THE SUMMARY OF THE NARRATIVE REPORTS ON THE ACTIVITIES IMPLEMENTED FROM SEPTEMBER

TO DECEMBER, 2012

Introduction.

Strengthening of two legislators is one of the pillars of ongoing process of democratization of Tanzania

society.

The overarching goal of the Legislatures Support Project is to support the legislature’s formal

constitutional responsibilities through provision of technical support to strengthen Parliament capacity

in law making, oversight and constituency relations.

The project has been working through the work plan approved by the project board at the beginning of

October 2012. Within the reported period of time 74 % of planned activities were accomplished by the

Parliament of Tanzania through Legislatures Support Project and 65% of allocations foreseen for the

reported period of time absorbed to meet the goals of the Project.

The majority of implemented activities were aimed at elected members and staff capacity building, skill

and knowledge based development. Between September- December, 2012 twenty activities out of 27

planned activities were initiated and implemented in consultancy with the National Assembly, based on

legislature’s priorities.

The implementation process included

identification of the best local resource person or institution,

development of materials specific for parliament needs,

presentations and active discussion,

evaluation and identification of gaps for further planning and strategy development.

Due to specifics of the parliamentary work the project staff tried to ensure the variety and

independence of information and approaches, therefore the in majority of cases the resource team

consisted from the representative of the Government institution, academia and civil society

representative. The beneficiaries of the activities were the elected members and staffers of relevant

Parliamentary Committees and department. Project team involved the Chairperson of the relevant

Parliamentary Committee on early stage to identifying the areas of discussion, chair during the trainings

and facilitates the Q&A sessions.

The following activities were implemented between September- December, 2012.

COMPONENT ONE: LEGISLATIVE DEVELOPMENT

1.1 WORKSHOP ON SKILLS AND TECHNIQUES OF UNDERSTANDING LEGISLATIVE PROCESS AND BILLS

ANALYSIS 24th OCTOBER, 2012, DAR- ES SALAAM

The one day workshop was organized for 150 participants (Members of Parliament and staff) from

Parliamentary Committees, namely; Finance and Economic Affairs Committee, Foreign Affairs, Defense

and Security Committee, Community Development Committee, Lands, Natural Resources and

Environment Committee and Agriculture, Livestock and Water Committee. The workshop was also

attended by 15 media people from different media groups. The Chairperson of the workshop was Hon.

Andrew John Chenge, Mp. the chairperson for Finance and Economic Affairs Committee and it was

officially opened by Hon. John M. Cheyo, MP, Chairperson of the Public Accounts Committee.

In this workshop there were two papers presented and discussed, these were:

Skill and Techniques to Understanding the Legislative Process presented by George Francis

Mlawa the former Clerk of the National Assembly.

Skills and Techniques on How to Analyze Bills presented by Mr. Martin P. Massawe from

Mzumbe University.

Key Results

MPs have better understanding of the Bill to Law process

The participants learned and understand the difficulties facing Members of Parliament in preparing

Private Members bills and utilized strategies to deal with those challenges.

Skills and techniques on understanding bills scrutiny and bills analysis for Members of Parliament and

Staff were enhanced.

Members of Parliament learned the value and importance of public hearing to get variety of opinions

MPs agreed to start the preparation of hearing from the joint meeting with Parliamentary Staff and

independent experts to get better understanding of the a bill before calling public hearing.

Recommendations/Observations/Comments from discussions

The participants questioned the appropriateness of sound votes and consider actual manual or

electronic voting as more practical and fair.

The time allocated for Parliament to scrutinize the bills is not enough, hence it makes difficult to consult

and come up with an effective bill.

MPs should be provided with assistants in their constituencies who can help them to analyze bills and

make them effective in the legislation process. They agreed that more time should be allocated.

The Participants agreed that there is a need to organize a workshop on Skills and Techniques in

Preparing Schedules of Amendments in order to improve the enactment of laws

The Participants agreed on the need to educate Members of Parliament and Government Officials who

are mostly involved in the implementation of laws to improve the enforcement for the benefits of the

society.

