Kudos for 2010 a Year of Growth and Opportunity:I wish all UA Members the best in 2011 with health andhappiness for you and your families.

I would like to thank all the Office Admin Staff, Agentsand the Training & Apprentice Co-ordinators for theircommitment, dedication and assistance during my firstyear as Business Manager.

I’m very grateful for the hard work of our members in alltrade divisions taking on the countless daily challenges ofservice and maintenance or commercial and industrialconstruction. Your skills, professionalism, commitmentand dedication are the heart of our organization. In-dividual extra efforts are recognized and certainly do makea difference.

I was very impressed with many members this past yearthat chose to stick and stay and complete extremelychallenging projects when other opportunities wereavailable. I know members in all trade divisions had passedup work closer to home or the bigger money, simply tocomplete the jobs they started.

I’m proud that in the potash mines our members acted asprofessionals working alongside non-union pipe trades.We simply outworked and out skilled the competitionwith the result being all late 2010 mine work awarded toSaskatchewan Building Trade Contractors.

The UA Forman and General Foreman take on thechallenges and plough through mountains of paper andbullshit each day because their crews depend on theirexperience and direction to succeed. I say thanks onbehalf of myself and all members!

A Special Thanks to the Shop Stewards who assisted ourorganization in resolving countless member and con-tractor concerns. The Shop Stewards have done a greatjob in supporting their members. This can be a very thank-less difficult job so please support and assist your ShopStewards. The primary job of a Shop Steward is to up-hold the terms and conditions of our UA Agreements.

During the summer and fall over six hundred UA TravelCard Members were employed on various job sitesthroughout Saskatchewan with over two hundredworking into the New Year. These travellers are highlyskilled professional and hard working. We appreciate andrespect all UA Members who leave their homes andfamilies to come to work with UA Local 179. You havedone a great job of representing yourselves and your homelocals. I sincerely thank you!

Hours Worked 2010:UA Local 179 did have a good year. Total hours workedwere up 25% from 2.1 million in 2009 to 2.8 million in2010. All indications are more work and growth in 2011.

Monthly General Meetings:The last four monthly General Meetings have been apacked house in both Regina and Saskatoon. It feels goodwhen the room full of members who are interested andhave something to say. I think the UA Newsletters, WebSite www.ualocal179.ca and our General Meetings are themost efficient and cost effective way to communicate. Iwill do my best to answer all questions from the floor andI do stay after the meeting for individual member ques-tions or concerns.

All 2011 Saskatoon General Meetings will be held at theSaskatoon Inn. The Jan 15, 2011 Regina General Meet-ing will be at the Regina Union Hall. We will soon startrenovations of the Regina Union Hall adding two new of-fices in the common area. Starting Mar 19, 2011 all ReginaGeneral Meetings will be held at the Regina Conexus ArtsCentre.

Members of Convenience:In 2011 members who quit union jobs to work non- unionor work for (flavours of the week) whoever pays the mostor the members who have started companies and do notcertify, pay funds & benefits or hire UA members and ap-prentices will receive a Letter of Notice requesting theymake one of the following decisions:

1. Accept Exclusive work for UA Certified Contractors2. Certify as a UA Contractor (New Start-up Agreement)3. Request Permission to work in areas that do not compete with UA Jurisdiction4. Request Permission to work for a non-union competing contractor to attempt Certification5. Resign Membership6. Be Charged According to the UA Constitution

I respect all who work hard and choose the path they feelwill make the best life for themselves and their families. Ihave zero respect for those who play the game and sit onthe fence. The UA is moving forward and it’s time to makeyour choice.

Being Accountable:All members must be accountable for their actions andconduct. This message is only for the those who can’t makeit to work, or come and go on a whim, use cell phonesduring shift, take calls with expired tickets or nodocuments, can’t work with your partners or crew, burnttoo many bridges or simply don’t do your job. Pleaseunderstand UA Officers and Stewards get paid to managethe business and affairs of the Local. Members with theabove issues need to look after their own business or takethe lumps and figure it out!

