sues that come with being a cancersurvivor. An NCI survey ound thatpatients reported they had much in-ormation and support during theirillness. Once treatment stopped,however, they entered a whole newworld one lled with questions,such as: Will the cancer come back?Te ear o recurrence can be strongand sometimes overwhelming. Ev-ery ollow-up visit with a doctor canbring on new anxieties. In act, the

    only time my blood pressure registersabove normal is when I have a check-up in oncology. Te reading is high,I am told; is there a problem? Yes, Ianswer, the problem is I am sitting inthe oncology department and I dontwant any more bad news wouldntYOUR blood pressure go up?

    Warren County celebrated the 75thAnniversary o the Warren CountyCourthouse with a ceremony on thecourthouse lawn during the Festivalo Leaves on Saturday, Oct. 8.

    In addition to the unveiling o theMort Kunstler painting On to theShenandoah commissioned or theevent and the associated year-longcelebration o Warren Countys 175thanniversary, the eatured speaker wasJohn O. Marsh, Jr., ormer Secretaryo the Army and 7th District Con-gressman.

    Renowned Civil War artistKunstlers latest work, On to theShenandoah was commissioned byJe and Sondra LeHew. It depicts

    Stonewall Jackson in ront o the oldWarren County Courthouse push-ing his troops through the streetso Front Royal to gain control o thestrategic bridge over the ShenandoahRiver to cut o any Union advance toWinchester. It is planned as the rsto a two-part series honoring therole Front Royal and Warren Countyplayed in Stonewall Jacksons Valley

    Campaign. Te artist and Je LeHewunveiled the painting at the conclu-sion o the ceremony. Kunstler alsosigned prints o his works at 131 EastMain Street rom 10 AM to 3 PMsurrounding his appearance at thecourthouse ceremonies.

    On to the Shenandoah is the sec-ond recent Kunstler original paintingdepicting an incident o the Civi l Waroccurring in Front Royal. Te rstwas Te Autograph Seekers o Bel

    Secretary Marsh spoke about therole o places and events in givingpeople a sense o their history.

    Tis building is an importantsymbol o our values and our senseo justice, Marsh said o the WarrenCounty Courthouse, and in act anycourthouse.

    He then quoted two importantmessages gracing the entrance to aederal courthouse just 70 miles toour east.

    On one side it says What is pastis prologue. On the other it statesLearn rom the past. Tese are les-sons not only or Warren County butor our nation, Marsh said.

    Marsh recounted this town andcountys role in our national past,including both the American Revo-lution and Civil War, the latter dur-ing which there was much direct

    suering as a battleo ederal Gen. Shero the Shenandoah Vacalled the breadbaskederacy.

    Marsh pointed to the experienceo two divisions, the First Maryland,Maryland and the First Maryland,Virginia during the Battle o FrontRoyal. Tat encounter was the onlyone in U.S. history in which two divi-sions rom the same state ought eachother bringing riend against riend;brother against brother; and atheragainst son. It was an illustrationo how deep the eelings about theUnion were on both sides It is asad thing too when you have thosedecisions to make, Marsh said.

    Marsh also described how laterthose two units, designated the Blueand Gray units o the 9th Division,would ght together under the ed-eral banner during both World War Iand World War II. So that is parto a heritage that goes back over 100

    years.Perhaps ironically, Marsh pointed

    out that division is now posted in A-ghanistan, in what is now the longest

    war in U.S. history.Leading up to the 11:30 AM cer-

    emony, the Courthouse was open tothe public or tours rom 10 AM to11:30 AM. o accommodate thosetours the actual ront door o thecourthouse acing East Main Streetwas open to the public, an event weconsidered o some historical importin its own right. Over the last two

    years the only usable entrance to thecourthouse has been the ormer sideentrance on South Royal Avenue.Te entrance changes and closurewas part o a move to increased elec-tronic scrutiny o all persons enter-ing the courthouse an unhappysign o increased concerns over se-curity, violence and terrorism in themodern world.

    A photo exhibit on display atSamuels Public Library throughoutOctober led us to a conversationwith the photographer, Jay Bucknero Warren County.

    Te photos depict the people anddaily lie o Aghanistan, a nation inwhich America is now engaged inthe longest war in our national his-tory 10 years and counting. Andwhile we are told, as we oten arewith the other major war the U.S.has been engaged in over the pastdecade, Iraq, that we are not at war

    with the people o that nation, it isthose people who ultimately suerthe most.

    We were immediately struckby a spirit and essential humanityo the Aghan people reected inBuckners photographs. How did hecome to take these photos and whatis his goal as an artist in exhibitingthem, we asked.

