Well, it’s already September and our snowbird members should be returning to their
southern home and we certainly welcome you all back and hope you had a safe and
wonderful summer. For all members, we look forward to seeing you all at the September meeting which
will be held on September 4th
, 2014 at 1930. We have a great meeting planned with a representative of
the Palm Beach County Environmental Resources Management (ERM) Division attending. ERM is the
Palm Beach County group charged with protection of our environmental resources including the coral
reefs, seagrasses. Marine turtles and marine mammals. The photo to the left is one of Palm Beach
County’s artificial reefs that are also under the purview of ERM. We will also get an update from the
election committee regarding the upcoming elections to be held during the November Flotilla meeting.
SAVE THE DATE! October 19, 2014! On that date at Spanish River Park we will be holding the first
annual Flotilla Picnic which will take the place of the 2014 Change of Watch (CoW). The committee
has been working hard to bring together a great event and I am sure you will all want to attend. We will
get an up to the minute summary of the events planned for that day at the Flotilla meeting, so don’t miss
it.

all members to think about how
we might help in attaining
those goals. I know that we all
are working very hard and have
put forth countless hours in our
own devotion to duty this year
and I sincerely appreciate
everything you all have done

Vice Flotilla Commander [email protected] Happy September Shipmates! Welcome back to all our returning snowbirds.
August was a busy month with operational patrols, vessel examinations, marina
visitations and a Hillsboro Lighthouse tour. With the advent of fall, our staff is
busy planning, classes, training, missions, our member picnic and other events that everyone can be
involved with! A big welcome our new members and welcome home to our snowbirds!
The Flotilla has a number of activities during September, vessel examinations, public events, marine
dealer program visits, and operational patrols. On Thursday, September 25th at the Base between
7:00PM-8:30PM, we will be hosting a “NEW MEMBER MEET-UP”. A new and informal monthly
event where new members, old members or the public can come and find out the latest happenings in the
Auxiliary. We will have finger food and refreshments. Come by and check it out. Please check our
calendar for more details of all our events this month.
As our neighbors return home for the fall we remind them that there is still time to enroll in a safe
boating course. We offer a course that equips boaters at all ability levels and ages with the skills and
knowledge to be better boaters. Our next About Boating Safety class is scheduled for Saturday
September, 13, 2014. If you know someone who would like to attend the next class contact Andrea
Rutherfoord at 561-391-3600.
Returning boaters are reminded that the Auxiliary offers free vessel safety checks at various locations in
Boca including boat ramps and lakes. The vessel safety check is a courtesy examination to see if a boat
is properly equipped for an emergency. We are here to help. For more information visit our website at:

Attention Blood Donors: Flotilla 36 will be hosting a Blood Drive at our base in conjunction with our
October Flotilla Meeting. On Thursday October 2nd
. The Big Red Bus will be here from 7:00PM-
9:30PM. This is a great opportunity for our blood donors, Spanish River Park employees as well as the
public to give the gift of life! Walk-in are welcome or you can schedule your donation time at

there!
The Fort Lauderdale Boat Show is coming! This year the Fort Lauderdale Boat Show will be held
October 30-November 3, 2014 at the Broward County Convention Center. Division 3 is working to
secure a table where we can promote the Auxiliary and boating safety. All Division flotillas will provide
volunteers to staff the booth. Stay tuned for our days & times. For more information contact Andrea

Members don’t forget to work on your on-line AUXLMS classes. If you are having questions about how
to begin completing the classes we will be having a monthly ‘help lab’ at the base when the ABS classes

Vessel Examination
Hello Everyone. It has been a very hot summer. I am glad fall is approaching and
the snowbirds will be coming back soon- this will give us the opportunity to start
up the vessel exams again. Although we have been doing the vessel exams all
summer. I want to express my thanks to all the vessel examiners who have dealt with the tremendous
heat this summer. As fall approaches, I would like to see some more volunteers so we can get our
numbers up and finish the year strong.

Navigation Services
Reminder to Mariners: After a storm or hurricane, aids to navigation,
particularly lighted and unlighted buoys, may be moved from charted position, damaged, destroyed, or
extinguished. Mariners should not rely solely upon the position or operation of an aid to navigation.
Drawbridges are authorized to close up to 8 hours upon approach of Gale Force winds of 34 knots or
greater to facilitate evacuation of land traffic.
Boca Raton Inlet – While dredging between the A1A drawbridge and the eastern tips of the jetties the
vessels will display lights and daymarks as required, and may temporarily impede the flow of traffic
through the inlet channel. Tug and dredge will monitor channels 16/68. Operations will occur

intermittently during daylight hours Monday-Friday. This is an on-going channel maintenance utilizing
a floating cutter suction dredge bypassing. Chart 11466LNM: 42/12.
The Ocean Boulevard Bridge across Boca Inlet will be closed to navigation from 0645 to 0800 on
11/02/14 to facilitate the Sun Capital Half Marathon & 5K event. Vessels that may pass through the
bridge without an opening may do so at any time. Ref: LNM 24 through 32-14 Chart: 11467.
The Hillsboro Boulevard Bridge will be closed to navigation from 0730 to 1030 on 10/05/14 to
facilitate the Annual Dunn’s Run event. Vessels not requiring an opening may pass at any time. Ref:
LNM 30 through 32-14 Chart: 11467.
The 48th Annual Lime Cup Regatta will be held on 09/27-28, from 1000 to 1900.
There will be approximately 20 participants in auxiliary powered sailboats transiting on the waters of the
Atlantic Ocean from Miami to Fort Lauderdale. Chart: 11466, Ref: LNM 29/14.