Final Thoughts:Relations with most of our Contractors are very positive.We work to our agreements and correspond with mutualrespect and appreciation knowing we do need each other

to succeed. Unfortunately there are a few who think theyare above our Agreements and can make up or change therules as they go.

We do expect regular days / hours of work to be madeavailable and daily travel to be paid to the terms of ouragreements. I know there are contractors who have dif-ferent interpretations or say schedule changes are basedon client requests. In 2010 we did not received any longweekend or other schedule change requests fromcontractors or clients.

First of all I would like to thank all those who attendedthe Negotiating Information meetings held in Regina,Saskatoon, Moose Jaw and P.A. Meetings were sched-uled for the Commercial, Refrigeration and Honeywellmembers for their input in their respective agreements.Information regarding the work situation in each tradewas available and positive discussions seemed to comeout of each meeting’s. The attendance at these contractmeetings is a direct reflection of the importance of theIndustry to the Members.

The Trade contracts to be voted on are your contractsfor your future. I am hoping that you made an effortto complete your ballots and return them.

Our members are encouraged to keep in contact withthe Union Office or the Training Office when un-employed. With the Industrial Sector busy, unem-ployed members from other sectors are encour-aged to consider working in the Industrial Sector as afill in.

Another year is about to pass us by and I hope it has beena good year for all our members.

In the last few months we have made some positiveprogress in the refrigeration sector with a good contractbeing signed. We have a couple of refrigeration/servicecompanies and their employees looking at the possiblysign up with Local 179. Nothing is set in stone but atleast they are inquiring and looking at us with interest.

Some of our non-union competitors in the industrial sec-tor have been shown the door on a couple of job sites. Asa result our members are now taking over that work. Some-times it is better to let these companies show the clientsthe kind of work they can do, their commitment to safetyand the “quality” of manpower they can provide,than it is to organize them.

I have had some small successes in the commercial sectorwith a small shop looking to sign an agreement with usand another much larger shop looking at futurepossibilities with the UA.

There have been some recent incidents in thecommercial sector that have caused us to start a completeaudit of all our members’ status and the way that newhires are handled. This will ensure that people joiningour Local are being initiated in a timely and thateveryone is playing by the same rules. Some of our mem-bers may wish to get a copy of the UA Constitution andlook at sec 194 closely.

Should you decide to seek employment in the Non-Union Sector you need to contact the office to keep usinformed so when work becomes available we cancontact you.

In the New Year we are actively pursuing those who arenot in contact with our office and are working in the non-union sector while keeping your membership with Local179.While writing this letter I have had a member in my officeinforming me of his leaving to a non-union employer. Iexplained to him the options and possible repercussions (listed below). Aware of his options he has chosen to re-sign. I respect his decision also I am impressed with hishonesty and integrity in taking responsibility for his ac-tions. He has chosen the path that leaves it easiest for himin the future should he decide.We will be contacting those Local 179 members stillpaying dues while working in the non-union sector tocooperate by either- A- their assistance in Local 179organizing their Non-Union contractor. B- Offer workwith a union Contractor. C- Ask for their resignation oftheir membership in Local 179.Otherwise we will be enforcing Section 199 of the UAConstitution by fine, charge or expulsion.This office will be asking the help of all the Members ofLocal 179 in notifying us of Members working in thenon-union sector.As a Pension, Health and Welfare Trustee I am aware ofthose members working out there, not with us, aretaking advantage of Benefits Local 179 members in goodstanding are pay for.The work situation for this time of year has slowed somecompared to the last few years. There have been layoffs inthis sector reflective of things slowing down. Ourcontractors are optimistic that things will pick up in thenew year.Merry Christmas and best wishes in the new year! First and foremost, I wish all of you and your families the verybest in the upcoming festive season. I’m not sure where thetime has gone, but here we are, mid December.

I don’t know what you do, but for me, this is the time of year Igive thanks.