    Te images were captured in

    Kabul and in and around Herat,which is in the northwest corner oAghanistan between Iran and whatwas ormerly Russia, urkmeni-stan. I was in-country rom Augustthrough November 007 to man-age an agriculture air sponsored byUSAID. My unction as director wasto make sure it happened.

    And it did Buckner told us0,000 Aghans showed up or the

    air.It happened I had a camera with

    me at all times and just shot awaywhenever something or someoneinteresting caught my eye. Andeverything I saw interested me. Itwas like stepping onto the pages oNational Geographic. It was asci-nating. I tried to capture it all. Mypurpose or the exhibit is to showAmerica that people are the sameeverywhere in the world; customs

    and clothes dier, yet we share simi-lar hopes and desires. Dress anyonein the images in western attire andyoud never know the dierence.

    And then the photographer saidsomething to make his point thatstruck us as one o the undamen-tal truths at the root o much o, inot all art Were all Aghans, andwere all Americans.

    Buckner did point to one culturaldierence that plays into his exhibit,a cultural taboo on photography othe Aghan women denitely a di-erence rom Western cultures that

    According to Warren CountyDemocratic Committee ChairKelli Hart, Holloway approachedher by e-mail ollowing the Aug.9 Democratic meeting he attend-ed to ask or nancial supportor his campaign rom the com-mittee. Hart presented the re-quest to the Democrats businesscommittee during the Sept. 10monthly meeting. Holloway didnot attend the meeting and nomotion was made to even con-sider the request. As a result the

    recent Republican and currentown o Front Royal vice mayorwill get no nancial support romhis newly adopted political Partyin his run or county ofce.

    Hart said she made Hollowayaware o the ailure o the com-mittee to move on his requestand said he has not replied to askany questions.

    Ater ailing to consider Hol-loways request, the committeedid vote to contribute $900 tothe 18th District state delegatecampaign o Bob Zwick. Zwickis challenging Republican Mi-chael Webert or the realigned18th District seat currently heldby Cliord Clay Athey. Athey

    In July Holloway abruptly andunexpectedly resigned rom the

    Republican Committee he joinedshortly ater his election to theFront Royal own Council inMay 008. Tat Republican resig-nation o July 7 was ollowed byhis sudden ling or the Demo-crats North River nomination onAug. 3. Tree days later Hollowayrolled into an Aug. 6 Democraticcaucus with 30 supporters andgarnered the committee nomi-nation by a 31-15 margin overincumbent Glenn White. All re-quired legally in Virginia to par-ticipate in a political Party nomi-

    nating process is a signature on astatement stating you are, in act,allied with that Party.

    According to long-time localDemocrats, Holloway, like hiscaucus support base, had nev-

    er previously been sighted at aDemocratic Committee meetingor unction.

    this point in time was actually made1 years ago when I was in the mid-dle o my law enorcement career. Ihave always been a person who hasset goals personally, as well as chal-lenged others to do so that I havementored and taught. I know in or-der to be an eective leader, one hasto invest time and gain knowledgein their work. During my 6 years asa public servant, I have learned thechallenges a community aces, themistakes that have been made, theareas where we need to invest ourlaw enorcement services more e-

    youth sporting programs and men-toring troubled youth. As a result, Iwas humbled by the act that I hadtwo counties whose citizens were en-

    Answer Since taking ofce in004, the sheris ofce has in-creased the number o positionsor patrol and correctional depu-ties to help better serve our com-

    munity as it grows. Our ofce has

    achieved accreditation and re-ac-creditation rom the Virginia LawEnorcement Proessional Stan-dards Commission and has beenrecognized as one o the most pro-essional ofces in the Common-wealth. Tere have been manychanges over the past eight yearsin keeping up with the technologi-cal advancements and capital im-provement projects. However, thething that wont ever be dierentis my commitment to our commu-nity to provide the highest level oproessionalism and accountabil-

    ity. Warren County has had twosheris in 36 years and that, I be-

    lieve, is a reection o our dedica-tion to provide the level o publicsaety that our citizens have cometo expect.

    A Te business growth on thenorth end o the County was verywell planned out years in advance.Working with the Board o Super-

    visors I was able to obtain addi-tional sta to help with the uture

    increase in call volume. We en-sured we had enough coverage orthe entire county. We have builtgreat relationships with all the

    business in the town and countyso that obviously assists us in do-

    ing our job. Tere hasnt been animpact on our normal operationsthat we didnt expect and plan or.

    when it comes to technology andorensics will allow the deputies,investigators and communicationsofcers to perorm their job in anofce or room that is designedspecically or that purpose.