2. COMPONENT TWO: GOVERNMENT AND BUDGET OVERSIGHT AND ACCOUNTABILITY

2.1. REPORT OF THE TRAINING COURSE ON RESEARCH METHODOLOGY FOR RELEVANT STAFF HELD

FROM 10 – 22 SEPTEMBER, 2012 AT MZUMBE UNIVERSITY, DAR-ES SALAAM.

This was a two weeks training course on Research Methodology organized for 16 Staff Members of

Parliament from different departments of the Parliament of Tanzania, mainly from Parliamentary

Committees Department and Library and Research Department . The course took place from 10 – 22

September, 2012 at Mzumbe University Dar- Es Salaam Branch. The topics of the training were:-

1. Skills on Research Planning and Research Proposal.

2. Skills on Data Collection, Data Analysis, Data Interpretation and Research Report Writing.

3. Research Ethics and Challenges Facing Researchers.

The lecturers informed the participants on the general information of the research, the meaning of the

research and its importance, different types of research, Basic Research and Applied or Action Research,

Research problem and writing research proposal. The participants were informed on the importance of

the literature review and how to conducting literature review, data collection skills, how to collect data,

how to analyze data, how to interpret, present and report writing in order to communicate with readers

and how to do a research in Parliaments according to the ethics related to Parliament. The Participants

were informed on different challenges related to the work of research especially to Parliaments. The

participants learned the importance and the need of data collection, analysis and interpretation

especially by using SPSS and how to present data in the form of tables, charts, pies and percentages.

There is a need for a Parliament to establish a specific relation with research institutions, individual

researchers and academics in the areas of research to help the Parliament in performing the research

activities.

Key results

Skills and techniques on research methodology, how to formulate research problems, research

questions and research proposal to the Parliamentary Staff were enhanced

The Parliamentary Staff learned Skills on data collection, data analysis, data presentation using SPSS.

Understanding on research ethics, challenges related to research activities and its solutions to

Parliamentary Staff were enhanced

After the training, Parliamentary Staff agreed and decided to start writing research proposals and

present to Project Coordinator requesting for funds and support

Recommendations/Observations/Comments from discussions

After the training the following recommendations were made.

In order to understand the research methodology there is a need for participants to have an opportunity

to deliver field work to get more practice in research activities. The Project (LSP) should try to find a

way to support the delivery of field researches.

The research activity is a complex subject in order to understand fully there is a need to extend the time

for training at a minimum of three months.

The Participants recommend that, there is a need to amend standing orders to put clearly a section to

indicate the role of the Committee Clerk in research activity.

2.2. MEETING WITH THE MEMBERS OF THE FINANCE AND PLANNING COMMITTEE OF THE

PARLIAMENTARY SERVICES COMMISSION AND DONOR REPRESENTATIVES 13th OCTOBER, 2012, DAR-

ES SALAAM.

One day meeting between Members of the Finance and Planning Committee of the Parliamentary

Services Commission and Representative from Donor Community was held on 13 October, 2013 at

Parliament Office, Dar- Es Salaam. The aim of the meeting was to present a report of the

Implementation of Activities planned for January- June, 2012 and Proposed Action Plan July- December,

2012 for implementation. The Meeting was chaired by Hon. Job Y. Ndugai, MP, Deputy Speaker and it

was attended by 11 participants.

During the meeting the participants discussed various issues related to the LSP Project, activities

implemented up to August, 2012 and the Proposed Work Plan July- December, 2012. The following are

the areas discussed and agreed.

They agreed to prepare long term planned activities such as one year or even more in order to have

clear picture of the implementation of the project activities and better management of the project.

There is a need to invite institutions which have experts on how to conduct the need assessment for

capacity building for Members of Parliament and Staff. They agreed that the Need Assessment should

take place as soon as possible.

There is a need to organize the training capacity building for Members of Parliaments and staff on

Public-Private Partnership for social and economic projects development in Tanzania.

They agreed on the Roles of Parliamentary Committees in enhancing the performance of the Parliament.