I thank the hard working staff at Saskatchewan Piping IndustryJoint Training Board. I thank them for their ability to worktogether under extremely tight schedules and dead-lines. I alsothank my staff for working closely together day to day on avariety of tasks or together on emerging situations that comeup, usually all at the same time.

I am thankful to the Joint Training Committee for theirwisdom and guidance.

I have special thanks for the Journey people who are workinghard on the job and provide positive mentoring to our Ap-prentices. I hear many of your names mentioned in a very posi-tive light. Good on each of you!

I have a very special thanks to all of our Instructors. These folksalso give up their time to work hard at assisting those who needto be assisted in either homework assistance or to learn a newskill.

I thank all of the Apprentices that go to work day in and dayout, learn from others and are respectful of the rules andStandards of our system. A chunk of coal goes to those who arelate for work on a regular basis, leave early, complain about sillythings etc.

The block of coal also goes to the few that need help, but choosenot to attend classes for the assistance. These folks whine abouthow crappy they are being treated while they can choose adifferent path. They all make choices the same as anyone elsemakes choices. We live our choices. While I am saddened forthese folks, I am thankful there are not many like this.

I am thankful to all of our Employers. They provide a positivework setting and mentorship that is second to none in the In-dustry.

I am thankful to the membership for ensuring that the UA inSaskatchewan leads the way in training. With your wiseinvestment to the present and future training we are in a classof ourselves. The Training Center and associated multipurpose

structure will allow our members to enhance their skills andskill sets.

I thank the Brothers that call me and want to donate weldingrods, equipment, etc. I really appreciate that!

The Training Center can always use smaller pumps, 3 way valves,valves, fittings, Victaulic, left over pipe, etc.

I thank the UA for having the testament to implement theStandards for Excellence. This is a good thing for the majorityof us. We are the best there is when it comes to piping. I havenoticed that there are less and less people that “act out” whenthey break the rules and do not get their way. These folks canalso have a chunk of coal. The best does not act like that. Thebest just gets it done. Simple as that.

We are decommissioning the Saskatoon Training Center at thistime. I am amazed at the stuff we have collected in the last 5years. We cannot wait until we move over to the new TrainingCenter. I hope that we can start moving towards the end ofFebruary, middle of March 2011.

When we move in, it will take some time to get the place fullyoperational. I would like to suggest that we have a few days,nights, whatever works type of get together and get it done. Wewill require weld booths to be fabbed up, work tables made,shelving, etc. If you are interested in volunteering for thecommissioning crew sometime this spring, call the TrainingOffice at 1-306-651-3737 to get on the list.

I have good news for those waiting for the Steamfitter/PipefitterIP Program. The Instructor is doing some development and timetabling at this time. This program will be schedules starting inFebruary 2011. If you have your Blue Form filled in and wehave it, you are on the roster. Do you have your trade time onthe proper form 6’s? If you have not got your trade time becauseyou have been busy, it is now time to move on it. Get it done. Ifyou show up for that class without your trade time, you get thenext rock of coal. Taking this class and being able to challengethe IP Steamfitter/Pipefitter exam are 2 different things. Youneed to prove so many hours from the day you held yourexisting red seal. If you are in doubt, phone my office and asksomeone what you need for hours.

The UA is holding Apprenticeship Competitions at the RegionalLevel for Apprentices in the Plumber, Steamfitter, Welder,Refrigeration, and Sprinklerfitter Trades. Call the Training Officein Regina 522-42-37 or in Saskatoon (651-3737) to put your nameforward. The Regional will be held in Winnipeg Manitobasometime in April of 2011. This is for Apprentices who are 2nd

year and up.

On a final note, many of you are aware that the Building Tradesheld a charity paintball tournament last October. Now wouldbe the time to consider if you want to participate. Local 179will be entering the next tournament. Call either Troy Knippleor myself and we will start a list of interested people. It will bea fun day and we will all get some exercise and contribute to agood cause all at the same time.