    I serve as chairman o the Rap-pahannock Shenandoah WarrenRegional Jail Building Commit-tee. Tis project will begin con-struction in June 01 and will becompleted in June 014. Te new

    jail is a necessity because uture

    expansion o the court acility willconsume our current acility. Tetransition will be smooth and wellplanned out with the assistance oall three jurisdictions and Depart-ment o Corrections. With this

    change I will no longer directlyoversee a jail. A superintendentwill be hired and the Jail Authority,which I am a part o, will provideoversight or all three counties.

    Q Also, there has been some

    public grousing about locatingthe Public Saety Building next toa high school do you view thelocation as the best or best avail-able? And why do you think therewas some public uneasiness about

    the proximity o law enorcementheadquarters next to a public highschool?

    A In response to the locationo the WCPSB I am very pleasedwith the location or several rea-sons. First, being so close andin act overseeing the saety oour children and those that edu-cate them is a very good thing. Iwouldnt have it any other way.Secondly, I know people were alittle uneasy at rst mostly be-cause they may have been underthe impression we would have in-mates there, which wont happen.In talking about this or so long,

    now the input I receive rom thepublic is supportive o the loca-tion. Lastly, the location on Sky-

    line Vista Drive is geographicallythe center o Warren County andcentrally located to the citizens weserve.

    Q What are your major pri-

    orities in both the short and long-term or the WCSO?

    A My major priority will al-ways be our service to this com-munity. Over the next our yearsthe WCPSB and RSW RegionalJail will be completed. Tis willconclude 10 years o planning,construction and implementationo those major projects. As ar aslong term, I plan on being sherior a long time so continuing tohave over communitys trust andsupport is what I work or every-day.

    Q What are the biggest chal-lenges or a sheri in a semi-ruralcounty, with a number o some-what remote and hard to access

    communities, like Warren?A Te only challenges we ex-

    perience with any remote areais inclement weather. Howeverover the years I have been ableto obtain more our-wheel drive

    vehicles that help us reach thoseareas. Te best part about WarrenCounty is its size so I can get romone end to other with no problem.We have no problem patrolling re-mote areas throughout a normalshit.

    Q Class War has been an is-sue in the Republican nominatingprocess or the 01 presidential

    campaign. Slowly but surely inthe national media there has beenincreasing attention on the WallStreet protests in NYC against themajor banking establishments,

    lending institutions and invest-ment rms or their roles in theongoing economic downturn andoreclosure crisis. Tat open-ended protest appears to be gain-ing some momentum across the

    country, mostly in major cities atthis point. Were those protests tomake their way into this commu-nity, what do you see as law en-orcements role in policing a citi-zen redress o grievances againstbanks and other institutions at thecenter o the oreclosure and na-tional economic crisis in otherwords, what is law enorcementsrole in policing demonstrationsthat could be viewed as a manies-tation o a U.S. class war betweenbillionaire and millionaire bankersand Wall St. investment rms andthe American middle class andworking poor?

    Discussion during an Oct. 4 War-ren County Board o Supervisorswork session indicated there was acertain amount o coolness amongcounty supervisors over some pa-rameters o a change in town-countyrevenue-sharing proposed by theown o Front Royal.

    Tat coolness was generated orsome by both a lack o supporting de-tail in unding numbers or tourismmarketing and a lack o credit towardxing 5 corridor unding issues bythe assumption o other budgets,particularly the public library.

    Included in the proposed undingadjustment would be all the towns li-brary unding, an estimated $95,000;all tourism marketing, estimated at$48,500; and hal unding o $4,500or operation o the town trolley.Te county has proposed a two-year,phased-in assumption o the libraryand tourism marketing, hal in the

    rst scal year o 013 and ull theollowing year.

    At the work session outset, BoardChairman Archie Fox posed thelargely rhetorical question that theassumption o either all or part oSamuels Public Library, tourism mar-keting and the town trolley undingwas about compensating the townor an estimated $600,000 o lostmeals tax corridor ee revenue butthey dont want to give us credit orthis? Fox added, somewhat bewil-dered the new unding responsibili-ties would not be applied to cover thelost PILO (payment in lieu o taxes)meals-tax ee revenues.

    but I have some concerns withthe others, Happy Creek Supervisorony Carter commented.

    I dont support this at all, raczyksaid o county assumption o tourismmarketing unding while the townwould continue to control tourismdecision making. We need a break-down o where the money goes andnot just accept these numbers.