They noticed that, there is little time given for the Parliamentary Committees to present their reports

and recommendations in the House. There is a need for the Parliament Management to look for the

best strategies on how to improve the presentation and discussion of the Parliamentary Committees

reports in the House.

Key results

The Narrative Report of the Activities Implemented April-August, 2012 was submitted and accepted by

Parliamentary Services Commission (the Board Members of the Project)

The Work Plan of the Activities to be Implemented from July-December, 2012 was submitted for

consideration and it was agreed ready for implementation

The Challenges facing the implementation of activities April- August, 2012 were identified, discussed and

solutions clearly known.

Recommendations/Observations/Comments from discussions

MKUKUTA and MDGs are important policies in Tanzania and Members of Parliament should know the

aims and objectivities of the policies, vision, its implementation, challenges facing the implementation of

MKUKUTA and MDGs and its solutions. Members of Parliament need to read all information related to

the implementation of MKUKUTA and MDGs and also inform their voters in their constituencies.

There is a need to take a study on how MKUKUTA and MDGs affects poverty reduction in Tanzania,

what sectors need to be given priority in implementation process and how MKUKUTA and MDGs will

help to improve l services delivery on the areas of education, water, health, infrastructure and

communication.

There is a need to organize regular dialogue to discuss MKUKUTA and MDGs implementation process

among MPs and other professional.

The participants stressed that the misuse of state resources by some government officials resulted

poor implementation of policies in general and MKUKUTA and MDGs in particular.

2.3. WORKSHOP ON MKUKUTA AND MDGs ORGANIZED FOR MEMBERS OF PARLIAMENT AND STAFF

The one day Workshop was organized for 140 participants, Members of Parliament and staff from

different Parliamentary Committees. The Participants were drawn from Five Parliamentary Committees

as follows; Infrastructure, Land, Natural Resources and Environment, Agriculture, Livestock

Development and Water, Defense, Security, and Foreign Affairs and Community Development. The

workshop was chaired by Hon. Juma S. Nkamia, Mp, the Vice-Chair person for Parliamentary Committee

on Community Development.

Two papers were presented and discussed, these includes:

1. Understanding MKUKUTA and MDGs in Tanzania presented by Mrs Anna Mwasha, Director of

MKUKUTA, Ministry of Finance and Economic Affairs.

2. The Skills and Techniques to be Used by Members of Parliament and Staff in analysis of the

MKUKUTA and MDGs for the benefits of the Society presented by Dr. Olsward Mashindano,

Economic and Social Research Foundation (ESRF).

Key results

The level of understand on MKUKUTA and MDGs and its roles in poverty reduction in Tanzania and how

these policies should be integrated in budget process to Members of Parliament and Staff were

enhanced.

The level of understanding on how to analyze policies in order to improve its implementation and

challenges related in its implementation and their solutions for Members of Parliament and Staff were

enhanced.

Recommendations/Observations/Comments from discussions

MKUKUTA and MDGs are important policies in Tanzania and MPs should understand and know the

aims and objectivities of the policies, vision, its implementation, challenges facing the implementation of

MKUKUTA and MDGs and its solutions. Members of Parliament need to be informed related to the

implementation of MKUKUTA and MDGs and also inform their voters in their constituencies.

2.4. REPORT OF THE WORKSHOP ON SKILLS AND TECHNIQUES IN COMBATING CORRUPTION

ORGANISED FOR MEMBERS OF APNAC AND STAFF 27 OCTOBER, 2012, PARLIAMENT BUILDINGS, DAR

ES SALAAM

The one day workshop was organized for 160 participants Members of APNAC and MPs and staff from

six Parliamentary Committees -Trade and Industries, Foreign Affairs, Defense and Security, Community

Development and Agriculture, Livestock Development and Water. The activity was leaded by Hon.

Bernadeta Kasabago Mushashu, Mp. and Hon. Abdukarim Shah, Mp , the Commissioner for the

Parliamentary Services Commission and Vice Chairperson for Lands, Natural Resources and

Environment Committee.

