DF - Diagnostic Facilitators
Columbus Phase I: Accredited WCO expert
In Phase I missions under the Columbus Program these accredited experts are required to deliver a comprehensive needs assessment diagnostic report comprising a comprehensive gap analysis and a set of recommendations.
CMA - Customs Modernization Advisors
Columbus Phase II: Accredited WCO expert
There are accredited WCO CMA Experts, who can promote Customs modernization and explain Customs Int’l Tools and Standards. They provide strategic advice on prioritized actions for implementation of WCO tools and standards. CMAs are experts on institution building, human resources and change management, and could also facilitate interaction with relevant stakeholders.
A number of CMAs may also fulfil specific tasks in core areas such as Customs Technical or Operational Experts, depending on their profile, qualifications and experience. This could be specific assistance in areas such as Leadership, donor liaison or other. Ideally, the WCO Secretariat endeavours for CMAs to become distance advisors to beneficiaries Members and follow up development process and support planning further capacity building initiatives.
DF/CMA- Diagnostic Facilitator or Customs Modernization Advisors
Columbus Phase III missions
In missions under Phase III of the Columbus Programme these accredited experts are required to deliver a comprehensive assessment report of the progress and development level against the recommendations made in the Diagnostic report and their compliance level with standards set in the SAFE Framework of Standards, the revised Kyoto Convention and the WCO C21 document.
For both kinds of missions we look for experts, who can analyze and benchmark the current situation of a Customs administration in terms of its overall development capacity and its compliance with Int’l Standards. During these missions the experts will need to consult with Customs policy makers, Customs senior management and external stakeholders.

TOA- Technical and Operational Advisors (Authorized Economic Operator, Intellectual Property Right, Revised Kyoto Convention, Risk Management)
These are experts specialized in managing Customs technical and operational subjects. These experts are expected to engage with middle and top management of beneficiaries Members to advice on organizational development for specific projects. The need for this type of accredited experts usually occurs after 2-nd phase of Columbus Program, when the WCO members are in the process of implementation of their national action plans. These are more consultancy type of assistance than the traditional training (though there may be some refresh training session as part of the mission).
The WCO does not ensure accreditation for all kind of specializations within the pool of Customs Technical and Operational Advisors. However, WCO accreditation is provided for in areas such as Authorized Economic Operator, Revised Kyoto Convention and Data Model, in these areas experts` offers of accredited experts will be treated preferentially.
Accredited Trainer/Expert Trainers (Harmonized System, Valuation Control, Valuation Control via Post-Clearance Audit, Origin)
These are experts, with both methodological training skills and the technical knowledge of Customs subjects. Expert Trainers are expected to support the delivery of training, preferably in the WCO Regional Training Centers.
The WCO does not ensure accreditation for all kind of specializations within the pool of Expert trainers. However, WCO accreditation is provided for in areas such as HS, Valuation and Origin where experts` offers of accredited experts will be treated preferentially.
