FRAMEWORK

An SDI should not be considered as a static framework that will offer

solution for a fixed set of requirements.

Rather, it is a dynamic framework that satisfies current requirements

while at the same time generating new needs and solutions.

Digital Norway - Inspire (EU SDI)- sharing a Vision

� Data should be collected once and maintained at the level where this can be done most effectively

� it should be possible to combine seamless spatial information from different sources and share it between many users and applications

� it should be possible for information collected at one level to be shared between all the different levels, high resolution for detailed investigations, general for strategic purposes

Today's challenges:

�The municipal sector has different IT systems that do not communicate each other

- create unnecessary boundaries

- prevents cooperation and efficiency

- lead to practical limitations in cooperation due to the framework set by system suppliers.

�Effective information flow between different IT systems requires well-defined

interfaces

- standardization will constitute the most important means to ensure interaction, choice and

competition in the marked

The lifetime of a technical implementation

is shorter than the lifetime of the

information it handles. This makes it

necessary to describe the information in a

way that allows for new techniques and

implementation environments to be

applied.

We also know that many organisations

often need data outside their jurisdictions

or operational areas. When necessary

information about the data and interfaces

are described in a formal, implementation-

independent model, it is easier to integrate

distributed components and data sources

with your own system.

BENEFIT REALIZATION:

� Open and system independent integration between GIS and other IS such as case

management systems and archive systems will provide a more efficient public

administration and ensure better decision making

� Standardization will contribute to information sharing and reuse, thus extend the

demand for location based information

� Integration of GIS and other IS will ensure easy access to geographic information for

new large user groups

� Standardized interfaces between the various IT systems will provide customers

(municipalities) greater freedom of choice, thus creating better conditions of

competition in the market.

� Land register, and the municipal planning records will be made available as updated

public data sets by all the leading system suppliers.

� Standards and specifications of data exchange attached to updated end reliable basic

data sets will trigger significant efficiency potential in the public administration