1. Understanding the PCCB Act and Legal Institutional Framework and Mechanism Used to Fight

Corruption in Tanzania presented by H. Kessy from Prevention and Combating Corruption

Bureau (PCCB)

2. Social, Political and Economic Impact of Corruption and Challenges Facing the War Against

Corruption in Tanzania and its solutions presented by Prof. Andrew Mbwambo from Mzumbe

University.

Key results

The participants learned and realized that corruption is a serious problem and affect everybody there is

a need to find solutions of the corruption

The understanding on the legal and institutional frameworks existing in Tanzania in fighting corruption

for Members of Parliament and Staff were enhanced.

The participants were informed and learned on the Tanzania Anti-corruption strategies 2013-2018

prepared by PCCB and be used in fighting corruption in Tanzania especial on the areas of natural

resources, energy, financial services, revenue collection, government procurements and contracts were

enhanced.

The level of understanding to Members of Parliament and Staff on the different types of corruption and

how to avoid corruption were enhanced. They learned and understand the effects of corruption, social,

economic and political and promised to educate the public during their meetings at the constituency

level

Recommendations/Observations/Comments from discussions

There is a need for Members of Parliament to learn the legal frameworks and mechanisms related to the

efforts in fight of corruption, and discuss the weaknesses on fighting corruption.

For MPs there is a need to understand the law and enforcement process to be more effective in fighting

corruption. Media, NGOs, leaders and MPs must be committed to fight corruption.

They agreed that, the project ”should find resources to teach MPs how to fight corruption during

election” . There is a need to understand the Election Expenses Act and what mechanism and

framework set in fighting corruption, what strategies used by corrupt people during election.

2.5. WORKSHOP ON HOW TO EXPAND TAX BASE IN TANZANIA ORGANIZED FOR MEMBERS OF

PARLIAMENT AND STAFF 2 NOVEMBER, 2012, DODOMA.

2.6 . WORKSHOP ON EFFECTIVE PUBLIC PRIVATE PARTNERSHIP IN ENHANCING SOCIAL AND

ECONOMIC PROJECTS IN THE TANZANIA ORGANISED FOR MEMBERS OF PARLIAMENT AND STAFF 8TH

NOVEMBER, 2012, DODOMA

The one day workshop was organized for 180 participants (Members of Parliament and Staff from six

Parliamentary Committees; Finance and Economic Affairs Committee, Infrastructure, Security, Peace

and Foreign Affairs, Public Accounts, Parastatal Organization Accounts and Local Authority Accounts.

The Chairperson of the workshop was Hon. Andrew John Chenge, Mp. the Chairperson for Finance and

Economic Affairs Committee. In this workshop the paper presentation was on.

1. Government efforts in providing conducive legal and institutional frameworks to enable smooth

operations of PPP in Tanzania: Its benefits, challenges and its solutions presented by Dr. F. M. H.

Mhilu, Commissioner of PPP in the Ministry of Finance and Dr. Jones Maganga from Mzumbe

University

Key results

MPs have better understanding of Public Private Partnership.

The participants agreed that, there is a need to organize a workshop on PPP and involve Permanent

Secretaries, Senior Government Officials and Members of Parliament to discuss its concept, legal and

implementation mechanism framework, strategies , monitoring and evaluation, challenges and its

solutions.

Recommendations/Observations/Comments from discussions

Political leaders who come into power should not impede investment progress started by their

predecessors. It was said that there is “a tendency of political leaders and other technocrats who come

into power to start their own policies and projects and those started earlier are left to disappear

regardless of how good and useful they would be”.

Private investors have negatively affected the national revenue because of tax exemption. So the

government should exempt private investors sparingly so as to collect enough revenue to meet the

necessary obligations.

In Public Private Partnership the role of Environment Impact assessment should be more made clear.

Public health sector has been inefficient since independence while private sector has been very

effective. It was advised that there should be partnership in order to improve public health sector.

In order to have effective investment it is important to priorities projects to ensure better management

and timely investments.

There is a need to organize workshop to analyze Public-Private-Partnership and how can be improved,

how to use land in partnership with private sectors, there is a need to review all laws related to PPP.