Public Education
August is usually a quiet month for Public Education, and we didn’t schedule an
About Boating Safely class. We have had 108 students so far in 2014, over 70% of
our goals. Thank you to all the instructors who continue to volunteer for this critical activity.
The next ABS class will be held on September 13. If you meet anyone who is interested, please refer
them to me.
If you are interested in becoming an instructor, please contact me or Tom Kegan about how to get
started! We need you.
Ft. Lauderdale International Boat Show – Oct. 30 – Nov. 3, 2014
Division 3 has just received confirmation that the Auxiliary will have a booth in a tent outside the
Convention Center. We will need volunteers from all the Flotillas. Each Flotilla will be assigned one day
to man the booth during the boat show. Find news about the boat show at:

Auxiliary Mandatory Training All Auxiliarists are required to complete seven online training courses, called Auxiliary Learning Management System (AUXLMS). (The eighth course is waived temporarily.)
New members must complete them within the first year from their enrollment date.
Other Auxiliarists have until December 31, 2016.
Each course takes about an hour, maybe longer for some. They are straightforward; some have ongoing self-checks, others have a final test or no test. Your completion is sent automatically to the Auxiliary database – no need to send anything to me or Tom Kegan. Please get started! Start from this LMS home site: https://auxlearning.uscg.mil
1. Get a password in AUXLMS: a. Click on the "I forgot my password" link under the Login button. b. Fill in the Username field with your individual primary email address currently in AUXDATA.
This is your username for AUXLMS. c. Click on the Submit button. d. An email will be sent to your AUXDATA email address that contains your login and password.
Note: If you do not receive an email, contact Andrea. The LMS system might have an outdated email address for you, which can be corrected only by a help ticket.
e. Return to https://auxlearning.uscg.mil and use the credentials provided in the e-mail to log in. f. You will then be asked to change your password.
TIP: Choose a friendly password that you can remember (no special rules, and you will not have to change it).
2. Register for a course: a. On the LMS page, scroll down to Course Catalog (Catalog tab), and click Auxiliary. b. Again under Course Catalog, click Auxiliary Mandated Training.
c. There are eight mandated courses, but Civil Rights is waived because it must be taught in a classroom. Start with Influenza Training and Ethics. The finish the others. Each one is a little different – some have a final test and others have ongoing self-checks.
d. Select a course to enroll in it. 3. Start the course:
a. To start the course, click My Account, and b. Under Enrolled, locate the course and click GO.
c. The screen changes, and you will probably have to click GO again. 4. Completion:
a. As you finish a course, you should get a screen saying you completed it. You can go back to My Account and click Completed.
b. The certification goes directly into the Auxiliary database, and within a few days, it should appear on your training record – you don’t have to send a certificate to me or anyone else.
c. However, if you have problems getting the course to “complete,” you might have to try it on a Chrome browser. We’re heard that a few people have had to take a course more than one time
before it registered as completed. Let Andrea know if you have issues. The courses to complete:

502290 Influenza Training (one time only) The purpose of this e-Learning course is to provide avian influenza (AI) and pandemic influenza
awareness among Coast Guard personnel
502306 Ethics 1 - Personal Gifts (one time only) Ethical Conduct is a self-paced, interactive lesson with tracking capabilities to demonstrate test
completion and time on task.
502379 Building Resilience and Preventing Suicide in the Coast Guard (every 5 years) Building Resilience and Preventing Suicide in the Coast Guard will lead participants through concepts
and skills related to stress management and resilience and why they matter. In addition, you will be
shown steps to take when you believe someone may be at risk for suicide.
810000 Sexual Harassment Prevention (every 5 years) The purpose of Sexual Harassment Prevention training is to raise awareness among Coast Guard
personnel of behaviors that constitute sexual harassment and to teach actions which should be taken to
prevent or eliminate it.
810015 Privacy at DHS: Protecting Personal Information (every 5 years) In our mission to secure the homeland, we need to collect personal information from citizens, legal
residents and visitors, and we are obligated by law and DHS policy to protect this information to prevent
identity theft or other adverse consequences of a privacy incident or misuse of data.
810030 Security Education and Training Awareness (every 5 years) The purpose of this course is to provide basic NEED TO KNOW information to all member of the Coast
Guard on the topics of Operations Security (OPSEC), Information Security (INFOSEC), and
Antiterrorism and Force Protection (AT/FP).
810045 Sexual Assault Prevention/Response (every 5 years)
This course provides all Coast Guard personnel with the basic awareness tools and the Coast Guard policy
and procedures for sexual assault prevention and response.
502319 Civil Rights Awareness - Course is waived because it is not available at this time. This course is considered Instructor Led Training; therefore, in order to fully satisfy the requirement of
this course an individual must enroll, attend and successfully complete training.

Training Communication Members 24 July 2014 From: NACO To: National Board Subject: NACO Guidance #8 - Strategic Plan Initiative-A Plan for Effective US Coast Guard Auxiliary and US Coast Guard Interaction for Operations and Support Our National Staff teams have been seeking ways to improve Auxiliary / Coast Guard interaction as an initiative driven by our Strategic Plan. They have now developed a guideline document demonstrating how the Auxiliary can better work with their counterpart Coast Guard units. This was presented at N-TRAIN 2014 with very positive reception from Auxiliary leadership and active-duty participants. We are now ready to share this plan among and within all Districts to provide assistance to those seeking better links with their Coast Guard unit and better utilization of our members. This is an excellent opportunity to strengthen our ties to the active duty Coast Guard. The goal of this initiative is to inform Coast Guard units and Commanders about our capabilities by promoting and marketing ourselves just as if we were marketing and selling any other commodity or service. To be effective, this process needs to occur at the unit level and should be repeated as CG command personnel changes. To assist Districts in improving their individual marketing efforts, the National Staff has prepared a guidance document available to all by accessing the attached link. This document and supporting materials are being provided to the Districts as suggested “best practice” guidelines.
