Chairman’s report 1. 2017 Outstanding Section Membership Recruitment Performance • Thanks to all your supports, I am pleased to share

the good news that HK Section has been recognized, for the outstanding achievement of meeting the 2017 membership year goal, with Outstanding Section Membership Recruitment Performance despite all the difficulties caused by Mr YW Liu, the resigned interim Section Treasurer 2016, and Edward Cheung, self-proclaimed as holding a post of External Liaison Coordinator in the 2016 HK Section Executive Committee.

2. Section Finance We have received the Certificate of Registration of Society from the Police and hence duly registered for year 2017 despite Mr YW Liu and Mr Edward refused to co-operate or hand over the original Certificate of Registration for a smoother registration.

Subsequently, in the past months, by email circulations, Section had four Committee meetings with unanimous decisions in approving the recovery of the Section bank accounts and changing the authorized signatories of Section Bank accounts.

Also, in the past months, we, Section officers, have been contacting and visiting different banks in attempts to recover the control of the Section bank account(s). As Mr YW Liu is refusing to handover any bank statements to HK Section, we have not information about the bank accounts and need to spend lots of time and go through lengthy procedure to do it.

However, without cooperation from the unknown account signatories of the Bank Accounts or even knowing who they are or the precise bank account numbers, the procedures of recovering those bank accounts of Hong Kong Section are quite complicate. Different banks have different requirements. In any case, we are making progress although this is taking time. Once we have any updates, we will inform members via newsletters.

3. Voter registration in the ITFC 2017 The Registration and Electoral Office (REO) of HKSAR is reviewing the eligibility of the Chapter’s members of (a) the Joint Chapter on Circuits and Systems/Communications (CAS/COM) (b) Computer Chapter as ITFC electors/voters.

Chapters have direct access to their own membership information in the USA database requested by REO for voters registration reviews.

Computer Chapter has done a good job in taking care of its members’ registration with REO.

However, as of today, the CAS/COM Joint Chapter has never updated Section its status on whether they have held the AGM2016 or they have any officer nominations of 2017. IEEE HQ has informed Section that CAS/COM is inactive for 2016. It is noted that Mr YW has been heavily involved in the CAS/COM Chapter. According to the USA record, the CAS/COM Joint Chapter was inactive in 2016. Members of the CAS/COM chapter should avoid the chapter being dissolved IEEE by headquarters.

It should also be noted that, as IEEE USA and IEEE HK Section are always politically neutral, chapter chairs should be responsible to communicate with REO for political interests of their own chapters.

IEEE International Conference on Industrial Engineering and Engineering Management (IEEM) 10-13 December 2017, Singapore

The IEEE International Conference on Industrial Engineering and Engineering Management (IEEM) 2017 (www.ieem.org) is the leading international forum to disseminate, to all branches of industries, information on the most recent and relevant research, theories and practices in IEEM. All submissions are subjected to rigorous review before an acceptance decision is made. This conference has been hosted by leading universities in Asia and has been attended by around 500 participants from 50 countries each time. This year’s IEEM2017 will be held in Singapore from 10-13 December.

The IEEE Hong Kong EMC Society Chapter The Hong Kong Electronics Fair (Autumn Edition) and the Hong Kong International Outdoor and Tech Light Expo

The IEEE Hong Kong EMC Society Chapter, as a supporting organization, organized 2 seminars titled “Latest EU/FCC regulations for WiFi/Bluetooth Electronics Product” and “Testing and Certification Services of Lighting Products in Hong Kong” in the Hong Kong Convention and Exhibition Centre and the AsiaWorld-Expo respectively. The speaker of the first seminar was our IEEE Hong Kong EMC Society Chapter Chair 2017, Dr. LEE Kam Chuen from the Hong Kong Standards and Testing Centre (STC) and the seminar introduced RF products for European conformity assessment procedures in

Radio Equipment Directive (RED) 2014/53/EU. In addition, the seminar covered the new equipment authorization order and the role of accredited testing laboratories for RF products approval in the USA. The seminar was part of the programme to promote local testing and certification services to international buyers. The Hong Kong Council for Testing and Certification (HKCTC) Secretariat has been cooperating with Hong Kong Association for Testing, Inspection and Certification (HKTIC) to arrange the seminar at the trade fair. The speaker of the second seminar was Mr. Dickson MAK from the Hong Kong Standards and Testing Centre (STC) and the seminar covered the latest regulatory requirements, related test standards as well as the relevant testing methods and equipment.