The government should remove all unnecessary bureaucracy related to PPP and find strategies in solving

various challenges facing PPP in Tanzania.

The participants agreed on the need to educate people on PPP so that to improve the implementation

of PPP in Tanzania. There is a need to send students in Europe and Asia for training and find solutions of

challenges facing PPP in Tanzania.

The participants agree on the need to improve Private Sector in Tanzania by putting conducive

environment on loan provision and capital.

2.7. ONE WEEK WORKSHOP ON POLICY, BUDGET AND BILLS ANALYSIS ORGANISED FOR

PARLIAMENTARY STAFF 18-24 NOVEMBER, 2012, IN MOROGORO

The one week workshop was organized by the Legislative Support Project (LSP) in collaboration with the

Office of the National Assembly. It involved 35 Members of Staff who mainly came from the Department

of Parliamentary Committees and others from different Departments that work closely with Committees

Department. The workshop was chaired by Mr. Charles J. Mloka, Director of Parliamentary Committee.

The workshop was officially opened by Mr. Theonist Ruhilabake, Assistant Director of the Parliamentary

Committees Department.

The topics presented and discusses are as follows;

2. Concepts of policy, definition, its importance and policy formulation by Dr. Donatila Kaino from

ESRF

3. Policy analysis and policy implementation presented by Dr. Donatila Kaino and Solomon Baregu-

ESRF.

The presenters presented various papers and discussed, after the presentation participants had various

opinions.

Parliamentary Officers have the duty to analyze policies and give feed back to Members of Parliament

on how to improve policies for the benefits of the public. It was suggested that because MPs’ role is to

represent their people then all policies should be scrutinized by MPs on behalf of the electorates unlike

the current situation where the formulation and analysis of policies is left in the hands of the Executive.

Committee Chairperson and the Committee Clerk are required to be widely knowledgeable to be able to

dig deep and demand policies from Ministries under their jurisdiction. It has been noted that ministries

and government departments do not like to submit their policies to the Parliament.

Participants got practical knolege and skills on Budget Formulation, Budget Scrutiny, Budget

Analysis, Budget Implementation and Budget Monitoring.

Recommendations/Observations/Comments from discussions

The Parliamentary Standing Orders should expressly state that, all government policies be submitted to

the Parliament for scrutiny. This will help Parliamentarians to be aware of what is taking place and be in

a better position to perform their legislative function because legislation has to be supported by policies.

The current relationship between the Parliament and the government has reduced the power of the

Parliament to oversee the Executive.

There is a need of capacity building on negotiation of the policy and contracts and the government

should speed the implementation process of policies in Tanzania

There is a need to review all outdated policies, the government should be requested to bring all policies

and be reviewed in partnership with Non Governmental Organizations, academic institutions and civil

society. There is a need to do research on the strategies to improve the implementation of policies in

Tanzania. The Project/Government should provide funds to do this research and also to do a research on

the effectiveness of the Parliament to deal with policy issues experts from ESRF/REPOA should be

consulted to help Parliament to do research

The participants agreed on the need to review Parliamentary Standing orders to create a section which

will clearly explain the role of Parliament on the policy scrutiny and how to involve public hearing and

also to add one of the function of the Parliamentary Staff to Policy Analyst

The Table Office Department should submit copies of the bills to the relevant Committees as soon as

first reading is done.

Committee Clerks should cooperate with other parliamentary staffs from other departments and units

because not all Clerks are lawyers.

They recommended that legislation be done in Kiswahili

In many Parliaments are ordering feasibility studies in the areas where the Parliaments have no capacity.

The participants agreed on the need for allocating more budget on staff development because it is

institutional development of Parliament

2.8. TWO WEEKS TRAINING COURSE ON POLICY, BUDGET, STRATEGIC PLAN AND CONCEPT OF OPRASS

ORGANISED FOR PARLIAMENTARY STAFF 26 NOVEMBER- 7 DECEMBER, 2012, MZUMBE UNIVERSITY,

DAR- ES SALAAM

This was two weeks training course 26th November, to 7th December, 2012. The training was conducted

at Mzumbe University, Dar- Es Salaam. Twenty four (24) Parliamentary Budget Officers attended the

training. These Officers were drawn from every Department and Unit. This training focused on Budget

Process, Policy Analysis, Concepts of OPRAS and Strategic Plan.

The training was in the form of paper presentations, discussions and exchange of experiences.

3. COMPONENT THREE: EFFECTIVE REPRESENTATION OF CITIZENS AND CONSTITUENTS

3.1. WORKSHOP ON SKILLS AND TECHNIQUES USED IN POLICY ANALYSIS, CHALLENGES AND FUTURE

PROSPECTS ORGANIZED FOR MEMBERS OF PARLIAMENT AND STAFF 1ST NOVEMBER, 2012, DODOMA.

The one day workshop was organized for 160 Participants from six Parliamentary Committees, namely;

Finance and Economic Affairs, Foreign Affairs, Defense and Security, Community Development, Lands,

Natural Resources and Environment and Agriculture, Livestock and Water and selected Parliamentary

Staff. The Chairperson of the workshop was Hon. Andrew John Chenge, Mp. the Chairperson for Finance

and Economic Affairs Committee and it was officially opened by Dr. Mohamed Mgimwa, MP,

Chairperson of the Industry and Trade Committee. The workshop was also attended by 15 media people

from different media people from different media groups

In this workshop there were two papers presented and discussed, these were:

1. Skills and Techniques in Policy Analysis, Challenges and Future Prospects presented by Prof.

Damas Muna from Mzumbe University

2. Policy Analysis and Formulation presented by Dr. Donatila Kaino from Economic and Social

Research Foundation (ESRF)

Key results

The level of understanding on the concept of policy, the structure of policy, goals and objectives,

targets, implementation strategies, its institutional arrangements for coordination, monitoring and

evaluation of the policy for Members of Parliament and Staff were enhanced.

The participants learned and understand the importance of the policy in relation to the basis of

formulating bills and the need to organize workshops to discuss policy formulation, scrutiny, analysis,

implementation and monitoring and evaluation for the benefits of the society

The level of understanding on the policy analysis, factors influencing policy formulation and process of

policy scrutiny and implementation for Members of Parliament and Staff were enhanced.

The level of understanding on the challenges facing the policy implementation in Tanzania and its

solutions to Members of Parliament and Staff were enhanced

There is a need to request the government to bring all policies to be discussed at the level of the

Committee and then in the Parliament.

The formulation of policies and its implementation should be geared to the use of available natural

resources instead of having policies that encourage the use of donor funds.

The participants agreed that, Members of Parliament need policy analysis Skills, because most of

policies are formulated by government and Members of Parliament are not involved.

The participants agreed that, Parliamentary Staff should be capacitated to understand the policy

analysis in order to help Members of Parliament to understand the policy.

The Parliamentary Staff should help Members of Parliament by preparing the policy digest which will be

used by Members of Parliament. Parliamentary Staff can also involve experts and stakeholders in policy

analysis in order to educate the Members of Parliament.

3.2 WORKSHOP ON LEADERSHIP, COMMUNICATION AND PRESENTATION SKILLS ORGANIZED FOR

MEMBERS OF PARLIAMENT AND STAFF 6 NOVEMBER, 2012, DODOMA

The one day workshop was organized for 160 participants from six Parliamentary Committees, namely;

Community Development, Social Affairs, Land, Natural Resources, Agriculture, Livestock Development

and Water, Constitutional, Legal and Administration and Misleneous Laws. The Chairperson of the

workshop was Hon. Andrew John Chenge, Mp. the Chairperson for Finance and Economic Affairs

Committee.

Two resource persons delivered the workshop.

Key results

The participants learned about the leadership skills and were trained in successful communication and

presentation tactics.

Key observations /recommendations

• It is impossible to get all these skills during one training

• Special training should be organized to teach female MP leadership skills

• MPs should be skilled in decision making to avoid delays in legislative process

Industry and Trade and selected Parliamentary Staff. The Chairperson of the workshop was Hon. Juma

Nkamia, Mp. the Vice- Chairperson for Community Development Committee and it was officially opened

by Hon. Abdulkarim Shah, MP, Vice- Chairperson Land, Natural Resource and Environment.

The workshop was also attended by 15 journalists from different media groups.

During the workshop three papers were presented and discussed:

1. . Understanding Gender Concepts and its Importance in Women Development and

Empowerment presented by Prof. Damas S. Muna from Mzumbe University

2. Understanding Gender Concepts: gender budgeting its importance in women development and

empowerment presented by Ms. Asseny Muro from TGNP

3. Government efforts in enhancing Gender Development and Gender Empowerment in Tanzania

presented by Mr. Richard Ndaskoi from the Ministry of Community Development, Gender and

Children Affairs

• MPs and Staff have better understanding of Gender Concepts and its Importance in Women

Development and Empowerment.

• MPs and staff have some initial knowledge on specifics of gender budgeting

• MPs and staff is better informed on Government efforts in enhancing Gender Development

and Gender Empowerment

The participants agreed that, the idea of the government to establish Women Unit in each Ministry

should be improved by giving these Units powers and resources to implement important decisions made

by Ministry.

The participants suggested the Project to organize a series of meetings for Members of Parliament

together with other stakeholders to discuss important issues to be included in the reviewed

Constitution.

The participants agreed that, there is a need to organize every year a workshop on gender budget for

Members of Parliament and government officials who are involved in budget process before the budget

process is finalized. The workshop should be used to analyze the budget with gender lens.

The participants agreed that, there is a need to organize a workshop to discuss in details social, customs

and traditional practices that hinder the women participation in political, leadership and decision

making bodies and their solutions. There is a need to trace on the reasons why women are left behind in

the decision making bodies.

The participants agreed that there is a need to discuss a policy and laws which prohibit pregnancy girls

to continue with study because does not benefit any one. There is a need for those girls to continue with

their studies after birth of their children as in other countries like South Africa, Kenya, Uganda and

Zanzibar.

EYE ORGANISED FOR MEMBERS OF PARLIAMENT AND STAFF 5TH NOVEMBER, 2012, DODOMA

The one day workshop was organized for 160 participants from six Parliamentary Committees, namely;

Community Development, Social Affairs, Land, Natural Resources, Agriculture, Livestock Development

3. Skills and Techniques to be used in Bills Analysis and Bills Scrutiny on Gender Eyes presented by

Dr. Rose Shayo from University of Dar es salaam

Key results

The participants understand the challenges facing the policy implementation in Tanzania and its

solutions.

Skills on Bills Scrutiny and Bills Analysis on Gender Eyes for Members of Parliament and Staff were

enhanced.

The participants understand on the need to organize public hearing every session to discuss any bills

brought in the House on gender eyes.

Recommendations/Observations/Comments from discussions

Three resource persons presented papers and discussed, after good and detailed presentations

participants discussed in detail and made some recommendations;

They agreed to organize workshop for all Members of Parliament to enable them to enact good and

reasonable laws.

The Office of the National Assembly should provide expertise in the legislation process.

The Office of the Speaker should see to it that time for bill scrutiny in the House need to be reviewed

because it is too short that Members of Parliament do not have enough time to debate and produce a

good bill.

Members of Parliament should strive to ensure that oppressive and gender biased laws are repealed as

soon as possible.

The media has a very important role to play in a bid to emancipate women from oppression and

biasness. So they should be involved in the whole process of bill scrutiny to enable them inform the

public properly and be able to give the Parliament the feeling of the public on certain bill.

Tanzanians should not just talk about having many women in political and administrative posts, but

should talk about women’s welfare in specifics because having many women in such posts may not

necessarily mean women have already been emancipated from exploitation, oppression and

humiliation.

The government should bring all laws which do not bring equal opportunities for men and women

especially in decision making bodies, these laws should be discussed and amended.

They agreed that there is a need for Members of Parliament to understand the concepts related to

gender and how can be used in gender empowerment and development and how can be used in bills

scrutiny and bills analysis.

5. COMPONENT FIVE: CAPACITY BUILDING FOR EFFECTIVE PARLIAMENTARY ADMINISTRATION AND

MANAGEMENT

5.1 REPORT ON A BREIFING MEETING FOR COMMITTEE CHAIRPERSONS ON RESEARCH FUND 19TH

OCTOBER, 2012, PARLIAMENT BUILDINGS, DAR ES SALAAM.

The one day meeting was convened by the Legislature Support Project (LSP) to discuss how best the

Parliamentary Committees can use the Research Fund set for Parliamentary Committee activities. This

meeting was attended by Chairpersons of ten Committees; these are Ethics and Privileges Committee,

Foreign Affairs, Defense and Security Committee, Agriculture, Livestock and Water Committee, Local

Authorities Accounts Committee, Community Development Committee, Economic Infrastructure

Committee, Lands, Natural Resources and Environment Committee and Finance and Economic Affairs

Committee.

Key results

1. The operations of the Research Fund set by Project in Parliament of Tanzania were discussed;

strategies and guidelines will be identified soon.

2. Strategies to improve the Research and Library Department and Parliamentary Committees

Department were discussed and Research Officers were encouraged to start doing research

activities.

3. They agreed that, all Committees should have equal access to the funds to make them arrive at

appropriate decision.

4. They agreed that every legislation should be researched upon before it is deliberated to know it

prons and cons.

5. The Library and Research Department needs to be strengthened to enable them carter for the

research needs

6. A roster of Professionals and institution be prepared so that, whenever need arises it comes

easier to contact them.

5.2 REPORT OF THE WORKSHOP ON PARLIAMENTARY RULES AND PROCEDURES ORGANIZED FOR

MEMBERS OF PARLIAMENT AND STAFF, 3RD NOVEMBER, 2012, DODOMA

The one day workshop was organized for 150 participants (Members of Parliament and staff) from

Parliamentary Committees, namely; Finance and Economic Affairs, Defense, Security and Foreign

Affairs, Constitution, Legal and Administration, Community Development, Lands, Natural Resources and

Environment and Agriculture, Livestock and Water. The workshop was also attended by 15 media

people from different media groups. The Chairperson of the workshop was Hon. Andrew John Chenge,

Mp. the Chairperson for Finance and Economic Affairs Committee and it was officially opened by Hon.

John M. Cheyo, MP, and Chairperson of the Public Accounts Committee.

In this workshop there were two papers presented and discussed, these were:

• Parliamentary Rules and Procures and How Parliament Conducts its Business presented by

Prof. Andrew Mbwambo, Mzumbe University and Dr. H. Kessy Chamber’s Office.

• How Parliament Conducts its Business the Case of Standing Orders Presented by Prof. Damas

Muna from Mzumbe University

The three presenters present papers and discussed, after the presentation of the papers the participants

made various comments and recommendations as follows;

The understanding of the current Standing Orders and Rules of Procedures to Members of Parliament

and Staff were enhanced

The challenges related to the practical operation of the Standing Orders were discussed and understood

and agreed to review the standing orders.

They agreed that, the Standing Orders of Parliament of Tanzania has put so bureaucratic process on the

areas of private member’s bills, private member’s motion, vote of no confidence to the President,

Speaker and Prime Minister. There is a need to review our standing order to make rules of procedure

easier to operate.

There is a need to organize more training on the Rules of Procedures to discuss various concepts used in

the Standing Orders because most of them are not clearly known to most of Members of Parliament

They agreed on the need to put in the Standing Orders some of important issues like the Role of

Parliamentary Committee Clerk, establishment of the Budget Office and establishment of the

Government Assurance Committee.

They agreed that, there is a need to review our standing orders to allow all Members of Parliament to

contest the Parliamentary Chairperson as Presiding Officers in Parliament, there is also a need to review

standing orders to remove the guillotine, because it is not health to discuss the budget process in

Tanzania.

They agreed on the need to put more time on the questions time because the number of Members of

Parliament has been increased compare to when one hour questions time was introduced
